PUBLIC HEARING

CONDUCTED REGARDING

AIRPORT ZONING

ORDINANCE

On March 11, 1987 the Ramsey Airport Zoning
Board conducted a public hearing to receive com-
ments regarding the proposed airport zoning or-
dinance. Numerous questions were asked regarding
procedures and clarification of exactly what the or-
dinance does and does not do. Following the presen-
tation and responses to the questions for clarifica-
tion sake, public comments were received.
In addition to the public comments received at the
March 11 meeting, written comments were receiv-
ed until the morning of March 23rd. Following is a
summary of the comments and concerns which were
raised either by written comment or at the meeting
of March 11, 1987.
a. Airport zoning would conflict with the Waste
Management Act of 1980 and jeopardize the
availability of a site for use as a solid waste
facility.
b. Suggestion that any property touched in Zone
A should be considered part of Zone A.
c. If general obligation bonding is used for finan-
cing, property owners could be looking at an
increase in property taxes.
d. The cost of acquisition will be too great.
e. The restrictions imposed in Safety Zone C pre-
sent an added burden.
f. An airport is a preferred development over an
asphalt plant.
g. The airport zoning ordinance should not per-
mit asphalt plants as a land use.
h. One-hundred operations per day present a
safety hazard for places like a bowling alley,
day care center, church and Northern Oxygen.
i. One-hundred operations per day will mean that
air traffic will be present every day.
j. Property values may decrease.
k. Airport zoning will disallow vertical expansion
of landfill, the development of Site P as a land-
fill and proposed asphalt plants.
I. Airports may attract a higher class of
development.
m.An airport will not generate additional revenue
or attract businesses.
n. Gateway North Airport operations currently
employ 10 full-time people and sponsor an A V-
TI program for 100 students that is expected
to expand if the airport is improved.
o. The airport is not a necessity for the quality of
life for the residents for the City of Ramsey and
surrounding communities.
p. A concern exists over the amount of noise
which might be generated from Gateway North
Airport in the future.
q. The questions of airport zoning should be plac-
ed on a ballot for general election.
r. Use of the airport could conflict with the use
of the Burlington Northern Railroad.
Those persons interested in a complete copy of the
minutes of the first Airport Zoning hearing and the
written comments to that hearing, should contact Ci-
ty Hall.
GARAGE AND ACCESSORY

STRUCTURE SIZE LIMITS

Every spring, the Building Inspections Department
receives numerous questions regarding size limits
for garages/second garages/storage sheds.
On parcels of land one acre and less in size, the
total square footage of the attached or detached
garage and accessory structures shll not exceed
1 ,488 square feet. On parcels of land one acre and
less in size, the attached or detached garage and
accessory structure shall be built with the same type
construction design and materials as that of the prin-
cipal structure on the parcel.
On parcels of land greater than one acre and less
than two and one-half acres in size, the total square
footage of the attached or detached garage and ac-
cessory structures shall not exceed 1,664 square
feet. On parcels of land greater than one acre and
less than two and one-half acres in size, the attach-
ed or detached garage and accessory structure shall
be built with the same type construction design and
materials as the principal structure on the parcel.
On parcels of lana two and one-half acres and
greater in size, the following table shows the max-
imum permitted area for attached or detached
garages and accessory structures.

Maximum Area for Accessory
Structures and Attached/
Parcel Size Detached Garages

2.5 acres 2,064 square feet
2.6 acres 2,464 square feet
3.6 acres 2,864 square feet
4.6 acres 3,264 square feet
5.6 acres 3,664 square feet
6.6 acres 4,064 square feet
7.6 acres 4,464 square feet

On parcels of land two and one-half acres and
greater, accessory structures do not need to have
the same type construction design and materials as
the principal structure on the parcel but galvanized
finishes are not permitted.
If you are considering building a garage or ac-
cessory structure, here are some additional things
you should know:
1. Building permits are required for any building over
120 square feet in area. Permits can be acquired
by making application at City Hall and must be
accompanied by a certificate of lot survey. A copy
of your lot survey may already be on file at City
Hall; if not, check your own home records or con-
tact the surveyor of your subdivision for a copy.
Persons should allow a minimum of two weeks
for building permit applications to be processed.
2. The required setbacks are:
a) Front yard - 40 feet
b) Side yard - 10 feet
c) Rear yard - 5 feet
d) From other buildings - 10 feet or more
e) Accessory buildings shall not protrude in front
of the principle residence.
f) Accessory structures shall not exceed 16 feet
in height.
Residents may apply to the Board of Adjustment
for a variance to any of the setback, height and
size restrictions. The process includes a public
hearing and the $90 application fee is non-
refundable regardless of whether or not the re-
quest is approved.
If you have any further questions regarding garages
and accessory structures, please feel free to call us
at 427-14140.
COUNCIL DECLARES APRIL
TO BE REGISTRATION
AWARENESS MONTH

The City Council received a letter from the Minnesota
State Headquarters of the Selective Service System
regarding their goal for 100% compliance with the
requirement to register with the Selective Service.
In order to reach that goal, it is important that young
men are made aware of the requirement to register
with the Selective Service within 30 days of their 18th
birthday. Registration only takes a 5 minute stop at
your local post office and involves registering name,
address, date of birth and social security number.
The continuation of the registration program in
peacetime contributes to National readiness by
reducing as much as two months the time required
for a full defense mobilization. In order to maintain
Minnesota's proud tradition of compliance with the
registration requirement, Ramsey City Council
adopted a resolution declaring April to be registra-
tion awareness month.
TAKE PRIDE
IN YOUR
COMMUNITY

We all want to be proud of our community and where
we live. Community pride begins at home with every
resident. Recently, there has been much discussion
regarding the appearance of some of our
neighborhoods, especially regarding the storage of
vehicles, vehicle parts, appliances, construction
debris and rubbish in yards.

Here's what you as responsible Ramsey residents
can do to encourage pride in your neighborhood and
community.

1. Clean up junk vehicles, vehicle parts, ap-
pliances, construction debris and rubbish from
your yard before they become problems
(nuisances).
2. Set an example for the neighborhood by main-
taining your yard.
3. Discuss concerns regarding neighbors' yards
directly with your neighbors.
4. If friendly discussions with neighbors don't pro-
duce results, refer your concern to the City. The
City will verify your complaint and discuss
resolution of the problem with the neighbor.
5. As a last resort, if the City cannot satisfactorily
resolve the complaint through discussion and
cooperation, the complaint will be referred to
the City Attorney as an official complaint which
will be resolved through the court system.
There are approximately 75 complaints of this
nature currently being processed.

If you have any questions on this, please feel free
to call us at 427-1410.
Thanks for your cooperation and interest in your
neighborhood and Ramsey.
