<br />Minnesota Statutes regulate passing on the right-
<br />hand side of a turning vehicle. One specific area will
<br />be dealt with here. You will note that on Nowthen
<br />Blvd., Sunfish Lake Blvd., and Ramsey Blvd., there
<br />are large, visible signs which prohibit driving on the
<br />shoulders of those highways (bicycles are permitted,
<br />however). The shoulder is that paved portion of the
<br />highway to the right of the solid white line, except
<br />where there are marked right turn lane signs. Where
<br />there are marked and signed right turn lanes, you
<br />can drive into those lanes only for the purpose
<br />of making a right turn. You cannot pass using the
<br />area to the right of the aforementioned shoulder line.
<br />But for too many drivers, the instant they see the left
<br />turn signal of the vehicle ahead come on, they main-
<br />tain their 50 or 55 m.p.h. (or higher) and instantly
<br />wrench over to the right to pass the turning vehicle,
<br />thereby saving 10 seconds of time, a micromeasure-
<br />ment of brake pad, and perhaps a thimble full of
<br />gasoline. Never mind that a pedestrian or bicyclist
<br />may be using the paved shoulder and is screened
<br />from the view of the passer by the left turning car!
<br />Bicyclists and pedestrians use these paved
<br />shoulders and do so expecting a degree of safety.
<br />DON'T DRIVE ON THE PAVED SHOULDERS!
<br />Shortly after this reminder is published, we are go-
<br />ing to start tagging for this violation.

<br />LAW CHANGES NOTICE
<br />REQUIREMENTS FOR
<br />CITY MEETINGS
<br />
<br />Effective August 1, cities must comply with new
<br />notice requirements for meetings. Cities should fill
<br />out and keep a schedule at their main city offices
<br />of their regularly scheduled council, planning com-
<br />mission, park board, or other commission or board
<br />meetings. Special meetings must be preceded by
<br />three-day posted notice as well as three-day mailed
<br />notice to any person requesting particular notice of
<br />special meeting. As an alternative to posted and
<br />mailed notice for special meetings, cities may pro-
<br />vide three-day published notice of their special
<br />meeting.
<br />Emergency meetings may be called on less than
<br />three days notice for any matter which, in the judg-
<br />ment of the public body, requires immediate con-
<br />sideration. The only requirement for calling
<br />emergency meetings is to make good faith efforts
<br />to provide notice to any news medium (newspapers,
<br />radio, television, etc.) that has requested notification.
<br />No posting or publication is necessary.

<br />GYPSY MOTHS KEPT UNDER CONTROL IN
<br />MINNESOT A:
<br />Last month I received a call from a Ramsey resident
<br />asking about a cardboard trap fixed to a tree in his
<br />yard. It was a trap for Gypsy Moths. The Minnesota
<br />Department Agriculture, U.S. Department of
<br />Agriculture and Minnesota Department of Natural
<br />Resources are cooperating on a Gypsy Moth detec-
<br />tion, trapping and eradication program.
<br />
<br />In the eastern United States, 2.4 million acres were
<br />defoliated last year by the Gypsy Moth larva (cater-
<br />pillar) feeding on leaves. The creature prefers oak,
<br />basswood and birch leaves but also attacks pine,
<br />spruce and other softwoods.
<br />
<br />The egg-masses of these insects can hitchhike here
<br />on things that are used or stored outdoors like lawn
<br />furniture, trailers, etc. that belong to people moving
<br />here from the eastern U.S.
<br />
<br />Since the late 1970's, over 7,000 traps per year have
<br />been placed in the 7 county metro area. This year
<br />302 adult moths were taken from these traps. All but
<br />3 were taken from an area near an Anoka County
<br />household that had moved here from Pennsylvania
<br />several years ago.
<br />
<br />Gypsy moth caterpillars hatch in May and can be
<br />recognized by the five pair of raised blue spots and
<br />six pair of red spots on their back. The caterpillars
<br />feed only at night until they are almost ready to
<br />pupate, and then they feed 24 hours a day. Adult
<br />moths emerge from that pupal stage 10-14 days
<br />later. The males are brown and black and strong
<br />fliers; they are attracted to the cream-colored
<br />females that are too heavy to fly. Soon after mating,
<br />the female deposits 75-750 eggs in a single cluster
<br />and then dies.
<br />
<br />Don Willeke, Chairman of the State Shade Tree Ad-
<br />visory Committee, points to this small but effective
<br />program which has cost the State about $300,000
<br />over the last four years. "The environmental disaster
<br />that is being prevented, and the millions of dollars
<br />that are being saved for both the state and private
<br />landowners, justifies the cost." (*)

<br />CABLE TV NEWS
<br />
<br />On October 1, North Central Cable TV will begin
<br />installing the new ANI Telephone Answering System.
<br />One of the features of this system is "call-routing".
<br />This feature allows the customer to route his call,
<br />via the touch tone keypad, to the proper department.
<br />For example, once you reach North Central with
<br />the 483-9999 number a recorded message will tell
<br />you which number to press to route your call for a
<br />pay-per-view, or a disconnect, or a service complaint,
<br />or a question about your bill.
<br />Customers are being put "on-hold" for a long time
<br />and this is a concern of the Cable Company.
<br />Hopefully, the situation will be corrected in the near
<br />future.

<br />the third Thursday of the month, 5 P.M., at the Anoka
