Articles to be included in the <br />newsletter must be submitted to the newsletter coor- <br />dinator at the Ramsey Municipal Center by the 10th <br />of each month. <br /> <br />Sylvia Frolik <br />Ramsey Resident Coordinator <br />15153 Nowthen Blvd. N.W. <br />Ramsey, Minnesota 55303 <br />427-1410 <br /> <br />COMMISSION MEETING NEWS <br /> <br />Planning and Zoning Commission met on June <br />2 and conducted public hearings regarding Mr. Larry <br />Rudesill's request to use a temporary structure for <br />office space to sell automobiles in the Business <br />District; Mr. Robert Mashuga's request to keep a <br />horse on less than 3 acres; preliminary plat ap- <br />provals for Mr. Boser's Evergreen Estates and Mr. <br />Menkveld's Pine Cove. The Commission recom- <br />mended approval of Larry Rudesill's request for tem- <br />porary office space and preliminary plats for <br />Evergreen Estates and Pine Cove. The Commission <br />abled Mr. Mashuga's request for further review. The <br />Commission recommended site plan approval for a <br />Domino's Pizza next to Tom Thumb by Ryan Con- <br />struction and a new building on 147th and Armstrong <br />Blvd. for Builders Sound and Security. The Commis- <br />sion recommended that Mr. Menkveld proceed with <br />the minor subdivision process to create Ramsey <br />HY-10 3rd Addition from Ramsey HY-10 2nd <br />Addition. <br />Planning and Zoning Commission and the <br />Economic Development Commission conducted <br />a joint meeting on June 9 to discuss the possibili- <br />ty of extending sewer and water north of Magnesium <br />Street to accommodate future residential develop- <br />ment. The Commissions recommended that the Ci- <br />ty consider participating in the extension of those <br />utilities using tax increment financing. The Commis- <br />sion suggested that the City not proceed with any <br />projects until adjacent property owners are commit- <br />ted to development. <br /> <br />The Economic Development Commission met on <br />June 10 and it was directed that a fact sheet be <br />prepared that existing and prospective businesses <br />can refer to that outlines what City, State and Federal <br />assistance programs are available; the criteria for <br />qualifying for each of those program; and examples <br />of how those program have been used in Ramsey. <br />The Commission discussed Council's denial of a <br />residence to be constructed as a second story to <br />Chips on 10 and Mr. Greenberg and Mr. Ippel <br />volunteered to meet with Mr. Lundeen to further ex- <br />plain reasons for the denial and inform Mr. Lundeen <br />of other options and assistance programs available <br />to him in Ramsey. It was determined to again meet <br />with Anoka to make sure their proposed road align- <br />ment from Thurston Avenue west to Ramsey's <br />border coordinates with Ramsey's proposed road <br />alignment in that industrial park area. <br /> <br />The Airport Commission met on June 10 and <br />discussed the current status of the airport zoning <br />process. The Ramsey City Coun- <br />cil, Economic Development Commission, Park <br />Board, Planning and Zoning Commission, Airport <br />Commission and Charter Commission all have a <br />"Citizen Input" time set aside at the beginning of <br />each meeting. "Citizen Input" permits citizens to ad- <br />dress Councilor Commissions without first having <br />to get on the agenda. <br />If you have something that you would like to bring <br />to the attention of Councilor Commissions, don't <br />forget "Citizen Input". <br /> <br />A WORD FROM YOUR <br />TREE INSPECTOR <br /> <br />In past editions of this column we have address- <br />ed tree disease control problems, soil building, land- <br />scaping, sustainable maintenance practices and <br />open fire permit. Related to these issues is the <br />management of organic solid wastes generated by <br />households. <br />Consider that government, industries and the <br />citizenry are concerned with local and comprehen- <br />sive solutions to waste management and solid waste <br />abatement. Most everyone takes for granted our <br />legacy of clean air and water. However, there is an <br />increasing awareness of the need to more actively <br />protect and preserve these vital resources for future <br />generations by eliminating as much solid waste from <br />landfilling as possible. <br />We can help ourselves and our living environment <br />by becoming more self-reliant in the individual <br />management of our organic household waste (fruit <br />and vegetable rinds, etc.) and yard debris (leaves, <br />grass clippings, etc). By composting these materials, <br />we can abate a problem and create a useful by- <br />product from materials that would otherwise be <br />landfilled. <br />Composted organic debris becomes humus, a <br />nutrient-rich soil amendment for flower and food <br />gardens, potting soil and for lawn and tree feeding. <br />Here in Ramsey our sandy soil lacks organic matter <br />and is commonly rather acidic. <br />By composting we could remove up to 12% - 20% <br />from our local waste stream presently being land- <br />filled. Composting can be a convenient, low cost <br />technique for individuals to participate in the solid <br />waste abatement effort. <br />If you don't want to build your own compost pile <br />or have a "wild" zone on your property, perhaps you <br />could organize or join a neighborhood effort. <br />Neighborhoods may wish to consider the conve- <br />nience of a neighborhood-owned leaf-limb chipper <br />and shredder to create wood chip mulch for your <br />favorite tree or a biodegradable surface for pathways <br />in pards or natural zones. By composting certain <br />organic materials, we can lower our maintenance <br />costs, lessen our burning and divert this part of the <br />waste cycle into a use, as well as abating the cen- <br />tralized volume in the landfill. <br />This is a remedy within our reach and it only relies <br />on our resolve and willingness to "practice what we <br />preach" . <br /> <br />WHAT'S HAPPENING AT <br />CITY HALL <br /> <br />Council met on May 26 and conducted a public <br />hearing and approved Mr. Menkveld and Mr. <br />Raudio's request for a conditional use permit to <br />grade and excavate property located south of 149th <br />and west of Cty. Rd. #56. A number of residents of <br />Whispering Pines were present to state their <br />displeasure with the truck traffic on 153rd and Arm- <br />strong Blvd. created by L&G Rehbein obtaining a <br />conditional use permit from the City to grade and ex- <br />cavate to create a man-made lake in Northfork. The <br />Northfork Project Manager and Council felt that use <br />of the railroad crossing at the Northfork Design <br />Center and Highway #10 would have much less of <br />an impact on existing neighborhoods. Council <br />directed city staff to formally request that Burlington <br />Northern reinstate the crossing at the Design Center <br />and Highway 10. Council accepted L&G Rehbein's <br />offer to amend the hours of operation on their con- <br />ditional use permit from 6:00 a.m. - 10:00 p.m. to <br />6:00 a.m. - 6:00 p.m. until an alternate access is <br />designated to the Northfork project area. Council <br />denied Mr. Duane Lundeen's request to utilize the <br />second story of a proposed expansion to Chips on <br />10 as a family residence. Council moved to adver- <br />tise for bids for the following park improvements: <br />Central Park - 2 hockey rinks, additional athletic field, <br />expansion of parking area, lighting for hockey rinks <br />and goal posts for athletic field; Titterud Park - Lights <br />for tennis courts. It was noted that no construction <br />on the above improvements shall take place until the <br />Park Commission and Council have agreed upon an <br />ultimate layout for Central Park including a <br />design/location for a multipurpose building at that <br />park. Mr. Dave Bawden was present representing <br />Ramsey Advisory Council and requesting City par- <br />ticipation in the amount of $13,000 for the purchase <br />of new playground equipment at Ramsey School. <br />Council tabled a decision until June 9 and during the <br />interim the School District would be contacted regar- <br />ding increasing their proposed level of participation <br />($12,000). Police Chief Auspos and Community <br />Education Directors from Ramsey, Andover and <br />Anoka were present to review plans for the Ramsey <br />Community Education program and the possibility <br />of initiating a key communicator program in Ramsey; <br />Council forwarded the issue to the City's Budget <br />Committee for review. Council approved a metes <br />and bounds subdivision for John Goeb. Council <br />awarded the street improvement contract for 149th <br />Avenue to Ideal Paving; set a public hearing date <br />for street improvements in Hunter's Hill. Residents <br />of Flintwood were present requesting information <br />regarding recent county/city discussion about how <br />to connect Dysprosium Steet to Hwy. #47, Cty. Rd. <br />#5, or both and a subsequent connection to Thurston <br />Avenue and the resulting traffic flows. Council <br />directed the City Engineer to prepare right-of-way ac- <br />quisition plans to upgrade Dysprosium to county <br />standards (for info~mation purposes) and to evaluate <br />other alternatives for the realignment of Hwy. #47. <br />Council met on May 28 and after a lengthy discus- <br />sion regarding the proposed restrictive covenants, <br />Council approved the preliminary development plan <br />of Pineview Estates Second Addition. This PUD is <br />requested by Mr. Art Raudio and Mr. Gilbert <br />Menkveld and is proposed to be developed with <br />residential uses on the front part of the lots and in- <br />dustrial/commercial uses on the rear portion of the <br />lot. <br />Council met on June 9 and conducted a public <br />hearing and approved modifications to tax increment <br />plans for Tax Increment Financing District #1. Dick <br />Treptow of Springsted, Inc. was present with recom- <br />mendations for the issuance of 3 bonds for tax in- <br />crement projects in River's Bend, River's Bend <br />Plaza, Oxbow Addition, Flintwood 2nd and 3rd Ad- <br />ditions, the Industrial Park and Muller's Rum River <br />Project. Council adopted resolutions providing for <br />the sale and issuance of those bonds. Merland Otto <br />of Hakanson/Anderson was present to review alter- <br />native layouts for Central Park that include either one <br />or two park buildings. Council preferred a layout that <br />included a warming house and a separate multi- <br />purpose park center building. Council committed to <br />contributing $9,000 towards new playground equip- <br />ment at Ramsey School. Council approved the <br />following expenditures: $735 for electrical service im- <br />prove~ents at Central Park; $780 for a '/2 page ad <br />regarding Ramsey in an advertising mailer to be <br />distributed throughout the northern metro area. <br />Council approved advertising for bids for 1987 <br />sealco~ting projects and bids will be considered by <br />CounCil on June 23. Council awarded construction <br />of sewer and water in the Industrial area to S.J. Louis <br />Construction. Council approved a minor subdivision <br />to create Hwy. 10 Ramsey 3rd Addition in the vicini- <br />ty of 147th Avenue and Armstrong and a site plan <br />review for a new building north of 147th, west of Arm- <br />strong, for Builders Sound and Security. Bud <br />Sauter's revised grading plan was approved. <br />
