Since elevation information is so critical in evaluating storm sewer needs and instrumental in <br />developing a Storm Water Management Plan for the entire City, the Storm Drainage Utility <br />would be used to fund this request. Staff intends to use Hakanson Anderson to assist in the <br />ground coutrol and surveying aspects of the project. It was estimated that the cost of that aspect <br />of the project would cost $32,850, but with the digital GPS unit that will be used by Horizons, <br />Inc., that portion of the project will be reduced to $5,000 to $10,000. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Strommen, to recommend <br />that the City Council adopt the resolution authorizing the Engineering Department to hire <br />Horizon Inc. to supply the City of Ramsey with the aerial topographical information as contained <br />in the Request for Proposals. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Strommen, <br />Cook, Elvig, Kurak, and Pearson. Voting No: None. <br /> <br />Case#2: Authorization to Purchase ASIST Software for NPDES Compliance <br /> Reporting <br /> <br />Principal City Engineer Olson stated that on January 21, 2003, staff was authorized to prepare a <br />Storm Water Pollution Prevention Program to comply with the MPCA enforced National <br />Pollutant Discharge Elimination System requirements. As part of this permit, the City will be <br />required to annually report on all of the activities that are completed to satisfy the conditions of <br />the following: 1) Public education and outreach; 2) Public participation; 3)Illicit discharge <br />detection and elimination; 4) Construction site storm water runoff control; 5) Post-construction <br />storm water management in new development and redevelopment; and 6) Pollution <br />prevention/good housekeeping for municipal operations. On March 13, 2003, the LRRWMO <br />hosted a dinner that discussed the NPDES permit. As part of the presentation, a software <br />program was discussed that would significantly reduce the amount of work associated with the <br />reporting requirements of the permit. Subsequently, the League of Minnesota Cities negotiated <br />with the manufacturer of the software and they agreed to significantly reduce the cost of the <br />software if a large group of cities purchased it. The retail price of the software is $7,495 and they <br />agreed to reduce that price to $3,495. On March 28, 2003, staff attended a training seminar for <br />the software and feel that it will be an important part of the reporting requirements. Staff <br />recommends that the software be purchased immediately at the reduced rate, to be funded form <br />the Storm Water Utility Fund, and requests authorization to include in the 2004 Storm Water <br />Utility Fund budget a laptop computer to help with on-site inspection reporting requirements. <br /> <br />Councilmember Strommen inquired if the software can be customized to match the City's <br />requirements. <br /> <br />Principal City Engineer Olson replied yes. <br /> <br />Councihnember Elvig inquired if there will be any yearly fees or upgrades. <br /> <br />Finance Committee/April 8, 2003 <br /> Page 2 of 4 <br /> <br /> <br />
