F.C. #__~ <br /> <br />Authorization to Purchase ASIST Software for NPDES Compliance Reporting <br /> By: Brian E. Olson, Principal City Engineer <br /> <br />Background: <br /> <br />On January 21,2003, Staff was authorized to prepare a Storm Water Pollution Prevention Program to <br />comply with the MPCA enforced National Pollutant Discharge Elimination System requirements. As part of <br />this permit, the City will be required to annually report on all of the activities that are completed to satisfy <br />the conditions of the following activities: <br /> <br />1) Public education and outreach; <br />2) Public participation; <br />3) Illicit discharge detection and elimination; <br />4) Construction site storm water runoff control; <br />5) Post-construction storm water management in new development and redevelopment; and <br />6) Pollution prevention/good housekeeping for municipal operations. <br /> <br /> On March 13, 2003, the LRRWMO hosted a dinner that discussed the NPDES permit. As part of the <br /> presentation, a software program was discussed that would significantly reduce the amount of work <br /> associated with the reporting requirements of the permit. Subsequently, the League of Minnesota Cities <br />Onegotiated with the manufacturer of the sol, are and they agreed to significantly reduce the cost of the <br />software if a large group of cities bought the software. The retail price of the software is $7,495 and they <br />agreed to reduce that price to $3,495. <br /> <br />On March 28, 2003, Staff attended a training seminar for the software and feel that it will be an important <br />part of the reporting requirements. Staff recommends that the software be purchased immediately at the <br />reduced rate, to be funded from the Storm Water Utility Fund, and authorize Staff to include in the 2004 <br />Storm Water Utility Fund budget a laptop computer to help with on-site inspection reporting requirements. <br /> <br />Recommendation: <br /> <br />Staff recommends Council make a motion authorizing the Engineering Department to purchase the ASIST <br />software for a cost of $3,495 and authorize the inclusion of a laptop computer in the 2004 Storm Water <br />Utility Fund budget. <br /> <br />Council Action: <br /> <br />Make a motion authorizing the Engineering Department to purchase the ASIST software for a cost of $3,495 <br />and to authorize the inclusion of a laptop computer in the 2004 Storm Water Utility Fund budget. <br /> <br /> REVIEWED BY: <br /> City Administrator Jim Norman <br />oFinance Officer Diana Lund <br /> Director of Public Works Dean Kapler <br /> <br /> <br />
