P&Z recommended approval of Mr. Scroggins <br />request to metes and bounds subdivide property on <br />the west side of Cty. Rd. #57 from property on the <br />east side of #57. The Commission reviewed Mr. <br />Boser's sketch plan to plat a 20 acre parcel on the <br />east side of Variolite between 171 st and 173rd into <br />5 single family lots. The Commission recommend- <br />ed that Mr. Menkveld's sketch plan for a 16 acre plat <br />at the corner of Variolite and Cty. Rd. #63 be con- <br />figured with one access onto Cty. Rd. #63. The Com- <br />mission recommended approval of Mr. Charles <br />Christian's request to operate a vehicle sales <br />business at 9457 Hwy. #10 and Mr. Richard Dug- <br />gan's request to manufacture steel horseshoes at <br />6250 Front Street. <br /> <br />Planning and Zoning Commission met on April <br />7 and recommended denial of Mr. Ostlund's request <br />to operate an electrical contracting business from <br />his home and approval of Ms. Dubois' request to <br />operate a beauty salon from her home. The Com- <br />mission recommended approval of Mr. Menkveld's <br />request to rezone property on the south side of 149th <br />to planned unit development to accommodate his <br />proposal for 10 lots to be developed specifically for <br />home occupations. The Commission recommended <br />approval of L&G Rehbein's request to grade and ex- <br />cavate to create a man-made lake in Northfork con- <br />tingent upon determination of responsible party in <br />the event there is lowering of water level in Lake <br />Itasca and providing documentation that there is suf- <br />ficient space between the railroad tracks and Hwy. <br />#10 to safely accommodate a tractor-trailer. The <br />Commission recommended approval of Mr. Muller's <br />site plan for a strip commercial center on the <br />southwest corner of 167th. The Commission review- <br />ed Mr. Bauer's sketch plan for a subdivision north <br />of Cty. Rd. #7 and east of Ford Brook Estates con- <br />sisting of 14 single family lots. <br /> <br />The Economic Development Commission met on <br />April 8 and recommended City Council aligning <br />trunk sewer with the proposed road alignment for an <br />MSA road through the southeastern corner of <br />Ramsey Industrial Park. The Commission also <br />discussed the possibility of using economic develop- <br />ment funds available to hire someone to assist in <br />Ramsey's star city process. <br /> <br />The Airport Commission met on April 8 and <br />recommended approval of various changes to the <br />Airport Layout Plan, Airport Zoning Ordinance and <br />Engineering Contract for the Environmental Assess- <br />ment based on the results of the airport zoning public <br />hearing and meetings with FAA. <br /> <br />The Park and Recreation Commission met on <br />April 9 and a lengthy discussion ensued regarding <br />Ramsey's future park development plans, especially <br />with respect to Central and River's Bend Parks. The <br />Commission requested that cost estimates be <br />prepared for certain facilities at Central Park. The <br />Commission also requested that application be in- <br />itiated for LAWCON funds for certain facilities to be <br />developed at River's Bend Park. <br /> <br />GOT SOMETHING TO SAY? <br /> <br />Remember Citizen Input. The Ramsey City Coun- <br />cil, Economic Development Commission, Park <br />Board, Planning and Zoning Commission, Airport <br />Commission and Charter Commission all have a <br />"Citizen Input" time set aside at the beginning of <br />each meeting. The position requires a minimum of one even- <br />ing meeting per month. Ramsey residents interested <br />in serving on the Commission are requested to sub- <br />mit a letter of application to Ramsey Municipal <br />Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota, 55303. The letter should contain the ap- <br />plicant's name, address, telephone number, work <br />experience, education and any experience in <br />municipal affairs. In addition, applicants should in- <br />clude a statement regarding their interest in seek- <br />ing appointment to the Park and Recreation Com- <br />mission. Council ac- <br />cepted a petition opposing street improvements to <br />Collins Drive NW and Beatty Avenue. Coun- <br />cilmember DeLuca was directed to work with City <br />Staff to draft an ordinance to regulate the display and <br />distribution of pornographic material. Staff was <br />authorized to draft necessary documents to create <br />a tax increment financing district to accommodate <br />Mr. Robert Muller's request for city participation in <br />site improvements for a strip shopping center; a <br />public hearing was set for May 12 to consider the <br />district. Mr. Charles Christian received a conditional <br />use permit to operate a vehicle sales business at <br />9457 Hwy. #10. Mr. Richard Duggan received a con- <br />ditional use permit to manufacture steel horseshoes <br />at 6250 Front Street. Sorteberg's 5th Addition receiv- <br />ed final plat approval. Mr. Scroggins received a <br />metes and bounds subdivision to split property on <br />the west side of Cty. Rd. #57 from property on the <br />east side of #57. A contract for site improvements <br />to River's Bend Plaza was awarded to Dave Perkins <br />Contracting. Ideal Paving was awarded a contract <br />for improvements to Roanoke Street. Council set a <br />public hearing date of April 14 for improvements to <br />167th between Cty. Rd. #5 and Jaspar. A resolution <br />was adopted requesting MNIDoT to include Ramsey <br />on driver destination signs. Barton-Aschman was <br />awarded a contract to do the Hwy. #10 Corridor <br />Study. Planning and Zoning was authorized to <br />prepare a policy regarding the number of accesses <br />that will be required to plats. <br /> <br />Council met on March 31 and conducted a public <br />hearing regarding the extension of sewer and water <br />to the Industrial area. Council reviewed Waste <br />Management's proposal relating to their request for <br />vertical expansion and the development of a 10 acre <br />ski hill on the northeast slope of the landfill. Council <br />adopted a resolution requesting MN DoT's participa- <br />tion in the construction cost of storm sewer im- <br />provements from Hwy. #10 to the Mississippi River. <br />Mr. Hartley reviewed with Council his report regar- <br />ding the concept of contracting out various city func- <br />tions. A resolution was adopted declaring April to be <br />Registration Awareness Month. <br /> <br />CITY TO ESTABLISH AN <br /> <br />AD HOC LIQUOR COMMITTEE <br /> <br />The City Council of Ramsey is interested in <br />reassessing the policies affecting the conditions in <br />terms of licensing and the number of on-sale liquor <br />licenses. To assist in this reevaluation, City Council <br />proposes to establish an ad hoc liquor licensing com- <br />mittee. Any persons interested in serving on this <br />committee should please write a letter indicating <br />their willingness to serve.
