Motion carried. Voting Yes: Councilmembers Elvig, Strommen and Zimmerman. Voting No: <br />None. <br /> <br />Case #5: Authorization to Contract for T.H. #10 Corridor Environmental Study <br /> <br />Finance Officer Lund stated that the City has been working with The Tinklenberg Group to serve <br />as consultants in a variety of transportation issues. It has been determined that it would be in the <br />best interest of the City to complete the environmental work on the T.H. #10 Corridor Study <br />(AUAR) in order to move into official mapping for the corridor. It was estimated that the costs <br />for the environmental work would total approximately $45,000. Anoka County will contribute <br />$20,000; the Metropolitan Council will contribute $5,000, leaving the City of Ramsey to <br />contribute $20,000. Ms. Lund disseminated background information including a letter from The <br />Tinklenberg Group which is to serve as an amendment to the January 17, 2003 agreement, and a <br />draft joint powers agreement for the Highway #10 AUAR. <br /> <br />Councilmember Zimmerman thought that the State and possibly the Federal should be <br />contributing as Highway #10 is a State Highway. <br /> <br />Councilmember Elvig agreed with Councilmember Zimmerman and added that maybe the Town <br />Center LLC would be able to contribute. <br /> <br />Councihnember Strommen commented that the Town Center LLC had paid for an AUAR for <br />that portion of #10. <br /> <br />City Administrator Norman stated that the City has not really discussed other agencies <br />contributing. He added that we do want to move this along and it may take a longer time getting <br />the other agencies involved. <br /> <br />Councilmember Elvig inquired if the City could pay up front and then be reimbursed some of the <br />funding to which Mr. Norman stated he was not sure, but that he would find out. <br />Councihnember Elvig noted that the Metropolitan Council is "big" on transportation and they are <br />only contributing $5,000 - could we go back to them and ask for say $10,0007 <br /> <br />Mr. Norman thought that this is one of those areas where Nacho Diaz (Metropolitan Council) <br />offered the money from one of his line items - he can just authorize this amount. Mr. Norman <br />wasn't sure what would happen if the City pushes too far - it's a possibility we could lose the <br />funding. <br /> <br />Councilmember Elvig suggested asking Town Center LLC if they would consider contributing to <br />this AUAR also, to which Mr. Norman responded he would ask them. <br /> <br />Councilmember Strommen stated that she is interested in having regular meetings to receive <br />updates on this issue. <br /> <br />Mr. Norman replied that Mr. Tinklenberg is out of the area quite often, however, if Council is <br />interested in working with his assistant, more updates would be feasible. <br /> <br />Finance Committee - May 13, 2003 <br /> Page 5 of 7 <br /> <br /> <br />
