REIMANN

STATE OF THE CITY

Gary R. Reimann, Mayor

RAMSEY, MINNESOTA

FEBRUARY 1987

The year of 1986 brought to the City of Ramsey
noticeable changes in the people who serve the
community of Ramsey. We saw the resignation of
Mayor Gary Heitman which resulted in the appoint-
ment of myself to the position of Mayor and Mr. Steve
Deluca as Council member. Each of the Park and
Recreation Commission, Planning and Zoning Com-
mission, Economic Development Commission, and
Airport Commission have also experienced changes
in membership. During 1986, 4 of the 21 member
Ramsey Staff have changed, including filling the
vacancy of Mr. Lloyd Schnelle as past Administrator
by Mr. David Hartley.

Ramsey has also changed in size. Of the 299
building permits issued in 1986, 145 represent hous-
ing starts. The City Council approved several new
plats and plans for hundreds of new homes in the
future. Current population estimates show that
11,395 people now call Ramsey home.

However, the real changes are yet to come...

FOR THE FUTURE I SEE:

. Continued effort by all those who serve our com-
munity to learn how to work together and be more
effective as a unified team.

. Cable T.V. should be utilized efficiently and ef-
fectively to promote citizen understanding and
participation in decision making, highlight local
events and activities, strengthen the sense of
community among residents, and provide low cost
training and professional development oppor-
tunities for local government employees.

. Every citizen of Ramsey must recognize that con-
tinued dependence upon landfilling has a
devastating impact on our environment and Min-
nesota's most abundant natural resource, clean
water. The City of Ramsey should develop a prac-
tical but effective recycling program which will
serve to lessen our dependence on landfills and
educate our citizenry about the stewardly use of
our natural resources.

. Currently the City of Ramsey contracts with the
Cities of Elk River and Anoka for fire protection.
Although the service being received from these
communities is adequate, the City of Ramsey
must plan for the future in the best interest of the
health and welfare of it's citizens.

. The development of parks and recreational
facilities in Ramsey must continue to meet the
needs of our citizens. However, the development
of these parks must recognize the different level
of services required in urban areas vs. rural areas.

. My final challenge to the citizens of Ramsey is to
embrace change favorably, and my challenge to
the City Council is to manage change responsibly.

CORRECTION

r---

We certainly did not intend for our first "Department of the Month" article (published in the January newslet-
ter) to be a game of who's who. To correct the error we are publishing the Public Works Department picture
again this month identifying who's who!

~
l
I '~,.
".. t' li
iJJii.' The
report is audited by the City's independent auditor.
Since year end 1981, the City has submitted the
annual report to the Certificate of Achievement Pro-
gram sponsored by the Government Finance Of-
ficers Association. Under the program, the report is
reviewed by an impartial panel to determine if the
report will comply with technical financial reporting
requirements. Program requirements included
demonstrating a constructive "spirit of full
disclosure" so as to clearly communicate the finan-
cial story of the City and to motivate persons and
groups to read the annual report.
After reviewing a report, the panel may issue a
Certificate of Achievement to the City if the report
has been judged to comply with the program re-
quirements. The Certificate of Achievement is the
highest form of recognition in the area of government
financial reporting, and the attainment of the cer-
tificate represents a significant accomplishment. For
year end 1985, 1,030 applications were submitted
to the program nationwide and 833 certificates of
achievement were awarded. Forty-four governmen'-
tal units, including cities, in the State of Minnesota
achieved the Certificate of Achievement. When a
certificate is awarded to a government, an award of
Financial Reporting Achievement is also given to the
individual designated as primarily responsible for its
having earned the certificate. The award of Finan-
cial Reporting Achievement has been presented to
Ramsey Finance Officer Noel J. Graczyk, Finance
Officer.
In December 1986, the City was notified that the
December 31,1985 Comprehensive Annual Finan-
cial Report for the city was reviewed by the Govern-
ment Finance Officers Association (GOFA) and was
awarded the Certificate of Achievement. This
represents the fifth consecutive year the City has
received the award.

~ American Heart Association
~ Minnesota Affiliate, Inc.

COUNCIL PROCLAIMS

FEBRUARY

"HEART MONTH"

County Commissioner Natalie Haas-Steffen ap-
proached Ramsey City Council at the special
meeting of February 10 wearing what she called her
'heart hat'. Ms, Haas has served as President of the
local chapter of the American Heart Association for
two years and informed Council that Anoka County
recently proclaimed February as "Heart Month". Ms.
Haas-Steffen stated that most people's lives have
been touched in some way by heart disease as it kills
one out of every two Americans. The research
dollars provided through the Heart Association have
resulted in medical technology which enables exten-
ding the life expectancy of those suffering with heart
disease for a number of years. Ms. Haas-Steffen
thanked those who have supported the Heart
Association in the past and requested that Ramsey
City Council also proclaim February as "Heart
Month" in Ramsey. Ramsey City COJ.,lncil voted
unanimously to proclaim February as "Heart Month"
in Ramsey and encouraged the citizens to continue
to support the American Heart Association.

-0

'..J .

11

NOEL GRACZYK, RAMSEY FINANCE OFFICER

Certificate of
Achievement
for Excellence
in Financial
Reporting

Presented to

City of
Ramsey, Minnesota

For its Comprehensive Annual
Financial Report
for the Fiscal Year Ended
December 31, 1985

A Certificate of Achievement for Excellence in Financial
Reporting is presented by the Government Finance Officers
Association of the United Slates and Canada 10
governmental units and public employee retirement
systems whose comprehensive annual financial
reports (CAFR's) are judged to substantially
conform 10 program standards.

lJarCP~

President

jJfh/~

Executive Director

RAMSEY RESIDENTS

The City of Ramsey is currently seeking candidates
to fill a vacancy on its Planning and Zoning Com-
mission. Ramsey residents in-
terested in serving on the Commission are requested
to submit a letter of application to Ramsey Municipal
Center, 15153 Nowthen Boulevard N.W., Ramsey,
Minnesota, 55303. In addition, applicants should in-
clude a statement listing their reasons for seeking
appointment to the Planning and Zoning Commis-
sion. The Ramsey City Coun-
cil, Economic Development Commission, Park
Board, Planning and Zoning Commission, Airport
Commission and Charter Commission all have a
"Citizen Input" time set aside at the beginning of
each meeting. "Citizen Input" permits citizens to ad-
dress Councilor Commissions without first having
to get on the agenda.
If you have something that you would like to bring
to the attention of Councilor Commissions, don't
forget "Citizen Input".
