<br />ABOUT YOUR <br />PROPERTY TAX BILL <br /> <br />Your city or town and your school district pay for the ser- <br />vices they provide to you with the property taxes they col- <br />lect from you and with state aid dollars they receive from <br />the State of Minnesota. <br />For 1990, the state is shifting some of its state aid dollars <br />away from cities and towns to school districts. To make up <br />for the reduction in state aid dollars to cities and towns, your <br />city or town has required more property tax dollars. As a <br />result, the city or town portion of your property tax bill for <br />1990 may be greater than you expected. <br />On the other hand, because the reduction in aid to cities <br />and towns is being balanced by an increase in aid to school <br />districts, your school district has required fewer property tax <br />dollars. As a result, unless your school district held a referen- <br />dum and voters in your school district approved a tax levy <br />increase, the school portion of your property tax bill for 1990 <br />may be lower than it was for 1989. <br />The shift in state aid payments away from cities and towns <br />to school districts is aimed at having the state pay for a larger <br />share of the programs it requires school districts to provide <br />and a smaller share of the services normally provided to pro- <br />perty owners by city and town governments. <br /> <br />UNDERSTANDING YOUR <br /> <br />PROPERTY TAXES <br /> <br />1) Owner. This is the person who actually owns the land. <br /> <br />2) PIN (Property Identification Number) - This is a twelve <br />digit number used to identify the property's locati~. <br /> <br />3) Taxpayer. This is a person or company responsible <br />for remitting the taxes to the County. For the majority <br />of residents it will be the owner or mortgage company <br />if the monthly payments include an escrow for taxes. <br /> <br />4) Property Class. There are 11 different classes. The <br />class of property affects the amount of tax. The follow- <br />ing are a description of the more common classes: <br /> <br />Residential Homestead (RES HSTD) - This is the <br />classification for the primary residence of a single fami- <br />ly, or duplex. <br /> <br />Residential Non-Homestead (RES NO-HSD) - This <br />class represents single family dwellings or duplexes <br />that are not the primary residence of the owner (i.e. <br />rental property). <br /> <br />Apartment complexes (APARTMENT) - Complexes <br />of one or more units are in this class. <br /> <br />Farm Homestead (FARM HSTD) - This is the <br />classification for a principal residence of a single family <br />with agricultural land. <br /> <br />Farm Non-Homestead (FARM N-HSD) - This <br />classification is for agricultural property which is not <br />the primary residence of the owner. <br /> <br />Commercial/Industrial (COMM-IND) - Property con- <br />taining buildings used for retailing and manufacturing <br />are in this class. <br /> <br />Vacant Land (VAC-LAND) - This class is for land <br />which currently has no buildings on it. <br /> <br />5) New Improvements - This amount is the market value <br />of improvement to the land or buildings made since <br />the last inspection by the County Assessor. It can also <br />be the market value of items of which the assessor <br />was not previously aware. <br /> <br />6) Market Value. This amount is determined by the Ci- <br />ty Assessor. It is based on comparisons to other <br />similar properties in the City, the square footage, the <br />various amenities the house or property contains, etc. <br />Each property is assessed at least once every four <br />years. <br /> <br />7) Your Property Tax Before Reduction by State Paid <br />Aids and Credits. This figure represents the total pro- <br />perty taxes the resident would pay if the state did not <br />finance a part of local schools, counties and cities. <br />In Minnesota, the state does not receive any portion <br />of property taxes. The state does use its revenue rais- <br />ing capability to lower property taxes by financing local <br />governments through various credits. <br /> <br />8) Aid Paid by State to Reduce Your Property Tax. This <br />amount represents the portion of a property's tax that <br />is being paid by the state to the local school district, <br />county and city through various aids. <br /> <br />9) Homestead and Agricultural Credit. This is the pro- <br />pety tax relief given to those properties which are <br />registered as homesteads. A homestead is defined as <br />the principal residence of the owner. <br /> <br />10) Your Property Tax After Reduction By State Paid <br />Credits. This is the difference between the first line <br />and the last three. <br /> <br />11) Where Your Property Taxes Go . This shows the <br />breakdown of where the above figure goes. <br /> <br />12) Special Assessments Added to this Tax Bill. Special <br />assessments represent the cost of improvements such <br />as streets, storm drainage, sanitary sewer etc., which <br />are installed by the City with the understanding that <br />the benefitted property owner will repay the City over <br />a number of years. There is interest on this amount <br />charged and is paid yearly also. <br /> <br />ANNUAL BOARD OF REVIEW <br /> <br />SCHEDULED TO REVIEW <br /> <br />PROPERTY VALUATIONS <br /> <br />Ramsey's annual Board of Review will be held on Wednes- <br />day, April 4, 1990 at 6:30 p.m. at the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. NW., for the purpose of <br />reviewing and correcting property valuations for 1990. All <br />persons conSidering themselves aggrieved by said valuation, <br />or who wish to complain that property of another is valued <br />too low, are hereby notified to appear at said Board of Review <br />and show cause for having the valuation corrected. <br />No complaint that another person's property is valued too <br />low will be acted upon until the person to be assessed, or <br />his agent, have been notified of such complaint. <br />Note: On the average, property valuations increased 8% <br />from 1989. <br /> <br />CROWDS DISCOVER RAMSEY <br />AT THE EXPO '90 <br />The Discover Ramsey Expo '90 was a huge success with <br />54 exhibitors and more than 1500 attendants.
