<br />1. Drop off registrations may be put in an envelope with the
<br />fee and in the Community Education P.O. Box at Ramsey
<br />or mail to: Ramsey Community School, 15000 Nowthen
<br />Blvd., Ramsey, MN 55303.
<br />2. All fees must be paid at time of registration. No refunds
<br />will be given after the first class. Separate checks are
<br />required. Fee assistance is available.
<br />3. There will be no confirmation of registrations. You will
<br />be notified by note or called if class is cancelled due to
<br />insufficient enrollment.
<br />4. Registration forms are in this brochure, or stop in the
<br />Community Education office.
<br />5. We reserve the right to cancel any class due to insuffi-
<br />cient enrollment.
<br />6. In case of rain, outdoor classes will be cancelled.

<br />COUNCIL AMENDS REQUIREMENTS FOR KEEPING HORSES
<br />
<br />On May 22, 1990, City Council adopted an amendment
<br />to the Horse Ordinance. The purpose of the ordinance
<br />amendment is to: 1) prohibit keeping horses on lots of record
<br />less than 1.5 acres in size; 2) require a conditional use per-
<br />mit to maintain a horse on a lot of record at least 1.5 acres
<br />in size but less than 3 acres in size; 3) require filing a sketch
<br />drawing of the property prior to maintaining a horse on a
<br />lot of record 3 acres and larger in size; 4) ensure proper
<br />handling, treatment and maintenance of horses.
<br />The acreage requirements for maintaining horses are as
<br />follows: a) No horses are permitted to be maintained on lots
<br />of record less than 1.5 acres in size; b) on lots of record
<br />at least 1.5 acres in size but less than 3 acres in size, a max-
<br />imum of two horses are permitted, but only with a condi-
<br />tional use permit; c) two horses are permitted on lots of
<br />record 3 acres in size and one additional horse is permitted
<br />for each full 1/2 acre over 3 acres; a sketch drawing of the
<br />property is required to be filed at the City.
<br />The process for obtaining a conditional use permit (CUP)
<br />to maintain horses on parcels greater than 1.5 acres but less
<br />than 3 acres in size shall be as prescribed in the City's Zon-
<br />ing Chapter. The application for a CUP must be initiated by
<br />the land owner. The cost to apply is $250 ($100 Application
<br />Fee and $150 Escrow Fee). The application fee is non-
<br />refundable; the escrow fee is used to cover costs incurred
<br />in processing the application and any funds remaining in the
<br />escrow balance at the completion of the processing of the
<br />CUP will be returned to the land owner. The Planning and
<br />Zoning Commission will conduct a public hearing regarding
<br />the request for a CUP; the Commission then makes a recom-
<br />mendation to City Council regarding the request; the Horse
<br />Care Commission shall also be consulted; the Council then
<br />makes the final decision to deny or approve the request.
<br />The sketch drawing required to be filed at the City prior
<br />to maintaining horses on lots 3 or more acres in size shall
<br />include the following information: a) name and address of
<br />property owner of subject property where horses are to be
<br />maintained and the name and address of occupant of the
<br />subject property; b) legal description of subject property;
<br />c) total acreage of subject property and amount of acreage
<br />of enclosed roaming area; d) number of horses to be main-
<br />tained on the subject property; e) sketch drawing showing
<br />to scale the location of all buildings on the property, fenced
<br />in pasture area, location and distance of all adjacent pro-
<br />perty's buildings from SUbject property, area on subject pro-
<br />perty where manure will be stored if the number of horses
<br />exceeds one horse per 1/2 acre of enclosed roaming area.
<br />(Note: Code currently requires that any new buildings con-
<br />structed for the purpose of housing animals must be located
<br />75 feet from property lines.)
<br />The ordinances states that manure shall be handled in such
<br />a manner as not to create a public nuisance, and at a
<br />minimum, will be disposed of weekly when the number of
<br />horses on anyone lot exceeds one horse per 1/2 acre of
<br />enclosed roaming area.
<br />It also states that no horse shall be treated cruelly, no per-
<br />son shall keep a horse in a manner creating a public nuisance
<br />or private nuisance, and fences or corrals must be sufficient
<br />in strength to retain the horse(s) enclosed.
<br />
<br />No horses are permitted to run at large and the City may
<br />impound any horses found at large. Within 24 hours, the
<br />Horse Care Commission will be notified of the impoundment
<br />and notice of same will also be posted at City Hall. If the
<br />owner of the horse is known to the person impounding or
<br />the Horse Care Commission, personal service of notice of
<br />impoundment shall be served within 24 hours after impoun-
<br />ding. Costs incurred by the City in impounding horses shall
<br />be paid by the horse owner prior to releasing the horse. If
<br />a horse is not redeemed within 14 days of impoundment,
<br />the City shall give 3 days notice of the time and place where
<br />such horse will be sold. If the previous owner of the horse
<br />which was sold makes a claim for the sale proceeds within
<br />one year from the sale date, the City Treasurer, on order
<br />from the City Council, shall pay the previous horse owner
<br />the difference between the sale price and the cost of im-
<br />pounding, feeding and sales charges.
<br />No person may ride or drive a horse after sunset and before
<br />sunrise along or crossing any public way without appropriate
<br />lighting or reflectorized clothing.
<br />No person may ride or drive a horse in any public park,
<br />beach, golf course or other public property except within
<br />the right-of-way of public streets and highways and areas
<br />duly designated by the City as a trail or hitching area. The
<br />City will post those areas in public lands and parks where
<br />horses may be ridden. No person shall ride or drive a horse
<br />on private property without the prior written permission of
<br />the owner or occupant thereof.
<br />The new ordinance authorizes the City Council to establish
<br />a Horse Care Commission to assist the Community Develop-
<br />ment Department in resolving complaints regarding horses,
<br />to investigate complaints, to advise horse owners against
<br />whom complaints have been lodged and to recommend ap-
<br />propriate action to the City Council. The Council shall ap-
<br />point five persons to the Horse Care Commission, including
<br />when possible, a representative of the largest horse-oriented
<br />organization within the City.
<br />Any person convicted of a violation of the Horse Ordinance
<br />shall be puniShed by a fine of not more than $700.00 or by
<br />imprisonment of not more than 90 days. Each day a viola-
<br />tion is permitted to exist shall constitute a separate offense.
<br />This new ordinance will become effective June 25. All ex-
<br />isting properties where horses are being maintained are sub-
<br />ject to the requirements of this ordinance. Therefore, the
<br />City is requesting that all persons maintaining horses on
<br />parcels of land 3 acres and larger in size please file the above
<br />described sketch drawing with the City. Those persons main-
<br />taining horses on lots at least 1.5 acres but less than 3.0
<br />acres in size are required to apply for a conditional use per-
<br />mit. It should be noted that even with the previous ordinance,
<br />a conditional use permit would have been required to keep
<br />a horse on less than 3 acres.

<br />MEDIATION SERVICES
<br />REVIEWS 1989
<br />
<br />While statistics are rarely interesting reading material,
<br />there's good reason to be impressed by the accomplishments
<br />of this community mediation program called MEDIATION
<br />SERVICES. For example, there was a consistent increase in
<br />the number of mediations taking place in 1989, but the most
<br />significant change was the dramatic increase in the number
<br />of intakes. The number of parties seeking information about
<br />mediation to resolve their problem increased by 44% dur-
<br />ing the year. This is attributed to the media exposure pro-
<br />vided the organization and a wider acceptance of mediation
<br />as a valid dispute resolution process.
<br />MEDIATION SERVICES provided mediation, consiliation
<br />and referral services to more than 800 people during 1989.
<br />Participants were assisted to resolve:
<br />
<br />1) neighborhood and community disputes,
<br />2) conflicts within families,
<br />3) disputes between landlord and tenant;
<br />4) disputes between business and consumer;
<br />5) disputes involving charges of discrimination in the work
<br />place; and
<br />to parties opting for mediation rather than conciliation court.
<br />A record number of volunteer hours was recorded. More
<br />than 2,200 hours were provided by volunteers serving as
<br />case developers, mediators, office staff, board members and
<br />committee members. This is a 22% increase over 1988.
<br />Again, as the good work of the organization becomes known,
<br />people are eager to become involved.
<br />Much has been accomplished, but more remains to be

<br />A NUISANCE
<br />TO YOUR NEIGHBOR?

<br />Section 110.3 of the City Codes states that:
<br />1) "It shall be unlawful for any person to keep or harbor
<br />a dog which habitually barks or cries. It shall be unlawful
<br />for any dog owner to permit his dog to damage any lawn,
<br />garden or other property."
<br />2) "It shall be unlawful for any person who owns, harbors
<br />or keeps a dog or cat or the parents or guardians of any
<br />such person under 18 years of age to allow such dog
<br />or cat to run at large."
<br />3) "All dogs kept, harbored or maintained by their owners
<br />in the City of Ramsey shall be licensed and registered
<br />if over 6 months of age."
<br />4) A conditional use permit for a private kennel is required
<br />where more than 2 dogs are kept."
<br />It's just common courtesy to abide by this ordinance. Don't
<br />let your pet become a problem for others.
