One specific area will
be dealt with here. You will note that on Nowthen
Blvd., Sunfish Lake Blvd., and Ramsey Blvd., there
are large, visible signs which prohibit driving on the
shoulders of those highways (bicycles are permitted,
however). The shoulder is that paved portion of the
highway to the right of the solid white line, except
where there are marked right turn lane signs. Where
there are marked and signed right turn lanes, you
can drive into those lanes only for the purpose
of making a right turn. You cannot pass using the
area to the right of the aforementioned shoulder line.
But for too many drivers, the instant they see the left
turn signal of the vehicle ahead come on, they main-
tain their 50 or 55 m.p.h. (or higher) and instantly
wrench over to the right to pass the turning vehicle,
thereby saving 10 seconds of time, a micromeasure-
ment of brake pad, and perhaps a thimble full of
gasoline. Never mind that a pedestrian or bicyclist
may be using the paved shoulder and is screened
from the view of the passer by the left turning car!
Bicyclists and pedestrians use these paved
shoulders and do so expecting a degree of safety.
DON'T DRIVE ON THE PAVED SHOULDERS!
Shortly after this reminder is published, we are go-
ing to start tagging for this violation.

LAW CHANGES NOTICE
REQUIREMENTS FOR
CITY MEETINGS

Effective August 1, cities must comply with new
notice requirements for meetings. Cities should fill
out and keep a schedule at their main city offices
of their regularly scheduled council, planning com-
mission, park board, or other commission or board
meetings. Special meetings must be preceded by
three-day posted notice as well as three-day mailed
notice to any person requesting particular notice of
special meeting. As an alternative to posted and
mailed notice for special meetings, cities may pro-
vide three-day published notice of their special
meeting.
Emergency meetings may be called on less than
three days notice for any matter which, in the judg-
ment of the public body, requires immediate con-
sideration. The only requirement for calling
emergency meetings is to make good faith efforts
to provide notice to any news medium (newspapers,
radio, television, etc.) that has requested notification.
No posting or publication is necessary.

A WORD FROM YOUR
TREE INSPECTOR

GYPSY MOTHS KEPT UNDER CONTROL IN
MINNESOT A:
Last month I received a call from a Ramsey resident
asking about a cardboard trap fixed to a tree in his
yard. It was a trap for Gypsy Moths. The Minnesota
Department Agriculture, U.S. Department of
Agriculture and Minnesota Department of Natural
Resources are cooperating on a Gypsy Moth detec-
tion, trapping and eradication program.

In the eastern United States, 2.4 million acres were
defoliated last year by the Gypsy Moth larva (cater-
pillar) feeding on leaves. The creature prefers oak,
basswood and birch leaves but also attacks pine,
spruce and other softwoods.

The egg-masses of these insects can hitchhike here
on things that are used or stored outdoors like lawn
furniture, trailers, etc. that belong to people moving
here from the eastern U.S.

Since the late 1970's, over 7,000 traps per year have
been placed in the 7 county metro area. This year
302 adult moths were taken from these traps. All but
3 were taken from an area near an Anoka County
household that had moved here from Pennsylvania
several years ago.

Gypsy moth caterpillars hatch in May and can be
recognized by the five pair of raised blue spots and
six pair of red spots on their back. The caterpillars
feed only at night until they are almost ready to
pupate, and then they feed 24 hours a day. Adult
moths emerge from that pupal stage 10-14 days
later. The males are brown and black and strong
fliers; they are attracted to the cream-colored
females that are too heavy to fly. Soon after mating,
the female deposits 75-750 eggs in a single cluster
and then dies.

Don Willeke, Chairman of the State Shade Tree Ad-
visory Committee, points to this small but effective
program which has cost the State about $300,000
over the last four years. "The environmental disaster
that is being prevented, and the millions of dollars
that are being saved for both the state and private
landowners, justifies the cost." Concerns or complaints about Cable TV
may be addressed to Terry O'Connell at 421-6630.

NEWS FROM ANOKA COUNTY

EXTENSION SERVICE

RAMSEY RESIDENT

RECEIVES SCHOLARSHIP

Shelly McLean of Ramsey and Kathleen Linder of
Fridley each received a $500 scholarship from the
Anoka County Extension Home Study Groups.
Those pursuing a Home Economics related occupa-
tion are eligible for these scholarships.
