<br />WHAT'S HAPPENING AT
<br />CITY HALL
<br />
<br />Council met on March 22 and conducted a public
<br />hearing on the 1988 sealcoating improvement pro-
<br />jects. Council approved a conditional use permit for
<br />Mark and LuAnn Brozak to operate a print shop from
<br />their garage. Mr. Timothy Shay's request for a con-
<br />ditional use permit to construct an advertising sign
<br />was denied. Action was tabled on Mr. Richard
<br />Sybrant's request for preliminary plat approval of
<br />The North Forty until he can provide an access to
<br />the north. City Engineer Raatikka presented a
<br />feasibility report for upgrading the streets in Caroline
<br />Acres and Council set the public hearing for April
<br />12, 1988 at 7:30 p.m. Council authorized execution
<br />of a preliminary development agreement with Mr.
<br />George Carlson and River's Bend Properties for Ci-
<br />ty participation (tax increment financing) in the pro-
<br />posed apartment project in Oxbow Addition. City
<br />Staff was directed to make application to the
<br />Metropolitan Waste Control Commission for a refund
<br />of Service Availability Charges and to distribute the
<br />refund to appropriate property owners. Ordinance
<br />#88-2 was adopted amending Section 110 of the City
<br />Code establishing regulations for keeping vicious
<br />dogs. Council discussed their reasons for not acting
<br />on an ordinance amendment proposed by the Plan-
<br />ning and Zoning Commission regarding regulations
<br />for keeping horses. A policy was established for the
<br />use of the Ramsey Municipal Center. A letter of in-
<br />tent was approved regarding maintaining or improv-
<br />ing upon building code requirements and quality of
<br />construction within the City of Ramsey's commer-
<br />cial/industrial areas. Bids were received for the
<br />operation and maintenance of the sanitary sewer
<br />and water systems Service Project #88-2. Contract
<br />documents and specifications for street crack filling
<br />Service Project #88-3 were approved and a bid date
<br />was set for 11 :00 a.m. on Thursday, April 21, 1988.
<br />A special Council meeting was scheduled for March
<br />29, 1988 at 7:00 p.m. to review the draft park and
<br />landscape maintenance specifications and to set a
<br />date to receive bids. Council directed Staff to con-
<br />tact landowners affected by the realignment of the
<br />Burlington Northern railroad tracks to set up a
<br />special meeting with them. Council received City Ad-
<br />ministrator Hartley's report on the status of the 153rd
<br />Avenue N.W. railroad crossing. Council authorized
<br />the conveyance of City owned property to Anoka
<br />County for use as road right-of-way for County Road
<br />No. 83. Council directed Staff to proceed with an
<br />amendment for the preliminary expansion of the year
<br />2000 Urban Service Area and negotiate for a date
<br />beyond late 1989 for enforcing the 1 unit per 10 acre
<br />rural density policy. Council confirmed that the Ci-
<br />ty's share of funds from the MPCA be used for a
<br />Household Hazardous Waste Collection Day. An ac-
<br />cess easement was granted to Mr. Elvin Erickson
<br />across Lot 11, Auditor's Subdivision #27. Council
<br />agreed to pay on a negotiated basis a sum of money
<br />o the Hamiltons and Holaseks for the property to
<br />be acquired by fee title for permanent easement and
<br />to pay for the temporary construction easements.
<br />Council approved the appraisal of the
<br />Hamilton/Holasek property and the Laws property.
<br />Council approved entering into contracts with the Ci-
<br />ty of Elk River and the Anoka/Champlin Fire Depart-
<br />ment for fire protection service. City Staff was
<br />directed to send a copy of the draft charitable gambl-
<br />Ing license ordinance to all license holders for their
<br />comments. Council approved of offering the Den-
<br />ticare dental plan to City of Ramsey employees.
<br />Council authorized offering permanent full-time
<br />employment in the Public Works Department to Mr.
<br />Gregory Talbot. A metes and bounds subdivision
<br />was approved for Lot 4, Block 1, Voltin's Oak Hill
<br />Estates. City Attorney Goodrich reported that the
<br />Anoka County Courts dismissed Ms. Marilyn
<br />Gallagher's civil rights lawsuit against the City.
<br />Council requested City Staff to schedule a meeting
<br />between the City Council and the Economic
<br />Development Company to discuss problem areas.
<br />City Staff was directed to inform the Ramsey Action
<br />Committee that Council has determined that the
<br />special issue of the Ramsey Resident will not include
<br />proponent and opponent arguments. Council noted
<br />a meeting on April 11, 1988 in Champlin to discuss
<br />possible locations for a future Mississippi River
<br />Bridge crossing. Council authorized raising the
<br />gopher bounty to $.75.
<br />
<br />Council met on March 29 and approved of modify-
<br />ing Development District No.1 and establishing Tax
<br />Increment Financing Districts NO.2 and 4. Council
<br />and City Staff reviewed draft park and landscape
<br />maintenance specifications.
<br />
<br />Council met on April 5 and received bids and
<br />awarded the bid for Water System Improvement Pro-
<br />ject #87-19, Elevated Storage Tank No.1, to CBI
<br />NaCon, Inc. Council received report on Front Street
<br />N.W. and set a public hearing on street and storm
<br />sewer Improvement Project #87-18.
<br />
<br />Council met on April 12 and conducted a public
<br />hearing on public improvements in Caroline Acres.
<br />Council also conducted a public hearing to consider
<br />modifications to Development Program for Develop-
<br />ment District NO.1 and Tax Increment Financing
<br />Plan for Tax Increment Financing District NO.1.
<br />Council and City Attorney Goodrich discussed
<br />residency requirements for City Council members. A
<br />meeting regarding the realignment of the Burlington
<br />Northern railroad tracks with affected property
<br />owners was scheduled for May 19, 1988 at 7:30 p.m.
<br />Council authorized spending $500 for improvements
<br />in Autumn Heights Park. Mayor Reimann was ap-
<br />pointed to assist City Staff in reviewing and revising
<br />an ordinance establishing standards for the issuance
<br />of charitable gambling licenses. Mr. Terry Miller, Mr.
<br />Dave Bawden, and Mr. Mike Unger reviewed with
<br />Council the "Keep America Beautiful" program and
<br />the process for Ramsey's certification in the pro-
<br />gram. Council reviewed the Development Agree-
<br />ment between the City of Ramsey and Waste
<br />Management of Minnesota, Inc. with representatives
<br />from WMMI. Site plan review was approved for North
<br />Star Engineering's proposed convenience store and
<br />car wash. Council approved Mr. David Schulte's re-
<br />quest for preliminary plat approval of Oakwood Hills.
<br />Mr. Jon Rambosek's request for preliminary plat ap-
<br />proval of Rambosek Red Oak Estates was approv-
<br />ed. Council approved the request by Ms. Kris Fluegel
<br />and Ms. Sarah Sawyer for City participation (tax in-
<br />crement financing) in their proposed project. Coun-
<br />cil approved Mr. John Noard's request for City par-
<br />ticipation (tax increment financing) in his proposed
<br />project and approved the proposed site plan. Coun-
<br />cil approved the site and preliminary development
<br />plans for the apartment project proposed by Mr.
<br />George Carlson and River's Bend Properties. 1987
<br />budget adjustments were authorized by Council. An
<br />ordinance was introduced amending that portion of
<br />the subdivision chapter of the City Code regarding
<br />park dedication requirements.

<br />GOPHER BOUNTY
<br />
<br />At their meeting of March 22, 1988 the Ramsey
<br />City Council voted to increase the bounty for pocket
<br />gophers. Effective immediately the City will pay $.75
<br />per front pair of gopher feet which is an increase of
<br />$.25.
<br />When bringing your gopher feet to City Hall we
<br />ask that you use plastic baggies containing ten pair
<br />each.

<br />
<br />The City of Ramsey is currently seeking can-
<br />didates to fill two vacancies on the Airport Commis-
<br />sion. The positions require a minimum of one even-
<br />ing meeting per month; familiarity with Ramsey Ci-
<br />ty Ordinances is desired. Ramsey residents in-
<br />terested in serving on the Commission are requested
<br />to submit a letter of application to the Ramsey
<br />Municipal Center, 15153 Nowthen Blvd. N.W.,
<br />Ramsey, Minnesota 55303, no later than 5:00 P.M.
<br />on April 11, 1988. The letter should contain the ap-
<br />plicant's name, address, telephone number, work
<br />experience, education and any experience in
<br />municipal affairs. In addition, applicants should in-
<br />clude a statement listing their reasons for seeking
<br />appointment to the Airport Commission. The posi-
<br />tion is not salaried.

<br />LEND US YOUR LEAVES
<br />
<br />There's value to your fallen leaves and grass clip-
<br />pings when you bring them free of charge to the
<br />Bunker Hills Composting Site.
<br />Composting yard waste reduces the burden on
<br />landfills. Currently up to 30% of residential waste
<br />hauled to landfills each spring, summer and fall is
<br />leaves and grass. Bring this yard waste to Bunker
<br />Hills instead and save the extra cost some garbage
<br />haulers may charge for additional bags.
<br />Composting creates a valuable resource by
<br />naturally turning yard waste into humus, a dark ear-
<br />thy part of the soil. Compost is an excellent soil con-
<br />ditioner. As mulch, it discourages weed growth and
<br />reduces watering needs. Compost made at Bunker
<br />Hills will be free to Anoka County residents.
<br />IT'S EASY TO COMPOST!
<br />
<br />Simply bring your leaves and grass clippings to
<br />the composting site. Dump the yard waste and take
<br />your containers or bags home again. Please do not
<br />bring brush, branches or garbage. Diseased trees
<br />can be brought to this site for a nominal fee (no
<br />stumps, please).

<br />The Public Works Department will be flushing out
<br />the municipal water system on April 27-29 between
<br />the hours of 7:00 a.m. and 4:00 p.m. During this
<br />flushing process, scale and rusty residue are broken
<br />loose from the pipes. If you perform high water usage
<br />tasks in your home during those flushing hours, it
<br />is possible to draw that scale and rusty residue into
<br />your home pipes. Superintendent Mevissen requests
<br />that homeowners in the municipal water areas
<br />specifically refrain from washing clothes between
<br />7:00 a.m. and 4:00 p.m. on those flushing days to
<br />prevent costly damage to clothing.

<br />Notice is hereby given that the City Council of the City of Ramsey wiil hold a public hearing on Tuesday,
<br />April 26, 1988 at 7:30 p.m. at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota.
<br />The purpose of the hearing is to consider the street and storm sewer improvements in the Mississippi River
<br />Storm Sewer Taxing District pursuant to Minnesota Statutes, Chapter 444 and Ramsey City Ordinance No.
<br />84-8.
<br />The following streets are proposed to be improved:
<br />a) Tungsten St. N.W. between T.H. No. 10 & 169 and Front St. N.W.
<br />b) Front Street and 138th Avenue between Tungsten Street NW. and Feldspar Street N.W.
<br />c) Feldspar St. N.W. between 138th Ave. N.W. and T.H. No. 10 & 169
<br />d) Sunfish Lake Blvd. between Front Street & T.H. No. 10 & 169
<br />Trunk and lateral storm sewers are also proposed in the vicinity as part of the project. The area proposed
<br />to be assessed for the lateral storm sewer and the street improvements is the property abutting the above
<br />described streets. The trunk storm sewer cost is proposed to be levied to the Mississippi River Storm Sewer
<br />Taxing District. The estimated cost of such improvements is $734,300.00.
