<br />
<br />Planning and Zoning Commission met on April
<br />23 and recommended that Mr. Boser's proposed
<br />subdivision of a 20 acre parcel located east of
<br />Variolite Street NW between 171 st and 173rd
<br />Avenue NW and Mr. Menkveld's subdivision of 16
<br />acres located south of Cty. Rd. #63 and northeast
<br />of the Variolite and Cty. Rd. #63 intersection proceed
<br />to preliminary plat stage. The Commission recom-
<br />mended Council approval of Mr. Menkveld's request
<br />for preliminary development plan review for a plann-
<br />ed unit development of residential/home occupa-
<br />tions. The Commission recommended approval of
<br />Mr. Dryden's minor subdivision of a 20 acre parcel
<br />located south of Cty. Rd. #64. The Commission
<br />recommended that City Council adopt amendments
<br />to the Zoning Ordinance that would eliminate fenc-
<br />ing of drainage ponds, require blacktop or concrete
<br />for off-street parking and require certified site plans
<br />for commercial and industrial proposals. It was
<br />recommended that City Council appoint Mr. Ben
<br />Deemer to serve on the Planning and Zoning Com-
<br />mission. The Commission recommended that Coun-
<br />cil approve Bladholm Company's request for a metes
<br />and bounds subdivision to exclude a small cemetery
<br />from the former Prestressed property.

<br />Planning and Zoning Commission met on May 5
<br />and recommended approval of Duane Lundeen's re-
<br />quest for a conditional use permit to construct a 40'
<br />x 60' addition to their existing restaurant structure
<br />at 6710 Hwy. #10 with the upper story of the struc-
<br />ture proposed for residential use. The Commission
<br />recommended approval of Mr. John Goeb's request
<br />for a metes and bounds subdivision of a 30 acre
<br />parcel west of Cty. Rd. #5, south of 173rd. Mr. Dick
<br />Carson was present requesting concept review of
<br />a proposed residential development north of
<br />Magnesium Street NW, west of Ramsey Terrace,
<br />that would be developed with municipal sewer and
<br />water; Planning and Zoning recommended that Mr.
<br />Carson discuss his proposal with adjacent property
<br />owners. Chairman Peterson resigned from the
<br />Commission.

<br />The Economic Development Commission met on
<br />May 13 and Dick Carson was present requesting
<br />concept review for a residential development north
<br />of Magnesium Street that he would like to develop
<br />with municipal sewer and water with the City's
<br />assistance. The Commission discussed possible
<br />sewer and water pipe alignments that would accom-
<br />modate Mr. Carson's and future development. A mo-
<br />tion passed to schedule a joint meeting of the
<br />Economic Development Commission, Planning and
<br />Zoning, City Engineer, City Planner, Dick Carson
<br />and other interested surrounding property owners
<br />to discuss long range planning for the extension of
<br />utilities north of Industry Avenue. The Commission
<br />recommended that Council hire a community
<br />development intern to accomplish certain Star City
<br />tasks. Bernie Vevea, Darryl Fults and Steve Gorecki
<br />were appointed to coordinate the establishment of
<br />an MSA road connecting Ramsey and Anoka's in-
<br />dustrial areas.

<br />Citizens,
<br />Do not prune or injure the living bark on your Oak
<br />trees. This is the season when the wilt fungus is most
<br />virulent and spores can colonize, especially in the
<br />Red Oaks.
<br />If you have wilting oaks, the sap from the dead
<br />and dying trees can pass through overlapping roots
<br />of adjoining oaks and infect them. These "root
<br />grafts" must be interrupted by trenching 20"-30"
<br />deep to prevent spore transfer through the sap or
<br />adjoining trees must be cut to sanitize a zone of
<br />transfer.
<br />The Minnesota Extension Service at 550 Bunker
<br />Lake Blvd. has pamphlets available entitled "Oak
<br />Wilt" that you can obtain free of charge by calling
<br />755-1280. The City has also ordered a supply of
<br />pamphlets entitled "Oak Wilt In Minnesota" and
<br />those should be available at City Hall by the end of
<br />May.
<br />Our neighbors, ourselves and future citizens of
<br />Ramsey will have us to thank or wonder about. Our
<br />tree decisions today are shaping Ramsey's urban
<br />forest 40, 80 years down the road. Our time, our
<br />cooperation, our money, our knowledge and sun-

<br />There's value to your fallen leaves and grass clip-
<br />pings when you bring them free of charge to the
<br />Bunker Hills Composting Site.
<br />Composting yard waste reduces the burden on
<br />landfills. Currently up to 30% of residential waste
<br />hauled to landfills each spring, summer and fall is
<br />leaves and grass. Bring this yard waste to Bunker
<br />Hills instead and save the extra cost some garbage
<br />haulers may charge for additional bags.
<br />Composting creates a valuable resource by
<br />naturally turning yard waste into humus, a dark ear-
<br />thy part of the soil. Compost is an excellent soil con-
<br />ditioner. As mulch, it discourages weed growth and
<br />reduces watering needs. Compost made at Bunker
<br />Hills will be free to Anoka County residents. It should
<br />be available for your home gardening use as early
<br />as next fall.

<br />Simply bring your leaves and grass clippings to
<br />the composting site. Dump the yard waste and take
<br />your containers or bags home again. Please do not
<br />bring brush, branches or garbage. Diseased trees
<br />can be brought to this site for a nominal fee (no
<br />stumps, please).
<br />If you have any questions, please call the Anoka
<br />County Parks Department, 757-3920. You can also
<br />call this number next fall to check on the availability
<br />of free compost.

<br />WHAT'S HAPPENING AT
<br />CITY HALL
<br />
<br />Council met on April 14 and conducted a public
<br />hearing regarding proposed street improvements to
<br />167th Avenue N.W. between Cty. Rd. #5 and Jasper
<br />Street N.W. A resolution was adopted requesting
<br />Anoka County to conduct a review of safety
<br />characteristics of Cty. Rd. #56 and take positive ac-
<br />tion to protect the health, safety and welfare of the
<br />public. Council ordered preparation of plans for the
<br />extension of sewer and water to the Industrial area.
<br />Council approved entering into an agreement with
<br />Hakanson/Anderson Engineering for professional
<br />services relating to Phase" of the Airport Master
<br />Plan Study. Direction was given to proceed to apply
<br />for LAWCON funds for improvements to River's
<br />Bend Park. Council received a petition opposing
<br />sealcoating in Sorteberg's Addition.
<br />Council and Planning and Zoning Commission
<br />met on April 14 and discussed cul-de-sac aspects
<br />like length, origin, limiting households on, temporary
<br />or permanent and multiple accesses to plats. The
<br />issue of pole buildings was also discussed.
<br />Council met on April 28 and reviewed possible
<br />alignments for realigning Hwy. #47; the case was
<br />tabled. Council granted concept approval to the pro-
<br />posed realignment of Cty. Rd. #83 from the intersec-
<br />tion of 173rd Avenue NW and Baugh Street NW to
<br />the intersection of Cty. Rd. #83 and Rabbit Street
<br />NW. Council adopted a policy for the use of Rum
<br />River and Mississippi River taxing district revenues.
<br />Council denied Mr. Ostlund's request to operate an
<br />electrical contracting business from his home and
<br />approved Ms. Dubois' request to operate a beauty
<br />salon in her home. Council approved L&G Rehbein's
<br />request for a conditional use permit to grade and ex-
<br />cavate to create a man-made lake in Northfork.
<br />Council approved Mr. Muller's site plan for develop-
<br />ment of a shopping center at the intersection of
<br />167th and Hwy. 47. Council adopted "The Report
<br />On Comparable Worth In The City Of Ramsey". The
<br />Park Commission was directed to establish a cor-
<br />ridor for development as multiple purpose recrea-
<br />tional trails in the City of Ramsey. The following per-
<br />sons were appointed to the Fire Safety Committee:
<br />Gary Dirks, Dale McKnight, David Bawden, Willard
<br />Breu, Steven Suess and William Rustad. The follow-
<br />ing persons were appointed to the Landfiil/Solid
<br />Waste Committee: Howard Triggs, Bruce Bacon,
<br />Steven Bluhm, George Post, Terry Miller, James
<br />Konen, Jr., Eric Radke, Tom Kurak and Sandra
<br />Parvey. Mr. Jim Holm was appointed to fill the vacan-
<br />cy on the Planning and Zoning Commission. Staff
<br />was directed to advertise for bids for repairs and
<br />maintenance necessary in the City Hall building.
<br />Council received a petition and ordered a feasibility
<br />report for street improvements in the Hunter's Hill
<br />subdivision.
<br />Council met on May 5 and discussed appropriate
<br />levels of service, staffing and contracting out in
<br />Ramsey. Staff was directed to research complaints
<br />of outside storage violations in the Gateway In-
<br />dustrial Park. Council discussed law enforcement ac-
<br />tivities at the weigh station on Hwy. #10. The meeting
<br />was continued to May 6 to discuss Mr. Raudio's re-
<br />quest for a permit to grade that property proposed
<br />to be developed with residential/home occupations.
<br />Council met on May 6 and determined that Mr.
<br />Raudio's requesting for a grading permit did involve
<br />mining ans should go through the public hearing
<br />process.
<br />Council met on May 12 and conducted a public
<br />hearing regarding establishment of Development
<br />District NO.2 (commercial properties in the vicinity
<br />of 167th and Hwy. 47) and Tax Increment Financ-
<br />ing Plan, Tax Increment Dirtrict No. #3 (that area pro-
<br />posed for shopping center develpment by Mr. Bob
<br />Muller); Council adopted a resolution establishing
<br />those districts and plans. Council approved minor
<br />subdivisions for Jake Barthold and Randy Dryden.
<br />Council accepted the resignation of Planning and
<br />Zoning Chairman Ken Peterson and authorized
<br />advertising to fill the vacancy. Council waived the
<br />30 day comment period relating to RY AA's applica-
<br />tion for a gambling license. Mr. Raudio was present
<br />proposing to trade with Ramsey a 2-'/2 acre industrial
<br />parcel for the existing city garage property; Council
<br />directed staff, Road and Bridge Committee and
<br />Public Works Superintendent to review the proposal.
<br />Council introduced an ordinance to rezone proper-
<br />ty located south of 149th and west of Cty. Rd. #56
<br />from Industrial to Planned Unit Development. Coun-
<br />cil approved the plans and set a date of June 8 to
<br />receive bids for the extension of sewer and water
<br />to the Industrial Area.
