<br />WHAT'S HAPPENING
<br />
<br />AT CITY HALL
<br />
<br />City Council met on September 20 and approved John
<br />Nord's request for an advertising sign for his new Anoka-
<br />Ramsey Sports Center facility. Mr. Hartley informed Coun-
<br />cil that the City has received a request from the operators
<br />of the Rum River Hills Golf Course for a controlled shoot
<br />to alleviate the overpopulation of geese problem at the
<br />course. Police Chief Auspos reported that after much
<br />research, he has found that shooting is the most effective
<br />mthod for controlling overpopulation of geese. Council in-
<br />troduced an ordinance that would give the city authority to
<br />authorize controlled shoots on case by case basis.
<br />
<br />City Council met on Tuesday, September 27, 1988 and ap-
<br />proved United Power Association's request to construct an
<br />electrical substation on 153rd Avenue N.W. between
<br />Nowthen Blvd. and St. Francis Blvd. Council took no action
<br />to amend the firearms chapter of the City Code to allow for
<br />the shooting of geese at the Rum River Hills Golf Course
<br />as they felt shooting should be a last resort to solving the
<br />geese overpopulation problem. Council introduced an or-
<br />dinance to rezone the property at Armstrong Blvd. and Hwy.
<br />#10 (Brook's corner) from 1-1 Industrial to B-1 Business.
<br />Council granted preliminary plat approval to Windemere
<br />Woods proposed to be located west of Ramsey Terrace and
<br />north of Magnesium Pond, consisting of 50 single family lots
<br />and served by municipal sewer and water. Council approv-
<br />ed the site plan for the construction of an accessory struc-
<br />ture at Great Plains Gas. Dave Schulte's request to excavate
<br />materials from Oakwood Hills was approved. Council entered
<br />into a recycling contract with Waste Management of Min-
<br />nesota and adopted an ordinance prohibiting scavenging of
<br />recyclable materials. Council received a petition calling for
<br />a referendum on an ordinance to amend the City Charter
<br />to establish a Chapter 13, entitled Police Department. The
<br />City Engineer was authorized to advertise for bids for lighting
<br />the parking lot at City Hall. With regards to the newly
<br />established Fire Department, Council authorized preparation
<br />of specs for a pumper and tanker; preparation of specs and
<br />advertiSing for bids for turn-out gear; and notification to Elk
<br />River and Anoka Champlin Fire Departments of contract ex-
<br />piration for fire protection services as of October 1, 1990.
<br />Staff was directed to draft an agreement between the City
<br />and STERN Committee to extend the time period for acting
<br />on the petition received to initiate an ordinance prohibiting
<br />commercial incineration in Ramsey.
<br />
<br />City Council met on October 11 and approved Gary Koz-
<br />nick's request for a metes and bounds subdivision to cor-
<br />rect a situation of his well being installed on the neighbor-
<br />ing property. Site plan approval for a Holiday Stationsotre
<br />at Cty. Rd. #56 and Hwy. #10 was tabled. United Power
<br />Association's site plan for a substation on 153rd Avenue was
<br />approved. Council approved vacating certain drainage
<br />easements in Northfork and Woodland Green. Final plat ap-
<br />proval was granted to HY-10 4th Addition in the vicinity of
<br />147th and Armstrong Blvd. Mike Eason's request to operate
<br />a repair shop on the Ron Fischl property at 15850 St. Fran-
<br />cis Blvd. was denied. Gerald Root's request to operate a
<br />repair shop at his home at 16208 Coquina Street was ap-
<br />proved. Council adopted the city budget for 1989. Council
<br />granted the Finance Officer the authority to hire an accoun-
<br />ting technician. The City Engineer's office was directed to
<br />contact property owners along Puma to resolve the disposal
<br />of trees damaged in a fire.

<br />"Shame on You u the Impact on Children and Adults" is
<br />the topic on Sunday, November 13th, at Cross of Hope
<br />Lutheran Church. Helen Hart, who grew up in the Mennonite
<br />Church, will share her journey from shame to health. Anyone
<br />who has been on the receiving end of shame, abuse, or guilt
<br />will welcome the life-freeing message of Helen Hart.

<br />Helen Hart will be the guest speaker for both the 9 and 10: 15

<br />RAMSEY RESIDENTS

<br />As many of you know, the City does issue recreational bur-
<br />ning permits. What you may not be aware of is that these
<br />permits are not to be used for burning leaves. Leaves and
<br />grass clippings may be brought to the Anoka County Com-
<br />posting site. Also, a recreational fire is defined as being a
<br />maximum of 3 feet in diameter, in a pit or ring of stone.
<br />Billows of smoke from a fire larger than that could arouse
<br />the concerns of a nearby resident and result in a call to the
<br />Fire Department. If the fire department finds the recreational
<br />fire to be in violation, the property owner will be held liable
<br />for the fire call bill.
<br />
<br />In addition, the Anoka County Tree Disposal site is now ac-
<br />cepting all diseased trees (excluding the stump), not just Oak
<br />Wilt and Dutch Elm. The cost for disposal is $2.50 per 112-ton
<br />pick-up load and $5.00 per 1-ton pick-up load.
<br />
<br />The Anoka County Tree Disposal/Composting site is located
<br />on Hanson Blvd. between 131 st Avenue and Bunker Lakke
<br />Blvd. Hours are Monday, Wednesday and Friday from noon
<br />to 7:30 p.m.; Saturdays from 9:00 a.m. to 5:00 p.m.; Sun-
<br />days from noon to 5:00 p.m. The site will close November

<br />SNOWMOBILE SAFETY
<br />
<br />State law requires all students between the ages of
<br />12-17 must hold a snowmobile safety certificate before
<br />operating a snowmobile! Students are required to at-
<br />tend both sessions plus a snowmobile operating test.
<br />The course is coordinated through the Minnesota
<br />Department of Natural Resources and the Ramsey
<br />Sno-Rams Snowmobile Club. Test will be given on
<br />Saturday, Dec. 3.

<br />RAMSEY LIONS CLUB
<br />
<br />Fallfest was a success again this year. This annual event
<br />was held on September 24th at Rum River Plaza and all that
<br />attended had a good time. The RY AA had a concession for
<br />the kids and reported a huge success. The Jaycees did a
<br />very good job with the bingo and as a result, they also
<br />reported a successful evening. The Ramsey Fire Department
<br />drew a lot of attention with a demonstration of fire-fighter
<br />equipment. Musical entertainment for the evening was pro-
<br />vided by the "Better Days" band. The Lions wish to thank
<br />all the workers who helped and those that attended for giv-
<br />ing the incentive to continue the Fallfest as an annual event.
<br />
<br />During September the Lions were also busy starting a new
<br />lawn for a handicapped Ramsey resident. Some of the equip-
<br />ment to accomplish this was donated by Harold's Harware
<br />and the remainder of the equipment and the labor was sup-
<br />plied by fellow Lions.
<br />
<br />Little Jimmy Dickens and Barbara Fairchild were the enter-
<br />tainment at a show presented at the St. Paul Civic Center
<br />on September 18th. The Lions provided the tickets and
<br />transportation for a group of Ramsey Seniors to attend this
<br />great show. If foot stompin' is an indication of enjoyment,
<br />then this was certainly enjoyed by the seniors.
