Mediation is an
alternative to the court system for settling disputes.
Volunteers would help people find solutions to
neghborhood problems, landlord/tenant disputes,
employer/employee relations, domestic quarrels and
others.
The 25-hour training program teaches skills that
can be applied to solving everyday conflicts in per-
sonal situations as well as in the mediation setting.
This newly-formed non-porfit organization is head-
ed up by school district #11 board member Karen
Irvin. Her background includes divorce mediation
services and co-directing the Mediation Center
located in St. Paul. Task force members have been
solicited from all parts of the county to ensure
widespread support and familiarity with the program.
People in conflict would use the program's ser-
vices voluntarily and on a no-charge basis. Trained
volunteers help them reach mutual agreements us-
ing win-win techniques. The normal time between
opening a case and concluding with an agreement
is two weeks. A recent survey among Anoka Coun-
ty cities indicated as many as 350 cases per year
could be referred to mediation by city officials alone.
Call Lonni McCauley at 574-7867 or 755-5300 to
learn more about this program and the volunteer
training schedule.

NEW STATE PROGRAM

OFFERS COMPENSATION FOR

DAMAGE CAUSED BY

HAZARDOUS WASTE

If you think that exposure to hazardous waste has
injured your health or damaged your property, you
may be able to get monetary compensation under
a new state program.
Under a law passed last year by the Minnesota
Legislature, you may be eligible to file a claim with
a newly created Hazardous Substance Injury Com-
pensation Board. The five member Board was set
up to deal with claims resulting from exposure to
hazardous substances occurring outside the
workplace. A typical claim might involve a problem
with drinking water, contaminated through the im-
proper disposal of hazardous waste.
The Board has the power to investigate claims,
and award damage payments from a $2,000,000
fund set up by the state. It can compensate injured
persons for medical expenses, lost income, and the
value of lost household labor, as well as providing
death benefits to survivors. It can also pay for clean-
ing up or replacing a contaminated water supply.
In hardship cases, compensation can be provid-
ed to persons who must sell their homes at less than
the appraised value, because of a release of hazar-
dous waste.
The Board gives people a chance to recover
damages for an injury or loss, while avoiding the
costs, delays and uncertainty that can be involved
in filing a lawsuit. It also gives them a way to be com-
pensated even if the persons or organizations
responsible for the problem are unknown, or are
unable to pay any damages.
However, the amount of money the Board can
award is limited. The maximum amount that can be
awarded to one individual, for all types of losses or
injuries, is $250,000.
Reimbursement for lost income is limited to
$24,000 a year, and the limit is the same for
household labor expenses. The limit on reimburse-
ment to homeowners for clean-up or replacement of
a contaminated water supply is $25,000, and reim-
bursement is also limited to $25,000 for losses
associated with the sale of a home.
Persons who file claims with the Board are
restricted from suing for damages at the same time.
Persons who have won a previous lawsuit can only
file a claim if it's impossible to collect whatever
damages were awarded in the suit.
Once the Board reaches a decision, and the per-
son making the claim accepts the compensation of-
fered by the Board, no lawsuit can be filed involving
the same injury or damage problem.
The Board is composed of five members, three
recruited for their professional expertise and two
representing the general public. By law, the profes-
sional members must include an attorney, a physi-
cian familiar with the field of toxicology, and another
health professional familiar with hazardous
substance injuries.
Current members include Byron Starns of Min-
neapolis, attorney member and Board Chair; Dr. C.
John Hodgson, physician member, Rochester; Dr.
Constance Pries, physician/health professional
member, Fridley; and the two members represen-
ting the general public, Richard Mergens of Stillwater
and David Miller of White Bear Lake.
For more information about how to file a claim with
the Board -- and to find out if you're eligible -- call
(612) 642-0455, or write to the Hazardous
Substance Injury Compensation Board, 2700
University Ave. West, Suite 115, St. Paul, MN
55114.

A WORD FROM YOUR
INSPECTOR

Biological disease transmission is at it's lowest ebb
at this time.
As the winter wind whistles across the ground,
make a landscape map of your yard and consider
where you would want to plant a wind break and
summer shade come next Arbor Day. If fruit trees
are included in your landscape planning, consider
a location with good organic soil BEFORE planting.
Ramsey's Tree Inspector, Bruce Bacon, is
available for questions on tree maintenance, land-
scape planning, disease control and soil building.
Mr. Bacon can be reached by calling 753-5099.

Now that the cold season is here, please make an
effort to cut any diseased Oak or Elm trees and
dispose of the brush before the end of March. If you
can meet the distance requirement of 600' to the
nearest neighbor, you are eligible for a 30 day bur-
ning permit. If you cannot meet this distance require-
ment, there is a County disposal site on Hanson
Blvd. between East Main Street and Bunker Hills
Blvd. A minimum charge of $5.00 per pick-up load
is charged for disposal of brush at this site.
Also, this is the best time to do remedial and
decorative pruning of your shade and fruit trees.

LOCAL ELECTION RETURNS & STATISTICS

19~

GENERAL

Election held

November 4

At the

New Registration:

Total number of persons
registered as of 7:00 A.M.:

Precinct 1 83
Precinct 2 53
Precinct 3 77
TOTAL NEW REGISTRATION
TOTAL REGISTRATION

Precinct 1
Precinct 2
Precinct 3
TOTAL

1929
1515
1819
5263

213
5476

Total number of person voted:

TOTAL PERSON VOTED

2835

Precinct 1
Precinct 2
Precinct 3

1021
844
970

%VOTED

54%

For the Office of

Mayor

received ( 816 ) votes
received ( 671 ) votes
received ( 784 ) votes
TOTAL 2271

Gary Reiman!') #1
Gary Reimann #2
Gary Reimann #3

Cou ncil member

For the Office of

Steve DeLuca received ( ) votes
#1 (536) #2 (419) #3 (460) received ( 1415 ) votes
AI Pearson received ( ) votes
#1 (503) #2 (402) #3 (435) received ( 1340 ) votes
Robert Sharp received ( ) votes
#1 (306) #2 (282) #3 (384) received ( 972 ) votes
Dennis Tweed received ( ) votes
#1 (302) #2 (258) #3 (245) received ( 805 ) votes
received ( ) votes
---- -
