<br />The year of 1986 brought to the City of Ramsey
<br />noticeable changes in the people who serve the
<br />community of Ramsey. We saw the resignation of
<br />Mayor Gary Heitman which resulted in the appoint-
<br />ment of myself to the position of Mayor and Mr. Steve
<br />Deluca as Council member. Each of the Park and
<br />Recreation Commission, Planning and Zoning Com-
<br />mission, Economic Development Commission, and
<br />Airport Commission have also experienced changes
<br />in membership. During 1986, 4 of the 21 member
<br />Ramsey Staff have changed, including filling the
<br />vacancy of Mr. Lloyd Schnelle as past Administrator
<br />by Mr. David Hartley.
<br />
<br />Ramsey has also changed in size. Of the 299
<br />building permits issued in 1986, 145 represent hous-
<br />ing starts. The City Council approved several new
<br />plats and plans for hundreds of new homes in the
<br />future. Current population estimates show that
<br />11,395 people now call Ramsey home.
<br />
<br />However, the real changes are yet to come...
<br />
<br />FOR THE FUTURE I SEE:
<br />
<br />. Continued effort by all those who serve our com-
<br />munity to learn how to work together and be more
<br />effective as a unified team.
<br />
<br />. Cable T.V. should be utilized efficiently and ef-
<br />fectively to promote citizen understanding and
<br />participation in decision making, highlight local
<br />events and activities, strengthen the sense of
<br />community among residents, and provide low cost
<br />training and professional development oppor-
<br />tunities for local government employees.
<br />
<br />. Every citizen of Ramsey must recognize that con-
<br />tinued dependence upon landfilling has a
<br />devastating impact on our environment and Min-
<br />nesota's most abundant natural resource, clean
<br />water. The City of Ramsey should develop a prac-
<br />tical but effective recycling program which will
<br />serve to lessen our dependence on landfills and
<br />educate our citizenry about the stewardly use of
<br />our natural resources.
<br />
<br />. Currently the City of Ramsey contracts with the
<br />Cities of Elk River and Anoka for fire protection.
<br />Although the service being received from these
<br />communities is adequate, the City of Ramsey
<br />must plan for the future in the best interest of the
<br />health and welfare of it's citizens.
<br />
<br />. The development of parks and recreational
<br />facilities in Ramsey must continue to meet the
<br />needs of our citizens. However, the development
<br />of these parks must recognize the different level
<br />of services required in urban areas vs. rural areas.
<br />
<br />. My final challenge to the citizens of Ramsey is to
<br />embrace change favorably, and my challenge to
<br />the City Council is to manage change responsibly.

<br />RAMSEY RECEIVES
<br />HIGHEST AWARD IN
<br />FINANCIAL REPORTING
<br />
<br />Each year the City prepares an annual report on
<br />the operations during the year and the financial posi-
<br />tions as of the year end on December 31 st. The
<br />report is audited by the City's independent auditor.
<br />Since year end 1981, the City has submitted the
<br />annual report to the Certificate of Achievement Pro-
<br />gram sponsored by the Government Finance Of-
<br />ficers Association. Under the program, the report is
<br />reviewed by an impartial panel to determine if the
<br />report will comply with technical financial reporting
<br />requirements. Program requirements included
<br />demonstrating a constructive "spirit of full
<br />disclosure" so as to clearly communicate the finan-
<br />cial story of the City and to motivate persons and
<br />groups to read the annual report.
<br />After reviewing a report, the panel may issue a
<br />Certificate of Achievement to the City if the report
<br />has been judged to comply with the program re-
<br />quirements. The Certificate of Achievement is the
<br />highest form of recognition in the area of government
<br />financial reporting, and the attainment of the cer-
<br />tificate represents a significant accomplishment. For
<br />year end 1985, 1,030 applications were submitted
<br />to the program nationwide and 833 certificates of
<br />achievement were awarded. Forty-four governmen'-
<br />tal units, including cities, in the State of Minnesota
<br />achieved the Certificate of Achievement. When a
<br />certificate is awarded to a government, an award of
<br />Financial Reporting Achievement is also given to the
<br />individual designated as primarily responsible for its
<br />having earned the certificate. The award of Finan-
<br />cial Reporting Achievement has been presented to
<br />Ramsey Finance Officer Noel J. Graczyk, Finance
<br />Officer.
<br />In December 1986, the City was notified that the
<br />December 31,1985 Comprehensive Annual Finan-
<br />cial Report for the city was reviewed by the Govern-
<br />ment Finance Officers Association (GOFA) and was
<br />awarded the Certificate of Achievement. This
<br />represents the fifth consecutive year the City has
<br />received the award.

<br />"HEART MONTH"
<br />
<br />County Commissioner Natalie Haas-Steffen ap-
<br />proached Ramsey City Council at the special
<br />meeting of February 10 wearing what she called her
<br />'heart hat'. Ms, Haas has served as President of the
<br />local chapter of the American Heart Association for
<br />two years and informed Council that Anoka County
<br />recently proclaimed February as "Heart Month". Ms.
<br />Haas-Steffen stated that most people's lives have
<br />been touched in some way by heart disease as it kills
<br />one out of every two Americans. The research
<br />dollars provided through the Heart Association have
<br />resulted in medical technology which enables exten-
<br />ding the life expectancy of those suffering with heart
<br />disease for a number of years. Ms. Haas-Steffen
<br />thanked those who have supported the Heart
<br />Association in the past and requested that Ramsey
<br />City Council also proclaim February as "Heart
<br />Month" in Ramsey. Ramsey City COJ.,lncil voted
<br />unanimously to proclaim February as "Heart Month"
<br />in Ramsey and encouraged the citizens to continue
<br />to support the American Heart Association.

<br />RAMSEY RESIDENTS
<br />
<br />The City of Ramsey is currently seeking candidates
<br />to fill a vacancy on its Planning and Zoning Com-
<br />mission. The position requires a minimum of one
<br />evening meeting per month; familiarity with Ramsey
<br />City ordinances is desired. Ramsey residents in-
<br />terested in serving on the Commission are requested
<br />to submit a letter of application to Ramsey Municipal
<br />Center, 15153 Nowthen Boulevard N.W., Ramsey,
<br />Minnesota, 55303. The letter should contain the ap-
<br />plicant's name, address, telephone number, work
<br />experience, education and any experience in
<br />municipal affairs. In addition, applicants should in-
<br />clude a statement listing their reasons for seeking
<br />appointment to the Planning and Zoning Commis-
<br />sion. The position is not salaried; however, compen-
<br />sation for incidental expenses is provided.

<br />GOT SOMETHING TO SAY?
<br />
<br />Remember Citizen Input. The Ramsey City Coun-
<br />cil, Economic Development Commission, Park
<br />Board, Planning and Zoning Commission, Airport
<br />Commission and Charter Commission all have a
<br />"Citizen Input" time set aside at the beginning of
<br />each meeting. "Citizen Input" permits citizens to ad-
<br />dress Councilor Commissions without first having
<br />to get on the agenda.
<br />If you have something that you would like to bring
<br />to the attention of Councilor Commissions, don't
<br />forget "Citizen Input".
