Brush disposal can be a pro-
blem and chipping converts the brush into a usable
product, with no disease problems. Ramsey's brush
chipping program will offer the following services:
· Free brush chipping
· Information on tree disease prevention and
control
· Information on the use of wood chips
· Wood chips available for use
· Information on the composting of leaves and
grass

These free services are offered to control the cur-
rent disease problems and decrease the need for
burning permits to be issued during the year. These
services will be provided on a neighborhood-wide
format to encourage the efficient use of the program
resources.

Who is eligible?

All residents with brush or prunings from healthy or
diseased trees who prepare the piles correctly, with
convenient access.

How can you participate?

Fill out the questionnaire and return it to Bruce
Bacon, Ramsey Municipal Center, 15153 Nowthen
Blvd. N,W., Ramsey, Minnesota 55303.

NAME
ADDRESS
PHONE NUMBER
I ALREADY HAVE A STOCKPilE OF BRUSH
YES NO
I HAVE PINE OAK OTHER
TREES TO BE REMOVED/PRUNED.
I AM AM NOT INTERESTED IN
lEARNING MORE ABOUT RECYCLING
ORGANIC MATERIALS.
I AM AM NOT WilLING TO BE
A NEIGHBORHOOD CONTACT.
I AM INTERESTED IN HAVING BRUSH
CHIPPED AT MY PROPERTY DURING THE
MONTH OF
I NEED ADDITIONAL INFORMATION ABOUT:

GARAGE SALE SIGNS
SHOULD NOT BE PLACED
ON STATE PROPERTY

As Spring is here, the Minnesota Department of
Transportation would like to remind readers that it
is illegal to place garage sale or realty signs on state
right-of-way property. In Ramsey, this applies to
Hwy. 47. (St. Francis Blvd.) and Hwy. 10. These
signs are a problem because they get in the way of
the highway maintenance workers.
In accordance with Minnesota statutes, Depart-
ment of Transportation maintenance employees will
remove the signs and dispose of them. Therefore it
is important to understand exactly what state right-
of-way is.
State right-of-way property surrounds all state
roads and is usually marked by black and white
posts that say "RW". Interstate right-of-way is mark-
ed by fences. If a road is not marked, the line defin-
ed by the outside edge of the power poles indicates
the approximate end of state property.
Readers who are unsure if a location is on state
property can call Terry McCann, Minnesota Depart-
ment of Transportation, Permits, at 593-8451 for
more information.

u---- --

GUIDELINES FOR

BRUSH PILES

IF YOU ANTICIPATE PARTICIPATING IN THE
BRUSH CHIPPING PROGRAM, THE FOllOWING
GUIDELINES Will APPLY:

. Brush must be stacked with the trunk ends in
the same direction.
. Brush diameter should be 5 inches or less and
length is restricted to 6-8 feet. Brush piles may
be stacked up to 6 feet in height.
. Brush must be neatly stacked where it is readily
accessible to the truck and chipper trailer, i.e.,
alongside driveways.
. Only clean brush and limb piles will be ac-
cepted; i.e., no rocks, dirt, whole trees, stumps,
metal, plastic, cloth, boards, leaves or grass.
. Healthy and diseased brush, limbs and prun-
ings will be accepted. The chipping process
removes the disease hazards and the chips
can be used for mulch, landscaping, weed con-
trol and moisture retention.
NOTE: At this time, the schedule for the chipping
operations in May is being developed. More infor-
mation will be published in the May issue of the
Ramsey Resident regarding chipping schedules for
the rest of the summer.

I YOU CAN HELP CONTROL
OAK WILT!

Residents can help to control oak wilt by following
the recommendations listed below:

1. Never prune oaks in Mayor June
2. If an oak is accidently wounded in May and June,
apply a pruning paint immediately.
3. Do not permit anyone to trim your trees using
climbing spikes.
4. Control movement and spread of disease by us-
ing a vibratory plow to severe root systems bet-
ween diseased and healthy trees.
5. Cover oak wood piles in May and June that died
the previous year.
6. Don't remove dead oaks until plowing is
completed.

For more information concerning Oak Wilt, contact
the Anoka County Extension Office at 755-1280.

ATTENTION

RAMSEY RESIDENTS

FOR YOUR INFORMATION:

Ramsey City Maps (updated as of November,
1988) are available at City Hall for $1.00 each.
Council meetings are televised on Cable T.V.
Channel 16.
The new phone number for the Ramsey Police
Department is 427-6812 during regular business
hours; after hours call 427-1212; any emergency day
or night, should be reported to 911.

RAMSEY RESIDENT CONTENT
AND LIMITATIONS

It has been and will continue to be the policy of
the editor of the Ramsey Resident to present facts,
general information and data while avoiding the in-
clusion of arguments for or against an issue.
However, to fully understand an issue, our readers
should receive the benefit of argument from all sides
of an issue. All parties were satisfied.
Disputing parties often see themselves in a win-
lose situation in a conflict. Mediation is an option that
can result in an agreement that is acceptable to both
parties and takes care of the needs and wants of all
involved, said Ann Wallerstedt, Executive Director
of Mediation Services for Anoka County.
Other people's pets, children and annoying habits
account for most of the neighborhood cases we han-
dle, said Wallerstedt, but we have very effectively
assisted parties to settle landlord/tenant problems
and business/consumer disputes. We have handl-
ed employee/employer situations and large group
community problems too.
Mediation is free, confidential, speedy and con-
venient. Both sides meet with two trained community
volunteer mediators to discuss the issues and ex-
plore options to formulate an agreement.
In mediation, parties involved decide the outcome.
And even though the agreement is not legally bin-
ding, the parties complied in 98% of the cases
mediated by Mediation Services in 1988. When par-
ties have a hand in fashioning the terms of settle-
ment there is personal commitment to the end result,
said Wallerstedt.
If you would like more information or like to try
mediation, please contact: Ann Wallerstedt, Media-
tion Services for Anoka County, 1323 Coon Rapids
Blvd., Coon Rapids, MN 55433. 755-5300.
