<br />WHAT'S HAPPENING AT <br />CITY HALL <br /> <br />Ramsey City Council met on October 7 and con- <br />ducted public hearings regarding use of Federal <br />Revenue Sharing Funds and the 1987 proposed Ci- <br />ty Budget. Council approved Change Order #1 to the <br />contract for municipal well system #2 to delete cer- <br />tain items resulting in a net contract decrease of <br />$10,736.25. Council reviewed requests from senior <br />citizens for deferment of special assessments for <br />sealcoating; the requests were denied based on non- <br />compliance with State Statute which requires ap- <br />plication to be made prior to the adoption of the final <br />assessment rolls. Council approved a metes and <br />bounds subdivision for Mrs. Dorothy Hunt. Council <br />adopted the 1986 tax levy collectable in 1987. <br />City Council met on October 14 and approved <br />the Lions Club request to donate and construct a <br />shelter at Central Park. A resolution was adopted <br />declaring the City's intent to acquire and develop <br />Gateway North Industrial Airport. The Council con- <br />tinued review of the proposed 1987 budget and set <br />policies for 1987 spending. <br />Council met on October 20 and conducted a public <br />hearing regarding the proposed extension of sewer <br />and water improvements to the Industrial area. <br />Several property owners stated that even with City <br />assistance in financing the project, they could not <br />afford the assessments as proposed. <br />Council met on October 21 and it was reported that <br />the appearance of Mr. Root's property has improv- <br />ed; action on the conditional use permit was tabled <br />and the City Engineer was directed to determine <br />whether or not the materials applied to the parking <br />area meet the requirement of 'dust free'. City Staff <br />was directed to enter into negotiations to acquire <br />right-of-way easements for the future extension of <br />155th Avenue N.W. from Variolite Street N.W. to <br />Armstrong Blvd. N.W. utilizing MSA funds. Berndt <br />Development Company received approval to move <br />in a residential garage for commercial use at 6159 <br />Hwy. #10 N.W. No action was taken on the <br />preliminary plat approval for Autumn Meadows <br />because no provision for a public easement to be <br />used as a second access was produced. Great <br />Plains Gas received approval to construct an of- <br />fice/display structure at 7411 Hwy. #10 N.W. Coun- <br />cil approved Mr. Adams' request to abate the re- <br />maining balance of a 1980 street construction <br />assessment against one of his properties because <br />of certain situations that make it unbuildable. Council <br />was informed that they should not deny requests for <br />special assessment deferments solely on the <br />grounds of late application and reconsidered and ap- <br />proved two previous requests for deferment plus an <br />additional one that had been received. Park dedica- <br />tion requirements for the Northfork, P.U.D. were <br />discussed; a proposed plan includes an addition to <br />the adjacent Whispering Pines Park, a multiple use <br />trail system, tot lot, cash and/or land. The proposal <br />for a business incubator facility was reviewed and <br />concept approval was given to it. Staff was directed <br />to enter into contracts with the lowest bidders for <br />water penetration repairs at City Hall. A petition was <br />received for street improvements in Itasca Heights <br />and Council ordered a feasibility study. Council <br />discussed the City's requirement for a certificate of <br />lot survey to be submitted with all building permit ap- <br />plications and the fact that it isn't always needed or <br />dosen't contain pertinent information; the issue was <br />tabled. A feasibility study for MSA road im- <br />provements to Roanoke Street was ordered. Coun- <br />cil adopted an ordinance establishing a Landfill <br />Commission. <br />Council met on November 5 and certified the <br />November 4 election results. <br />Council met on November 12 and approved the in- <br />stallation of a culvert at 156th Avenue and Hematite. <br />Council proceeded to discuss options for <br />deferments/discounts for assessments associated <br />with the proposed extension of sewer and water to <br />the Industrial area. One of the options presented <br />allowed for extended periods of deferment and <br />graduated discounts to the assessments based on <br />how soon the property owner starts the ten year pay- <br />ment period. The Commissions <br />discussed the idea of establishing performance stan- <br />dards which is a method of controlling development <br />utilizing the level of amenities that are available in <br />a given area as a guideline rather than zoning. The <br />Commissions also discussed home occupation per- <br />mits and what constitutes an in-home business. <br />The Planning Commission met on October 7 and <br />tabled Mr. Wirz' request to operate a nursery and <br />retail sales business in a residential district. Mr. Paul <br />Bertils was advised to proceed to the preliminary plat <br />stage for 14 residential lots west of Cty. Rd. #5 and <br />north of 167th. Approval of a metes and bounds sub- <br />division for Mrs. Dorothy Hunt was recommended. <br />The Commission recommended approval of Mr. <br />Berndt's request to move in a residential-type garage <br />to property zoned business, 6159 Hwy. #10, con- <br />tingent upon the existing garage being removed by <br />June 1, 1987. The next Commission meeting was <br />rescheduled from November 4 to November 5. <br />The Planning and Zoning Commission con- <br />ducted a special meeting on October 21 and Mr. <br />Jerry Coffin's request to construct a pole building <br />for storage at 6336 Hwy. #10 was tabled until Mr. <br />Coffin can provide additional information regarding <br />a structure that would have a facade that complies <br />with the City Code. It was recommended that: 1) Ci- <br />ty approve the construction of a 26' x 40' of- <br />fice/display building for Great Plains Gas; 2) Chalich <br />Trucking be approved to construct a pole building <br />for truck storage at 8049 146th Avenue provided <br />there be a brick facade on the east and south sides <br />of the building. The Commission discussed the re- <br />quirement for submitting a certificate of lot survey <br />with building permit applications and whether or not <br />the Building Official should be given the latitude to <br />determine those certificates of survey are necessary. <br />The Planning and Zoning Commission met on <br />November 5 and recommended approval of Mr. <br />Wirz' request to operate a nursery and retail <br />business in the R 1-R Residential District. The Com- <br />mission recommended denial of Mr. Simons' request <br />to operate an automobile sales business at <br />7205-7210 Hwy. #10 based on concerns with the ac- <br />cess onto Hwy. #10, proposed display of vehicles <br />in the highway right-of-way setback and continued <br />residential use of the property. The Commission <br />recommended approval of a mini-plat subdivision for <br />Mr. Barthold and a metes and bounds subdivision <br />for Jim Peterson. The Commission recommended that the <br />Economic Development Company proceed to plan <br />a business appreciation event in Ramsey. <br />The Economic Development Commission met on <br />November 12 and briefly discussed the business in- <br />cubator proposal by Iron Works Development Cor- <br />poration; a special meeting was scheduled for <br />November 19 and it was requested that represen- <br />tatives from Iron Works be present to discuss the <br />proposal. The Commission discussed, at great <br />length, the proposed extension of sewer and water <br />to the industrial area and options for deferments and <br />discounts to those that cannot afford the <br />assessments in the near future. The Commission <br />moved to recommend that City Council proceed with <br />the project with provisions for up to a 20 year defer- <br />ment of the assessment with a variety of discounts <br />being offered for accepting the assessment within <br />the first ten years of the project. <br />The Charter Commission met on September 25 <br />and accepted the resignation of Gary Heitman and <br />directed that the Commission vacancy be advertis- <br />ed. Mr. Hartley and City Attorney Goodrich were pre- <br />sent to discuss items of concern in the City Charter; <br />Staff was directed to prepare proposed amendments <br />and schedule the next Charter meeting for October <br />23. <br /> <br />The Park and Recreation Commission met on <br />September 11 and appointed Mr. John Lichter as <br />Chairman. The Commission reviewed the Stanhope <br />River Hills plat for park dedication requirements and <br />recommended acquiring Outlot A along the Rum <br />River. A motion passed requesting that Council not <br />close parks because of nuisance problems but rather <br />use stricter enforcement. It is requested that a <br />member of the Park Commission be included in city <br />budget discussions and preparation. The Commis- <br />sion recommended that the City support the Com- <br />munity Education Program at or above the current <br />level of funding. <br /> <br />LICENSE YOUR DOG <br /> <br />All dogs in the City of Ramsey must have a cur- <br />rent license. The cost is $3.00 for males and spayed <br />females and $5.00 for unspayed females. Licenses <br />are not required for dogs less than six months of age. <br />In. case: a dog tag is lost or destroyed, a duplicate <br />Will be Issued upon payment of $1.00. Licenses are <br />good for a period of two years. You must show a cur- <br />rent rabies vacciantion certificate when getting your <br />license. Also, City Ordinance allows only two dogs <br />per household; any more than that would require a <br />kennel permit. <br /> <br />GOT SOMETHING TO SAY? <br /> <br />Remember Citizen Input. The Ramsey City Coun- <br />cil, Economic Development Commission, Park <br />Board, Planning and Zoning Commission, Airport <br />Commission and Charter Commission all have a <br />"Citizen Input" time set aside at the beginning of <br />each meeting. "Citizen Input" permits citizens to ad- <br />dress Councilor Commissions without first having <br />to get on the agenda. <br />If you have something that you would like to bring <br />to the attention of Councilor Commissions, don't <br />forget "Citizen Input". <br />
