The Finance Committee agreed that they were agreeable to working with Mr. Tinklenberg's <br />assistant. <br /> <br />Councilmember Zimmerman noted that this is some of the first steps, however, the cost seems <br />disproportionate and he felt that the State should be leading this process. He summarized the <br />Highway #47 improvements and the cost to the City versus the cost to the State. <br /> <br />Councihnember Elvig expressed his agreement. <br /> <br />Councilmember Strommen expressed her agreement and asked if the City is setting an <br />expectation that Ramsey is willing to bear all of these costs. <br /> <br />Councilmember Elvig suggested that if the City of Ramsey is good at documenting these <br />projects, it is his opinion that the other agencies will think that the City of Ramsey is willing to <br />"step up to the plate" and now it's time they (the other agencies) offer assistance. He felt that <br />The Tinklenberg Group will do well for the City and search out some available funding. <br /> <br />Councihnembers Strommen and Elvig commented on the need to move on this and the fact that <br />the City at this point cannot wait for the State. <br /> <br />Mr. Norman concurred that if the City wants something to happen, the City has to make it <br />happen. He reported that Mr. Tinklenberg is planning to be at the May 27 City Council meeting. <br /> <br />Motion by Councilmember Elvig and seconded by Councilmember Strommen to recommend <br />that the City Council enter into contractual agreement with The Tinklenberg Group to perform an <br />AUAR Study on T.H. #10, as well as other outreach and funding source oversight activities <br />concerning T.H. #10, contingent upon staff requesting participation from Town Center LLC, and <br />contingent upon finding out from Mr. Tinklenberg what funds are available from the State and <br />Federal agencies and that staff contact them to ask for funding participation. <br /> <br />Motion carried. Voting Yes: Councilmembers Elvig, Strommen and Zimmerman. Voting No: <br />None. <br /> <br />Motion by Councilmember Strommen and seconded by Councilmember Zimmerman to <br />recommend that City Council enter into a joint powers agreement with Anoka County for the <br />completion of the AUAR of T.H. #10 process with the City of Ramsey serving as lead agency. <br /> <br />Motion carried.
