The Commission tabled preliminary plat <br />approvals for The North Forty 2nd Addition (40 acre <br />parcel located west of Whispering Pines Plat #3 pro- <br />posed to be developed with 13 single family residen- <br />tiallots) and Wildwood Acres (80 acres located bet- <br />ween Countryside Estates and Deerwood Addition <br />proposed to be developed with 23 single family lots). <br />The Commission recommended approval of rezon- <br />ing river lots in Riverview Estates from B-1 Business <br />to R-1 Urban Residential. Discussion of requiring <br />street lights in subdivisions was tabled to allow staff <br />time to tabulate the results of the citizen survey. <br />Commissioner Shumway was directed to approach <br />the City Council to review the proposed amendment <br />to the Keeping of Horses Ordinance that was denied <br />by Council in 1988. The Commission disagreed with <br />the proposed multi-use trail alignment and tabled <br />sketch plan review of Northfork 3rd Addition until a <br />comprehensive park dedication agreement for the <br />entire Northfork addition can be drafted and <br />adopted. <br /> <br />The Park and Recreation Commission met on <br />January 12th and reviewed the proposed alignment <br />and sizing of the Mississippi Trail Corridor. The Com- <br />mission tabled a decision on park dedication re- <br />quirements for Wildwood Acres until staff has an op- <br />portunity to review the topographical maps for that <br />plat. The Commission also tabled a decision on park <br />dedication requirements for Windemere <br />Woods/Cedar Hills/Chestnut Hills until the en- <br />vironmental assessment worksheet is complete. The <br />Commission recommended that City Ordinances be <br />amended to require developers to submit a <br />topographical map at the time of sketch plan review. <br /> <br />The Economic Development Commission met on <br />January 18th and recommended reappointment of <br />Tom Kurak and Bob Muller to the Commission. Mr. <br />Ken Wagner was appointed Chairman and Mr. Bob <br />Muller was appointed Vice-Chairman of the Commis- <br />sion. Commissioners Fults and Hardin were ap- <br />pointed to the Ramsey/Anoka Committee. The Com- <br />mission moved to eliminate the Frontage Road Sub- <br />committee and create a Transportation Subcommit- <br />tee which will include former members of the Fron- <br />tage Road Subcommittee; Mr. Greenberg was ap- <br />pointed Chairman of the Transportation <br />Subcommittee. <br /> <br /> <br />RAMSEY RESIDENT CONTENT <br />AND LIMITATIONS <br /> <br />It has been and will continue to be the policy of <br />the editor of the Ramsey Resident to present facts, <br />general information and data while avoiding the in- <br />clusion of arguments for or against an issue. <br />However, to fully understand an issue, our readers <br />should receive the benefit of argument from all sides <br />of an issue. The Ramsey City Council, <br />Economic Development Commission, Park Board, Planning <br />and Zoning Commission, Airport Commission and Charter <br />Commission all have a "Citizen Input" time set aside at the <br />beginning of each meeting. "Citizen Input" permits citizens <br />to address Councilor Commissions without first having to <br />get on the agenda. <br />If you have something that you would like to bring to the <br />attention of Councilor Commissions, don't forget "Citizen <br />Input" . <br /> <br />WHAT'S HAPPENING <br />AT CITY HALL <br /> <br />City Council met on January 24 and reviewed the <br />proposed on-sale and Sunday Liquor license or- <br />dinance. Council made additional revisions to the <br />proposed ordinance and directed that the revised <br />version be presented to Council for adoption. Mr. <br />Hartley was directed to meet with Senator Dahl to <br />discuss Ramsey's concerns with transportation, pro- <br />perty tax formulas, local government aids, truth in <br />taxation, etc. Council approved RRM Enterprises re- <br />quest for an on-sale intoxicating liquor license and <br />on-sale Sunday liquor license. City Staff was directed <br />to prepare an ordinance for adoption that would <br />amend the Comprehensive Plan to insure the <br />development of the Mississippi River Trail Corridor <br />with appropriate alignments and width standards as <br />discussed. Council introduced an ordinance to <br />rezone Lots 2 and 3, Block 1, Bulow's Addition from <br />B-1 Business to R-1 Urban Residential. Council <br />discussed the issue of park dedication at length and <br />directed staff to prepare the necessary paperwork <br />to Council's desire to maintain park dedication at a <br />rate of 10% or more while tracking with density of <br />development. Council approved entering into a con- <br />tract with Anoka-Champlin Fire Department for fire <br />protection services until December 31, 1990. City <br />Staff was directed to research the cost and feasibility <br />of acquiring additional property immediately north <br />of Ramsey Municipal Center. Council authorized pro- <br />ceeding to redraw Ramsey's precinct lines. Council <br />approved entering into an agreement with Burlington <br />Northern for a private railroad crossing at Puma <br />Street. Council approved entering into an agreement <br />for a railroad crossing at 153rd and Hwy. #10. Coun- <br />cil approved the purchase of a polyphosphate <br />system from Feed-Rite Controls for use in the <br />municipal water system. <br /> <br />City Council met on February 14 and tabled con- <br />sideration of a proposed ordinance to establish <br />minimum wake areas along the Rum River for ero- <br />sion control purposes; staff was directed to research <br />the enforceability of the ordinance, definitions of <br />'minimum wake' and 'quiet water areas' and alter- <br />natives available through DNR for those properties <br />requiring added means for controlling erosion. Coun- <br />cil granted final plat approval to Holasek Addition <br />and city staff was directed to negotiate final terms <br />to a purchase agreement for the City's purhcase of <br />Lot 2 which is immediately adjacent to Ramsey <br />Municipal Center. Council adopted an ordinance to <br />rezone the river lots in Bulow's Addition from B-1 <br />Business to R-1 Urban Residential. Council approv- <br />ed tax increment financing pariticpation in the Cham- <br />pion Dog Supply and Training project in the max- <br />imum amount of $57,000.00. Council offered the <br />positions of Building Official to Mr. Glyn Huff and <br />Maintenance Worker to Mr. Daniel Krantz. Council <br />ruled that fire calls will be billed at the City's cost. <br />Council approved the purchase of a cab and broom <br />for the City's John Deere mower. Council authoriz- <br />ed that the frontage road between Ramsey Blvd. and <br />Armstrong Blvd. be submitted to the State Aid <br />Engineer for approval as an addition to Ramsey's <br />MSA system. The City Engineer was directed to <br />prepare right-of-way plans for the extension of 153rd <br />Avenue between Nowthen Blvd. and Ramsey Blvd. <br />Council ordered feasibility reports for proposed 1989 <br />sealcoating projects (153rd between Cty. Rd. #5 and <br />Hwy. #47; Rodeo Hills; Beaudry's Second Addition; <br />153rd between Cty. Rd. #83 and Puma Street; 153rd <br />Avenue between Hwy. #47 and Roanoke Street). <br />Council received a feasibility report and set a public <br />hearing date of March 14 for storm sewer improve- <br />ment project #88-27 for Hwy. #10 and Sunfish Lake <br />Blvd. Council ordered plans and specs for the Cen- <br />tral Park irrigation and turf establishment project. <br />Council adopted an Ordinance to amend licensing <br />regulations for On-Sale Intoxicating Liquor licenses. <br />Council adopted an Ordinance to amend the Fire <br />Board Chapter of City Code to include an 'at large' <br />position on the Fire Board. <br /> <br /> <br />A NOTE FROM YOUR <br />NEWSLETTER COORDINATOR <br /> <br />The Ramsey Resident newsletter is paid for with <br />public funds and is intended to provide public infor- <br />mation about community events and local <br />government. <br />All inquiries and comments regarding the newslet- <br />ter are welcome and should be directed to the <br />newsletter coordinator.
