<br />DISCOVER RAMSEY <br /> <br />It's not a new credit card or a contest to win a <br />vacation. What it is, is a way for you to discover what <br />Ramsey's all about. This is the goal of the Ramsey <br />Economic Development Company. The Company is <br />planning a "Discover Ramsey Day". The Ramsey <br />Economic Development Company will be asking all <br />businesses, clubs, organizations, churches and even <br />City Government to set up a booth or display to allow <br />you, the residents of Ramsey, the opportunity to see <br />the diversity of businesses and organizations we <br />have in our City. <br />"Discover Ramsey Day" is tentatively set for Sun- <br />day, October 11 at the Ramsey Elementary School. <br />The Ramsey Economic Development Company <br />would like you to mark your calendar for that date. <br />In addition to that, we are also interested in meeting <br />with anyone who would like to volunteer to help <br />organize and coordinate this project. Anyone in- <br />terested in working to prepare for and promote <br />"Discover Ramsey Day" is asked to contact Ann <br />Norris at Ramsey City Hall. <br />From Pizza to Filet Mignon, Auto Parts to Elec- <br />tronic Components, Ramsey has a large and diverse <br />base of businesses, clubs and organizations. Plan <br />to attend, experience the diversity, discover Ramsey. <br /> <br />PUBLIC HEARING <br /> <br />CONDUCTED REGARDING <br /> <br />AIRPORT ZONING <br /> <br />ORDINANCE <br /> <br />On March 11, 1987 the Ramsey Airport Zoning <br />Board conducted a public hearing to receive com- <br />ments regarding the proposed airport zoning or- <br />dinance. Numerous questions were asked regarding <br />procedures and clarification of exactly what the or- <br />dinance does and does not do. Following the presen- <br />tation and responses to the questions for clarifica- <br />tion sake, public comments were received. <br />In addition to the public comments received at the <br />March 11 meeting, written comments were receiv- <br />ed until the morning of March 23rd. Following is a <br />summary of the comments and concerns which were <br />raised either by written comment or at the meeting <br />of March 11, 1987. <br />a. Airport zoning would conflict with the Waste <br />Management Act of 1980 and jeopardize the <br />availability of a site for use as a solid waste <br />facility. <br />b. Suggestion that any property touched in Zone <br />A should be considered part of Zone A. <br />c. If general obligation bonding is used for finan- <br />cing, property owners could be looking at an <br />increase in property taxes. <br />d. The cost of acquisition will be too great. <br />e. The restrictions imposed in Safety Zone C pre- <br />sent an added burden. <br />f. An airport is a preferred development over an <br />asphalt plant. <br />g. The airport zoning ordinance should not per- <br />mit asphalt plants as a land use. <br />h. One-hundred operations per day present a <br />safety hazard for places like a bowling alley, <br />day care center, church and Northern Oxygen. <br />i. One-hundred operations per day will mean that <br />air traffic will be present every day. <br />j. Property values may decrease. <br />k. Airport zoning will disallow vertical expansion <br />of landfill, the development of Site P as a land- <br />fill and proposed asphalt plants. <br />I. Airports may attract a higher class of <br />development. <br />m.An airport will not generate additional revenue <br />or attract businesses. <br />n. Gateway North Airport operations currently <br />employ 10 full-time people and sponsor an A V- <br />TI program for 100 students that is expected <br />to expand if the airport is improved. <br />o. The airport is not a necessity for the quality of <br />life for the residents for the City of Ramsey and <br />surrounding communities. <br />p. A concern exists over the amount of noise <br />which might be generated from Gateway North <br />Airport in the future. <br />q. The questions of airport zoning should be plac- <br />ed on a ballot for general election. <br />r. Use of the airport could conflict with the use <br />of the Burlington Northern Railroad. <br />Those persons interested in a complete copy of the <br />minutes of the first Airport Zoning hearing and the <br />written comments to that hearing, should contact Ci- <br />ty Hall. <br /> <br />GARAGE AND ACCESSORY <br /> <br />STRUCTURE SIZE LIMITS <br /> <br />Every spring, the Building Inspections Department <br />receives numerous questions regarding size limits <br />for garages/second garages/storage sheds. <br />On parcels of land one acre and less in size, the <br />total square footage of the attached or detached <br />garage and accessory structures shll not exceed <br />1 ,488 square feet. On parcels of land one acre and <br />less in size, the attached or detached garage and <br />accessory structure shall be built with the same type <br />construction design and materials as that of the prin- <br />cipal structure on the parcel. <br />On parcels of land greater than one acre and less <br />than two and one-half acres in size, the total square <br />footage of the attached or detached garage and ac- <br />cessory structures shall not exceed 1,664 square <br />feet. On parcels of land greater than one acre and <br />less than two and one-half acres in size, the attach- <br />ed or detached garage and accessory structure shall <br />be built with the same type construction design and <br />materials as the principal structure on the parcel. <br />On parcels of lana two and one-half acres and <br />greater in size, the following table shows the max- <br />imum permitted area for attached or detached <br />garages and accessory structures. <br /> <br />Maximum Area for Accessory <br />Structures and Attached/ <br />Parcel Size Detached Garages <br /> <br />2.5 acres 2,064 square feet <br />2.6 acres 2,464 square feet <br />3.6 acres 2,864 square feet <br />4.6 acres 3,264 square feet <br />5.6 acres 3,664 square feet <br />6.6 acres 4,064 square feet <br />7.6 acres 4,464 square feet <br />8.6 acres 4,864 square feet <br />9.6 acres 5,264 square feet <br />10.6 acres 5,664 square feet <br /> <br />On parcels of land two and one-half acres and <br />greater, accessory structures do not need to have <br />the same type construction design and materials as <br />the principal structure on the parcel but galvanized <br />finishes are not permitted. <br />If you are considering building a garage or ac- <br />cessory structure, here are some additional things <br />you should know: <br />1. Building permits are required for any building over <br />120 square feet in area. Permits can be acquired <br />by making application at City Hall and must be <br />accompanied by a certificate of lot survey. A copy <br />of your lot survey may already be on file at City <br />Hall; if not, check your own home records or con- <br />tact the surveyor of your subdivision for a copy. <br />Persons should allow a minimum of two weeks <br />for building permit applications to be processed. <br />2. The required setbacks are: <br />a) Front yard - 40 feet <br />b) Side yard - 10 feet <br />c) Rear yard - 5 feet <br />d) From other buildings - 10 feet or more <br />e) Accessory buildings shall not protrude in front <br />of the principle residence. <br />f) Accessory structures shall not exceed 16 feet <br />in height. <br />Residents may apply to the Board of Adjustment <br />for a variance to any of the setback, height and <br />size restrictions. The process includes a public <br />hearing and the $90 application fee is non- <br />refundable regardless of whether or not the re- <br />quest is approved. <br />If you have any further questions regarding garages <br />and accessory structures, please feel free to call us <br />at 427-14140. <br /> <br />COUNCIL DECLARES APRIL <br />TO BE REGISTRATION <br />AWARENESS MONTH <br /> <br />The City Council received a letter from the Minnesota <br />State Headquarters of the Selective Service System <br />regarding their goal for 100% compliance with the <br />requirement to register with the Selective Service. <br />In order to reach that goal, it is important that young <br />men are made aware of the requirement to register <br />with the Selective Service within 30 days of their 18th <br />birthday. Registration only takes a 5 minute stop at <br />your local post office and involves registering name, <br />address, date of birth and social security number. <br />The continuation of the registration program in <br />peacetime contributes to National readiness by <br />reducing as much as two months the time required <br />for a full defense mobilization. In order to maintain <br />Minnesota's proud tradition of compliance with the <br />registration requirement, Ramsey City Council <br />adopted a resolution declaring April to be registra- <br />tion awareness month. <br /> <br /> CRIME STOPPER NEWS <br />The following thefts, vandalism and burglaries were <br />reported in Ramsey during the month of March. Community pride begins at home with every <br />resident. Recently, there has been much discussion <br />regarding the appearance of some of our <br />neighborhoods, especially regarding the storage of <br />vehicles, vehicle parts, appliances, construction <br />debris and rubbish in yards. <br /> <br />Here's what you as responsible Ramsey residents <br />can do to encourage pride in your neighborhood and <br />community. <br /> <br />1. Clean up junk vehicles, vehicle parts, ap- <br />pliances, construction debris and rubbish from <br />your yard before they become problems <br />(nuisances). <br />2. Set an example for the neighborhood by main- <br />taining your yard. <br />3. Discuss concerns regarding neighbors' yards <br />directly with your neighbors. <br />4. If friendly discussions with neighbors don't pro- <br />duce results, refer your concern to the City. The <br />City will verify your complaint and discuss <br />resolution of the problem with the neighbor. <br />5. As a last resort, if the City cannot satisfactorily <br />resolve the complaint through discussion and <br />cooperation, the complaint will be referred to <br />the City Attorney as an official complaint which <br />will be resolved through the court system. <br />There are approximately 75 complaints of this <br />nature currently being processed. <br /> <br />If you have any questions on this, please feel free <br />to call us at 427-1410. <br />Thanks for your cooperation and interest in your <br />neighborhood and Ramsey. <br />
