Plann- <br />ing and Zoning was requested to conduct a public <br />hearing regarding the proposed moratorium or- <br />dinance on landfill siting in the City. Council approv- <br />ed reimbursing RY AA for the cost of having soccer <br />fields marked. The Police Department was directed <br />to investigate vandalism at City parks and take the <br />necessary steps to correct the situation. <br /> <br />City Council met on May 10 and directed the Police <br />Department to research the adequacy of speed zone <br />and children at play signing in the vicinity of 173rd <br />and Chameleon. Terry Miller of Waste Management <br />was present and gave a report on the huge success <br />of Ramsey Clean Up Day. Dale Henderson of Recy- <br />cle America of Waste Management of Blaine was <br />present to discuss the possibility of a pilot curbside <br />recycling pick-up project in Ramsey's urban area. <br />Council approved Cross of Hope's request to expand <br />the existing church facility. Mr. Michael Baehr was <br />approved to operate a welding business from his <br />home for a one year period. The Building Official, <br />City Engineer and City Administrator were given the <br />authority to determine the buildability of certain lots <br />in Barthel's Rum River Acres 2nd Addition. Council <br />ordered a public hearing being held regarding a re- <br />quest for an amusement center and billiard tables <br />license on 167th Avenue, in the vicinity of Moroz' <br />Hardware and Auto Parts. Council approved specs <br />for City participation (tax increment financing) in site <br />improvements in the Anoka Sports Center reloca- <br />tion/expansion project. Council approved right-of- <br />way acquisition agreements and ordering bids for <br />Front Street sewer and water improvements. Coun- <br />cil approved purchase of a pick-up truck for the <br />Public Works Department. Bids were ordered for im- <br />provements at River's Bend Park. The schedule for <br />budget preparation was established. A joint powers <br />agreement was entered into with Anoka County for <br />recycling grant funds. The following projects were <br />submitted to the District State Aid Engineer for <br />cooperative funding: storm sewer project by Skelgas, <br />upgrading signalization at Sunfish Lake Blvd., me- <br />dian crossing at 153rd and Hwy. #10, storm sewer <br />extension across Hwy. #10. <br /> <br />City Council met on May 11 and reviewed the Fire <br />Safety Committee's report regarding fire department <br />organization and proposed schedule for establish- <br />ment. Council approved the concepts presented by <br />the Fire Safety Committee. Council also met with the <br />Airport Commission to review options before the Ci- <br />ty relating to airport zoning. Council tabled any ac- <br />tion regarding airport safety zoning. <br /> <br />City Council met on May 19 to receive input from <br />affected property owners regarding the possibility of <br />relocating the Burlington Northern railroad tracks fur- <br />ther north and setting aside a corridor to do so at <br />some point in the future if agencies determine that <br />relocation is necessary to upgrade the safety of the <br />corridor. <br /> <br />MANAGING FINANCES <br /> <br />Financial management consultants sponsored by <br />the Anoka County Extension Service and Anoka <br />County Social Service are available to assist in- <br />dividuals and families with personal money manage- <br />ment. Free information on record keeping, setting up <br />a budget, goal setting and planning for future pur- <br />chases or expenses is available through these con- <br />sultants. All information and consultation is free and <br />confidential. Call 755-1280 for more information. <br /> <br />FOOD AND NUTRITION <br />VOLUNTEERS NEEDED <br /> <br />, <br />I <br />I <br />I <br />I <br />I. <br />II <br />I <br />~ <br /> <br />Anoka County Extension Service is recruiting <br />volunteers for its Food and Nutrition Consultant Pro- <br />gram. Consultants perform a variety of educational <br />functions representing the Anoka County Extension <br />Service and the research base of the University of <br />Minnesota. Consultants will conduct one-to-one and <br />small group teaching on topics related to food- <br />nutrition, meal planning and developing a budget for <br />food purchases. Consultants will then return 50 <br />hours of volunteer time back to the Extension Ser- <br />vice. Training will be held June 23 and 30. Call <br />755-1280 by June 15 for an apllication form. <br /> <br />Council met on May 24 and conducted a public <br />hearing on Mr. Meyer's request for an amusement <br />center and billiard tables licence; council approved <br />the licenses. Staff was directed to follow-up the ci- <br />ty's request at Anoka County for a crosswalk in the <br />vicinity of Tom Thumb. Council approved site plans <br />for a recreation center (miniature golf, go-carts and <br />boat pond) at 14622 Ferret and expansions to Nor- <br />thern Oxygen, Skelgas and Rum River Plaza. Coun- <br />cil awarded bids for site improvements at the new <br />location for Anoka Sports Center and Rum River Ter- <br />race. Specs were approved and bids ordered for a <br />warming house at Central park and a civil defense <br />warning system. Council authorized the placement <br />of 'Caution-Playground' signs near all City parks that <br />will be visible from both directions of traffic. Council <br />approved Mr. Schulte's request to subdivide portions <br />of two existing lots for inclusion in the final plat of <br />Oakwood Hills. The City entered into a contract with <br />Waste Management of Minnesota - Blaine for a pilot <br />curbside recycling program. Council accepted <br />Finance Officer Noel Graczyk's resignation. Coun- <br />cil requested that the Planning Commission prepare <br />findings of fact to support their recommendation that <br />the city's urban boundaries be expanded to only in- <br />clude property west of Ramsey Terrace. <br /> <br />City Council met on May 31 and authorized adver- <br />tising for a secretarial position in the Community <br />Development Department and an accounting clerk. <br />Public Works was authorized to spend a maximum <br />of $18,000 for a pick-up to be used in the municipal <br />sewer and water department. <br /> <br />Council met on June 14 and directed the City At- <br />torney to seek the Attorney General's opinion <br />relating to airport zoning, city charter and the recent <br />referendum. Final plat approval was given to minor <br />subdivisions for Harley Gordon west of Cty. Rd. #83, <br />south of 181 st and David Weaver east of Jarvis. <br />Oakwood Hills (property immediately west of Hall- <br />Anderson Acres) and Rambosek Red Oak Estates <br />(Lots 1,2 and the northern portion of Lot 4 of Voltin's <br />Oak Hill Estates) received final plat approval. A con- <br />tract was awarded to O.P. Contracting for sewer and <br />water improvements for Front Street. Bids were <br />ordered for the extension of Dysprosium Street to <br />Cty. Rd. #5. A public hearing was set for July 12 <br />regarding extension of sewer and water to property <br />west of Ramsey Terrace. Council approved renam- <br />ing the riding arena at Traprock Commons after Er- <br />nie Schleper. Concept approval was given to a pro- <br />posed Mississippi River bridge crossing and corridor <br />from Dayton through Ramsey. The contract for im- <br />provements at River's Bend Park was awarded to <br />W.B. Miller. Bids were ordered for the Park Center <br />building at Central Park. Council adopted an or- <br />dinance allowing the City better control over issues <br />relating to diseased trees. Council adopted an ac- <br />tion plan to be used in establishing and issuing a <br />3rd liquor license. Council scheduled a special <br />meeting for June 16 to discuss proposed amend- <br />ments to the Comprehensive Plan to expand the Ur- <br />ban area and Altron's tax increment project. <br /> <br /> <br />COMMISSION MEETING NEWS <br /> <br />The Planning and Zoning Commission met on <br />May 17 and reviewed the proposed amendment to <br />the Comprehensive Plan to expand the urban boun- <br />daries to allow extension of sewer and water services <br />to property immediately north of River's Bend and <br />outlot B of Rum Acres Estates, property west of <br />Ramsey Terrace and property west of Riverside <br />West. The Commission passed a motion to recom- <br />mend that City Council only amend the urban boun- <br />daries to include that property west of Ramsey Ter- <br />race. The Commission recommended site plan ap- <br />proval for David Hauan's recreation center and for <br />expansions at Northern Oxygen, Skelgas and Rum <br />River Plaza. It was recommended that Vern Weaver <br />proceed to minor plat his proposed subdivision on <br />Jarvis Street. Steve Bluhm of the Landfill Commit- <br />tee was present to discuss the possibility of having <br />shopping centers provide containers for recyclable <br />materials. The Commission requested that the Land- <br />fill Committee prepare a priority listing of options <br />available to reduce the flow of wastes into landfills. <br /> <br />The Planning and Zoning Commission and the <br />Economic Development Commission conducted <br />a joint meeting on May 25 to discuss issues brought <br />out in the Hwy. #10 Corridor Study. During the <br />meeting, a concept was presented involving locating <br />a Mississippi River bridge crossing from Dayton west <br />of Foster Island, intersecting in Ramsey between <br />County Roads #56 and #83; then realigning the Cty. <br />Rd. #83 intersection with Hwy. #10 further east to <br />tie into the Mississippi crossing and extend Cty. Rd. <br />#83 to intersect with County Roads #5, #24 and #47 <br />through Burns. It was recommended that City Coun- <br />cil also approve the concept for a Mississippi River <br />corridor. <br /> <br />The Planning and Zoning Commission met on <br />June 7 and conducted public hearings regarding <br />Lord of Life Church's request to erect a temporary <br />structure to use for an education building; Mr. Roger <br />Hurd's request to operate a vehicle sales lot at 7205 <br />Hwy. #10; Atlas Incinerator's request to construct <br />and operate contract incinerators in the research <br />portion of their operation; and to consider amend- <br />ment to Ramsey City Code establishing a <br />moratorium on the siting of landfills. <br /> <br />The Airport Commission met on May 11 and it was <br />noted that Gateway North Industrial Airport has been <br />selected as one of the airports to be included in the <br />economic impact study task portion of the update <br />of the Minnesota State Aviation System Plan. The <br />Commission recommended that City Council ex- <br />ecute the Environmental Information Document to <br />the regulatory agencies, take appropriate action to <br />submit the pre-application to FAA funding and supply <br />information to Mn/DOT's Capital Improvements Pro- <br />gram Document. <br /> <br />The Economic Development Commission met on <br />May 10 and reviewed Atlas Incinerators, Inc.'s pro- <br />posal to locate it's corporate office, factory and <br />research and development facility. The Commission <br />recommended that City Council approve Atlas' re- <br />quest for tax increment financing participation in the <br />project. <br /> <br />The Park and Recreation Commission met on <br />May 12 and heard from citizens concerned with pro- <br />blems at Brookview Park. The Commission re- <br />quested that City Council direct the police depart- <br />ment to increase surveillance at the park. Bill Weiss <br />of Nowthen Blvd. presented a petition opposing the <br />development of a multi-use trail system. The Com- <br />mission reviewed the proposed snowmobile orid- <br />nance and directed the City Attorney to revise the <br />draft, incorporating suggestions made during the <br />discussion. <br /> <br />The Park and Recreation Commission met on <br />June 9 and tabled action on the revised draft of the <br />snowmobile ordinance. Requiring cash for park <br />dedication was recommended for Green Valley <br />Estates 2nd Addition. The Commission recommend- <br />ed requiring all land south of Trott Brook and a 75 <br />foot corridor along the northern boundary of the Carr <br />Addition for park dedication. The Commission re- <br />quested that staff negotiate with Mr. Weaver and <br />Northfork to obtain property to be used in the multi- <br />use trail system to satisfy the park dedication re- <br />quirements for the proposed Weaver subdivision <br />east of Jarvis; if negotiations fail, cash should be re- <br />quired. Residents signing petition opposing a multi- <br />use trail system are to be invited to a meeting to <br />discuss their concerns. <br /> <br />ATTENTION <br /> <br />The City of Ramsey is currently seeking can- <br />didates to fill a vacancy on the Airport Commission. <br />The position requires a minimum of one evening <br />meeting per month; familiarity with Ramsey City Or- <br />dinances is desired. Ramsey residents interested in <br />serving on the Commission are requested to sub- <br />mit a letter of application to the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Min- <br />nesota 55303, no later than 5:00 P.M. on July 13, <br />1988. The letter should contain the applicant's <br />name, address,telephone number, work experience, <br />education and any experience in municipal affairs. <br />In addition, applicants should include a statement <br />listing their reasons for seeking appointment to the <br />Airport Commission. The position is not salaried. <br />
