BURNING PERMITS

Just the other day, a DNR officer stopped by City Hall to
let us know that she found several residents conducting il-
legal burns. As you mayor may not know, open burning
is illegal unless you have the appropriate permit. Under State
statute, any city, county, state or conservation officer has
the authority to issue a citation for which a $50.00 fine is
imposed for illegal burning.
There are two types of burning permits available; DNR
recreational and PCA open burn.
As the name indicates, DNR Recretional permits are for
recreational fires and may be obtained at Ramsey Municipal
Center during the hours of 8:30 a.m. to 5:00 p.m. A recrea-
tional fire is defined as being a maximum of 3 feet in
diameter, in a permanent site ringed with stone or cement.
Billows of smoke from a fire larger than that could arouse
the concerns of nearby residents and result in a call to the
Fire Department. If the fire departments finds the recreational
fire to be non-permitted, the property owner will be held liable
for the fire call bill. In addition to that, upon failure of the
property owner to cooperate, the local police department has
the discretion to call out the fire department to extinguish
a non-permitted fire or a fire that exceeds the guidelines.
The property owner again is responsible for the fire call bill.
At present, the minimum fire call bill is $250.00.
We would also like to note at this time that recreational
fires are not to be used to burn leaves, grass, plastic, debris
or building materials; only the burning of dry, clean and un-
painted wood is allowed.
PCA burning permits are available for larger burns of
organic materials and may also be applied for at Ramsey
Municipal Center during normal working hours. One of the
major criteria for obtaining this permit is that the burning
location is 600 feet from the nearest neighboring residence.
The process involves an inspection of the material to be burn-
ed by Bruce Bacon, the City's Environmental Specialist. His
recommendation is forwarded along with the application to
PCA for their final decision.
Residents should also take advantage of this year's
brushchipping program as a way of disposing of brush and
limbs. If you have any questions, please call Bruce Bacon
at 427-1410.
