If you have any problems with cable televIsIon, call the Quad CitieS <br />Cable Communications Commission at 421-6630. <br /> <br />WHAT'S HAPPENING AT <br />CITY HALL <br /> <br />Council met on July 28 and presented Jerry <br />Hamlet of the Ramsey Lions with a letter of commen- <br />dation for that organization's efforts in sponsoring <br />the 1987 Ramsey Community Picnic. Council also <br />presented Dale Henderson and Robert Bruns of the <br />Ramsey Jaycees with a letter of commendation for <br />that orgnization's efforts in the 1987 Ramsey Clean- <br />Up Day. City Engineer Raatikka state~ that per <br />Council direction of June 23, he reviewed the <br />possibility of continuing Dysprosium parallel to Cty. <br />Rd. #5 and connecting further west than originally <br />planned. Mr. Raatikka stated that in his review, it was <br />determined that paralleling Dysprosium to Cty. Rd. <br />#5 would require considerable justification in order <br />to be approved for MSA funds because then <br />Dysprosium would be serving the same function as <br />Cty. Rd. #5. Council moved to approve the original <br />proposal to connect Dysprosium to Cty. Rd. #5 at <br />a 90 degree angle approximately 500 feet west of <br />the intersection of Cty. Rd. #5 and Hwy. #47 and <br />authorized the City Engineer to prepare a right-of- <br />way plan. Council denied Mr. Mashuga's request for <br />a conditional use permit to keep a horse on less than <br />3 acres. Council tabled action on bids received for <br />building and grounds maintenance at City Hall until <br />August 11. Mr. Jim Franklin's request to cons~ruct <br />an advertising sign on Hwy. #10 was tabled until the <br />Highway #10 Corridor Study is completed. Mr. Dave <br />Mickelson received final plat approval of a minor sub- <br />division splitting Lot 5, Block 4, Gateway North In- <br />dustrial Park into two parcels. Council denied Ms. <br />Walsh's request to sell handcrafted items and col- <br />lectibles from her home. Council reviewed the status <br />of the grading and excavating operation at 149th and <br />Ramsey Blvd. and the issue of organic materials <br />brought onto the site; the City Engineer was directed <br />to work with Mr. Raudio to determine what soil cor- <br />rections are necessary to make the westerly portion <br />of that area where organic materials were buried <br />buildable and report back to Council on August 11. <br />Final plat approval was granted to Pine Cove which <br />consists of six 2.5 acre residential lots and is located <br />northeast of the intersection of Cty. Rd. #63 and <br />Variolite. Flintwood Hills 4th Addition also received <br />final plat approval and consists of 12 single family <br />lots with every two lots having a common access on- <br />to Dysprosium. With respect to Mr. Carson's sug- <br />gestion that tax increment revenues be used to ex- <br />tend sewer trunk for residential development north <br />of Ramsey Terrace, it was reported that State statute <br />would require that 20% of the units be affordable to <br />low and moderate income individuals. Mr. Carson <br />requested that the City research the possibility of ser- <br />ving this area via the City's first cab interceptor on <br />Hwy. #10. Council introduced an ordinance to in- <br />crease the fee received for waste accepted and <br />disposed of in Ramsey from $.15 to $.25 per cubic <br />yard. Council discussed the need for a civil defense <br />warning system in Ramsey and referred the matter <br />to the Budget Committee for review. Council <br />authorized proceeding with improvements at Cen- <br />tral Park that include parking area improvements, <br />hockey rinks, lighting, warming house and neces~ary <br />grading and turf; assistance in the form of matenals <br />and labor from various organizations is to be pur- <br />sued. Staff was directed to continue to negotiate for <br />easements for construction of the industrial sewer <br />and water project; in the meantime, condemnation <br />proceedings will be initiated in the event negotiations <br />for easements are unsuccessful. Mr. Hartley <br />reported that the new policy of the Metropolitan <br />Waste Control Commission with respect to Sewer <br />Availability Charges is to collect them only whe~ <br />there is access to a metro sewer system; Council <br />chose to request reimbursement for SAC charges <br />collected from properties not having access to a <br />metropolitan sewer system and rather than return <br />those SAC charges to the property owners, the City <br />will retain those funds and pay the SAC charges for <br />I those specific properties when they appropriately <br />L become due. Staff was directed to send a letter to <br />the County Engineer requesting the removal of trees <br /> <br />in the right-of-way at the intersection of Cty. Rd. #63 <br />and Variolite Street. Mr. Hartley reported that <br />MN/DoT has reviewed 167th between Cty. Rd. #5 <br />and Hwy. #47 and along with oth~r recommenda- <br />tions, indicated that they feel there IS not a substan- <br />tial need to reduce the speed limit in that area. Coun- <br />cil directed staff to take the necessary steps to have <br />the State install approaching intersection signing on <br />Hwy. #47, the City install 'stop ahead' signing on <br />167th, moving the power pole at 167th and Hwy. #47 <br />to the north and installing street lighting. Council also <br />directed staff to continue to press MNlDoT for a <br />reduced speed limit on 167th. Council .adopte~ a <br />resolution requesting that the State classify applica- <br />tion information associated with the Economic <br />Development Company's revolving loan fund as con- <br />fidential. Council ordered feasibility reports for the <br />extension of sewer and water to the Oakridge In- <br />dustrial Park and that area east of Sunfish Lake Blvd. <br />and south of Hwy. #10. Council adopted the 1988 <br />schedule for budget preparation and various <br />hearings. <br /> <br />Council met on August 11 and reviewed a draft ~ax <br />increment financing guideline/statement of policy <br />that will provide a framework in which th~ city may <br />review requests from developers for tax In~re":lent <br />financing assistance. The purpose ~f !he gUldelln~s <br />is to state in general terms t~e po.llcles of th~ city <br />regarding tax increment financing for pnvate <br />development, including the types of deve.lopment the <br />city may wish to encourage, the location of such <br />development and the types of assistance the city is <br />inclined to support. That draft has been .ordere~ to <br />be prepared in resolution form for Council adoption. <br />Council conducted a public hearing and approved <br />expanding Development District NO.1 and establish- <br />ment of Tax Increment Financing District No.4 to <br />include those parcels benefitting from the extension <br />of industrial utilities along the south side of Hwy. #10. <br />Council conducted a public hearing regarding the <br />use of Federal Revenue Sharing funds and tabled <br />a decision until the next Council meeting. It was <br />brought to Council's attention that there is an in- <br />dividual in Ramsey that is keeping a black bear on <br />his premises; neighbors have expressed a cc;mcern <br />for the safety of the area residents; staff was directed <br />to meet with the owner of the bear to try and come <br />to some agreeable arrangements for the keeping of <br />the bear that would address the concerns of <br />neighbors. Council discussed Northfolk's current ex- <br />cavation operation to create a man-made lake and <br />the status of the recommended truck route for that <br />operation. It was reported that ~s an ulti.mate solu- <br />tion to the current and future traffiC needs In that area <br />with respect to the safest railroad crossing, MN/DoT, <br />Anoka County and Burlington Northern would be <br />agreeable to development of a railroad crossing at <br />the old Dayton crossing provided the ~uma ~ross- <br />ing is closed. Council sc~eduled a public he~nng for <br />August 19 to obtain public comment regarding clos- <br />ing the Puma crossing. Final plat approval. ~as <br />granted to Pineview Estates Second Addition, <br />located on the south side of 149th and west of <br />Ramsey Blvd. The plat will consist of ten 2.5 acre <br />lots to be used for a combination of residential and <br />commercial/industrial uses, specifically home oc- <br />cupations. Council and Mr. Raudio reviewed a pro- <br />posed purchase agreement for property at 149th a~d <br />Ramsey Blvd. which includ~d remov~l of certain <br />organic materials from the site; <?ouncll tabl.ed a~y <br />action to allow Mr. Raudio more time to consider hIs <br />options. Public hearings were sche~ul~d regarding <br />the establishment of Development District No.2 and <br />Tax Increment Financing District NO.3 for August <br />25 and assessments for 1987 sealcoating projects <br />for September 8. Staff was authorized to advertise <br />for bids for upgrading 167th Avenue between Cty. <br />Rd. #5 and Jaspar Street. Council approved ~~. <br />Muhich's request for a metes and bounds subdiVI- <br />sion of 15 acre parcel located south of 161 st and <br />west of Armstrong Blvd. <br /> <br />427-1410 <br />427-1410 <br />421-5424 <br />427-1410 <br />427-1410 <br />427-5860 <br />427-1410 <br />427-4180 <br />427-1410 <br /> <br />COMMISSION MEETING NEWS <br /> <br />The Board of Adjustment met on July 23 and <br />tabled action on Mr. Garnett Pettersen's request for <br />a variance from thoroughfare setback requirements <br />in order to be able to construct a home on his parcel <br />located on the west side of Ramsey Blvd. The Board <br />granted a variance from thoroug.hfare s~tback re- <br />quirements to Mr. Bob Muller for his shopping center <br />being constructed on the southwest corner of 167th <br />Avenue and St. Francis Blvd. <br /> <br />The Park Commission met on July 9 and recom- <br />mended that the City require fees rather than land <br />to satisfy the City's park dedication requirements for <br />Ford Brook Estates Third Addition. The Commission <br />discussed the 1988 budget and moved to recom- <br />mend that one full-time person be hired for park <br />maintenance duties and the professional services <br />amount be increased in order to obtain assistance <br />in updating the Comprehensive ~ark Plan. The Co~- <br />mission discussed possible alignments for a trail <br />system in the City; Commissioner Shumway will con- <br />tact DNR to determine whether there. is money <br />available for the development of trail systems. The <br />Commission recommended that 'No Parking' signs <br />be installed on the north and south sides of 161 st <br />Avenue adjacent to Central Park. <br /> <br />The Planning and Zoning Commission met on <br />August 11 and recommended approval of Barton <br />Sand and Gravel's request for a conditional use per- <br />mit to extract aggregates from the western 38 acres <br />of the 78 acre parcel located north of Cty. Rd. #116, <br />east of Ramsey Blvd. and south of 149th Avenue. <br />Barton's original request included the establishment <br />of a bituminous asphalt plant on the site after ex- <br />cavation was complete. Barton has found a new pro- <br />posed site for this operation (the southeast portion <br />of the old Prestressed site). The Commission recom- <br />mended approval of Mr. Bauer's request for <br />preliminary plat approval of Ford Brook Estates 3rd <br />Addition and Mr. Muhich's request for a metes and <br />bounds subdivision of a 15 acre parcel south of <br />161 st. The Commission recommended that Mr. Pet- <br />tersen use the minor plat process to reconfigure two <br />of his existing parcels. <br /> <br />The Economic Development Commission met on <br />August 12 and appointed Commissioners Kurak, <br />Ippel and Fults to work with Mr. Raudio to arran!;1e <br />a City promotional booth at the annual Game Fair. <br />The Business Incubator Subcommittee has been do- <br />ing some research regarding current rent rates for <br />office/warehouse type space in the suburban areas; <br />the subcommittee will prepare some financial <br />scenarios for offering rent assistance as a form of <br />business incubation. Chairman Greenberg, Commis- <br />sioners Wagner and Gorecki will meet with Com- <br />munity Development Director Norris.to.outline Star <br />City tasks to be completed. Commissioners Ippel <br />and Kurak reported on the results of their meeting <br />with Metro Council regarding inaccuracy of statistics <br />where Ramsey is concerned; it was det~r~i~ed t~at <br />those statistics can be corrected and Justified With <br />a lot of the information that will be derived during <br />the star city process. <br /> <br />The Airport Commission met on August 12 and <br />reviewed responses to comments made at th~ July <br />29 public hearing regarding t.he. proposed ~Irport <br />zoning ordinance. The Commission also reviewed <br />a survey done by the Metro Council which reflects <br />Gateway North Airport's role in regional aviation <br />trends. They also scheduled a special meeting for <br />the following week to review Barton Sand and <br />Gravel's request for a conditional use permit to ex- <br />tract aggregates from their parcel located north of <br />Cty. Rd. #116, east of Ramsey Blvd. and south of <br />149th Avenue N.W. as it would relate to proposed <br />airport improvements. <br />
