The purpose of the ordinance
amendment is to: 1) prohibit keeping horses on lots of record
less than 1.5 acres in size; 2) require a conditional use per-
mit to maintain a horse on a lot of record at least 1.5 acres
in size but less than 3 acres in size; 3) require filing a sketch
drawing of the property prior to maintaining a horse on a
lot of record 3 acres and larger in size; 4) ensure proper
handling, treatment and maintenance of horses.
The acreage requirements for maintaining horses are as
follows: a) No horses are permitted to be maintained on lots
of record less than 1.5 acres in size; b) on lots of record
at least 1.5 acres in size but less than 3 acres in size, a max-
imum of two horses are permitted, but only with a condi-
tional use permit; c) two horses are permitted on lots of
record 3 acres in size and one additional horse is permitted
for each full 1/2 acre over 3 acres; a sketch drawing of the
property is required to be filed at the City.
The process for obtaining a conditional use permit (CUP)
to maintain horses on parcels greater than 1.5 acres but less
than 3 acres in size shall be as prescribed in the City's Zon-
ing Chapter. The application for a CUP must be initiated by
the land owner. The cost to apply is $250 ($100 Application
Fee and $150 Escrow Fee). The application fee is non-
refundable; the escrow fee is used to cover costs incurred
in processing the application and any funds remaining in the
escrow balance at the completion of the processing of the
CUP will be returned to the land owner. The Planning and
Zoning Commission will conduct a public hearing regarding
the request for a CUP; the Commission then makes a recom-
mendation to City Council regarding the request; the Horse
Care Commission shall also be consulted; the Council then
makes the final decision to deny or approve the request.
The sketch drawing required to be filed at the City prior
to maintaining horses on lots 3 or more acres in size shall
include the following information: a) name and address of
property owner of subject property where horses are to be
maintained and the name and address of occupant of the
subject property; b) legal description of subject property;
c) total acreage of subject property and amount of acreage
of enclosed roaming area; d) number of horses to be main-
tained on the subject property; e) sketch drawing showing
to scale the location of all buildings on the property, fenced
in pasture area, location and distance of all adjacent pro-
perty's buildings from SUbject property, area on subject pro-
perty where manure will be stored if the number of horses
exceeds one horse per 1/2 acre of enclosed roaming area.
(Note: Code currently requires that any new buildings con-
structed for the purpose of housing animals must be located
75 feet from property lines.)
The ordinances states that manure shall be handled in such
a manner as not to create a public nuisance, and at a
minimum, will be disposed of weekly when the number of
horses on anyone lot exceeds one horse per 1/2 acre of
enclosed roaming area.
It also states that no horse shall be treated cruelly, no per-
son shall keep a horse in a manner creating a public nuisance
or private nuisance, and fences or corrals must be sufficient
in strength to retain the horse(s) enclosed.

No horses are permitted to run at large and the City may
impound any horses found at large. Within 24 hours, the
Horse Care Commission will be notified of the impoundment
and notice of same will also be posted at City Hall. If the
owner of the horse is known to the person impounding or
the Horse Care Commission, personal service of notice of
impoundment shall be served within 24 hours after impoun-
ding. Costs incurred by the City in impounding horses shall
be paid by the horse owner prior to releasing the horse. If
a horse is not redeemed within 14 days of impoundment,
the City shall give 3 days notice of the time and place where
such horse will be sold. If the previous owner of the horse
which was sold makes a claim for the sale proceeds within
one year from the sale date, the City Treasurer, on order
from the City Council, shall pay the previous horse owner
the difference between the sale price and the cost of im-
pounding, feeding and sales charges.
No person may ride or drive a horse after sunset and before
sunrise along or crossing any public way without appropriate
lighting or reflectorized clothing.
No person may ride or drive a horse in any public park,
beach, golf course or other public property except within
the right-of-way of public streets and highways and areas
duly designated by the City as a trail or hitching area. The
City will post those areas in public lands and parks where
horses may be ridden. No person shall ride or drive a horse
on private property without the prior written permission of
the owner or occupant thereof.
The new ordinance authorizes the City Council to establish
a Horse Care Commission to assist the Community Develop-
ment Department in resolving complaints regarding horses,
to investigate complaints, to advise horse owners against
whom complaints have been lodged and to recommend ap-
propriate action to the City Council. The Council shall ap-
point five persons to the Horse Care Commission, including
when possible, a representative of the largest horse-oriented
organization within the City.
Any person convicted of a violation of the Horse Ordinance
shall be puniShed by a fine of not more than $700.00 or by
imprisonment of not more than 90 days. Each day a viola-
tion is permitted to exist shall constitute a separate offense.
This new ordinance will become effective June 25. All ex-
isting properties where horses are being maintained are sub-
ject to the requirements of this ordinance. Therefore, the
City is requesting that all persons maintaining horses on
parcels of land 3 acres and larger in size please file the above
described sketch drawing with the City. Those persons main-
taining horses on lots at least 1.5 acres but less than 3.0
acres in size are required to apply for a conditional use per-
mit. It should be noted that even with the previous ordinance,
a conditional use permit would have been required to keep
a horse on less than 3 acres.
If you have any questions, you may call Sylvia Frolik or
Steve Lutmer at 427-1410. Thank you for your anticipated
compliance with the requirements of the new horse
ordinance.

MEDIATION SERVICES
REVIEWS 1989

While statistics are rarely interesting reading material,
there's good reason to be impressed by the accomplishments
of this community mediation program called MEDIATION
SERVICES. For example, there was a consistent increase in
the number of mediations taking place in 1989, but the most
significant change was the dramatic increase in the number
of intakes. The number of parties seeking information about
mediation to resolve their problem increased by 44% dur-
ing the year. This is attributed to the media exposure pro-
vided the organization and a wider acceptance of mediation
as a valid dispute resolution process.
MEDIATION SERVICES provided mediation, consiliation
and referral services to more than 800 people during 1989.
Participants were assisted to resolve:

1) neighborhood and community disputes,
2) conflicts within families,
3) disputes between landlord and tenant;
4) disputes between business and consumer;
5) disputes involving charges of discrimination in the work
place; and
to parties opting for mediation rather than conciliation court.
A record number of volunteer hours was recorded. More
than 2,200 hours were provided by volunteers serving as
case developers, mediators, office staff, board members and
committee members. This is a 22% increase over 1988.
Again, as the good work of the organization becomes known,
people are eager to become involved.
Much has been accomplished, but more remains to be
done. If you are interested in helping support the important
work of MEDIATION SERVICES by volunteering OR if you
would like to talk to someone about arranging a mediation,
please call the office at 755-5300.

IS YOUR DOG OR CAT
A NUISANCE
TO YOUR NEIGHBOR?

Section 110.3 of the City Codes states that:
1) "It shall be unlawful for any person to keep or harbor
a dog which habitually barks or cries. It shall be unlawful
for any dog owner to permit his dog to damage any lawn,
garden or other property."
2) "It shall be unlawful for any person who owns, harbors
or keeps a dog or cat or the parents or guardians of any
such person under 18 years of age to allow such dog
or cat to run at large."
3) "All dogs kept, harbored or maintained by their owners
in the City of Ramsey shall be licensed and registered
if over 6 months of age."
4) A conditional use permit for a private kennel is required
where more than 2 dogs are kept."
It's just common courtesy to abide by this ordinance. Don't
let your pet become a problem for others.
