BUSINESS SCENE

By: Ramsey Economic Development Commission

Econ Marketing is a sales and marketing company
that specializes in sales incentives and direct
response marketing. Clients are located from coast
to coast and border to border, however, the largest
concentration stems from the Eastern Region of the
United States. Econ Marketing was incorporated in
1982, and initially leased office and warehouse
space in Brooklyn Park. Econ employs sixteen ful-
time people.
All-Brite Graphics is a full-fledged commercial prin-
ting company that offers a vast array of printing ser-
vices; from one color catalogs and price booklets,
to multi-colored brochures. Clients include small and
large companies located chiefly in the Twin Cities
metropolitan area. All-Brite Graphics was incor-
porated in 1984, and employs thirteen full-time
people.
Categorized as sister companies, both are local-
ly owned. As a result of remodeling and expansion
in 1984, Econ Marketing and All-Brite Graphics are
now able to offer their respective services from one
in-house location.

~.,i
Ifr~.'..
~:.~
LANDFILL ABATEMENT PLAN

In January the City Council approved a plan that
will reduce Ramsey's contribution of waste to land-
fills. The plan, presented by the Landfill Commission,
sets waste reduction goals, outlines an implemen-
tation program, and includes a budget of $48,000
for 1988.
Ramsey residents generate an estimated 8-1/2
million pounds of waste per year. A significant por-
tion of this waste is comprised of recyclable or com-
post materials such as newspaper, yard waste,
metals, and glass, and can be kept out of landfills.
In order to reduce our need for additional landfills,
the Metropolitan Council has ordered all com-
munities and counties to set waste reduction goals.
Anoka County has established a goal of reducing the
waste stream by 20 percent by 1992. The amount
of waste material recycled by Ramsey is currently
only one percent. In order to increase this to 20 per-
cent, a substantial effort by the community, including
government, civic organizations, business, and
residents, will be required. The Landfill Abatement
Plan identifies the current waste recycling centers
being used by the City and outlines eight programs
that will be implemented to achieve the waste reduc-
tion goals. These programs will inform residents of
waste reduction methods and the location of recycl-
ing centers and keep records to monitor the amount
of waste reduction. They will also promote reduction
of household hazardous wastes and large volume
wastes such as brush, wood, yard wastes,
newspaper, metal, and glass. The programs for 1988
are:

1) Education/information for residents
2) "Keep America Beautiful" program
3) Recycling center signs
4) Records and monitoring
5) Household hazardous waste collection
6) Wood waste reduction
7) Yard waste composting
8) Curbside recycling

For further details on each of these programs, a
copy of the Landfill Abatement Plan is on display at
the Ramsey Municipal Center. If you have any com-
ments, questions, or ideas on how to meet our waste
recycling/reduction goals, contact Anne Norris, Com-
munity Development Director, Ramsey Municipal
Center (427-1410) or Steve Bluhm, Chairman, Land-
fill Advisory Commission (427-6820).

STATUS OF LANDFILL
SKI HILL PROPOSAL

I
I
I
I
~- -

At a special City Council meeting held on March
9, 1988, the City Council reviewed a proposed agree-
ment with Waste Management of Minnesota, Inc. to
construct a ski hill on the slopes of the Anoka
Regional Landfill following closure of that facility
sometime in 1991.
The draft agreement called for the cooperation of
the City of Ramsey through the permitting and
operation of a vertical expansion of the landfill. The
definition of cooperation and the timing of the pro-
ject posed troublesome to members of the City
Council, resulting in the Council's request that
representatives from Waste Management of Min-
nesota and the City of Ramsey attempt to
renegotiate the terms of the proposed agreement.
We do not expect to see the proposal before the
City Council at the March 22, 1988 regular Council
meeting. However, discussions on this matter could
take place as soon as the April 12, 1988 regular Ci-
ty Council meeting.

.........

~I:.

Econ Marketing, Inc.lAII-Brite Graphics, Inc.
6320 Hwy. 10 N.W., Ramsey, MN 55303

All-Brite Graphics Press Room.

A WORD FROM YOUR

TREE INSPECTOR
By Bruce Bacon

Now the snow is melting and the grass is becom-
ing windblown and dry. Grassfires are again a
hazard. Those of you located in or near Pine Groves
must be especially careful. A cigarette thrown
carelessly from 175th Avenue N.W. on March 6 burn-
ed 50 pine trees.
Plan on early trickle watering of your favorite trees.
We had more snow than last year but the surface
water in ponds is largely absent.
This would also be a good year to plan to mulch
and compost all of your organic debris (leaves, grass
and brush). Your trees need the organic sup-
plements and maybe you or a neighbor would be in-
terested in organizing a neighborhood compost
operation. There are many uses for compost and you
would be helping the city meeting it's goals for solid
waste abatement. Informative how-to pamphlets are
available in the lobby of Ramsey Municipal Center.
Also, Cindy Lane will be talking about "Organic
Nutrition; Soil and Plant Health" on Monday, April
11 at 7:00 p.m. at the meeting of the Anoka Area
Gardeners. Call Linda at 427-4718 for more
information.
Harvey Buchite will be making a presentation and
answering questions at Ramsey City Hall from 7:00
p.m. to 9:00 p.m. on Wednesday, April 13 on the
topic of "Reasons and Ways for Oak Wilt Control
Efforts.' ,
If you are concerned about Oak Wilt disease con-
trol in your neighborhood, you can get together with
concerned neighbors and sponsor a informational
meeting with Ramsey's Tree Inspector to form a con-
trol plan for your neighborhood. You can also join
a community school program for ongoing efforts to
abate the unnecessary loss of Oaks. PLEASE
REMEMBER: Stop pruning/wounding your Oak
trees by mid-April; Oaks are most susceptible to
spore infestation via any bark wounds, including con-
struction damage, during the months of May and
June.
If you are concerned and willing to participate in
your neighborhood effort for Oak Wilt tree disease
control, organic plant maintenance and solid waste
abatement practices, or Arbor month plantings, you
are invited to call Claudia Dodge at the Community
School Office (422-5199) or Ramsey Tree Inspector
Bruce Bacon (753-5099).

WATER WATCH

Water is a valuable product and when it is provided
through a municipal system, it is necessary to ac-
count for the consumption of it and charge prices
that will cover the expenses incurred in providing
that commodity. Two common situations that make
this a difficult auditing process, which in turn causes
prices to increase, is system leaks and unauthoriz-
ed use. Keeping situations like this in check are the
responsibility of the provider (the city). Citizens can
also be of great assistance in keeping one of those
situations in check. For that reason, the City is re-
questing that any persons residing or working in
areas served by the municipal water system report
what might apear to be non-authorized vehicles ex-
tracting water from the hydrants. To report an inci-
dent, call the Ramsey Police Department at
427-1410 during regular business hours or Central
Dispatch at 427-1212 after hours. The only vehicle
authorized to take water from the hydrants are fire
trucks. We can all do our part in operating a cost-
efficient water system.

RIVER'S BEND PLAZA
EXPANDING WITH PHASE II

Dreher and Associates, Inc. has announced its
plans for the construction of Phase II of River's Bend
Plaza on MN Highway 47 in Ramsey, Minnesota.
The first phase of the neighborhood shopping
center opened in late Fall 1987 and is anchored by
a Brooks Superette. North Central. In being a part of that
system, Ramsey was provided with the necessary
equipment and a local access channel (16) on which
to broadcast city events. For some months now, the
City has been televising the City Council meetings.
The problem is that often times City Staff is trying
to participate in the meeting and operate the
video/audio equipment, or we delegate some poor
unsuspecting citizen present in the audience to
assist in broadcasting the meeting. For that reason,
we are looking for video communications enthusiasts
who would be willing to volunteer their time to gain
some on-hands experience and possibly some ad-
ditional training through Cable T.V. North Central
and take over broadcasting of certain city meetings.
If you are interested, please leave your name and
phone number with Penny Curtis at 427-1410, Mon-
day through Fridays.
