<br />BRUSH CHIPPING PROGRAM
<br />TO BE OFFERED IN
<br />RAMSEY ALL SUMMER
<br />
<br />The City of Ramsey, because of the serious threat
<br />to the forest population, is developing a decentraliz-
<br />ed brush chipping operation with funding support
<br />from the Metro Council. Brush disposal can be a pro-
<br />blem and chipping converts the brush into a usable
<br />product, with no disease problems. Ramsey's brush
<br />chipping program will offer the following services:
<br />· Free brush chipping
<br />· Information on tree disease prevention and
<br />control
<br />· Information on the use of wood chips
<br />· Wood chips available for use
<br />· Information on the composting of leaves and
<br />grass
<br />
<br />These free services are offered to control the cur-
<br />rent disease problems and decrease the need for
<br />burning permits to be issued during the year. These
<br />services will be provided on a neighborhood-wide
<br />format to encourage the efficient use of the program
<br />resources.

<br />Who is eligible?
<br />
<br />All residents with brush or prunings from healthy or
<br />diseased trees who prepare the piles correctly, with
<br />convenient access.

<br />As Spring is here, the Minnesota Department of
<br />Transportation would like to remind readers that it
<br />is illegal to place garage sale or realty signs on state
<br />right-of-way property. In Ramsey, this applies to
<br />Hwy. 47. (St. Francis Blvd.) and Hwy. 10. These
<br />signs are a problem because they get in the way of
<br />the highway maintenance workers.
<br />In accordance with Minnesota statutes, Depart-
<br />ment of Transportation maintenance employees will
<br />remove the signs and dispose of them. Therefore it
<br />is important to understand exactly what state right-
<br />of-way is.
<br />State right-of-way property surrounds all state
<br />roads and is usually marked by black and white
<br />posts that say "RW". Interstate right-of-way is mark-
<br />ed by fences. If a road is not marked, the line defin-
<br />ed by the outside edge of the power poles indicates
<br />the approximate end of state property.

<br />GUIDELINES FOR
<br />
<br />BRUSH PILES
<br />
<br />IF YOU ANTICIPATE PARTICIPATING IN THE
<br />BRUSH CHIPPING PROGRAM, THE FOllOWING
<br />GUIDELINES Will APPLY:
<br />
<br />. Brush must be stacked with the trunk ends in
<br />the same direction.
<br />. Brush diameter should be 5 inches or less and
<br />length is restricted to 6-8 feet. Brush piles may
<br />be stacked up to 6 feet in height.
<br />. Brush must be neatly stacked where it is readily
<br />accessible to the truck and chipper trailer, i.e.,
<br />alongside driveways.
<br />. Only clean brush and limb piles will be ac-
<br />cepted; i.e., no rocks, dirt, whole trees, stumps,
<br />metal, plastic, cloth, boards, leaves or grass.
<br />. Healthy and diseased brush, limbs and prun-
<br />ings will be accepted. The chipping process
<br />removes the disease hazards and the chips
<br />can be used for mulch, landscaping, weed con-
<br />trol and moisture retention.
<br />NOTE: At this time, the schedule for the chipping
<br />operations in May is being developed. More infor-
<br />mation will be published in the May issue of the
<br />Ramsey Resident regarding chipping schedules for
<br />the rest of the summer.

<br />I YOU CAN HELP CONTROL
<br />OAK WILT!
<br />
<br />Residents can help to control oak wilt by following
<br />the recommendations listed below:
<br />
<br />1. Never prune oaks in Mayor June
<br />2. If an oak is accidently wounded in May and June,
<br />apply a pruning paint immediately.
<br />3. Do not permit anyone to trim your trees using
<br />climbing spikes.
<br />4. Control movement and spread of disease by us-
<br />ing a vibratory plow to severe root systems bet-
<br />ween diseased and healthy trees.
<br />5. Cover oak wood piles in May and June that died
<br />the previous year.
<br />6. Don't remove dead oaks until plowing is
<br />completed.
<br />

<br />A family recently got into an argument with their
<br />daycare provider over the amount charged for ser-
<br />vices on a holiday.
<br />The parties wanted to resolve the problem, but
<br />every time they tried to communicate, they ended
<br />up yelling at one another.
<br />Through mediation, the two parties were able to
<br />settle the issue of paid holidays and resume their
<br />relationship. All parties were satisfied.
<br />Disputing parties often see themselves in a win-
<br />lose situation in a conflict. Mediation is an option that
<br />can result in an agreement that is acceptable to both
<br />parties and takes care of the needs and wants of all
<br />involved, said Ann Wallerstedt, Executive Director
<br />of Mediation Services for Anoka County.
<br />Other people's pets, children and annoying habits
<br />account for most of the neighborhood cases we han-
<br />dle, said Wallerstedt, but we have very effectively
<br />assisted parties to settle landlord/tenant problems
<br />and business/consumer disputes. We have handl-
<br />ed employee/employer situations and large group
<br />community problems too.
<br />Mediation is free, confidential, speedy and con-
<br />venient. Both sides meet with two trained community
<br />volunteer mediators to discuss the issues and ex-
<br />plore options to formulate an agreement.
<br />In mediation, parties involved decide the outcome.
<br />And even though the agreement is not legally bin-
<br />ding, the parties complied in 98% of the cases
<br />mediated by Mediation Services in 1988. When par-
<br />ties have a hand in fashioning the terms of settle-
<br />ment there is personal commitment to the end result,
<br />said Wallerstedt.
