<br />Ramsey teens held their first meeting of the year
<br />in the Teen Center. Twenty-five teens were in atten-
<br />dance. Suggestions and plans were made for the
<br />following months. The first events being planned are
<br />Halloween Parties. 5th and 6th grade party will be
<br />October 23 from 6:30 - 9:00 p.m. and the 7th, 8th
<br />& 9th grade party will be October 30 from 6:30 - 9:00
<br />p.m. Cost is $2.50 or $2.00 with costume. There will
<br />be special games, special concessions and lots of
<br />scary events. Prize for best costume boy and girl.
<br />Some of the suggestions for future events includes
<br />dances, pizza party, ski trips, lock-in, camping, talent
<br />show, sledding party. If you are interested in atten-
<br />ding teen board meetings - parents welcome too -

<br />COMMUNITY EDUCATION
<br />PLANS MINI SESSION
<br />
<br />Fall Mini Session classes and events are being
<br />planned by Community Education. Included will be
<br />safety classes for ages K-4, Rollerskating event,
<br />foreign languages, special cooking classes for youth
<br />and adults, ceramics, piano lessons, cheerleading,
<br />basketball, plus many others. Brochures will be sent
<br />home from school Oct. 24th. If you do not have
<br />children in Ramsey Elementary, please call
<br />422-5199 and we will put you on our mailing list.

<br />RAMSEY LIONS CLUB
<br />
<br />The good news is that the soccer nets that the
<br />Lions donated to Central Park are back in place and
<br />ready for use by our community.
<br />The Lions recently held a prize bingo night for the
<br />folks at Maple Manor Nursing Home, and also par-
<br />ticipated in the Anoka County food distribution
<br />program.
<br />Preparations are being made for the Lions Fun
<br />House at the annual Halloween party on October 31
<br />at the Ramsey school. This is just too scary to talk
<br />about.
<br />If you know of any community related project or
<br />activity within the City of Ramsey that the Lions club
<br />may be of any help, please contact Ramsey Lions

<br />RAMSEY SENIOR CITIZENS
<br />
<br />The Ramsey Senior Citizens met for their regular
<br />monthly meeting on Wednesday, October 1.
<br />However, instead of having their usual pot luck din-
<br />ner at City Hall, they met for dinner at "On The
<br />Green." It was a welcome change and very
<br />enjoyable.
<br />The Seniors Club will be meeting again on
<br />November 5 for a pot luck luncheon at City Hall at
<br />noon. The special program for that meeting will be
<br />a slide presentation of Israel. As part of the regular
<br />business meeting that day, there will be an election
<br />of officers. The Ramsey Seniors invite you to come
<br />and join them for a pleasant afternoon.
<br />The Ramsey Senior Citizens meet the first
<br />Wednesday of each month at noon in the lower level
<br />of Ramsey Municipal Center. The Club welcomes
<br />new members and anyone interested in joining
<br />should contact Dorothy Scroggins at 421-4414.

<br />Rev. Blair K. Anderson was installed as pastor at
<br />Lord of Life Lutheran Church, Ramsey, on Sunday,
<br />September 21, 1986, at the 8 and 11 a.m. worship
<br />services. Guest speaker at both services was Rev.
<br />Orville Olson, Assistant to the Bishop of the
<br />Southeastern Minnesota District Office of the
<br />American Lutheran Church, St. Paul. A congrega-
<br />tional pot-luck dinner was served at 12:30 p.m.,
<br />followed by a hymn fest at 2:00 p.m.
<br />Pastor Anderson graduated from Tracy High
<br />School, Tracy, Minnesota, in 1966, attended St. Olaf
<br />College in 1966 and 1967, and graduated from the
<br />University of Minnesota in 1970 with a Bachelor of
<br />Science Degree in Economics and Business Ad-
<br />ministration. He attended Luther Northwestern
<br />Seminary in St. Paul and graduated in 1974.
<br />Prior to accepting the call to Lord of Life Lutheran,
<br />Pastor Anderson served eight years as associate
<br />pastor at Redeemer Lutheran Church in White Bear
<br />Lake. From 1975-78 he was associate pastor at both
<br />Bethel Lutheran Church in Lester Prairie and Christ
<br />the King Lutheran Church in Hutchinson.
<br />Pastor Anderson, wife Betty, and daughters
<br />Elizabeth, 4112, and Emily, 11 months, live in
<br />Ramsey.

<br />Community Education is sponsoring a Halloween
<br />Party October 31 from 6:30-8:30 p.m. at Ramsey
<br />Elementary School. The party will be for kids
<br />preschool - 4th grade. There will be games to play
<br />(some are new this year), refreshments and lots of
<br />fun. Mark your calendars and come on over for a fun
<br />filled evening. Cost is $1.00 - includes Trick or Treat
<br />bag of goodies and 10 tickets for the games.

<br />WHAT'S HAPPENING AT
<br />CITY HALL
<br />
<br />Council met on September 15 and conducted
<br />assessment hearings for the 1986 sealcoating pro-
<br />jects. Assessments for the 1986 sealcoating projects
<br />were adopted with the exception of the two un-
<br />completed projects, Hall Anderson Acres and
<br />Halland Acres.
<br />Council met on September 30 and appointed Mr.
<br />Steve DeLuca to serve out the unexpired term of
<br />Council member Reimann who was recently ap-
<br />pointed to serve out the unexpired term of Mayor.
<br />Findings of fact were ordered regarding Mr. Root's
<br />conditional use permit. Stanhope River Hills (66 acre
<br />plat to be developed with 18 single family lots and
<br />located north of 153rd and east of Roanoke) receiv-
<br />ed preliminary plat approval. Staff was directed to
<br />advertise for bids for necessary repairs to eliminate
<br />water penetration at city hall. Preliminary plat ap-
<br />proval of Autumn Meadows was tabled until an ease-
<br />ment for a second access to the plat can be provid-
<br />ed. Council adopted a resolution supporting the
<br />Anoka County Mediation Project. The Mediation Pro-
<br />ject is a process for taking disputes out of the legal
<br />system and working out a resolution to a given pro-
<br />blem in a volunteer situation. Mr. Hartley reported
<br />that the bids for Municipal Well NO.2 exceeded the
<br />engineer's estimate by more than 10%; staff is pro-
<br />posing that the bids be accepted and awarded and
<br />that a change order be prepared to bring the con-
<br />tract price more inline with the estimates. Council
<br />awarded the contract for Municipal Well No.2 to E.H.
<br />Renner and Sons. Bids for municipal sewer and
<br />water to the industrial area exceeded the engineer's
<br />estimate by more than 10%; the project process was
<br />stopped and a feasibility study was ordered on a new
<br />project with a similar scope. The public hearing on
<br />the redesigned sewer and water project will be held
<br />on October 20, 1986. Council member DeLuca was
<br />appointed to work with Staff and Ironworks Develop-
<br />ment Corporation to develop a proposal for a
<br />business incubator facility. Staff was directed to
<br />prepare a resolution stating that based on the City's
<br />desire for a safe and adequate airport to serve the
<br />needs of various segments of Ramsey, necessary
<br />steps to be taken to acquire and develop Gateway
<br />North Industrial Airport. Council also approved enter-
<br />ing into an agreement with Hakanson/Anderson for
<br />preparation of an environmental impact assessment
<br />report and a land acquisition program for Gateway
<br />North Airport. Assessment rolls for now completed
<br />sealcoating projects (Hall Anderson Acres and
<br />Halland Acres) were adopted. The Finance Officer
<br />informed Council that the City received one proposal
<br />for insurance, the premium cost of which exceeds
<br />last year's premiums by 24-1/2%; the city can save
<br />$4,900 by raising the deductible; recommend city ac-
<br />cept the proposal with a raise in the deductible and
<br />setting that $4,900 savings aside to pay smaller
<br />claims.
<br />Council met on October 7 and conducted public
<br />hearings regarding proposed uses for Federal
<br />Revenue Sharing Funds and the 1987 proposed Ci-
<br />ty Budget. Council adopted the 1986 tax levy col-
<br />lectable in 1987 and scheduled another meeting on
<br />October 14 to discuss the proposed budget further.
<br />Change Order #1 to decrease the price of the con-
<br />tract for Municipal Well NO.2 by $10,736.25 was ap-
<br />proved. Two requests for deferment of sealcoating
<br />assessments were denied because of non-
<br />compliance with State statute requiring application
<br />to be made prior to adoption of the assessment rolls.
<br />Mrs. Dorothy Hunt was granted a metes and bounds
<br />subdivision of her 40 acre parcel.

<br />DOGS SHOT!

<br />Sounds like a rather simple headline, doesn't it?
<br />Nothing complicated; just "Dogs Shot". To a family
<br />living in the area of Azurite and 163rd it isn't simple
<br />at all. It is quite tragic for them, especially when they
<br />don't understand why. Now, in this short, deadline
<br />approaching article I'm not going to write about how
<br />to handle dogs that mutilate your garbage so as to
<br />drive you up a wall about once or twice a week. I'm
<br />not addressing the subject of pit bulls, certain types
<br />of guard dogs, etc. that snarl and chase/bite
<br />children, joggers, bicyclists, etc.; nor even the dog
<br />that leaves humongous piles of doo-doo on your yard
<br />which you spread for 2 acres when passing over it
<br />with the mower. No, those are other subjects for
<br />another time and I have talked about the legalities,
<br />morality, niceties of that before anyway. This time
<br />I want to just talk about two Pomeranian dogs, very
<br />small (likely to tip over bathroom wastebaskets or
<br />bite mice), that were recently shot and kicked by so-
<br />meone who is, apparently, having some sort of emo-
<br />tional problem which presents itself in senseless
<br />displays of destruction and cruelty. The weapon us-
<br />ed was apparently a B-B gun, or other round pellet
<br />discharging weapon, and maybe a foot. One of the
<br />animals is recovering quite nicely, the owners hope,
<br />and the other is dragging himself around quite game-
<br />ly by his front legs since the two rear legs are
<br />paralyzed and will always be. I really don't believe
<br />either dog was so vicious as to be shot on sight.
<br />(While takin~ the report, I petted the crippled one
<br />and he didn t growl, snarl or bite, even though he
<br />certainly has a right to be somewhat testy at this
<br />time).
<br />As I said, I'm not talking about problem animals
<br />which are of a nature to be dealt with forcefully; there
<br />are legal, quite lethal remedies for this type and
<br />sometimes, rarely, these remedies are required.
<br />There are also remedies available such as having
<br />the dog picked up and/or citing, fining, warning,
<br />scolding the owner. What was done to these two
<br />pomeranians was senseless.
<br />I am asking those who read this article to contact
<br />the police department with any information they may
<br />have in regards to this incident. Any information will
<br />help and we would be very appreciative. The inci-
<br />dent happened between 10:00 a.m. and 3:00 p.m.
<br />on Sunday, October 19 and again on October 16
<br />(one dog on each of the days). It was done, most
<br />likely, in the area of the 16300 block of Azurite or
<br />Coquina by a person with, it appears, a B-B gun of
<br />gas powered construction or other round pellet
<br />shooting device, but not too likely with a shotgun.
<br />If you are a person who has a dog and always
<br />keep it tied up, you may not be too sympathetic
<br />about a dog being shot off it's property. Keep in mind
<br />that these dogs may have been shot on their own
<br />property. Yours could be next! Please give us a hand

<br />passed a resolution recommending that the four
<br />member cities (Champlin, Ramsey, Anoka and An-
<br />dover) approve the sale and transfer of all Group W
<br />stock to North Central Cable Communications Cor-
<br />poration. Each city council will now act independent-
<br />ly on that resolution.
