<br />The City of Ramsey, because of the serious threat to the
<br />forest population, is developing a decentralized brush chip-
<br />ping operation with funding support from the Metro Coun-
<br />cil. Brush disposal can bea problem and chipping converts
<br />the brush into a usable product, with no disease problems.
<br />Ramsey's brush chipping program will offer the following
<br />services:
<br />
<br />· Free brush chipping
<br />· Information on tree disease prevention and control
<br />· Information on the use of wood chips
<br />· Wood chips available for use
<br />· Information on the composting of leaves and grass
<br />
<br />These free services are offered to control the current disease
<br />problems and decrease the need for burning permits to be
<br />issued during the year. These services will be provided on
<br />a neighborhood-wide format to encourage the efficient use
<br />of the program resources.
<br />
<br />Who is eligible?
<br />
<br />All residents with brush or prunings from healthy or diseas-
<br />ed trees who prepare the piles correctly, with convenient
<br />access.
<br />
<br />How can you participate?

<br />Fill out the questionnaire and return it to Brush Chipping Pro-
<br />gram, Ramsey Municipal Center, 15153 Nowthen Blvd. N.W.,
<br />Ramsey, Minnesota 55303.

<br />WHAT'S HAPPENING
<br />AT CITY HALL
<br />
<br />City Council met on April 10 and authorized ordering bids
<br />for the decentralized brushchipping program. Council receiv-
<br />ed a petition opposing paving Waco Street and Waco Drive
<br />north of 179th lane to the northern boundary of the City.
<br />Bradley Thorud was appointed to the Planning and Zoning
<br />Commission. March 11-17 was proclaimed Girl Scout Week
<br />and April 2-9 was proclaimed Week of the Young Child. Coun-
<br />cil order preparation of plans for the installation of field
<br />backstop/fencing and access road/parking lot at Central Park.
<br />Council received a petition favoring sewer, water, storm
<br />sewer and street surfacing at Dolomite Street N W. Council
<br />granted an extension to the recording time frame for Juniper
<br />Woods Addition. The purchase of perimeter timbers for
<br />playground equipment areas at City Parks was approved.
<br />
<br />Representatives of the North Anoka County Arena Commit-
<br />tee (NACAC) were present seeking Ramsey's support of their
<br />request for funding from Anoka County to establish a
<br />mUltipurpose recreational facility at 205th Avenue N. and
<br />Hwy. #65. The NACAC reported that the Anoka County Board
<br />of Commissioners had requested that the communities
<br />choosing to support the request of the NACAC do so by sign-
<br />ing an agreement that they will not seek County financial
<br />participation in any other ice arena in the County. The City
<br />Council directed that a letter be drafted endorsing the
<br />NACAC's request for Anoka County financial participation in
<br />the construction of a multipurpose recreational facility without
<br />limiting the City's ability to support any other future proposals
<br />for ice arenas in Anoka County.
<br />
<br />City Council adopted an ordinance to change the entirety of
<br />Front Street N W. to Riverdale Drive N W. Council passed
<br />a motion to deny entering into a joint powers agreement with
<br />the County of Anoka for the purpose of acqUiring optical scan
<br />voting equipment based on: a) the expenditure was previous-
<br />ly recommended for 1992 and is currently not budgeted for;
<br />b) the City made a recent investment in additional voting
<br />equipment that is compatible with the County's current voting
<br />system. Council ordered preparation of specifications and
<br />price quotes for improvements to the City Hall parking lot
<br />and construction of an access road to 153rd Avenue N.W.
<br />
<br />City Council reviewed a complaint received regarding the
<br />boulevard restoration performed in the 156th Avenue street
<br />improvement project. It was determined that future street
<br />improvement public hearing notices shall provide a detailed
<br />description of the level of restoration proposed for boulevards
<br />and ditches.
<br />
<br />Council approved the purchase of a portable irrigation
<br />sprayer. Council authorized awarding a contract to Audio-
<br />Visual Wholesalers to upgrade the cable communications and
<br />audio equipment at City Hall through funds made available
<br />by the Quad Cities Cable Commission.
<br />
<br />City Council met on April 23 and adopted an emergency
<br />ordinance establishing a moratorium on the siting of adult
<br />bookstores within any zoning district of the City of Ramsey.
<br />
<br />City Council met on April 24 and conducted a public hear-
<br />ing to consider revocation of the conditional use permit for
<br />a used vehicle sales lot at Ramsey Auto Sales, 7205 Hwy.
<br />#10 NW. It was reported that after months of recorded viola-
<br />tions, especially with respect to the number of vehicles of-
<br />fered for sale on the property, the site was in compliance
<br />with the conditional use permit due to the efforts of the new
<br />leasee of the site. The City Council left the conditional use
<br />permit on the site in tact contingent upon the new leasee
<br />of the property agreeing to continue to abide by the terms
<br />of the permit.
<br />
<br />City Council also conducted a public hearing to create Tax
<br />Increment Financing District NO.5 which isa district pro-
<br />posed to be developed with residential housing and includes
<br />the extension of sewer and water trunk lines.
<br />
<br />Council also conducted a public hearing regarding
<br />bituminuous surfacing of Bison Street NW. south from 171st
<br />Avenue to the northern boundary of Trott Brook Ridge
<br />Addition.
<br />
<br />During Citizen Input, the Council received comments from
<br />many concerned residents regarding the recent establish-
<br />ment of an adult book store in Ramsey. In accordance with
<br />a petition received, Council ordered a feasibility study for
<br />the installation of street lights on Rivlyn Avenue. Project
<br />Manager Jim Gromberg was present to review proposed
<br />changes to the 1990 Decentralized Brushchipping Program
<br />to make it even more efficient than 1989's program. Coun-
<br />cil granted final plat approval to Autumn Heights 2nd Addi-
<br />tion which is the creation of two lots from lot 1, Block 3,
<br />Autumn Heights. Council approved Anoka County's request
<br />for a conditional use permit to construct and maintain an
<br />emergency radio receiver tower on lot 2, Block 1, Autumn
<br />Heights 2nd Addition. Council granted final plat approval to
<br />
<br />Stanhope Terrace which consists of 16 rural residential lots
<br />located south of Stanhope River Hills and east of Rum Acres.
<br />A contract was awarded to Annandale Contracting for sewer,
<br />water and street SUrfacing in Juniper Woods and Waco
<br />Street. Staff was authorized to acquire right-of-way and
<br />advertise for bids for sewer, water and street surfacing im-
<br />provements on Rivlyn Street. A public hearing was schedul-
<br />ed for May 22 to consider extending sewer and water to
<br />Wood Pond Hills. Feasibility reports were called for regarding
<br />extending sewer and water to Windemere Woods, Cedar Hills
<br />and Chestnut Hills. Plans were ordered for 1990 street crack
<br />filling. The position of Data Entry Clerk was offered to Nan-
<br />cy Blanchette and the position of police officer was offered
<br />to Sheldon Erdman. Council approved a site plan for a li-
<br />quor store at 146th Avenue and Armstrong Blvd. (Cty. Rd.
<br />#83). Staff was directed to prepare a report for Council reflec-
<br />ting the cost for animal control services in Ramsey.
<br />
<br />City Council met on May 8 and scheduled public hearings
<br />for June 12 regarding the construction of sewer, water and
<br />bituminous streets in Cedar Hills, Chestnut Hills and
<br />Windemere Woods. Council ordered plans for the 1990
<br />sealcoating projects (Rolling Green, Ramsey Terrace, and
<br />Magnesium Street) and the 1990 overlay projects (Autumn
<br />Heights, Woodlawn Green and Halls Dover Acres). Plans were
<br />ordered for construction of sewer, water and bituminous sur-
<br />facing at Dolomite Street. Bituminous surfacing of Xenolith
<br />and 178th lane in Caroline Acres was defeated. A contract
<br />was awarded to W.B. Miller, Inc. to pave the entrance and
<br />parking lot at Central'Park. The contract for the 1990 decen-
<br />tralized brushchipping program was awarded to Outside Ser-
<br />vices. Staff was directed to forward a letter to the Anoka
<br />County Administrator indicating that the City will not com-
<br />mit to never again supporting requests for County financial
<br />participation in arena projects in conjunction with it's sup-
<br />port of the request of the North Anoka County Arena Com-
<br />mittee. Council requested that Unisys make a presentation
<br />to the City Council regarding optical scan voting equipment.
<br />Staff was directed to negotiate with Anoka County for a pro-
<br />gram in Ramsey, other than curbside recycling, that would
<br />meet the intent of the SCORE bill. The site plan for Northern
<br />Die Casting to be developed in the Gateway North Industrial
<br />Park was approved. The public hearing for improvements
<br />to Bison Street was continued until May 22. Council introduc-
<br />ed an amended horse ordinance.
<br />
<br />In a discussion of the City's policy with regard to the level
<br />of restoration included in street improvement projects, it was
<br />determined that all projects at a minimum will include minimal
<br />restoration. Beyond that, project areas will be provided with
<br />descriptions and cost estimates for additional levels of
<br />restoration and the option to amend the project to include
<br />the level of restoration selected by the residents will be made
<br />available.
<br />
<br />Public Works was directed to install a 'Watch For
<br />Pedestrians' sign on Zirconium Street NW. between 167th
<br />and 169th Avenues. The Road and Bridge Committee was
<br />directed to provide input regarding other areas of the City
<br />needing safety signing. City Staff is to obtain input from the
<br />Economic Development Commission, the Planning and Zon-
<br />ing Commission, other communities, and the local business
<br />community as to an amended sign ordinance in Ramsey.
<br />The contract for construction of a backstop and fencing at
<br />Central Park was awarded to lonny Menard. An expenditure
<br />of $1800 to remodel the Police Department area was ap-
<br />proved. The contract for 1990 street crack filling was awarded
<br />to Berman Company. A public hearing was scheduled for
<br />June 12 regarding the installation of street lights on Rivlyn
<br />Street. An ordinance was adopted through the regular pro-
<br />cess, in addition to the emergency process utilized on April
<br />23, to place a moratorium on the siting of adult book stores
<br />in the city. Council authorized hiring a planner at a cost not
<br />to exceed $1500 to assist the City in establishing zoning
<br />regulations for adult entertainment centers. A public hear-
<br />ing to consider zoning for adult entertainment centers was
<br />scheduled for May 29, 1990 at 6:30 p.m. at Ramsey Elemen-
<br />tary School. Attendance at the 1990 Annual Conference of
<br />the league of Minnesota Cities was approved for City Ad-
<br />ministrator David Hartley and Councilmembers Deluca, Pear-
<br />son and Peterson.

<br />IF YOU ANTICIPATE PARTICIPATING IN THE BRUSH CHIP-

<br />. Brush must be stacked with the trunk ends in the same
<br />di rection.
<br />. Brush diameter should be 5 inches or less and length
<br />is restricted to 6-8 feet. Brush piles may be stacked
<br />up to 6 feet in height.
<br />. Brush must be neatly stacked where it is readily ac-
<br />cessible to the truck and Chipper trailer, i.e., alongside
<br />driveways.
<br />. Only clean brush and limb piles will be accepted; i.e.,
<br />no rocks, dirt, whole trees, stumps, metal, plastic,
<br />cloth, boards, leaves or grass.
<br />. Healthy and diseased brush, limbs and prunings will
<br />be accepted. The chipping process removes the
<br />disease hazards and the chips can be used for mulch,
<br />landscaping, weed control and moisture retention.
