<br />FOUR IN FORTY ZONING
<br />
<br />Over the past year the City has worked to define and expand the Metropolitan Urban Service Area (MUSA)
<br />for the City. This represents the area that will be provided with urban services such as public sanitary sewer
<br />and water to accommodate urban density development. The need to expand the urban area was prompted
<br />by two items; 1) fewer than a two year supply of urban lots remained in the City and, 2) the previously defined
<br />urban area was to accommodate growth until 1990, an expanded area to accommodate growth through 2000
<br />was required for the next 10 years.
<br />
<br />The Community's comprehensive development plans are subject to Metropolitan Council's policies and ap-
<br />proval. One of the fundamental policies of the Metropolitan Council is to define a contiguous, compact, cen-
<br />tral area for urban growth. Residential development in the remainder of the region is limited to a low density
<br />which will not require municipal sewer and water or greatly improved transportation systems. To achieve
<br />this, the regional policy is to restrict residential development outside the urban service area to no more than
<br />four units per forty acre parcel.

<br />On December 19,1989, the City Council adopted amendments to the City's comprehensive plan and zoning
<br />ordinance which implemented a policy of "four in forty" zoning. The zoning ordinance creates five develop-
<br />ment districts within the City. These are:

<br />The districts are shown on the accompanying map. As indicated, minimum lot sizes outside the urban ser-
<br />vice area range from 2.5 acres to 10 acres, however, the density allows no more than four units per forty
<br />acre parcel on a pro-rate basis (one unit per 10 acres, two per 20 acres, etc.).
<br />
<br />Since much of the City is currently developed at densities exceeding four in forty, this ordinance applies
<br />to the undeveloped parcels as of January 1, 1990. Existing development at greater densities cannot be con-
<br />sidered as non-conforming uses. Proposed subdivisions which received City Council approval of preliminary
<br />plats or planned unit development (PUD's) prior to January 1, 1990 may develop at 2.5 acre densities.
<br />
<br />The comprehensive plan and four in forty zoning assures that a diversity of lifestyles can be accommodated
<br />in the City ranging from urban to rural and agricultural. This policy protects the rural area from development
<br />pressure and identifies those areas which are anticipated to eventually change to urban areas.
<br />
<br />The Metropolitan Council is currently reviewing its rural density policies, and the City is working with them
<br />to try to formulate a less restrictive policy for the rural area. The amendment to the comprehensive plan
<br />and the zoning ordinance are available for review at the City Hall. If you have any specific questions regar-

<br />to fill vacancies on the Planning and Zoning Com-
<br />mission and the Park and Recreation Commission.
<br />The positions require a minimum of one evening
<br />meeting per month. Ramsey residents interested in
<br />serving on the Planning and Zoning Commission are
<br />requested to submit a letter of application by 5:00
