<br />Residential growth is a sign of a city's vitality and
<br />in Ramsey that growth in 1986 was nearly three
<br />times what it was in 1980 and that figure has already
<br />been exceeded in 1987 to date.
<br />The City issued 50 residential building permits in
<br />1980; 145 in 1986; and surpassed that 1986 figure
<br />by the end of October, 1987 with the issuance of 168
<br />residential building permits to date.
<br />People are drawn to Ramsey by the choice and
<br />availability of wooded and/or lake and river front lots
<br />as well as 2.5 acre and larger parcels. The real plus
<br />is that these lots are lower in price compared to land
<br />in other suburban areas which offers the home buyer
<br />the opportunity to place more investment in the
<br />home than in the land.
<br />We would like to note that 5 Ramsey homes were
<br />featured in this year's Parade of Homes. Two of
<br />those 5, constructed by Custom Builders and Interior
<br />D.esig!1, Inc. and A.J. Parent Construction, were Reg-
<br />gie winners.

<br />WHAT'S HAPPENING AT
<br />CITY HALL
<br />
<br />Council met on October 20 and discussed the
<br />1988 budget, in particular increasing community
<br />education programs and adding a key communicator
<br />program. After much debate, Council passed a mo-
<br />tion by a 3 to 2 vote to not increase coummunity
<br />education program and not add a key com-
<br />municator program. Council consensus was to direct
<br />staff to draft an agreement indicating the city's in-
<br />tent to use tax increment revenues to extend sewer
<br />and water trunk to the proposed residential develop-
<br />ment, Ramsey Terrace Pond. Council approved
<br />retrofitting the city's tanker truck to accomodate ice
<br />rink flooding. It was reported to Council that after
<br />some research it has been determined that Council
<br />has gone on record as opposing expansion of the
<br />existing landfill facility and establishment of Site P;
<br />ther.e has .been no policy es~ablishe~ forbidding any
<br />bUSiness In Ramsey that might be Involved in solid
<br />waste abatement type activities. Council proceed-
<br />ed to discuss Waste Management of Minnesota,
<br />Inc.' s proposal for vertical expansion and develop-
<br />ment of a ski hill as an end use of the landfill; City
<br />Administrator Hartley and Council member Cox were
<br />directed to meet with Waste Management to refine
<br />the proposal. It was noted that Ham Lake is re-
<br />questing Ramsey's support of their resolution re-
<br />questing legislation that would indemnify local units
<br />of government from the liability that might occur as
<br />a result of land use regulations imposed by higher
<br />agencies; City Attorney Goodrich was directed to
<br />review Ham Lake's resolution and report back to
<br />Council.
<br />
<br />Council met on October 27 and granted final plat
<br />approval to Boser's Evergreen Estates consisting of
<br />SIX lots and located east of Variolite and north of
<br />171 st. Council approved Mr. Garnett Pettersen's re-
<br />quest for a minor subdivision to reconfigure a 1 and
<br />a 6 acre lot into a 2.5 and 4.5 acre lot on Ramsey
<br />Blvd. Final plat approval was granted to Tranby Ter-
<br />race which consists of 3 three acre parcels on 173rd
<br />and Armstrong Blvd. Staff was directed to draft a
<br />resolution for Council consideration indicating that
<br />it is not the responsibility of Ramsey's contracted
<br />vendors to provide professional services to the
<br />general public unless prior authorization is obtain-
<br />ed from the City Administrator and or City Council.
<br />Council discussed options for alignment of sewer
<br />and water mains south of Hwy. #10; consensus was
<br />that the most desirable alignment would be in the
<br />proposed Front Street alignment; with respect to the
<br />possible (;Osts for acquiring easements for the con-
<br />struction of the improvements, Council questioned
<br />the appaisor's figure of $25,OOO/acre land values
<br />when comparable sales have been reported at
<br />$1 ~,OOO - $11 ,OOO/acre; Council directed that the ap-
<br />pralsor be requested to approach Council to explain
<br />the basis on which his figures were formulated.
<br />Council authorized only the acquisition of easements
<br />portion of the trunk storm sewer improvement pro-
<br />ject to install storm sewer from the north side of Burl-
<br />ington Northern Railroad to the Mississippi River'
<br />Council directed that staff request Burlington Nor:
<br />them to waive their right-of-way permit fee. The
<br />Council authorized amending the development
<br />agreement with Plants and Things to grant a
<br />variance to blacktopping until the operator becomes
<br />the legal owner of the property; applying decorative
<br />facing to the new building is extended to June 30,
<br />1988; off-street loading will be provided on the north
<br />side of the subject building; the building will be us-
<br />ed for storage/warehouse/display purposes only.
<br />Council requested that the Park Commission recom-
<br />mend a policy establishing concessions rights at
<br />Central Park. Council approved the following im-
<br />provements at Central Park in 1987: electrical ser-
<br />vice for a warming house and hockey rink; 6" well;
<br />installation of phone service; two satellite toilets for
<br />four months; material for 12 warming house benches
<br />with labor donated; wood walkways; rubber matting
<br />for warming house; lease of a temporary warming
<br />house; hockey rink lighting; hockey goal nets with
<br />donated frames to be pursued. Council received the
<br />feasibility report for sewer and water between Sun-
<br />fish Lake Blvd. and Tungsten Street and schedul-
<br />ing a public hearing until a decision is made regar-
<br />ding alignment and easements. Council authorized
<br />a not-to-exceed expenditure of $1600 for the
<br />purhcase of a portable video player to be used in
<br />displaying the Ramsey video. Council implemented
<br />the Clean Indoor Air Act for the City of Ramsey
<br />Municipal Center. Terry Miller of Waste Manage-
<br />ment, Inc. was present requesting that their two year
<br />grading and excavating permit due to expire
<br />November 26, 1987 be extended to April 10, 1988
<br />to coincide with the date the permit was actually
<br />signed, April 10, 1986; Council scheduled a public
<br />hearing for November 10 regarding the request. Re-
<br />cent problems with truck traffic from Northfork were
<br />discussed and the City requested that Northfork ap-
<br />point one person to coordinate their traffic.
