COMMISSION MEETING NEWS Planning and Zoning Commission met on March 19 and Mr. Muller was present to review his request for establishment of Development and Tax Increment Districts to develop a strip commercial center south of 167th and west of St. Francis Blvd. with the city participating in site improvements; P&Z recommended Council approval of Mr. Muller's re- quest. P&Z recommended approval of Mr. Scroggins request to metes and bounds subdivide property on the west side of Cty. Rd. #57 from property on the east side of #57. The Commission reviewed Mr. Boser's sketch plan to plat a 20 acre parcel on the east side of Variolite between 171 st and 173rd into 5 single family lots. The Commission recommend- ed that Mr. Menkveld's sketch plan for a 16 acre plat at the corner of Variolite and Cty. Rd. #63 be con- figured with one access onto Cty. Rd. #63. The Com- mission recommended approval of Mr. Charles Christian's request to operate a vehicle sales business at 9457 Hwy. #10 and Mr. Richard Dug- gan's request to manufacture steel horseshoes at 6250 Front Street. Planning and Zoning Commission met on April 7 and recommended denial of Mr. Ostlund's request to operate an electrical contracting business from his home and approval of Ms. Dubois' request to operate a beauty salon from her home. The Com- mission recommended approval of Mr. Menkveld's request to rezone property on the south side of 149th to planned unit development to accommodate his proposal for 10 lots to be developed specifically for home occupations. The Commission recommended approval of L&G Rehbein's request to grade and ex- cavate to create a man-made lake in Northfork con- tingent upon determination of responsible party in the event there is lowering of water level in Lake Itasca and providing documentation that there is suf- ficient space between the railroad tracks and Hwy. #10 to safely accommodate a tractor-trailer. The Commission recommended approval of Mr. Muller's site plan for a strip commercial center on the southwest corner of 167th. The Commission review- ed Mr. Bauer's sketch plan for a subdivision north of Cty. Rd. #7 and east of Ford Brook Estates con- sisting of 14 single family lots. The Economic Development Commission met on April 8 and recommended City Council aligning trunk sewer with the proposed road alignment for an MSA road through the southeastern corner of Ramsey Industrial Park. The Commission also discussed the possibility of using economic develop- ment funds available to hire someone to assist in Ramsey's star city process. The Airport Commission met on April 8 and recommended approval of various changes to the Airport Layout Plan, Airport Zoning Ordinance and Engineering Contract for the Environmental Assess- ment based on the results of the airport zoning public hearing and meetings with FAA. The Park and Recreation Commission met on April 9 and a lengthy discussion ensued regarding Ramsey's future park development plans, especially with respect to Central and River's Bend Parks. The Commission requested that cost estimates be prepared for certain facilities at Central Park. The Commission also requested that application be in- itiated for LAWCON funds for certain facilities to be developed at River's Bend Park. GOT SOMETHING TO SAY? Remember Citizen Input. The Ramsey City Coun- cil, Economic Development Commission, Park Board, Planning and Zoning Commission, Airport Commission and Charter Commission all have a "Citizen Input" time set aside at the beginning of each meeting. "Citizen Input" permits citizens to ad- dress Councilor Commissions without first having to get on the agenda. If you have something that you would like to bring to the attention of Councilor Commissions, don't forget "Citizen Input". The position requires a minimum of one even- ing meeting per month. Ramsey residents interested in serving on the Commission are requested to sub- mit a letter of application to Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, 55303. The letter should contain the ap- plicant's name, address, telephone number, work experience, education and any experience in municipal affairs. In addition, applicants should in- clude a statement regarding their interest in seek- ing appointment to the Park and Recreation Com- mission. The position is not salaried; however, com- pensation for incidental expenses is provided. CITY TO ESTABLISH AD HOC FIRE DEPARTMENT COMMITTEE The City Council is interested in evaluating the long term needs for fire protection in the City of Ramsey. To seek assistance in this effort, City Coun- cil proposes to establish a fire department research committee which will determine the need for and ex- plore methods of establishing a Ramsey communi- ty fire department. Council ac- cepted a petition opposing street improvements to Collins Drive NW and Beatty Avenue. Coun- cilmember DeLuca was directed to work with City Staff to draft an ordinance to regulate the display and distribution of pornographic material. Staff was authorized to draft necessary documents to create a tax increment financing district to accommodate Mr. Robert Muller's request for city participation in site improvements for a strip shopping center; a public hearing was set for May 12 to consider the district. Mr. Charles Christian received a conditional use permit to operate a vehicle sales business at 9457 Hwy. #10. Mr. Richard Duggan received a con- ditional use permit to manufacture steel horseshoes at 6250 Front Street. Sorteberg's 5th Addition receiv- ed final plat approval. Mr. Scroggins received a metes and bounds subdivision to split property on the west side of Cty. Rd. #57 from property on the east side of #57. A contract for site improvements to River's Bend Plaza was awarded to Dave Perkins Contracting. Ideal Paving was awarded a contract for improvements to Roanoke Street. Council set a public hearing date of April 14 for improvements to 167th between Cty. Rd. #5 and Jaspar. A resolution was adopted requesting MNIDoT to include Ramsey on driver destination signs. Barton-Aschman was awarded a contract to do the Hwy. #10 Corridor Study. Planning and Zoning was authorized to prepare a policy regarding the number of accesses that will be required to plats. Council met on March 31 and conducted a public hearing regarding the extension of sewer and water to the Industrial area. Council reviewed Waste Management's proposal relating to their request for vertical expansion and the development of a 10 acre ski hill on the northeast slope of the landfill. Council adopted a resolution requesting MN DoT's participa- tion in the construction cost of storm sewer im- provements from Hwy. #10 to the Mississippi River. Mr. Hartley reviewed with Council his report regar- ding the concept of contracting out various city func- tions. A resolution was adopted declaring April to be Registration Awareness Month. CITY TO ESTABLISH AN AD HOC LIQUOR COMMITTEE The City Council of Ramsey is interested in reassessing the policies affecting the conditions in terms of licensing and the number of on-sale liquor licenses. To assist in this reevaluation, City Council proposes to establish an ad hoc liquor licensing com- mittee. Any persons interested in serving on this committee should please write a letter indicating their willingness to serve.
