<br />RATES ORDINANCE
<br />
<br />Notice is hereby given that the Ramsey City Coun-
<br />cil will conduct a public hearing at 7:30 p.m. on Tues-
<br />day, September 12, 1989 in the City Council
<br />Chambers of the Ramsey Municipal Center, 15133
<br />Nowthen Boulevard, Ramsey, MN.
<br />The purpose of this public hearing is to consider
<br />adoption of rates for municipal utility use. The pro-
<br />posed Ordinance language under consideration for
<br />adoption is as follows:
<br />Paragraph 1 of Section 210.026 of Chapter 210.02
<br />of the City Code, as adopted pursuant to City Or-
<br />dinance 84-7 would be amended to read as follows:
<br />210.026 Rates and Charges.
<br />1. Adoption Procedure. Rates and Charges
<br />for the collection and treatment of sewage
<br />and water taken from the City's municipal
<br />water system shall be established by or-
<br />dinance, preceded by a public hearing as
<br />prescribed in City Charter Chapter11 .
<br />2. Water Rate. The water rate except for
<br />those areas of the City described in
<br />paragraphs 4 and 5 below, for water
<br />usage from the City's municipal water
<br />system shall be as follows:

<br />3. Sewer Rate. The sewer rate except for

<br />BRUSH CHIPPING PROGRAM
<br />TO BE OFFERED IN
<br />RAMSEY ALL SUMMER
<br />
<br />The City of Ramsey, because of the serious threat
<br />to the forest population, has developed a decentraliz-
<br />ed brush chipping operation with funding support
<br />from the Metro Council. Brush disposal can be a pro-
<br />blem and chipping converts the brush into a usable
<br />product, with no disease problems. Ramsey's brush
<br />chipping program will offer the following services:
<br />
<br />· Free brush chipping
<br />· Information on tree disease prevention and control
<br />· Information on the use of wood chips
<br />· Wood chips available for use
<br />· Information on the composting of leaves and grass
<br />
<br />These free services are offered to control the cur-
<br />rent disease problems and decrease the need for
<br />burning permits to be issued during the year. These
<br />services will be provided on a neighborhood-wide
<br />format to encourage the efficient use of the program
<br />resources.
<br />Who is eligible?
<br />All residents with brush or prunings from healthy
<br />or diseased trees who prepare the piles correctly,
<br />with convenient access.

<br />Free wood and brush chips generated in the Ci-
<br />ty's woodchipping program are being stockpiled at
<br />Central Park and available for use by residents. You
<br />may pick them up at your convenience and in any
<br />quantity. Wheter you need a truckload or a pail full,
<br />they're yours for the taking. Placement of the
<br />wood/brush chips around trees, shrubs or any plan-
<br />tings aids greatly in retaining the moisture and ad-
<br />ding nutrients to the soil. If you have any questions

<br />MEETINGS TO BE HELD

<br />Over the next 6 weeks, several informational
<br />neighborhood meetings are going to be held con-
<br />cerning the brushchipping program. A short video
<br />tape will be shown, followed by a presentation of in-
<br />formation concerning you, your neighborhood and
<br />the environment. These meetings will emphasize the
<br />importance and benefits of a good environment. We
<br />will also be addressing neighborhood awareness
<br />and involvement in the community with respect to
<br />the quality of life in Ramsey. If you would be in-
<br />terested in hosting one of these meetings in your

<br />The decentralized brush chipping program will con-
<br />tinue using the following plan for each site. Applica-
<br />tions are processed on a first come basis. The ap-
<br />plications are then compiled for a month and sent
<br />to the contractor. The contractor then schedules their
<br />employees to do the sites using the following criteria:
<br />disease control sites will have first priority; after these
<br />sites are completed, all other sites will be done. The
<br />time span from when you turn in your application un-
<br />til your material is chipped is being reduced as the
<br />backlog of brush material is reduced. The contrac-
<br />tor will be contacting each resident 2 to 3 days before
<br />they arrive to do the actual chipping. When the con-
<br />tractor contacts the resident, they will be asking if
<br />you would like to keep the chips and for any special
<br />conditions concerning your pile of brush. It is very
<br />important that the resident place their pile at the cor-
<br />ner of the driveway and the city street. If the con-
<br />tractor cannot find the pile or gain access, it will be
<br />skipped and placed at the end of the list.

<br />GUIDELINES FOR BRUSH PILES
<br />
<br />IF YOU ANTICIPATE PARTICIPATING IN THE BRUSH CHIP-
<br />PING PROGRAM, THE FOllOWING GUIDELINES Will

<br />· Brush must be stacked with the trunk ends in the same
<br />direction.
<br />. Brush diameter should be 5 inches or less and length
<br />is restricted to 6 - 8 feet. Brush piles may be stacked
<br />up to 6 feet in height.
<br />· Brush must be neatly stacked where it is readily ac-
<br />cessible to the truck and chipper trailer, i.e., alongside
<br />driveways.
<br />· Only clean brush and limb piles will be accepted; i.e.,
<br />no rocks, dirt, whole trees, stumps, metal, plastic,
<br />cloth, boards, leaves or grass.
<br />. Healthy and diseased brush, limbs and prunings will
<br />be accepted. The chipping process removes the
<br />disease hazards and the chips can be used for mulch,
<br />landscaping, weed control and moisture retention.
