<br />RAMSEY RESIDENTS
<br />
<br />The City of Ramsey is currently seeking candidates
<br />to fill a vacancy on its Fire Board. Ramsey residents
<br />interested in serving on the Board are requested to
<br />submit a letter of application by 5:00 p.m., Monday,
<br />May 15, 1989 to the Ramsey Municipal Center,
<br />15153 Nowthen Blvd. N.W., Ramsey, Minnesota
<br />55303. The letter should contain the applicant's
<br />name, address, telephone number, work experience,
<br />education, and any experience in municipal affairs.
<br />In addition, applicants should include a statement
<br />listing their reasons for seeking appointment to the
<br />Fire Board. The position is not salaried.

<br />WHAT'S HAPPENING AT CITY HALL
<br />
<br />City Council met on March 15 and conducted a
<br />joint meeting with the Planning and Zoning Commis-
<br />sion, Park and Recreation Commission and
<br />Economic Development Commission to discuss
<br />transportation issues.
<br />
<br />City Council met on March 28 and conducted
<br />public hearings regarding proposed sealcoating pro-
<br />jects in Rodeo Hills and Beaudry's Second Addition
<br />and proposed street improvements to 156th Avenue
<br />N.W. between Highpoint and Cty. Rd. #56. Despite
<br />obstacles encountered in gaining access to the pro-
<br />posed River's Bend South Park, City Council did
<br />order bids for the improvement project. Council ap-
<br />proved participation in Commissioner Steffen's
<br />adopt a river program. Oak Run (12 lots east of
<br />Nowthen Blvd. and north of and including Coquina
<br />Street) and Wildwood Acres (23 lots between Coun-
<br />tryside Estates and Deerwood) received preliminary
<br />plat approvals. An ordinance was adopted to
<br />dissolve the Landfill Commission. Council directed
<br />the Road and Bridge Subcommittee to meet and
<br />review the cost of maintaining paved roads versus
<br />unpaved roads. Council ordered bids for turf
<br />establishment and irrigation at Central Park. Coun-
<br />cil authorized applying to Metro Council for a Com-
<br />prehensive Plan adjustment to exclude certain areas
<br />from the 1990 Urban area in exchange for including
<br />Cedar Hills, Chestnut Hills and Juniper Woods in the
<br />1990 area. Council approved some minor remodel-
<br />ing of the Municipal Center lower level to accom-
<br />modate the need for additional space for equipment
<br />and employees.
<br />
<br />City Council met on April 3 to meet with area
<br />developers to discuss concerns with Ramsey's
<br />development policies.
<br />
<br />City Council met on April 11 and awarded the bid
<br />for the Central Park turf and irrigation project to Cen-
<br />tral Landscaping. Council entered into a cooperative
<br />agreement with Mn/DOT for a railroad crossing at
<br />153rd Avenue N.W. Staff was directed to cost out
<br />a program for hiring students for summer park
<br />maintenance. Council introduced an ordinance
<br />regulating the use of alarms. Council accepted John
<br />Lichter's resignation from the Park and Recreation
<br />Commission. The ordinance regulating the issuance
<br />of off-sale liquor ordinances was amended and rein-
<br />troduced. Staff was directed to advertise to fill the
<br />vacancy on the Fire Board. Council adopted a
<br />resolution approving the expansion of the Mississippi
<br />West County Park. Council accepted the 3 lowest
<br />bids for improvements at River's Bend Park South
<br />and deferred award of it to within the allowable 60
<br />days. Council ordered an archaeological survey of
<br />River's Bend South Park area. Council ordered plans
<br />for Trunk Storm Sewer Project #88-27 at Hwy. #10
<br />and Sunfish Lake Blvd. Council received a petition
<br />and scheduled a public hearing for May 2 regarding
<br />proposed improvements to Hematite Street N.W.
<br />between 156th Avenue and 154th Avenue. Council
<br />approved the purchase of a tax forfeit lot in Wind-
<br />sorwood for public purposes. Chief Auspos was
<br />directed to begin the selection process for the addi-
<br />tion of 2 officers in Ramsey. Staff was directed to
<br />advertise for bids for park maintenance in the south
<br />half of the City, excluding City Hall grounds and
<br />Ramsey School park area.

<br />Commission and Planning and Zoning Commission.
<br />The positions require a minimum of one evening
<br />meeting per month; familiarity with Ramsey City or-
<br />dinances is desired. Ramsey residents interested in
<br />serving on either Commission are requested to sub-

<br />STANDARDS FOR ACCESSORY
<br />STRUCTURES AND GARAGES
<br />
<br />Garage and accessory structure sizes are limited
<br />by the size of the lot upon which they are located.
<br />On parcels of land one acre and less in size, the total
<br />square footage of the attached or detached garage
<br />and accessory structures shall not exceed 1,488
<br />square feet. On parcels of land one acre and less
<br />in size, the attached or detached garage and ac-
<br />cessory structure shall be built with the same type
<br />construction design and materials as that of the prin-
<br />cipal structure on the parcel.
<br />On parcels of land greater than one acre and less
<br />than two and one-half acres in size, the total square
<br />footage of the attached or detached garage and ac-
<br />cessory structures shall not exceed 1,664 square
<br />feet. On parcels of land greater than one acre and
<br />less than two and one-half acres in size, the attch-
<br />ed or detached garage and accessory structure shall
<br />be built with the same type construction design and
<br />materials as the principal structure on the parcel.
<br />On parcels of land two and one-half acres and
<br />greater in size, the following table shows the max-
<br />imum permitted area for attached or detached
<br />garages and accessory structures.

<br />On parcels of land two and one-half acres and
<br />greater, accessory structures shall have a design
<br />and exterior finish which is compatible with the prin-
<br />cipal structure on the parcel and galvanized finishes
<br />are not permitted.
<br />If you are considering building a garage or ac-
<br />cessory structure, here are some additional things
<br />you should know:
<br />1. Building permits are required for any building over
<br />120 square feet in area. Permits can be acquired by
<br />making application at Ramsey City Hall.
<br />2. Garages can be located ten feet from side pro-
<br />perty lines in the rural area and five feet from side
<br />property lines in the urban area; five feet from rear
<br />property lines in both rural and urban areas; and
<br />front yard setback must be equal to that of the house.

<br />You may be wondering what the above title and this article are doing in your Ramsey Resident Newsletter
<br />so I'll explain it with the hope that you will read further. The Minnesota Department of Human Services and
<br />Anoka County have worked together to establish the Anoka County Mental Health Resources Directory. A
<br />copy of this director can be found on the information counter in the lobby at Ramsey Municipal Center. The
<br />directory lists 9 areas of assistance offered by various agencies in Anoka County including Emergency Housing,
<br />Food and Shelter, Residential Treatment, Crisis Intervention and Counseling Services.
<br />Too many times persons who are having some problems in the area of mental health, either with loved
<br />ones or themselves, really don't know how to get help and the problem just gets worse until someone becomes
<br />a statistic. Anoka County has asked the City to publish the news that this directory is available. If you need
<br />it, or even think you do, please use it. The Ramsey Municipal Center lobby location gives at least some
<br />anonymity for persons looking through it.
<br />It seems that we can talk for hours about our medical problems such as gall bladder surgery, Aunt Min-
<br />nie's corns, ulcers, hangnails, etc., but let a few cells in the cranium take a vacation and everybody clams
<br />up. There is help available and this Directory may be what you are looking for.
