The National Arbor Day Foundation
is a non-profit organization funded by donations and Govern-
ment Agency grants. The main objective of this foundation
is to support America's urban forest. One program that they
have initiated is the Tree City U.S.A. Program. This free of
charge program is directed for cities to recognize the need
and value of establishing an urban forestry program. An ap-
plying city must meet four Tree City U.S.A. standards. These
are:

1) Establish a Tree Board or Department.

In Ramsey's case, the Community Development
Department has been assigned this task.

2) Adopt a city tree ordinance.

The Ramsey City Council adopted Ordinance #88-3
which establishes a shade tree program, and regula-
tion of control of certain diseases affecting trees.

3) Implement a community forestry program with an an-
nual budget of at least $2.00 per capita.

Ramsey's expenditures, including substantial monies
received from Metropolitan Council towards the
Ramsey Decentralized Brush Chipping Demonstration
Program, brings the City's per capita investment for
urban forestry and associated activities to nearly $9.00
per capita.

4) Sponsor an Arbor Day observance and proclamation.

The City of Ramsey annually promotes a very ag-
gressive and highly visible Arbor Day observance and
ceremony.

On April 19, 1990, representatives of Ramsey will be atten-
ding the annual Arbor Day Foundation banquet to receive
the City's plaque, Tree City U.S.A. flag and a number of signs
to be erected at entry points into the community designating
the achieved title.

GROW FRUIT

IN YOUR OWN BACKYARD!

Growing your own fruit can be a very rewarding ex-
perience. "Your success", says Janette Monear, Anoka
County Extension Service Oak Wilt Program Coordinator,
"will depend on several factors: site, selection, varieties,
pest control, and maintenance."
Fruits such as apples, plums, cherries, raspberries, cur-
rants, grapes, and blueberries can be grown in abundance
in your own backyard. A new 35 page, step-by-step booklet
titled Fruit for the Home outlines how to produce larger quan-
tities of fruit while saving you time and money.
To order the booklet Fruit for the Home send your name
and address along with a check for $1.50 to the Anoka Coun-
ty Extension Service, 550 Bunker Lake Blvd. N.W., Anoka,
MN 55304.

ANNUAL REPORT ON

RAMSEY'S FIRST YEAR

BRUSHCHIPPING PROGRAM

AVAILABLE FOR REVIEW

The annual report on Ramsey's first year decentralized
brushchipping program is complete and copies are available
at City Hall. This report provides a comprehensive, statistical
evaluation of the program structure, results and resident in-
put via neighborhood meetings and survey.
Residents in established neighborhoods, historically, use
open burning for brush disposal. This is tree resource lost,
in addition to: air pollution, possible water and soil pollu-
tion, source of insect and disease inoculum, and a potential
fire hazard. In 1989, approximately 1,030 cubic yards of
brush chips were generated through Ramsey's program.
From this, it is estimated that 10,300 cubic yards of brush
was chipped to be utilized as mulch rather than open-burned
or landfilled as waste.
For more information, call Bruce Bacon at 427-1410.

OPTIONS FOR

YARD WASTE DISPOSAL

Legislation effective January, 1990, prohibits the dumping
of leaves and grass clippings into public landfills. This year,
Ramsey's Clean Up Day does include disposal of leaves and
grass. Beyond that, the following options exist for disposal
of yard waste:

Anoka County Licensed Yard Waste Facilities:
Bunker Hills Compost Site
Hanson Blvd. and 133rd Avenue
757 -3920

Rice Creek Chain-of-Lakes Compost Site
Located off County Rd. #14 in Lino Lakes
757 -3920

Both sites are open from Noon to 7:30 p.m. on Mondays,
Wednesdays and Fridays; 9:00 a.m. to 5:00 p.m. on Satur-
days; and Noon to 5:00 p.m. on Sundays. Both sites are
closed on holidays. Both sites accept leaves, grass clipp-
ings and garden Clippings at no charge. There is a very limited
amount of finished compost available at this time; more
finished compost should be available this Fall.

Outside Anoka County:
Elk River Landfill, Inc.
22460 Hwy. #169 NW.
Elk River, Mn 55330
441-2464

Hours are 7:00 a.m. to 4:30 p.m. Monday through Friday
and 7:00 a.m. to 3:30 p.m. on Saturdays. The fee is $13.71
per ton for debagged leaves and grass clippings; $36.75 per
ton for bagged leaves and grass clippings; $24.75 per ton
for brush (limbs less than 5 inches in diameter). Brush must
be segregated from grass and leaves.

BRUSH CHIPPING PROGRAM
TO BE OFFERED IN
RAMSEY ALL SUMMER

The City of Ramsey, because of the serious threat to the
forest population, is developing a decentralized brush chip-
ping operation with funding support from the Metro Coun-
cil. Brush disposal can be a problem and chipping converts
the brush into a usable product, with no disease problems.
Ramsey's brush chipping program will offer the following
services:
· Free brush chipping
· Information on tree disease prevention and control
· Information on the use of wood chips
· Wood chips available for use
· Information on the composting of leaves and grass
These free services are offered to control the current disease
problems and decrease the need for burning permits to be
issued during the year. These services will be provided on
a neighborhood-wide format to encourage the efficient use
of the program resources.
Who is eligible?
All residents with brush or prunings from healthy or diseas-
ed trees who prepare the piles correctly, with convenient
access.
How can you participate?
Fill out the questionnaire and return it to Woodchipping Pro-
gram, Ramsey Municipal Center, 15153 Nowthen Blvd. N.W.,
Ramsey, Minnesota 55303.

NAME
ADDRESS
PHONE NUMBER
I ALREADY HAVE MY BRUSH STACKED ACCORDING TO
GUIDELlNES_ YES_ NO AND READY TO CHIP.
THE SIZE OF MY BRUSH PILE IS LESS THAN
A PICKUP LOAD.
THE SIZE OF MY BRUSH PILE IS _ MORE THAN A
PICKUP LOAD; LENGTH , WIDTH
HEIGHT
MY BRUSH PILE CONTAINS DISEASED WOOD:
OAK _ ELM _ PINE OTHER
I HAVE MORE TREE WORK TO DO: PLANTING;
PRUNING*; TREE REMOVAL *.
(*) HOW MANY TREES
AND WHAT KINDS.
TIME FRAME DESIRED FOR MY CHIPPING WORK:
_ MAY _ JUNE_ JULY _AUGUST
_ SEPTEMBER _ OCTOBER
I WOULD LIKE THE WOOD CHIPS FOR MY OWN USE
_ YES_NO.
I AM CURRENTLY COMPOSTlNG ON SITE _ YES _ NO
I AM INTERESTED IN LEARNING MORE ABOUT
COMPOSTING MULCHING.
I WOULD LIKE TO HOST ATTEND A
NEIGHBORHOOD MEETING ABOUT: RECYCLING
_ CHIP UTILlZATION_ SOIL BUILDING
_ AIR/WATER QUALITY
_ TREE DISEASE CONTROL
_ TREE AND SITE EVALUATION
_ ENERGY EFFICIENT PLANTING
_ PLANTING FOR WILDLIFE

GUIDELINES FOR

BRUSH PILES

IF YOU ANTICIPATE PARTICIPATING IN THE BRUSH CHIP-
PING PROGRAM, THE FOLLOWING GUIDELINES WILL
APPL Y:

.
