Mr. <br />Bertils' request for preliminary plat approval of Now <br />and Then Estates was tabled until the Council pro- <br />vides the Commission with some direction regarding <br />plats with a single access and soil borings have been <br />provided. The Commission recommended approval <br />of Mr. louck's request for a metes and bounds sub- <br />division. The Commission recommended denial of <br />Mr. Bauer's request for a metes and bounds sub- <br />division. The Commission reviewed Mr. Raudio's <br />proposed plan for an area to be developed as <br />residential with home occupations ,south of 149th <br />and west of Cty. Rd. #56. The Commission made <br />recommendations for the covenants in this area. <br />The Planning and Zoning Commission met on <br />February 3 and recommended approval of Blue <br />Max' request for a conditional use permit to <br />manufacture and retail canvas related products in <br />the B-1 Business area of Alpaca Estates. The Com- <br />mission requested input from City Council regarding <br />when to require multiple accesses to plats; input <br />from the City Engineer as to the formula for deter- <br />mining drainage requirements in plats and the Ci- <br />ty's policy regarding permanent and temporary <br />dead-end streets and cul-de-sacs. The Commission <br />recommended approval of Northern Par's site plan <br />for a car wash in the River's Bend Plaza P.U.D. Mr. <br />Raudio was advised to have a land use attorney <br />review the covenants for a proposed development <br />area of residential with home occupations. The Com- <br />mission recommended approval of Gilbert <br />Menkveld's request for a minor subdivision of two <br />lots and one outlot south of 149th and east of pond- <br />vale Estates. Mr. Menkveld requested a sketch plan <br />review to subdivide 16 acres into six 2_1/2 acre lots <br />with 3 common accesses on Cty. Rd. #63; the Com- <br />mission noted that this is a dangerous stretch of road <br />and they are reluctant to allow 3 more accesses on- <br />to it; they suggested Mr. Menkveld redraw the plat <br />as a cul-de-sac configuration having one access onto <br />Cty. Rd. #63. Mr. Schaumberg was present and <br />stated that in 1981 he specifically purchased a suf- <br />ficient amount of land to develop as an in- <br />gress/egress with additional one acre lots to access <br />his 80 acre parcel to the east, which was zoned Ur- <br />ban Residential and required a minimum lot size of <br />one acre. With the city's recent rezoning, the larger <br />parcel was designated to R1-U and developable with <br />one acre lots; the strip of property accessing the 80 <br />acres was designated R1-R with a minimum lot size <br />of 2_1/2 acres. Mr. Schaumberg requested that the <br />city rezone that strip of property to R1-U in order that <br />he can develop that and the 80 acre parcel as <br />originally intended. The Commission recommended <br />proceeding to rezone Mr. Schaumberg's property. <br />The Commission requested that the Charter Com- <br />mission consider amending the City Charter to re- <br />quire that the Planning Commission be an elected <br />body rather than Council appointed. <br />The Board of Adjustment met on January 27 and <br />recommended approval of Mr. Carson's request for <br />a 2.2 foot variance from the 10 foot side yard require- <br />ment for the property at 14129 Barium Street. <br />The Park and Recreation Commission met on <br />January 8 and appointed John Lichter and Ron <br />Hetland to serve as the Commission's Chairman and <br />Vice Chairman respectively. The Commission mov- <br />ed to again apply for lAWCON grant funds for im- <br />provements to River's Bend Park. Elm wood with tight bark <br />is a beetle breeding site. The eggs will hatch and <br />fly to the nearest Elm or be blown downwind toward <br />Anoka. If you don't dispose of left over Elm wood, <br />it is necessary to completely shroud the wood pile <br />on all sides, all the way to the ground, with an im- <br />permeable plastic cover. I will be doing a roadside <br />survey again this year looking for left over Elm wood <br />and branches. <br />Also, you should know that Red Oak trees that <br />wilted late last summer can be reproducing spore <br />mats that release new fungus this year. Trees with <br />tight bark harbor this hazard. The spore mats grow <br />and split the bark. Picnic beetles are also attracted <br />to these sweet, sticky mats and can transport the <br />spores to any close trees which have injured bark. <br />Bark is like our skin, in that it protects from infec- <br />tions. Construction damage, frost-split bark, wind <br />damaged limbs, wounds resulting from improper and <br />untimely pruning and nails for tree houses or clothes <br />lines are examples of vulnerability. Please do NOT <br />perform maintenance pruning after April 1 st on Elm <br />or Oak Trees. <br />The most recently wilted trees have the most <br />disease spreading potential. These trees should be <br />removed, chipped, burned or taken to the Hanson <br />Blvd. County Disposal Site at a nominal cost of $5.00 <br />per pickup load. <br />Please remember that you are eligible for a 30-day <br />open-burning permit for diseased tree disposal on- <br />ly if your burning pile is 600' from the nearest oc- <br />cupied dwelling, other than your own. However, <br />anyone is eligible for a 3-day recreational fire per- <br />mit. With some patience and foresight, diseased <br />limbs or brush resulting from maintenance pruning <br />can be used for such a recreational burning purpose. <br />For larger volumes however, alternate disposal is <br />necessary. Burning permit applications are available <br />at City Hall or from your Tree Inspector, Bruce <br />Bacon. If you have any further questions or would <br />like additional information, you can call Bruce at <br />753-5099. <br /> <br />WHAT'S HAPPENING AT <br />CITY HALL <br /> <br />Council met on January 27 and designated the <br />Anoka County Union as the official newspaper for <br />1987; appointed Mayor Reimann and Coun- <br />cilmember Sorteberg as the Personnel Committee; <br />appointed Councilmembers Cox and Deluca as the <br />Budget Committee; appointed Councilmembers <br />Pearson and Sorteberg as the Road and Bridge <br />Committee; designated Councilmembers Deluca, <br />Cox and Pearson to represent Precincts 1, 2 and 3 <br />respectively; appointed Bill Goodrich as City At- <br />torney, Peter Raatikka as City Engineer and Dr. <br />Jankowski as Health Officer; appointed Coun- <br />cilmember Cox to the Joint law Enforcement Coun- <br />cil; and also designated the official depositories of <br />City funds for 1987. Council directed staff to adver- <br />tise to fill the vacancy on the Planning and Zoning <br />Commission. Council noted that the City has been <br />awarded a Certificate of Achievement for financial <br />reporting for the year 1987. Council approved Pan- <br />nel Kerr Forster as the auditor for Ramsey for 1986. <br />Jerry Young, director of the Anoka County library <br />was present, and stated that the Library Board has <br />received a petition from Ramsey residents re- <br />questing a branch of the library in the Ramsey area. <br />Mr. Young informed Council that the Library Board <br />has an adopted policy to attempt to provide library <br />service to an area rather than an individual <br />neighborhood or City. Mr. Young stated that unfor- <br />tunately, it is difficult to find a location in Ramsey <br />that is the center of activity where a library branch <br />would serve a large population; if the Rum River <br />Bridge were constructed, that area would make a <br />very good loction for a library branch that would <br />serve Ramsey and Andover; the Board will continue <br />to look for opportunities that will respond to the <br />desire for library service to the Ramsey area. Coun- <br />cil directed that staff prepare a resolution for adop- <br />tion that would confirm the City's desire to be serv- <br />ed by a branch of the Anoka County library. Council <br />directed that a revised conditional use permit be <br />drafted for Mr. Gerald Root's automobile sales and <br />repair business that will indicate that traprock will <br />suffice the requirement for a durable and dustless <br />parking and driveway area. Council approved metes <br />and bounds subdivisions for Mr. William Loucks and <br />Mr. Joel Thomsen. Meadowbrook (located west of <br />Germanium) received final plat approval. Council ap- <br />proved Weis Company's site plan review for the <br />commercial development in River's Bend P.U.D. <br />Autumn Meadows was granted preliminary plat ap- <br />proval. Council approved a minor subdivision of a <br />5 acre parcel on Hwy. #47 for Jake Barthold. The <br />Road and Bridge Committee was directed to <br />negotiate the purchase of property for a public works <br />building. Council authorized spending up to $3,000 <br />for a market analysis to determine the potential im- <br />pact of landfill activity and surrounding industrial <br />development on the Altron property. Council approv- <br />ed the development permit between Ramsey and <br />Plants and Things. Council scheduled a special <br />meeting for February 10 to discuss proposed <br />alignments for Front Street and airport zoning; <br />February 12 to meet with the Park Commission; <br />February 17 for a public hearing regarding street im- <br />provements to Itasca Heights. Council was inform- <br />ed that there is indication from the Department of <br />Transportation that Ramsey's request for <br />cooperative funds for a storm drainage outlet under <br />Highway #10 has been approved; Council authoriz- <br />ed preparation of a feasibility report for a storm <br />sewer project in the Mississippi River Storm Sewer <br />Taxing District. Ramsey entered into a 1987 fire pro- <br />tection contract with Anoka-Champlin Joint Fire <br />Board. Council retained Ms. Jan Bye as a regular <br />full-time accounting clerk and declared her 6 month <br />probationary period satisfactorily completed. The Ci- <br />ty will apply for grant assistance from the <br />Metropolitan Council to evaluate landfill impacts on <br />host communities. Council confirmed the written ver- <br />sion of testimony submitted at the January 14 Metro <br />Council public hearing regarding the scope of the <br />environmental impact statement for vertical expan- <br />sion of the landfill.
