<br />WHAT'S HAPPENING
<br />AT CITY HALL

<br />
<br />City Council met on December 19, 1989 and
<br />awarded a contract to Ceres for Ramsey's Christmas
<br />tree chipping project. Council appointed Douglas
<br />Powers and Terry Klosterman and reappointed Virgil
<br />Barnes and David Chapman to the Airport Commis-
<br />sion. Roy Shumway and Charles LaDue were reap-
<br />pointed to the Planning and Zoning Commission.
<br />Council members Pearson and Cich, David Bawden,
<br />Alfred LaTour, Jayme Spence, Steven Wilson, David
<br />Hartley and Bruce Hoeke were reappointed to the
<br />Fire Board. Council authorized the purchase of a 35
<br />mm camera with accessories for the Police Depart-
<br />ment. A public hearing regarding ADH's request for
<br />an off-sale liquor license was scheduled for January
<br />9. A contract was awarded to Hunerberg Construc-
<br />tion for the City Hall handicap accessibility project.
<br />Stanhope Terrace (16 rural residential lots located
<br />just east of Stanhope River Hills), Oleo Acres (4 rural
<br />residential lots north of Forest Hideaway), and Trott
<br />Brook Ridge (12 rural residential lots east of Sports
<br />Haven and Golden Eagle Estates) received
<br />preliminary plat approval. Council adopted an or-
<br />dinance to rezone the proposed plat of Fleischer's
<br />2nd Addition (located on the east side of Nowthen
<br />Blvd., south of 149th Lane) from B-1 Business and
<br />R-3 Urban Residential to R-1 Urban Residential.
<br />Council introduced ordinances to rezone the propos-
<br />ed plats of Trott Brook Ponds, Carr Addition, Rum
<br />River Bluff and Heatherwood Hills to Planned Unit
<br />Developments. The preliminary concepts for Trott
<br />Brook Ponds, Carr Addition, Rum River Bluff and
<br />Heatherwood Hills all received approval with con-
<br />tingencies and an additional review by the Planning
<br />and Zoning Commission. Council adopted or-
<br />dinances to regulate nudity in City licensed on-sale
<br />intoxicating and non-intoxicating liquor
<br />establishments. Sorteberg's 6th Addition (17 rural
<br />residential lots south and east of Countryside
<br />Estates) received final plat approval. The City At-
<br />torney was directed to draft ordinances regulating
<br />sauna and massage parlors and pawn shops. A
<br />resolution was adopted establishing a joint powers
<br />agreement for mutual fire aid with Elk River, Anoka,
<br />Andover, Ham Lake, Oak Grove, St. Francis and
<br />Coon Rapids. Council approved the purchase of
<br />pagers, dump tank, turn-out gear and hose for the
<br />Fire Department. Council introduced an ordinance
<br />establishing the proposed Mississippi Trail Corridor
<br />alignment. Council adopted Oridnance #89-33
<br />amending the Comprehensive Plan and establishing
<br />4 in 40 density zoning. The City Attorney was
<br />directed to proceed to acquire right-of-way for the
<br />extension of 153rd Avenue.

<br />Council met on January 3, 1990 and designated
<br />certain financial institutions as official depositories
<br />of City funds for 1990. Council made it's 1990
<br />organizational appointments. The City Council ap-
<br />proved a $250 sponsorship in the National Sports
<br />Center in Blaine.
<br />
<br />Council met on January 9 and the City Attorney
<br />was directed to research whether the City can adopt
<br />an ordinance prohibiting minors to purchase cigaret-
<br />tes and imposing a penalty for same. Council ap-
<br />proved the purchase of a copy machine and 3 work
<br />stations for the Community Development Depart-
<br />ment. Ken Wagner, Bernie Vevea and Barbara Wiley
<br />were reappointed to the Economic Development
<br />Commission. Council adopted a resolution re-
<br />questing a MUSA expansion to include area south
<br />and east of Sunfish Lake. Council adopted an or-
<br />dinance prohibiting lewd conduct. The City Attorney
<br />was directed to draft an ordinance amendment that
<br />would expand hours of operation at off-sale and on-
<br />sale intoxicating liquor establishments to be consis-
<br />tent with Minnesota statute (New Year's Day, In-
<br />dependence Day and 1 :00 a.m. on Mondays). Mayor
<br />Reimann and Richard Netzloff were reappointed to
<br />the Quad Cities Cable TV Commission. The City
<br />Attorney was directed to research whether or not the
<br />City can impose snowmobiling regulations along
<br />State and County roads.

<br />JUST IN CASE IT SNOWS...

<br />Basically, this means don't park your motor vehi-
<br />cle on any city street during a snowfall, or afterwards,
<br />until it is plowed. There are a thousand excuses for
<br />leaving your vehicle parked along the roadway and
<br />causing the plows to go around it. None of them are
<br />valid. We will tag and tow! Thank you for your
<br />cooperation in helping us provide for safe and effi-
<br />cient snow plowing services.

<br />POLICY REGARDING
<br />
<br />SNOWPLOWING
<br />
<br />The City of Ramsey plows all City streets when
<br />the snow depth is two inches or more. Normal plow-
<br />ing starts at 2:00 a.m. or sooner if possible. Wind
<br />conditions will affect starting times. Cars parked on
<br />unplowed roads will be tagged and towed. It is
<br />against the law to push or plow snow onto a City
<br />street from private property. Underground sprinkler
<br />systems installed in ditches and boulevards will not
<br />be repaired by the City if damaged by the snowplow.
<br />The City of Ramsey is divided into five routes with
<br />each route containing at least one major collector
<br />street which is plowed almost immediately. Other
<br />streets are plowed in the order determined by the
<br />driver for the fastest and most practical way to open
<br />all roads as soon as possible. Cul-de-sacs and short
<br />dead end streets are divided into three routes and
<br />are plowed with different plows which add speed and
<br />efficiency to the plowing operation.
<br />
<br />USE CAUTION WITH
<br />SNOW THROWERS
<br />
<br />The Anoka County Extension Service cautions
<br />consumers who clear driveways and sidewalks with
<br />snow throwers to use extreme caution when clear-
<br />ing snow and debris from clogged discharge chutes
<br />and blocked augers/collectors of the machines.
<br />According to the U.S. Consumer Product Safety
<br />Commission, some 4,000 snow thrower users
<br />receive hospital emergency room treatment each
<br />year for injuries suffered while removing snow. Most
<br />are hand and finger cuts and amputations happen-
<br />ing when consumers try to clear snow from the
<br />discharge chute of the machine or debris from the
<br />auger/collectors.
<br />CPSC offered the following safety hints for snow
<br />thrower users:
<br />
<br />. Keep hands and feet away from all rotating and
<br />moving parts.
<br />. Stop the engine (remove the key, spark plug wire,
<br />or power cord) whenever you leave the operator
<br />position to make repairs, adjustments or
<br />inspections.
<br />. Never put your hand in the discharge chute or
<br />near the auger/collector to remove snow, sticks
<br />or other debris. Blocked auger/collectors and im-
<br />pellers can "spring back" when cleared and may
<br />cause personal injury, even with the engine stop-
<br />ped. Always use an object such as a trowel or long
<br />stick to clear blockages.
<br />. Never leave a running snow thrower unattended;
<br />shut down the motor if you must leave the
<br />machine for any time.
<br />. Keep the area of operation clear of other people
<br />and pets. Do not aim the discharge at people,
<br />pets, automobiles, windows, etc.
<br />· Fill the fuel tank of gasoline-powered machines
<br />with extreme care. Never fill the fuel tank indoors
<br />or add fuel to a running or hot engine.
<br />. Be aware of the power cord on electrically-
<br />powered snow throwers at all times.
<br />. Check the machine often if you are using the
<br />equipment sporadically over the winter season.
<br />Inspect for loose or missing safety guards...watch
<br />for loose nuts, bolts, or fasteners.
<br />. Refer to the owner's manual for specific instruc-
<br />tions on the operation, care and maintenance of
<br />the snow thrower.

<br />POLICY REGARDING
<br />SANDING OF CITY STREETS
<br />
<br />The City of Ramsey sands all main intersections,
<br />dangerous hills and curves and certain bus stops as
<br />needed to control traffic. It is cost prohibitive to sand
<br />every inch of every street. As temperature deter-
<br />mines the effectiveness of a salt/sand mixture, san-
<br />ding will not be done on extremely cold days except
<br />in emergency situations.
<br />Some of the main intersections along State and
<br />County roads are sanded as they are plowed. Others
<br />are sanded after all roads are cleared of snow, as
<br />the sand is needed for ballast on the trucks. For ice
<br />storms when no plowing is taking place, sanding is
<br />done in order of importance with intersections along
<br />the State and County roads first and all others im-
<br />mediately thereafter until finished.
<br />
<br />SNOWMOBILE REGULATIONS
<br />
<br />THE FOllOWING AREAS ARE OPEN FOR
<br />PUBLIC USE OF SNOWMOBilES:
<br />1. Private property owned by driver or
<br />snowmobile owner.
<br />2. Along outside edge of ditches along C.S.A.H.,
<br />MN and U.S. highways.
<br />3. Along ditch areas of City streets and streets
<br />themselves except 1990 Urban Area.
<br />4. City streets at age 16-17 with snowmobile safe-
<br />ty certificate.
<br />5. City streets at age 18 + without snowmobile
<br />safety certificate.
<br />6. Along Highways #'s 47 and 10 and County
<br />Road #'s 5 and 116 in 1990 Urban Area on out-
<br />side slope of ditch.
<br />7. Other person's private property with written
<br />permission from owner.
<br />8. Any designated snowmobile trail (Ramsey does
<br />not have any at the present time).
<br />
<br />THE FOllOWING AREAS ARE NOT OPEN FOR
<br />PUBLIC USE OF SNOWMOBilES:
<br />1. City/County parks and ski trails.
<br />2. Upon C.SAH., MN or U.S. highways other
<br />than outside ditch slope.
<br />3. Any median area of a divided highway.
<br />4. Upon City streets unless age limit conforms to
<br />that above.
<br />5. Private property without permission.
<br />6. 1990 Urban Area (upon public property or City
<br />streets).
<br />7. Lakes that have no access other than private
<br />property.
<br />

<br />Sundays through Thursdays from 11 :00 p.m.
<br />to 8:00 a.m. (of next day)
<br />Saturdays from 1 :00 a.m. to 8:00 a.m. (of next
<br />day)
<br />Sundays (besides above) from 1 :00 a.m. to
<br />8:00 a.m.
<br />(Friday is not left out since Thursday, 11 :00
<br />p.m. to 8:00 a.m., therefore includes Friday
<br />morning hours).
<br />IN OTHER WORDS:
<br />You can ride Sunday through Thursday from
<br />8:00 a.m. to 11 :00 p.m. and you can ride Fri-
<br />day and Saturday from 8:00 a.m. to 1 :00 a.m.
