<br />Econ Marketing is a sales and marketing company
<br />that specializes in sales incentives and direct
<br />response marketing. Clients are located from coast
<br />to coast and border to border, however, the largest
<br />concentration stems from the Eastern Region of the
<br />United States. Econ Marketing was incorporated in
<br />1982, and initially leased office and warehouse
<br />space in Brooklyn Park. Econ employs sixteen ful-
<br />time people.
<br />All-Brite Graphics is a full-fledged commercial prin-
<br />ting company that offers a vast array of printing ser-
<br />vices; from one color catalogs and price booklets,
<br />to multi-colored brochures. Clients include small and
<br />large companies located chiefly in the Twin Cities
<br />metropolitan area. All-Brite Graphics was incor-
<br />porated in 1984, and employs thirteen full-time
<br />people.
<br />Categorized as sister companies, both are local-
<br />ly owned. As a result of remodeling and expansion
<br />in 1984, Econ Marketing and All-Brite Graphics are
<br />now able to offer their respective services from one
<br />in-house location.

<br />LANDFILL ABATEMENT PLAN
<br />
<br />In January the City Council approved a plan that
<br />will reduce Ramsey's contribution of waste to land-
<br />fills. The plan, presented by the Landfill Commission,
<br />sets waste reduction goals, outlines an implemen-
<br />tation program, and includes a budget of $48,000
<br />for 1988.
<br />Ramsey residents generate an estimated 8-1/2
<br />million pounds of waste per year. A significant por-
<br />tion of this waste is comprised of recyclable or com-
<br />post materials such as newspaper, yard waste,
<br />metals, and glass, and can be kept out of landfills.
<br />In order to reduce our need for additional landfills,
<br />the Metropolitan Council has ordered all com-
<br />munities and counties to set waste reduction goals.
<br />Anoka County has established a goal of reducing the
<br />waste stream by 20 percent by 1992. The amount
<br />of waste material recycled by Ramsey is currently
<br />only one percent. In order to increase this to 20 per-
<br />cent, a substantial effort by the community, including
<br />government, civic organizations, business, and
<br />residents, will be required. The Landfill Abatement
<br />Plan identifies the current waste recycling centers
<br />being used by the City and outlines eight programs
<br />that will be implemented to achieve the waste reduc-
<br />tion goals. These programs will inform residents of
<br />waste reduction methods and the location of recycl-
<br />ing centers and keep records to monitor the amount
<br />of waste reduction. They will also promote reduction
<br />of household hazardous wastes and large volume
<br />wastes such as brush, wood, yard wastes,
<br />newspaper, metal, and glass. The programs for 1988
<br />are:

<br />1) Education/information for residents
<br />2) "Keep America Beautiful" program
<br />3) Recycling center signs
<br />4) Records and monitoring
<br />5) Household hazardous waste collection
<br />6) Wood waste reduction
<br />7) Yard waste composting
<br />8) Curbside recycling
<br />

<br />At a special City Council meeting held on March
<br />9, 1988, the City Council reviewed a proposed agree-
<br />ment with Waste Management of Minnesota, Inc. to
<br />construct a ski hill on the slopes of the Anoka
<br />Regional Landfill following closure of that facility
<br />sometime in 1991.
<br />The draft agreement called for the cooperation of
<br />the City of Ramsey through the permitting and
<br />operation of a vertical expansion of the landfill. The
<br />definition of cooperation and the timing of the pro-
<br />ject posed troublesome to members of the City
<br />Council, resulting in the Council's request that
<br />representatives from Waste Management of Min-
<br />nesota and the City of Ramsey attempt to
<br />renegotiate the terms of the proposed agreement.
<br />We do not expect to see the proposal before the
<br />City Council at the March 22, 1988 regular Council
<br />meeting. However, discussions on this matter could
<br />take place as soon as the April 12, 1988 regular Ci-
<br />ty Council meeting.

<br />TREE INSPECTOR

<br />Now the snow is melting and the grass is becom-
<br />ing windblown and dry. Grassfires are again a
<br />hazard. Those of you located in or near Pine Groves
<br />must be especially careful. A cigarette thrown
<br />carelessly from 175th Avenue N.W. on March 6 burn-
<br />ed 50 pine trees.
<br />Plan on early trickle watering of your favorite trees.
<br />We had more snow than last year but the surface
<br />water in ponds is largely absent.
<br />This would also be a good year to plan to mulch
<br />and compost all of your organic debris (leaves, grass
<br />and brush). Your trees need the organic sup-
<br />plements and maybe you or a neighbor would be in-
<br />terested in organizing a neighborhood compost
<br />operation. There are many uses for compost and you
<br />would be helping the city meeting it's goals for solid
<br />waste abatement. Informative how-to pamphlets are
<br />available in the lobby of Ramsey Municipal Center.
<br />Also, Cindy Lane will be talking about "Organic
<br />Nutrition; Soil and Plant Health" on Monday, April
<br />11 at 7:00 p.m. at the meeting of the Anoka Area

<br />Harvey Buchite will be making a presentation and
<br />answering questions at Ramsey City Hall from 7:00
<br />p.m. to 9:00 p.m. on Wednesday, April 13 on the
<br />topic of "Reasons and Ways for Oak Wilt Control
<br />Efforts.' ,
<br />If you are concerned about Oak Wilt disease con-
<br />trol in your neighborhood, you can get together with
<br />concerned neighbors and sponsor a informational
<br />meeting with Ramsey's Tree Inspector to form a con-
<br />trol plan for your neighborhood. You can also join
<br />a community school program for ongoing efforts to
<br />abate the unnecessary loss of Oaks. PLEASE
<br />REMEMBER: Stop pruning/wounding your Oak
<br />trees by mid-April; Oaks are most susceptible to
<br />spore infestation via any bark wounds, including con-
<br />struction damage, during the months of May and
<br />June.

<br />control, organic plant maintenance and solid waste
<br />abatement practices, or Arbor month plantings, you

<br />WATER WATCH
<br />
<br />Water is a valuable product and when it is provided
<br />through a municipal system, it is necessary to ac-
<br />count for the consumption of it and charge prices
<br />that will cover the expenses incurred in providing
<br />that commodity. Two common situations that make
<br />this a difficult auditing process, which in turn causes
<br />prices to increase, is system leaks and unauthoriz-
<br />ed use. Keeping situations like this in check are the
<br />responsibility of the provider (the city). Citizens can
<br />also be of great assistance in keeping one of those
<br />situations in check. For that reason, the City is re-
<br />questing that any persons residing or working in
<br />areas served by the municipal water system report
<br />what might apear to be non-authorized vehicles ex-
<br />tracting water from the hydrants. To report an inci-
<br />dent, call the Ramsey Police Department at
<br />427-1410 during regular business hours or Central
<br />Dispatch at 427-1212 after hours. The only vehicle
<br />authorized to take water from the hydrants are fire
<br />trucks. We can all do our part in operating a cost-
<br />efficient water system.

<br />RIVER'S BEND PLAZA
<br />EXPANDING WITH PHASE II
<br />
<br />Dreher and Associates, Inc. has announced its
<br />plans for the construction of Phase II of River's Bend
<br />Plaza on MN Highway 47 in Ramsey, Minnesota.
<br />The first phase of the neighborhood shopping
<br />center opened in late Fall 1987 and is anchored by
<br />a Brooks Superette. Dreher and Associates an-
<br />nounced that it has signed A to Z Day Care, a 4,000
<br />s.t. provider of latch key, child and infant care, to
<br />a five year lease. Construction will begin in March
<br />with completion of the 12,500 s.f. second phase
<br />scheduled for August of 1988, bringing the total size
<br />of the center to 26,000 s.f. of gross leasable area.
<br />Other tenants currently open for business include
<br />O'Donnell Cleaners, Bates Video III, Domino's Piz-
<br />za, and Rum River Chiropractic.

<br />COUNCIL MEETINGS

<br />As you may already know, Ramsey is served by
<br />Cable T.V. North Central. In being a part of that
<br />system, Ramsey was provided with the necessary
<br />equipment and a local access channel (16) on which
<br />to broadcast city events. For some months now, the
<br />City has been televising the City Council meetings.
<br />The problem is that often times City Staff is trying
<br />to participate in the meeting and operate the
<br />video/audio equipment, or we delegate some poor
<br />unsuspecting citizen present in the audience to
<br />assist in broadcasting the meeting. For that reason,
<br />we are looking for video communications enthusiasts
<br />who would be willing to volunteer their time to gain
<br />some on-hands experience and possibly some ad-
<br />ditional training through Cable T.V. North Central
<br />and take over broadcasting of certain city meetings.
