<br />RAMSEY BUSINESS SCENE

<br />Gene Walters has been in the casting business for
<br />27 xears, the past 17 as owner of Waltek, Inc., pro-
<br />ducing parts for commercial, aerospace, military,
<br />medical and computer industries. Gene has watch-
<br />ed ~is business grow in the past 17 years from a
<br />business operated out of his garage to a thriving in-
<br />vestment casting business currently located at
<br />14310 Sunfish Lake Blvd. and employing 50 people
<br />working on three shifts a day.
<br />
<br />According to Gene, he prefers working in the
<br />machine shop and his wife, Veronica, also the com-
<br />pany vice-president, deserves the credit for keeping
<br />the front office running smoothly. Walters relies on
<br />the advice and knowledge of the Assistant General
<br />Manager, Gene Walters, Jr., referred to as 'J.R.'.
<br />J.R. is learning the business step by step from the
<br />ground up and is always striving to keep abreast of
<br />the changing technology in the investment casting
<br />business.
<br />
<br />Investment casting has steadily increased in
<br />popularity as a quality, low cost method of parts pro-
<br />duction. The primary reason for this is the quality of
<br />those parts that can be produced, and the cost sav-
<br />ings that can be realized by reproducing parts that
<br />through other methods would be considerably more
<br />expensive. Using this process to produce necessary
<br />parts at a profit, while still providing a cost saving
<br />to the customer (a majority of which are in the 5 state
<br />area) is paying off very nicely for the Walters. Since
<br />establishing the business in an 8,960 square foot
<br />building in 1980, Walters has added a 3,200 square
<br />foot storage facility; 4,000 square feet of production
<br />space; and is currently in the process of completing
<br />another 40' x 40 addition with another 90' x 152' ad-
<br />dition planned for within the next two years.
<br />
<br />When asked, J.R. commented that the company
<br />likes being based in Ramsey because of the
<br />available work force (many of the employees, in-
<br />cluding himself, are Ramsey residents), the subur-
<br />ban atmosphere and the proximity of Gateway North
<br />Airport which has been a real asset in the company's
<br />dealings with suppliers and clients.
<br />
<br />Gene emphasizes that Waltek is successful not
<br />because of anyone person, it's because of a lot of
<br />people working together with the same goal in mind.

<br />POLICE DEPARTMENT
<br />
<br />There have been an increasing number of com-
<br />plaints, we are told, regarding the operation of All
<br />Terrain Vehicles (3 and 4 wheelers) on the
<br />boulevards, ditches and shoulders of city streets and
<br />highways. Many of our new residential developments
<br />in the city now have boulevard lawns that extend to
<br />the curb. A lot of the older residential areas have
<br />their streets paved now and have seeded the ditch
<br />or boulevard area and are caring for them. Because
<br />they put a lot of work into maintaining their lawns,
<br />they are upset and justifiably so, when there is a
<br />steady parade of ATV's churning up the grass and
<br />eroding driveway edges. Now, we realize that ATV's
<br />aren't the only vehicles that do this. Equally guilty
<br />are motorcycles (dirt-bikes) and snowmobiles.
<br />However, in the case of dirt bikes, they have for the
<br />most part learned that they can't be on streets or
<br />boulevards without a proper license and equipment.
<br />snowmobiles don't have to worry about it anyway:
<br />because they can be almost anywhere legally!
<br />Whatever, we are going to confine this article to
<br />ATV's almost exclusively because they seem to be
<br />the current thorn in the side.
<br />You may not operate an All Terrain Vehicle within
<br />the r.ight-of-way of a city street or highway (right-of-
<br />way Includes the shoulder, boulevard and ditch area)
<br />unless you have a valid Minnesota drivers license
<br />and the ATV is equipped for street use. Apparently
<br />then, according to the Department of Natural
<br />Resources, via the State Attorney General's opinion,
<br />persons who have a valid Minnesota drivers license
<br />and a street legal ATV can ride in ditches and on
<br />boulevards. An obvious question that comes to mind
<br />now is: Why should you want to ride in the ditch or
<br />boulevard when you could, with the above restric-
<br />tions met, ride on the stre~t surface? At this point,
<br />we repeat: you may not ride an ATV anywhere in
<br />Ramsey, except on private property with the owner's
<br />permission, unless you have a driver's license and
<br />the ATV is legally equipped.
<br />We caution those of you who are licensed and
<br />have the proper equipment to stay on the roadway
<br />surface and off the boulevards and ditches because
<br />if complaints keep coming in, the Council may have
<br />to adopt a local ordinance which will be much more
<br />restrictive than the current State law we now enforce.
<br />For a summary of ATV rules and regulations put
<br />out by the Department of Natural Resources stop
<br />by the Police Department at 15153 Nowthen' Blvd.
<br />Because Ramsey enforces State statutes and has
<br />no local ordinances, snowmobiles can be operated
<br />on streets/shoulders/boulevards/ditches and no
<br />drivers license is required. Complaints of abuse will
<br />bring about a local ordinance that will result in
<br />massive weeping and wailing by snowmobile
<br />owners. We have snowmobile booklets explaining
<br />rules and regulations at the Ramsey Police Depart-
<br />ment also. Stop by and pick one up.

<br />WHAT'S HAPPENING AT
<br />CITY HALL
<br />
<br />Council met on November 11 and directed staff
<br />to draft a policy that would indicate that the term for
<br />which conditional use permits are issued will com-
<br />menc~ on the date the permit is actually issued.
<br />CounCil ~pproved the following: Leo Simon's request
<br />to move In an a~cessory structure to his property at
<br />17319 St: ~rancls ~Ivd.; 'vYaltek's site plan for a 40'
<br />~ 40 addition to t~elr eXisting building at 14310 Sun-
<br />fish Lake Blvd.; Bill Dubats' request for a conditional
<br />use permi.t and site plan to construct and operate
<br />a. self service storage facility on Ebony Street. Coun-
<br />Cil adopted a policy indicating that all general public
<br />requests that involve the time and labor of Ramsey's
<br />c<:>ntracte.d ~ervices must be channeled through the
<br />City Administrator to be sure the request is consis-
<br />tent with Counc!l's policy regarding use of human
<br />reso~rces and city budget. Council approved of Mr.
<br />Raatlkka, Ramsey's commissioner on the Lower
<br />~um River Wat~~ Management Organization, voting
<br />In favor of acquIring legal defense and indemnifica-
<br />tion of commissioners in that organization' Council
<br />also directed that a letter be sent to Senator Gene
<br />Merriam requesting funding assistance to cover
<br />liability needs resulting from that State mandated
<br />program. Council voted 4 to 1 to discontinue the
<br />sewer and water project to serve properties south
<br />of Hwy. #10 and dismissed condemnation of ease-
<br />ment actions. Staff was directed to look into the
<br />p~ssibility of relocating the Burlington Northern
<br />railroad tracks away fro~ Hwy. #.10 to improve upon
<br />the safety characteristics of railroad crossings in
<br />Ramsey. Mr. Hartley reported that property owners
<br />representatives of Burlington Northern and North
<br />Fork, Inc. have met to consider the possibility of hav-
<br />ing Puma Street dead end at 153rd and the railroad
<br />crossing at Puma becoming private if and when the
<br />Davton crossing is est~blished as a public crossing;
<br />until the Daxton crossl~g is established as public,
<br />North. Fork IS requesting use of it as a private
<br />crossing.
