Council then proceeded to review the <br />proposed capital outlay, staffing plans, and projected <br />revenues and trust fund balances for 1990. Council <br />adopted the property tax levy for 1990. <br /> <br />The City Council met on September 26 and ap- <br />proved the proposed 1990 General Fund Budget. <br />Council granted final plat approval to: Gobernatz Ad- <br />dition (the subdivision of two 2.5 acre lots from a 40 <br />acre parcel located east of St. Francis Blvd. and <br />south of 177th Avenue); Northfork 3rd Addition (19 <br />lots within the Northfork Planned Unit Development); <br />Nature View Addition (19 lots located west of <br />Nowthen Blvd., north of Highpoint Addition); Becker <br />Rolling Pines Addition (the subdivision of 19 acres <br />into two lots located south of Pine Cove). Council <br />approved Robert Wojcik's request for a conditional <br />use permit to expand Ramsey Auto Sales in accor- <br />dance with the site plan submitted and compliance <br />with the terms and requirements of the permit. Coun- <br />cil approved the site plan for Landowski's Sales, a <br />used auto dealership proposed to be located on the <br />south side of Hwy. #10 at Armstrong Blvd. City Coun- <br />cil amended the Off-Sale Liquor License Ordinance <br />to eliminate the requirement that all off-sale liquor <br />stores be located within the City's urban area. An <br />ordinance was adopted setting the fees for water and <br />sewer utilities. Current City ordinance requires that <br />properties hook-up to municipal services within two <br />years of sewer becoming available; on October 10, <br />Council adopted an ordinance amending provisions <br />of the Water and Sewer Chapter to define when <br />municipal sewer is determined to be available. Coun- <br />cil discussed traffic and pedestrian safety concerns <br />along Hwy. #47 and formalized a request that <br />MnlDOT and Anoka County erect traffic signals with <br />pedestrian crossings at the interesection of Hwy. #47 <br />and Cty. Rd. #116. City Staff was directed to prepare <br />a plan of action for signing, striping, signal and street <br />lights at all areas of concern along Hwy. #47. Coun- <br />cil authorized application for Tree City U.S.A. cer- <br />tification from the National Arbor Day Foundation. <br />Council accepted the decision of the condemnation <br />commissioners in the amount of $57,800 for the <br />water tower parcel and right-of-way for the extension <br />of Dysprosium Street NW. <br /> <br />The City Council met on October 10 and approv- <br />ed the findings of fact and issued a negative declara- <br />tion for need of an environmental impact statement <br />on the extension of 153rd Avenue. City Staff was <br />directed to forward a proposed ordinance regarding <br />Solid Waste Landfills to Metro Council for review and <br />input. City Staff was also directed to solicit proposals <br />from firms that can provide the technical expertise <br />to evaluate the Environmental Impact Statement <br />relating to the landfill siting process and from lob- <br />byists to represent Ramsey with regards to propos- <br />ed legislation regarding landfill siting. Council <br />adopted an ordinance to regulate the burning of cer- <br />tain waste types by use of incinerators. An ordinance <br />was adopted to set fees for water and sewer utilities. <br />Council authorized the purchase of 5 computer <br />workstations. Council approved sending two persons <br />from the Keep America Beautiful Committee to the <br />Keep America Beautiful National Convention in <br />Washington D.C. Council awarded the bid for prin- <br />ting the Ramsey Resident Guide to B&D Printing. <br />EJM Pipe Services was awarded the contract for <br />storm sewer improvements at Sunfish Lake Blvd. <br />Council amended the policy regarding use of <br />Ramsey Municipal Center and the Park Center to <br />waive the usage fee for groups and organizations <br />predominantly consisting of school age children. City <br />Staff was directed to approach Federal Cartridge <br />regarding the possibility of leasing land to the east <br />of Central Park to use for expanded parking lot <br />facilities. <br /> <br />@ <br /> <br /> <br /> <br />7:30 p.m. <br />7:30 a.m. <br />7:00 p.m. <br />7:30 p.m. <br />7:00 p.m. <br />7:00 p.m. <br />7:30 p.m. <br /> <br />COUNCIL ADOPTS ORDINANCE <br /> <br />TO AMEND PROVISIONS OF <br /> <br />THE WATER AND SEWER <br /> <br />UTILITIES CHAPTER <br /> <br />On July 13, 1989, Metropolitan Council approved <br />the City's request for expansion of the MUSA area. <br />As a condition of approval, the City agreed to amend <br />certain provisions of it's City Code pertaining to <br />sewer connections. Chapter 210.2, Section 1, of the <br />City Code currently requires connection to services <br />within two years of sewer becoming available. On <br />October 10, City Council adopted the following or- <br />dinance amendment to define when municipal sewer <br />is determined to be available in accordance with <br />Metro Council and Metropolitan Waste Control Com- <br />mission definitions: <br /> <br />The owner of all dwellings, buildings, other struc- <br />tures or properties where cesspools or septic tanks <br />have been in existence prior to construction of a <br />sanitary sewer shall connect with the public sanitary <br />sewer when such cesspools and septic tanks are in <br />need of repair, reconstruction or pumping, or within <br />two (2) years of the date that municipal sanitary <br />sewer service is available to the premises, whichever <br />is first to occur. Municipal sanitary sewer service <br />shall be determined to be available to the <br />premises when trunk or lateral sewer occupies <br />the right-of-way or easement adjacent to or on <br />the property. Notwithstanding anything to the contrary in <br />Chapter 170.01 of the City Code, no burning of <br />solid waste, hazardous waste, medical waste or <br />special waste by use of an incinerator or hazar- <br />dous waste incinerator shall be allowed within the <br />City either as a permitted use or conditional use. <br /> <br />b. As used herein the following words shall have the <br />meanings defined herein: <br /> <br />"Hazardous Waste" means any refuse, sludge, <br />or other waste material or combinations of refuse, <br />sludge or other waste materials in solid, semisolid, <br />liquid, or contained gaseous form which because <br />of its quantity, concentration, or chemical, <br />physical, or infectious characteristics may (a) <br />cause or significantly contribute to an increase in <br />mortality or an increase in serious irreversible, or <br />incapacitating reversible illness; or (b) pose a <br />substantial present or potential hazard to human <br />health or the environment when improperly <br />treated, stored, transported, or disposed of, or <br />otherwise managed. Categories of hazardous <br />waste materials include, but are not limited to: ex- <br />plosives, flammables, oxidizers, poisons, irritants, <br />and corrosives. Hazardous waste does not in- <br />clude source, special nuclear, or by-product <br />materials as defined by the Atomic Energy Act of <br />1954, as amended. <br /> <br />"Hazardous Waste Incinerator" means an <br />enclosed device using controlled flame combus- <br />tion, a purpose of which is to thermally break <br />down hazardous waste and that neither meets the <br />criteria for classification as a boiler nor is listed <br />or can be classified as an industrial boiler. <br /> <br />"Incinerator" means any furnace or other device <br />used in the process of burning solid waste, hazar- <br />dous waste, medical waste or special waste for <br />the purpose of reducing the volume of the waste <br />by removing combustible materials. <br /> <br />"Medical Waste" means all segregated, non- <br />recycled wastes other than kitchen or office <br />wastes produced by hospitals, clinics, doctors' <br />and dentists' offices, funeral homes, veterinary <br />clinics, and other medical and research facilities. <br />These wastes include infectious wastes as defin- <br />ed by part 7035.0300, subpart 48 of Minnesota <br />Rules, or other relevant rule or statute defining <br />infectious wastes, pathological waste, and <br />laboratory wastes. <br /> <br />"Solid Waste" means garbage, refuse, and other <br />discarded solid materials, except animal w'aste <br />used as fertilizer, including solid waste materials <br />resulting from industrial, commercial, and <br />agricultural operations, and from community ac- <br />tivities. Solid waste does not include earthen fill, <br />boulders, rock, and other materials normally <br />handled in construction operations, solids or <br />dissolved material in domestic sewage, or other <br />significant pollutants in water resources, such as <br />silt, dissolved or suspended solids in industrial <br />waste water effluents, dissolved materials in ir- <br />rigation return flows, or other common water <br />pollutants. <br /> <br />"Special Waste" means any waste material not <br />considered hazardous or solid waste which has <br />been determined by the Minnesota Pollution Con- <br />trol Agency or Environmental Protection Agency <br />to require special handling or treatment prior to <br />disposal. <br /> <br />c.
