<br />WHAT'S HAPPENING
<br />
<br />AT CITY HALL
<br />
<br />City Council met on July 14 and conducted a public
<br />hearing regarding Atlas Incinerators, Inc. 's request
<br />for a conditional use permit to construct and operate
<br />a contract burn facility.
<br />City Council met on July 19 to review the draft of
<br />the Lower Rum River Water Management Plan. The
<br />City Engineer explained that the plan provides for
<br />conservation of water and natural resources, preven-
<br />tion and alleviation of flood damage and regulation
<br />of creeks, lakes and water courses for domestic,
<br />recreational and public use across municipal
<br />boundaries.
<br />Council met on July 26 and conducted a public
<br />hearing to modify the Development Program for
<br />Development District No.1 and the Tax Increment
<br />Financing Plan for Tax Increment Financing District
<br />No.2 to accommodate budget changes in the event
<br />Atlas Incinerators would be utilizing tax increment
<br />financing. Council granted final plat approval to Myr-
<br />dal Estates, a minor subdivision to create two lots
<br />out of Lots 18, 19 and 20 of Bowers Mississippi
<br />Acres. Council authorized the City Administrator to
<br />offer compatible land use assurances, approval of
<br />environmental assessment and submittal of airport
<br />documents. Council approved Roger Hurd's request
<br />for a conditional use permit to operate a vehicle sales
<br />lot at Ramsey Blvd. N.W. and Hwy. #10. Council
<br />reviewed Mr. Holmquist's request to subdivide the
<br />property at 6326 Hwy. #10 and rezone the then nor-
<br />thern parcel from Residential to B-1 Business; staff
<br />was directed to prepare findings of fact and place
<br />the request on the August 9 Council agenda. Coun-
<br />cil granted site plan approval to Mr. Nordvik for a
<br />proposed building at 8020 147th Avenue N.W. to be
<br />used for light manufacturing and warehousing. Larry
<br />Rudesill received site plan approval for a proposed
<br />office building at his vehicle sales lot at 7445 Hwy.
<br />#10 NW. Council approved plans and specs and
<br />ordered bids for lighting at Titterud tennis courts.
<br />Council approved the purchse of a diesel mower for
<br />the Public Works Department. Council adopted an
<br />ordinance regulating charitable gambling. Council
<br />introduced an ordinance to permit up to 3 off-sale
<br />liquor licenses in Ramsey. Council set a public hear-
<br />ing date of August 23 at 7:30 p.m. for 1988 improve-
<br />ment projects. A motion to approve the renewal of
<br />Arrigoni's charitable gambling license at J.R.'s
<br />Saloon failed because of a tie vote. Council approv-
<br />ed the Ramsey Lions' request to move their
<br />charitable gambling operation to the Fallfest to be
<br />held on Saturday, September 24th. Council approv-
<br />ed resurfacing the Titterud tennis courts and exten-
<br />ding the completion date for the industrial sewer and
<br />water project to allow for proper weather conditions
<br />for seeding and restoration.
<br />City Council met on August 16 and conducted a
<br />public hearing regarding street improvements to
<br />156th Avenue N.W. between Cty. Rd. #56 and High
<br />Point Addition and Hematite Street N.W. between
<br />156th Avenue and Beaudry's Second Addition.
<br />Council reconsidered and approved Arrigoni Inc.'s
<br />request for a charitable gambling operation at J.R.'s
<br />Saloon. Dennis Holmquist's request to subdivide
<br />6326 Hwy. #10 and rezone the northern portion from
<br />Residential to Business was denied. The assess-
<br />ment hearings for the 1988 sealcoating projects were
<br />scheduled for Tuesday, September 13. Lehn Elec-
<br />tric was awarded the contract for lighting at Titterud
<br />tennis courts. Council approved hiring Colleen
<br />Rybak as a secretary for the Community Develop-
<br />ment Department. Council adopted ordinances to
<br />allow for 3 off-sale liquor licenses in Ramsey and to
<br />establish less stringent development standards for
<br />properties along the Mississippi River where
<br />municipal services are available. An expenditure of
<br />up to $100,000 was approved for improvements to
<br />the computer system at City Hall. The City entered
<br />into a contract with Waste Management of Blaine,
<br />Inc. for a pilot recycling project. The City Attorney
<br />was authorized to continue to negotiate for an alter-
<br />native park parcel in Countryside Estates. Council
<br />approved renewal of the Ramsey Lions charitable
<br />gambling operation at Superbowl. Council member
<br />DeLuca was appointed to the Regional Landfill
<br />Board.
<br />
<br />110.11 CURFEW
<br />
<br />110.111 Curfew - Persons under fifteen years of
<br />age.
<br />It shall be unlawful for any person under the age
<br />of fifteen years to be on or present in any public
<br />street, avenue, alley, park or other public place
<br />in the City between the hours of 10:00 p.m. and
<br />5:00 a.m. of the following day, unless accom-
<br />panied by that person's parent or guardian, or per-
<br />son having legal custody and control of that per-
<br />son, or unless there exists a reasonable necessi-
<br />ty therefore. The fact that such child, unaccom-
<br />panied by parent, guardian or other person hav-
<br />ing legal custody, is found upon any street, alley,
<br />or public place after 10:00 p.m. or before 5:00
<br />a.m. of the following day, shall be evidence that
<br />such child is there unlawfully and that no
<br />reasonable excuse exists therefore.
<br />
<br />110.112 Curfew - Persons over fourteen and
<br />under eighteen years of age.
<br />It shall be unlawfull for any person under the age
<br />of eighteen years and over the age of fourteen
<br />years to be on any public street, avenue, alley,
<br />park or other public place in the City between the
<br />hours of 12:00 midnight and 5:00 a.m. of the
<br />following day unless accompanied by that per-
<br />son's parent or guardian, or person having legal
<br />custody and control of that persons, or unless
<br />there exists a reasonable necessity therefore. The
<br />fact that such child, unaccompanied by parent,
<br />guardian or other person having legal custody, is
<br />found upon any street, alley or public place after
<br />12:00 midnight or before 5:00 a.m. of the follow-
<br />ing day, shall be evidence that such child is there
<br />unlawfully and that no reasonable excuse exists
<br />therefore.
<br />
<br />110.113 Curfew - Responsibility of Parents
<br />It shall be unlawful for any parent, guardian or
<br />other person having the legal custody and con-
<br />trol of a minor under the age of eighteen years
<br />to knowingly or negligently permit such minor to
<br />violate the provisions of section 110.111 or
<br />110.112.
<br />
<br />110.114 Curfew - Responsibility of Operator of
<br />place of enetertainment, etc.
<br />It shall be unlawful for any person operating or
<br />in charge of any place of amusement, entertain-
<br />ment or refreshments, or any other place of
<br />business to permit any minor under the age of
<br />eighteen years to loiter, loaf or idle in such place
<br />during hours prohibited by sections 110.111 and
<br />110.112.
<br />
<br />The operator of any place of amusement, enter-
<br />tainment, refreshment or other place of business
<br />who shall find persons under the age of eighteen
<br />years loitering, loafing or idling in such place of
<br />business, shall immediately order such person to
<br />leave, and if such person refuses to leave the
<br />place of business, the operator shall immediate-
<br />ly notify the police department of the violation.
<br />
<br />This section shall not be construed as permitting
<br />the presence at any time of any person under the
<br />age of eighteen years in any place where the
<br />presence of such a person is now prohibited by
<br />an existing law or ordinance.
<br />
<br />ATTENTION
<br />
<br />The City of Ramsey is currently seeking can-
<br />didates to fill a vacancy on the Airport Commission.
<br />The position requires a minimum of one evening
<br />meeting per month; familiarity with Ramsey City Or-
<br />dinances is desired. Ramsey residents interested in
<br />serving on the Commission are requested to sub-
<br />mit a letter of application to the Ramsey Municipal
<br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Min-
<br />nesota 55303, no later than 5:00 P.M. on September
<br />7, 1988. The letter should contain the applicant's
<br />name, address, telephone number, work experience,
<br />education and any experience in municipal affairs.
<br />In addition, applicants should include a statement
<br />listing their reasons for seeking appointment to the
<br />Airport Commission. The position is not salaried.

<br />COMMISSION MEETING NEWS
<br />
<br />The Planning and Zoning Commission met on
<br />August 2 and conducted public hearings regarding
<br />the following: 1) Waste Management of Minnesota,
<br />Inc.'s request for a conditional use permit to: a) use
<br />land currently zoned 1-1 I ndustrial for vertical expan-
<br />sion of the existing landfill; b) construct and operate
<br />a ski hill and sledding recreational facility on property
<br />currently zoned R-1 R Residential and 1-1 Industrial;
<br />c) rough grade a roadway through a DNR-designated
<br />wetland; d) excavate, grade and transport soil
<br />materials for landfill cover material. 2) Mr. Art
<br />Raudio's request for preliminary plat approval; 3)
<br />United Power Association's request for a conditional
<br />use permit to construct an electrical substation east
<br />of County Road #5, north of City Hall and north of
<br />153rd Avenue. 4) Mr. David Schulte's request for a
<br />conditional use permit to grade and remove excess
<br />materials from Oakwood Hills. The public hearings
<br />for Art Raudio and David Schulte and the remainder
<br />of the cases were continued to August 18.
<br />
<br />The Park and Recreation Commission met on
<br />August 11 and conducted an informational meeting
<br />regarding the proposed multi-use trail system.
<br />
<br />The Airport Commission met on July 21 and mov-
<br />ed to acknowledge the AVTI's immediate need to ex-
<br />pand it's aviation program; to recognize the educa-
<br />tional as well as financial benefits associated with
<br />the AVTI Aviation Program and the Gateway North
<br />Industrial Airport; and to recommend that City Coun-
<br />cil voice their support of the aviation program and
<br />their commitment to improve Gateway North In-
<br />dustrial Airport.
<br />
<br />The Airport Commission met on August 10 and
<br />continued discussion of the expanding avionics pro-
<br />gram at the Anoka Vo-Tech and Gateway's poten-
<br />tial to be one of the top 3 training facilities in the U.S.,
<br />but there is concern on the part of the Vo-Tech and
<br />MN/DOT's Department of Education with bringing
<br />national attention to an unimproved airport.
