<br />
<br />CityCouncil met on July 24, 1990 and Peter Raatikka, City
<br />Engmeer, was directed to prepare a feasibility study relating
<br />to the extension of City water, sanitary sewer, storm sewer,
<br />and streets to the proposed Chestnut Pond Addition. Chestnut
<br />Pond will consist of 1810ts and will be located north of County
<br />road #116 and east of Sunfish Lake Boulevard N.w. Peter
<br />Raatikka was also directed to prepare a feasibility study relating
<br />to the extension of City sewer and water for the proposed
<br />Fleischer's 2nd Addition which is located on the east side of
<br />Nowthen Boulevard N.w. south of 149th Lane N.w. and con-
<br />sists of approximately 85 lots. Several residents in Ramsey
<br />have been informed that their street addresses are inconsist-
<br />ent with the City's grid pattern. Due to the possibility of serious
<br />problems when emergency vehicles need to locate these pro-
<br />perties, City Staff will implement adjustment and changes of
<br />those addresses to comply with the Ramsey City grid pattern.
<br />A transfer of motor vehicle sales license from 7955 Riverdale
<br />Road NW. to 7207 Highway #10 NW. was revoked. A resolu-
<br />tion was passed ordering the preparation of a feasibility study
<br />and a public hearing was scheduled for August 28th to con-
<br />sider combining both of the Bison Street N.W. Improvement
<br />Projects. An ordinance to rezone the proposed plat of Chestnut
<br />Pond Addition from 1-1 Industrial to R-1 Urban Residential was
<br />introduced by the City Council The Council moved to table a
<br />request by Mr. Wayne Davis for a Conditional Use Permit to
<br />expand Green Valley Greenhouse until the special Council
<br />meeting of July 31,1990 at 5:00 p.m. Plans and specifications
<br />for the development of two ball fields at Central Park have been
<br />ordered. Bids were ordered for a City-wide Curbside Recycl-
<br />ing Program. A public hearing regarding the feasibility report
<br />concerning the storm sewer improvement project in
<br />Menkveld's Country Park was scheduled for 7:00 p.m. on
<br />October 9,1990. Bids were ordered for street improvements
<br />on Baugh Street NW. and in Windsorwood. Bids were ordered
<br />for the construction of 153rd Avenue N. W. between Ramsey
<br />Boulevard N.W. and Nowthen Boulevard NW.

<br />City Council met on July 31, 1990 and approved a modified
<br />development program for Development District No. 1 and
<br />modified tax increment financing program for Tax Increment
<br />Financing District NO.2. City Council also ordered a feasibil-
<br />ity study for the extension of sewer and water to property
<br />located at the ilntersection of Nowthen Boulevard N.W. and
<br />St. Francis Boulevard N.W. City Council approved Wayne
<br />Davis' request for a Conditional Use Permit to expand Green
<br />Valley Greenhouse.

<br />City Council met on August 14,1990 and scheduled public
<br />hearings for September 5, 1990 regarding proposed
<br />assessments for the following improvement projects: Sewer,
<br />water and storm sewer and streets for Rivlyn Avenue N. W.,
<br />Juniper Woods Addition, Dolomite Street NW.; and street
<br />sealcoating improvements for Rolling Green Addition, Ramsey
<br />Terrace Addition and Magnesium Street N.W.; and street
<br />overlay improvements in Autumn Heights Addition, Woodland
<br />Green Addition and Halls-Dover Acres Addition; and
<br />bituminous surfacing improvements on Baugh Street N.W.;
<br />178th Avenue N. W. to Neon Street N. W. in the plat of Hall-
<br />Anderson Acres. A resolution was adopted disallowing the pro-
<br />posed street lights for Rivlyn Street N.W. A public hearing was
<br />scheduled for September 5, 1990 regarding the extension of
<br />sewer and water to the proposed plat of Chestnut Pond Addi-
<br />tion. City Council adopted an ordinance rezoning the proposed
<br />plat of Chestnut Pond Addition from 1-1 Industrial to R-1 Ur-
<br />ban Residential and approved the preliminary plat for same.
<br />The acquisition of right-of-way for the extension of trunk sewer
<br />to Cedar Hills, Chestnut Pond, Windemere Woods, Wood Pond
<br />Hills and Fleischer's 2nd Addition was approved. Plans and
<br />specifications for improvement projects in Cedar Hills,
<br />Chestnut Hills and Windemere Woods were ordered for
<br />preparation. An ordinance was adopted to rezone the proposed
<br />plat of Fox Ridge Estates from R-1 Rural Residential to Planned
<br />Unit Development. Fox Ridge Estates also received final plat
<br />approval and consists of approximately 80 rural residential lots
<br />on 200 acres located west of St. Francis Boulevard N.W. and
<br />north of 169th Lane MW. Armstrong Addition received final
<br />plat approval and consists of two lots and one outlot on ap-
<br />proximately 49 acres located on Armstrong Boulevard N.W.
<br />at about 164th Avenue N W. Waste Management of
<br />Minnesota, Inc.'s request for a reduction in the landfill tipping
<br />fee was tabled. City Staff presented the additional information
<br />requested by City Council regarding the airport issue at their
<br />July 10, 1990 Council meeting. Following a lengthy discussion,
<br />City Council passed a motion, three to two, to proceed with
<br />a!rp~rt improyements. By another three to two vote, City Coun-
<br />Cil ~I.r~cted City Staff to proceed to develop the first stage ac-
<br />qUIsition program for Gateway North Industrial Airport. City
<br />Staff was also directed to update the Five-Year Capital Im-
<br />provement Program for Gateway North Industrial Airport and
<br />to detail financing alternatives for Council consideration and
<br />prepare drafts and documents for entering into agency
<br />agr~ements. City Council approved financial participation in
<br />Project DA R.E. (Drug Abuse Resistance Education) in the
<br />amount of $11.45 per Ramsey student in the fifth grade. The
<br />bid for blacktopping, sewer and water for Dolomite Street N. W.
<br />was awarded to Volk Sewer and Water. The bid for the exten-
<br />sion of sewer and water for the ParaBody facility on Sunfish
<br />Lake Boulevard N W. was awarded to Inland Utility Construc-
<br />tion. The bid for Street improvements on Baugh Street N.W.
<br />and in Windsorwood Addition was awarded to Aero Asphalt.
<br />Council approinted the election judges for the 1990 primary
<br />and general elections and established an hourly rate of pay for
<br />election judges at $5.50 and Chief Judge at $6.00 an hour.
<br />Council approved the paving of the north 250' of Waco Street
<br />N.\y. at the Ramsey/Burns border to correct an on-going
<br />mamtenance problem and financing for the project would be
<br />provided from the Street Maintenance Budget. Dave Griffen
<br />was appointed as the new Fire Chief for the City of Ramsey.

<br />Bruce Hoeke, Ramsey's first Fire Chief, has resigned and the torch has been passed (so to speak) to Dave Griffin. Bruce has been
<br />a member of the Fire Department since its formation and through many long hours, played a key role in the establishment and
<br />organization of the Department. Bruce will continue to serve as a volunteer fire fighter. The City would like to take this opportuni-
<br />ty to wish Dave well in his new role as Ramsey's Fire Chief.

<br />I've been asked by the Fire Chief to write about the
<br />Ramsey Fire Squad
<br />Naturally, I refused at first until he zapped me with the
<br />cattle prod
<br />So here it goes and as you can see, I am doing this as
<br />a poem
<br />It's bad I know but at least you can read it in the comfort
<br />of your home
<br />As you mayor may not know, we recently received two
<br />brand new fire trucks
<br />and quickly learned that riding in the back of one requires
<br />the use of tucks
<br />On Wednesday, the 11th of July, we had our regular
<br />business meeting
<br />And elected new officers after our usual fireman's greeting
<br />The following Wednesday we had a drill to get re-acquainted
<br />with our gear
<br />so that if a fire call comes in you won't have a thing to fear
<br />On Saturday the 21 st, seven of us attended a drill on
<br />positive ventilation
<br />We took our trucks and burned a house as part of the
<br />demonstration
<br />On Sunday we received pumper training over at
<br />River's Bend
<br />Now we can actually pump water, we no longer have
<br />to pretend
<br />On Tuesday the 24th, with our new trucks and a case
<br />of Firemania
<br />We drove up north and burned a house in the City of Onamia
<br />The following night we washed the trucks and washed and
<br />folded hose
<br />And got all our gear in place so that we'd be ready in case
<br />the pager goes
<br />There wasn't a single fire call during the month of July
<br />I guess the rain had something to do with keeping us not
<br />so dry
<br />But I want you all to know that if there is a fire call
<br />You've got 27 good firemen who are really on the ball
<br />Who can and will respond with your safety on their mind
<br />and will be promptly on the scene as some of the best that
<br />you can find
<br />because of the training we've gone through
<br />to protect and serve everyone of you.
