Gene has watch-
ed ~is business grow in the past 17 years from a
business operated out of his garage to a thriving in-
vestment casting business currently located at
14310 Sunfish Lake Blvd. and employing 50 people
working on three shifts a day.

According to Gene, he prefers working in the
machine shop and his wife, Veronica, also the com-
pany vice-president, deserves the credit for keeping
the front office running smoothly. Walters relies on
the advice and knowledge of the Assistant General
Manager, Gene Walters, Jr., referred to as 'J.R.'.
J.R. is learning the business step by step from the
ground up and is always striving to keep abreast of
the changing technology in the investment casting
business.

Investment casting has steadily increased in
popularity as a quality, low cost method of parts pro-
duction. The primary reason for this is the quality of
those parts that can be produced, and the cost sav-
ings that can be realized by reproducing parts that
through other methods would be considerably more
expensive. Using this process to produce necessary
parts at a profit, while still providing a cost saving
to the customer (a majority of which are in the 5 state
area) is paying off very nicely for the Walters. Since
establishing the business in an 8,960 square foot
building in 1980, Walters has added a 3,200 square
foot storage facility; 4,000 square feet of production
space; and is currently in the process of completing
another 40' x 40 addition with another 90' x 152' ad-
dition planned for within the next two years.

When asked, J.R. commented that the company
likes being based in Ramsey because of the
available work force (many of the employees, in-
cluding himself, are Ramsey residents), the subur-
ban atmosphere and the proximity of Gateway North
Airport which has been a real asset in the company's
dealings with suppliers and clients.

Gene emphasizes that Waltek is successful not
because of anyone person, it's because of a lot of
people working together with the same goal in mind.

~ :/:".::
~

Waltek, Inc. at 14310 Sunfish lake Blvd.

J.R., Veronica and Gene Walters.

i

A WORD FROM YOUR

POLICE DEPARTMENT

There have been an increasing number of com-
plaints, we are told, regarding the operation of All
Terrain Vehicles (3 and 4 wheelers) on the
boulevards, ditches and shoulders of city streets and
highways. Many of our new residential developments
in the city now have boulevard lawns that extend to
the curb. A lot of the older residential areas have
their streets paved now and have seeded the ditch
or boulevard area and are caring for them. Because
they put a lot of work into maintaining their lawns,
they are upset and justifiably so, when there is a
steady parade of ATV's churning up the grass and
eroding driveway edges. Now, we realize that ATV's
aren't the only vehicles that do this. Equally guilty
are motorcycles (dirt-bikes) and snowmobiles.
However, in the case of dirt bikes, they have for the
most part learned that they can't be on streets or
boulevards without a proper license and equipment.
snowmobiles don't have to worry about it anyway:
because they can be almost anywhere legally!
Whatever, we are going to confine this article to
ATV's almost exclusively because they seem to be
the current thorn in the side.
You may not operate an All Terrain Vehicle within
the r.ight-of-way of a city street or highway (right-of-
way Includes the shoulder, boulevard and ditch area)
unless you have a valid Minnesota drivers license
and the ATV is equipped for street use. Apparently
then, according to the Department of Natural
Resources, via the State Attorney General's opinion,
persons who have a valid Minnesota drivers license
and a street legal ATV can ride in ditches and on
boulevards. An obvious question that comes to mind
now is: Why should you want to ride in the ditch or
boulevard when you could, with the above restric-
tions met, ride on the stre~t surface? At this point,
we repeat: you may not ride an ATV anywhere in
Ramsey, except on private property with the owner's
permission, unless you have a driver's license and
the ATV is legally equipped.
We caution those of you who are licensed and
have the proper equipment to stay on the roadway
surface and off the boulevards and ditches because
if complaints keep coming in, the Council may have
to adopt a local ordinance which will be much more
restrictive than the current State law we now enforce.
For a summary of ATV rules and regulations put
out by the Department of Natural Resources stop
by the Police Department at 15153 Nowthen' Blvd.
Because Ramsey enforces State statutes and has
no local ordinances, snowmobiles can be operated
on streets/shoulders/boulevards/ditches and no
drivers license is required. Complaints of abuse will
bring about a local ordinance that will result in
massive weeping and wailing by snowmobile
owners. We have snowmobile booklets explaining
rules and regulations at the Ramsey Police Depart-
ment also. Stop by and pick one up.

WHAT'S HAPPENING AT
CITY HALL

Council met on November 11 and directed staff
to draft a policy that would indicate that the term for
which conditional use permits are issued will com-
menc~ on the date the permit is actually issued.
CounCil ~pproved the following: Leo Simon's request
to move In an a~cessory structure to his property at
17319 St: ~rancls ~Ivd.; 'vYaltek's site plan for a 40'
~ 40 addition to t~elr eXisting building at 14310 Sun-
fish Lake Blvd.; Bill Dubats' request for a conditional
use permi.t and site plan to construct and operate
a. self service storage facility on Ebony Street. Coun-
Cil adopted a policy indicating that all general public
requests that involve the time and labor of Ramsey's
c<:>ntracte.d ~ervices must be channeled through the
City Administrator to be sure the request is consis-
tent with Counc!l's policy regarding use of human
reso~rces and city budget. Council approved of Mr.
Raatlkka, Ramsey's commissioner on the Lower
~um River Wat~~ Management Organization, voting
In favor of acquIring legal defense and indemnifica-
tion of commissioners in that organization' Council
also directed that a letter be sent to Senator Gene
Merriam requesting funding assistance to cover
liability needs resulting from that State mandated
program. Council voted 4 to 1 to discontinue the
sewer and water project to serve properties south
of Hwy. #10 and dismissed condemnation of ease-
ment actions. Staff was directed to look into the
p~ssibility of relocating the Burlington Northern
railroad tracks away fro~ Hwy. #.10 to improve upon
the safety characteristics of railroad crossings in
Ramsey. Mr. Hartley reported that property owners
representatives of Burlington Northern and North
Fork, Inc. have met to consider the possibility of hav-
ing Puma Street dead end at 153rd and the railroad
crossing at Puma becoming private if and when the
Davton crossing is est~blished as a public crossing;
until the Daxton crossl~g is established as public,
North. Fork IS requesting use of it as a private
crossing.

Continued on
Page 4, Column 3
