Council adopted an or-
dinance to rezone the proposed plat of Fleischer's
2nd Addition (located on the east side of Nowthen
Blvd., south of 149th Lane) from B-1 Business and
R-3 Urban Residential to R-1 Urban Residential.
Council introduced ordinances to rezone the propos-
ed plats of Trott Brook Ponds, Carr Addition, Rum
River Bluff and Heatherwood Hills to Planned Unit
Developments. The preliminary concepts for Trott
Brook Ponds, Carr Addition, Rum River Bluff and
Heatherwood Hills all received approval with con-
tingencies and an additional review by the Planning
and Zoning Commission. Council introduced an ordinance
establishing the proposed Mississippi Trail Corridor
alignment. Council adopted Oridnance #89-33
amending the Comprehensive Plan and establishing
4 in 40 density zoning. The City Attorney was
directed to proceed to acquire right-of-way for the
extension of 153rd Avenue.

Council met on January 3, 1990 and designated
certain financial institutions as official depositories
of City funds for 1990. Council made it's 1990
organizational appointments. The City Council ap-
proved a $250 sponsorship in the National Sports
Center in Blaine.

Council met on January 9 and the City Attorney
was directed to research whether the City can adopt
an ordinance prohibiting minors to purchase cigaret-
tes and imposing a penalty for same. Council ap-
proved the purchase of a copy machine and 3 work
stations for the Community Development Depart-
ment. Ken Wagner, Bernie Vevea and Barbara Wiley
were reappointed to the Economic Development
Commission. Mayor
Reimann and Richard Netzloff were reappointed to
the Quad Cities Cable TV Commission. The City
Attorney was directed to research whether or not the
City can impose snowmobiling regulations along
State and County roads.

JUST IN CASE IT SNOWS...

SNOWBIRDS

Basically, this means don't park your motor vehi-
cle on any city street during a snowfall, or afterwards,
until it is plowed. There are a thousand excuses for
leaving your vehicle parked along the roadway and
causing the plows to go around it. None of them are
valid. We will tag and tow! Thank you for your
cooperation in helping us provide for safe and effi-
cient snow plowing services.

POLICY REGARDING

SNOWPLOWING

The City of Ramsey plows all City streets when
the snow depth is two inches or more. Normal plow-
ing starts at 2:00 a.m. or sooner if possible. Wind
conditions will affect starting times. Cars parked on
unplowed roads will be tagged and towed. It is
against the law to push or plow snow onto a City
street from private property. Underground sprinkler
systems installed in ditches and boulevards will not
be repaired by the City if damaged by the snowplow.
The City of Ramsey is divided into five routes with
each route containing at least one major collector
street which is plowed almost immediately. Other
streets are plowed in the order determined by the
driver for the fastest and most practical way to open
all roads as soon as possible. Cul-de-sacs and short
dead end streets are divided into three routes and
are plowed with different plows which add speed and
efficiency to the plowing operation.

USE CAUTION WITH
SNOW THROWERS

The Anoka County Extension Service cautions
consumers who clear driveways and sidewalks with
snow throwers to use extreme caution when clear-
ing snow and debris from clogged discharge chutes
and blocked augers/collectors of the machines.
According to the U.S. Consumer Product Safety
Commission, some 4,000 snow thrower users
receive hospital emergency room treatment each
year for injuries suffered while removing snow. Most
are hand and finger cuts and amputations happen-
ing when consumers try to clear snow from the
discharge chute of the machine or debris from the
auger/collectors.
CPSC offered the following safety hints for snow
thrower users:

. Keep hands and feet away from all rotating and
moving parts.
. Stop the engine (remove the key, spark plug wire,
or power cord) whenever you leave the operator
position to make repairs, adjustments or
inspections.
. Never put your hand in the discharge chute or
near the auger/collector to remove snow, sticks
or other debris. Blocked auger/collectors and im-
pellers can "spring back" when cleared and may
cause personal injury, even with the engine stop-
ped. Always use an object such as a trowel or long
stick to clear blockages.
. Never leave a running snow thrower unattended;
shut down the motor if you must leave the
machine for any time.
. Keep the area of operation clear of other people
and pets. Do not aim the discharge at people,
pets, automobiles, windows, etc.
· Fill the fuel tank of gasoline-powered machines
with extreme care. Never fill the fuel tank indoors
or add fuel to a running or hot engine.
. Be aware of the power cord on electrically-
powered snow throwers at all times.
. Check the machine often if you are using the
equipment sporadically over the winter season.
Inspect for loose or missing safety guards...watch
for loose nuts, bolts, or fasteners.
. Refer to the owner's manual for specific instruc-
tions on the operation, care and maintenance of
the snow thrower.

RAMSEY MUNICIPAL CENTER
15153 Nowthen Blvd. N.W.
427.1410

CITY COUNCIL
Mayor Gary Reimann
Councilmember Richard Cich
Councilmember Stephen F. It is cost prohibitive to sand
every inch of every street. As temperature deter-
mines the effectiveness of a salt/sand mixture, san-
ding will not be done on extremely cold days except
in emergency situations.
Some of the main intersections along State and
County roads are sanded as they are plowed. Others
are sanded after all roads are cleared of snow, as
the sand is needed for ballast on the trucks. For ice
storms when no plowing is taking place, sanding is
done in order of importance with intersections along
the State and County roads first and all others im-
mediately thereafter until finished.

SNOWMOBILE REGULATIONS

THE FOllOWING AREAS ARE OPEN FOR
PUBLIC USE OF SNOWMOBilES:
1.
