<br />In 1989 our citizens showed how working together can pay
<br />off for Ramsey:
<br />
<br />. We cleaned up the Rum River with the citizens of
<br />Anoka County and were recognized nationally for that
<br />effort.
<br />· We continued our efforts to recycle and exceeded the
<br />expectations of Anoka County and the region.
<br />· We developed a Volunteer Fire Department and are
<br />now ready to save lives and property when called
<br />upon.
<br />. We worked through differences of opinion as our com-
<br />munity developed and have reached workable
<br />compromises.
<br />· We delivered public services at acceptable quality
<br />levels and at a cost that we can all afford.
<br />
<br />All in all we have worked together and it is paying off. Ramsey
<br />is now a respected community in the northern Metropolitan
<br />Area. In years past Ramsey was a community where people
<br />moving away from the big city would choose to locate. Now
<br />we find many of our residents are choosing Ramsey because
<br />it's a better place to live than just about anywhere else in
<br />the northern Metropolitan Area.
<br />
<br />As we look into 1990 and beyond, I would like for you to
<br />think about these challenges and ways in which we can
<br />"work together" to make Ramsey a good place to live, work
<br />and play.
<br />
<br />Economic Development
<br />In order to have a healthy community, we need to find
<br />the right balance of business and residential land uses
<br />within our community. U.S. Highway #10 and parts
<br />of State Highway #47 have been designated by their
<br />zoning to be commercial and industrial uses. The Ci-
<br />ty of Ramsey should encourage quality development
<br />in these areas that meets the standards of our
<br />community.
<br />
<br />We have proposed a Mississippi River bridge cross-
<br />ing near Ramsey Boulevard that would eventually con-
<br />nect to the new State Highway #610 as it travels
<br />westward through Maple Grove.
<br />
<br />We're often asked by our business residents what ser-
<br />vices are provided to businesses that correlate with
<br />the property taxes paid. I often have difficulty answer-
<br />ing that question and would like to propose that on
<br />alternating years the City of Ramsey sponsor a market
<br />survey and a labor survey designed to benefit our cor-
<br />porate citizens.
<br />
<br />Public Facilities
<br />I believe we need to continue to develop our parks
<br />into useful and safe recreation areas, but there are
<br />other facilities for recreation and community activities
<br />that are needed as well. I would like to see developed
<br />in Ramsey, a major community recreational center that
<br />includes a swimming pool, playing courts, meeting
<br />rooms and a library.
<br />
<br />The City Hall complex also needs to be expanded to
<br />make room for the equipment necessary to service
<br />the 130 miles of roads, pUblic utilities and 30 + parks.
<br />
<br />Services
<br />Our City government should provide, along with the
<br />traditional services of snowplowing, road repair,
<br />utilities, land use regulations, etc., a system of infor-
<br />mation that will give our residents greater access to
<br />these services and make Ramsey a truly welcoming
<br />community. This information should be available to
<br />every citizen and serve as a guide to the many ser-
<br />vices offered.
<br />
<br />Public safety should focus upon preventative measures
<br />as well as enforcement by including support for pro-
<br />grams on literacy, child abuse, youth, dysfunctional
<br />families and substance abuse. Likewise, our fire safety
<br />efforts should emphasize fire prevention and proper
<br />handling of hazardous materials.
<br />
<br />Environmentally we need to continue the many pro-
<br />grams that we have and just say no to pollution.
<br />
<br />I hope my dreams for Ramsey can be yours as we
<br />"work together".

<br />The Ramsey Jaycees donated a VCR, microwave, cof-
<br />feemaker and airpot to the City for use at the Park Center
<br />building. It is groups and individuals like the Jaycees that
<br />make our citizens proud to be Ramsey residents.
<br />The Jaycees hold their regular meetings at Ramsey City
<br />Hall on the third Thursday of each month at 7:00 p.m.
<br />Persons wishing to use the Park Center building at Cen-
<br />tral Park should call Mark Boos at 427-1741 or leave a
<br />message at 427-1410. The building's primary users are the
<br />Ramsey Youth Athletic Association, 4-H, Scouts and the
<br />Community School.
<br />
<br />THE CITY OF RAMSEY TRAILBLAZER PROGRAM APPLICATION
<br />
<br />1990
<br />
<br />This program offers numerous learning experiences and builds basic work habit/opportunities for Ramsey boys and girls
<br />who are between the ages of 14 and 16 years of age.
<br />
<br />The Trailblazers, who are employed with the City of Ramsey, will have the opportunity to assist with the City's Public Works
<br />Department to maintain existing parks, to gain painting experience, and to assist with landscaping. Besides initiating some
<br />creativity in beautifying the community, the Trailblazers will have the opportunity to earn spending money and to have fun
<br />attending a trip to Valleyfair.
<br />
<br />The Trailblazer Program will run for two sessions, accepting 5 boys and girls in each session. Each session will be three
<br />weeks in length. The session will be for 4 days a week.
<br />
<br />Hours will be approximately 8:00 a.m.-2:00 p.m. with 1/2 hour for lunch. Actual hours will depend on the weather. Bring
<br />your lunch from home. Pay is $2.75 per hour. Clothing should be very casual and appropriate for the weather. One T-Shirt
<br />will be provided free to each participant. A ticket to Valleyfair will be earned for perfect attendance.
<br />
<br />PLEASE NOTE: TOBACCO, DRUG/ALCOHOL USE/POSSESSION, ABUSIVE LANGUAGE, INTENTIONAL DESTRUCTION OF PRO-
<br />PERTY, AND OTHER BEHAVIORS DEEMED DISTRUPTIVE BY THE TRAILBLAZER SUPERVISOR WILL NOT BE TOLERATED
<br />AND MAY RESULT IN DISMISSAL FROM THE PROGRAM.

<br />The opportunity to be employed by the city is limited to 10 Ramsey boys and girls. Be sure to fill out an application and
<br />return it as soon as possible. Deadline for registration is June 8th at 12 noon. SEE THE SELECTION CRITERIA BELOW:

<br />EDUCATION SUMMER

<br />PROGRAM TO BE ANNOUNCED
<br />
<br />On May 7, 1990, the Ramsey Community Education Sum-
<br />mer Program bulletin will be sent home with Ramsey Elemen-
<br />tary School students. 'Old favorites' will be offered as well
<br />as exciting, new classes. Remember, this is a City subsidiz-
<br />ed program and is open to all Ramsey residents regardless
<br />of where you go to school. Franklin Elementary School
<br />students will be mailed a summer program brochure. Elk
<br />River elementary students will have to obtain a copy of the
<br />brochure at the Ramsey Community Education Office at
<br />Ramsey Elementary School, 15000 Nowthen Blvd. N.W. If
<br />you have any questions or would like additional information,

<br />RAMSEY PTA
<br />
<br />The Ramsey PT A recently sponsored a food and clothing
<br />drive in conjunction with a bake sale. The proceeds are be-
<br />ing donated to the Anoka County Brotherhood Store. The
<br />response to the event was overwhelming and the PTA would
<br />like to thank all who contributed; families in need will cer-
<br />tainly appreciate your generosity.
<br />The next meeting of the Ramsey PTA is at 7:00 p.m. on
<br />Monday, May 14, 1990 at the Ramsey Elementary School.
<br />. This will be the last meeting of the 1989/90 school year.
