~ Public Safety Attention ATV Riders! In 2005, a new recreational vehicle ordinance was implemented to provide reasonable regulations for the operation of snowmobiles, all-terrain vehicles, off-highway motorcycles and other rec- reational vehicles on public and private property within the city of Ramsey. Recreational vehicles may be oper- ated only in the Designated Use Area (that area north of a straight line running from east to west at the 16700 block, starting at the Rum River on the east and running to the city of Elk River border on the west). This includes the operator's property, on private property with written permission, on private property posted that "recreational vehicles are allowed", and in the ditch of trunk, county state-aid, or county highways. The ditch portion does not include the slope, shoulder or roadway of the highway right-of-way. It should be noted that Ramsey falls within the "Agricultural Zone," which includes the areas in Minnesota lying south and west of a line along the following highway rights-of-way: starting at the North Dal(ota border, the line goes east along State Highway 10 to State Highway 23, then follows Highway 23 east to State Highway 95, which it follows to the Wisconsin border. From April 1 to August 1, no all-terrain vehicles or snowmobiles may be operat- ed within the right-of-way, including the ditch of a trunk, county state-aid, or county highway. Examples of items that are permitted include sparklers, cones and tubes that emit sparks, novelty items lil(e snakes, and party poppers. These consumer fireworks may not be used on public property (i.e. parks, roads, alleys, schools, govern- ment property, etc.). Purchasers of these fireworks must be at least eigh- teen (18) years of age and retailers need to checl( photo identification. Explosive and aerial fireworks are prohibited for public sale, pos- session and use in the State of Minnesota. Prohibited fireworl(s include, but are not limited to fire- crackers, bottle rocl(ets, missiles, roman candles, mortars and shells.
