Principal City Engineer Olson replied no. He explained that there is an option to purchase an
extension to the software where the City would receive all future upgrades, but before they would
go ahead with that staff would like to see how the program works.

Councilmember Elvig inquired if there will be any additional training requirements.

Principal City Engineer Olson explained that he has gone thorough one day of training, and there
will probably be one additional training session this summer, but the City will not have to pay for
that training.

Motion by Couricilmember Strommen, seconded by Councilmember Zimmerman, to recommend
that the City Council authorize the Engineering Department to purchase the ASIST software for a
cost of $3,495 and to authorize the inclusion of a laptop computer in the 2004 Storm Water
Utility Fund budget.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Strommen, Zimmerman,
Cook, Elvig, Kurak, and Pearson. Voting No: None.

Case #3: Authorization to Purchase Digital Cameras for the Police Department

Finance Officer Lund stated that the Police Department has three older 35mm cameras that they
would like to replace with three Olympus Digital Cameras. One 35mm camera was taken out of
service last year and cannot be repaired; the other two have reached their useful life and should
be replaced shortly. Recently staff has seen many police agencies migrating to digital
photography for criminal investigations, evidence documentation and advanced records retention
capabilities. Digital photos are the preferred method of documenting evidence by the Anoka
County Sheriffs Office Crime Lab and County Attorney's Office. Digital cameras would also be
a valuable tool to enhance our existing and future crime prevention endeavors and would allow
for web applications. The requested purchase would include three digital cameras and the
necessary operating supplies. The Anoka County Sheriff's Office researched and sought quotes
fi'om several vendors and found National Graphic Supply has cameras that meet their
specifications with the lowest available price. Staff had an opportunity to obtain the same
packaged deal as is being offered to the Sheriffs Office. If this purchase is authorized, two
digital cameras would be placed in patrol vehicles for 24-hour availability. The other would be
used by the Crime Prevention Specialist and would be available for use by other City staff as
requested. The purchase of these cameras and applicable supplies can be fully funded from tlxe
Equipment Replacement Fund (Fixed Assets #001124, #001594, and #001849).

Motion by Councilmember Strommen, seconded by Councilmember Zimmerman, to recommend
that the City Council adopt the resolution authorizing the Police Department to purchase three
Olympus Digital Cameras, cases, and applicable media memory cards and batteries from
National Graphic Supply utilizing funds from the Equipment Replacement Fund not to exceed
$1,584.00.

Finance Committee/April 8, 2003
