COMMISSION MEETING NEWS

Planning and Zoning Commission met on June
2 and conducted public hearings regarding Mr. Larry
Rudesill's request to use a temporary structure for
office space to sell automobiles in the Business
District; Mr. Robert Mashuga's request to keep a
horse on less than 3 acres; preliminary plat ap-
provals for Mr. Boser's Evergreen Estates and Mr.
Menkveld's Pine Cove. The Commission recom-
mended approval of Larry Rudesill's request for tem-
porary office space and preliminary plats for
Evergreen Estates and Pine Cove. The Commission
abled Mr. Mashuga's request for further review. The
Commission recommended site plan approval for a
Domino's Pizza next to Tom Thumb by Ryan Con-
struction and a new building on 147th and Armstrong
Blvd. for Builders Sound and Security. The Commis-
sion recommended that Mr. Menkveld proceed with
the minor subdivision process to create Ramsey
HY-10 3rd Addition from Ramsey HY-10 2nd
Addition.
Planning and Zoning Commission and the
Economic Development Commission conducted
a joint meeting on June 9 to discuss the possibili-
ty of extending sewer and water north of Magnesium
Street to accommodate future residential develop-
ment. The Commissions recommended that the Ci-
ty consider participating in the extension of those
utilities using tax increment financing. The Commis-
sion suggested that the City not proceed with any
projects until adjacent property owners are commit-
ted to development.

The Economic Development Commission met on
June 10 and it was directed that a fact sheet be
prepared that existing and prospective businesses
can refer to that outlines what City, State and Federal
assistance programs are available; the criteria for
qualifying for each of those program; and examples
of how those program have been used in Ramsey.
The Commission discussed Council's denial of a
residence to be constructed as a second story to
Chips on 10 and Mr. Greenberg and Mr. Ippel
volunteered to meet with Mr. Lundeen to further ex-
plain reasons for the denial and inform Mr. Lundeen
of other options and assistance programs available
to him in Ramsey. It was determined to again meet
with Anoka to make sure their proposed road align-
ment from Thurston Avenue west to Ramsey's
border coordinates with Ramsey's proposed road
alignment in that industrial park area.

The Airport Commission met on June 10 and
discussed the current status of the airport zoning
process. MnIDoT has approved the contract with
Hakanson/Anderson for the environmental assess-
ment study and is waiting for the City to formally re-
quest their participation in the cost of that study.

The Park and Recreation Commission met on
May 14 and recommended that Council proceed
with the following improvements: Central Park - War-
ming house, expand parking area, two hockey rinks
with lights, an additional athletic field and football
goal posts; Titterud Park - lights for tennis courts;
Ramsey School - participation in the cost of new
GOT SOMETHING TO SAY?

Remember Citizen Input. The Ramsey City Coun-
cil, Economic Development Commission, Park
Board, Planning and Zoning Commission, Airport
Commission and Charter Commission all have a
"Citizen Input" time set aside at the beginning of
each meeting. "Citizen Input" permits citizens to ad-
dress Councilor Commissions without first having
to get on the agenda.
If you have something that you would like to bring
to the attention of Councilor Commissions, don't
forget "Citizen Input".

A WORD FROM YOUR
TREE INSPECTOR

In past editions of this column we have address-
ed tree disease control problems, soil building, land-
scaping, sustainable maintenance practices and
open fire permit. Related to these issues is the
management of organic solid wastes generated by
households.
Consider that government, industries and the
citizenry are concerned with local and comprehen-
sive solutions to waste management and solid waste
abatement. Most everyone takes for granted our
legacy of clean air and water. However, there is an
increasing awareness of the need to more actively
protect and preserve these vital resources for future
generations by eliminating as much solid waste from
landfilling as possible.
We can help ourselves and our living environment
by becoming more self-reliant in the individual
management of our organic household waste (fruit
and vegetable rinds, etc.) and yard debris (leaves,
grass clippings, etc). By composting these materials,
we can abate a problem and create a useful by-
product from materials that would otherwise be
landfilled.
Composted organic debris becomes humus, a
nutrient-rich soil amendment for flower and food
gardens, potting soil and for lawn and tree feeding.
Here in Ramsey our sandy soil lacks organic matter
and is commonly rather acidic.
By composting we could remove up to 12% - 20%
from our local waste stream presently being land-
filled. Composting can be a convenient, low cost
technique for individuals to participate in the solid
waste abatement effort.
If you don't want to build your own compost pile
or have a "wild" zone on your property, perhaps you
could organize or join a neighborhood effort.
Neighborhoods may wish to consider the conve-
nience of a neighborhood-owned leaf-limb chipper
and shredder to create wood chip mulch for your
favorite tree or a biodegradable surface for pathways
in pards or natural zones. By composting certain
organic materials, we can lower our maintenance
costs, lessen our burning and divert this part of the
waste cycle into a use, as well as abating the cen-
tralized volume in the landfill.
This is a remedy within our reach and it only relies
on our resolve and willingness to "practice what we
preach" .

WHAT'S HAPPENING AT
CITY HALL

Council met on May 26 and conducted a public
hearing and approved Mr. Menkveld and Mr.
Raudio's request for a conditional use permit to
grade and excavate property located south of 149th
and west of Cty. Rd. #56. A number of residents of
Whispering Pines were present to state their
displeasure with the truck traffic on 153rd and Arm-
strong Blvd. created by L&G Rehbein obtaining a
conditional use permit from the City to grade and ex-
cavate to create a man-made lake in Northfork. The
Northfork Project Manager and Council felt that use
of the railroad crossing at the Northfork Design
Center and Highway #10 would have much less of
an impact on existing neighborhoods. Council
directed city staff to formally request that Burlington
Northern reinstate the crossing at the Design Center
and Highway 10. Council accepted L&G Rehbein's
offer to amend the hours of operation on their con-
ditional use permit from 6:00 a.m. - 10:00 p.m. to
6:00 a.m. - 6:00 p.m. until an alternate access is
designated to the Northfork project area. Council
denied Mr. Duane Lundeen's request to utilize the
second story of a proposed expansion to Chips on
10 as a family residence. Council moved to adver-
tise for bids for the following park improvements:
Central Park - 2 hockey rinks, additional athletic field,
expansion of parking area, lighting for hockey rinks
and goal posts for athletic field; Titterud Park - Lights
for tennis courts. It was noted that no construction
on the above improvements shall take place until the
Park Commission and Council have agreed upon an
ultimate layout for Central Park including a
design/location for a multipurpose building at that
park. Mr. Dave Bawden was present representing
Ramsey Advisory Council and requesting City par-
ticipation in the amount of $13,000 for the purchase
of new playground equipment at Ramsey School.
Council tabled a decision until June 9 and during the
interim the School District would be contacted regar-
ding increasing their proposed level of participation
($12,000). Police Chief Auspos and Community
Education Directors from Ramsey, Andover and
Anoka were present to review plans for the Ramsey
Community Education program and the possibility
of initiating a key communicator program in Ramsey;
Council forwarded the issue to the City's Budget
Committee for review. Council approved a metes
and bounds subdivision for John Goeb. Council
awarded the street improvement contract for 149th
Avenue to Ideal Paving; set a public hearing date
for street improvements in Hunter's Hill. Residents
of Flintwood were present requesting information
regarding recent county/city discussion about how
to connect Dysprosium Steet to Hwy. #47, Cty. Rd.
#5, or both and a subsequent connection to Thurston
Avenue and the resulting traffic flows. Council
directed the City Engineer to prepare right-of-way ac-
quisition plans to upgrade Dysprosium to county
standards (for info~mation purposes) and to evaluate
other alternatives for the realignment of Hwy. #47.
Council met on May 28 and after a lengthy discus-
sion regarding the proposed restrictive covenants,
Council approved the preliminary development plan
of Pineview Estates Second Addition. This PUD is
requested by Mr. Art Raudio and Mr. Gilbert
Menkveld and is proposed to be developed with
residential uses on the front part of the lots and in-
dustrial/commercial uses on the rear portion of the
lot.
Council met on June 9 and conducted a public
hearing and approved modifications to tax increment
plans for Tax Increment Financing District #1. Dick
Treptow of Springsted, Inc. was present with recom-
mendations for the issuance of 3 bonds for tax in-
crement projects in River's Bend, River's Bend
Plaza, Oxbow Addition, Flintwood 2nd and 3rd Ad-
ditions, the Industrial Park and Muller's Rum River
Project. Council adopted resolutions providing for
the sale and issuance of those bonds. Merland Otto
of Hakanson/Anderson was present to review alter-
native layouts for Central Park that include either one
or two park buildings. Council preferred a layout that
included a warming house and a separate multi-
purpose park center building. Council committed to
contributing $9,000 towards new playground equip-
ment at Ramsey School. Council approved the
following expenditures: $735 for electrical service im-
prove~ents at Central Park; $780 for a '/2 page ad
regarding Ramsey in an advertising mailer to be
distributed throughout the northern metro area.
Council approved advertising for bids for 1987
sealco~ting projects and bids will be considered by
CounCil on June 23. Council awarded construction
of sewer and water in the Industrial area to S.J. Louis
Construction. Council approved a minor subdivision
to create Hwy. 10 Ramsey 3rd Addition in the vicini-
ty of 147th Avenue and Armstrong and a site plan
review for a new building north of 147th, west of Arm-
strong, for Builders Sound and Security. Bud
Sauter's revised grading plan was approved.
