It was recommended that City Council <br />establish an ad hoc committee to review water pro- <br />blems in Ramsey. <br />The Economic Development Commission met <br />on September 10 and it was reported that a <br />breakfast meeting has been tentatively scheduled <br />for October 2 at On The Green restaurant to meet <br />John Hartinger and Roger Schurke. The Commis- <br />sion reactivated the Sewer and Water Subcommit- <br />tee to review the concerns of smaller existing <br />businesses in the Industrial area with respect to the <br />sewer and water improvement project. The Commis- <br />sion also informed City Council that they continue <br />to take the position that sewer and water im- <br />provements to the I ndustrial area are necessary for <br />development. <br />The Planning and Zoning Commission met on <br />August 19 and tabled preliminary plat approval of <br />Stanhope River Hills and Autumn Heights Meadows. <br />The Planning and Zoning Commission con- <br />ducted a joint meeting with the Park and Recrea- <br />tion Commission on Tuesday, August 26 to <br />discuss concerns regarding parks and the Park <br />Commission's role in recommending park dedica- <br />tion requirements. The results of that meeting were <br />that the Comprehensive Park Plan needs updating; <br />there is a need for greater communication between <br />the public and the Commissions regarding park <br />dedication issues; that the City look into a more <br />equitable park dedication system, perhaps re- <br />questing both cash and land dedication so that any <br />cash dedication can be added into the cost of <br />development; a legal opinion was requested regar- <br />ding the possible uses for the Hughesby property <br />that was donated to the County as a wildlife <br />preserve. <br />The Planning and Zoning Commission met on <br />September 2 and granted preliminary plat approval <br />to Autumn Meadows and Stanhope River Hills. The <br />Commission recommended denial of Master-Halco's <br />request to use a trailer for temporary office space. <br />Mr. Loren Leininger requested that his property <br />located south of 167th and across from Quicksilver <br />to be rezoned from Residential to Business to ac- <br />comodate development of a bowling alley; Commis- <br />sion recommended rezoning to Rural Business. Ap- <br />proval of Mr. Blowers request to operate a manufac- <br />turing business (cabinet making) in the Business <br />District (old Kovar building) was recommended. The <br />Commission also recommended approval for an ear- <br />ly education day care center to be operated in the <br />Residential District (Cross of Hope Church). <br />The Park Commission met on August 14 and <br />reviewed the Northfolk P.U.D. for proposed trail and <br />park alignments. A comprehensive trail system <br />throughout the City is far in the future; Northfolk <br />could serve as a catalyst but the trail would be con- <br />fined to within the P.U.D. and be too short to be of <br />any use for horse or snowmobile use. It was recom- <br />mended that land be acquired to tie into the existing <br />park in the adjacent Whispering Pines with <br />pedestrian and bike trails. The Commission recom- <br />mended that Council require a fee to satisfy park <br />dedication for Autumn Meadows. <br />The Airport Commission met on September 10 <br />and voted to change their regular meeting date to <br />the second Wednesday of the month. The Commis- <br />sion directed the City Administrator and Hakan- <br />son/Anderson to work out the final details of the con- <br />tract for the environmental assessment for Gateway <br />North Airport and that Council approve that contract <br />contingent upon MN/DoT's review. The Commission <br />also recommended that Council take the necessary <br />steps to acquire and develop Gateway North accor- <br />ding the Airport Master Plan. It was noted that Metro <br />Council will be conducting a public hearing on Oc- <br />tober 8 at Ramsey School regarding Waste Manage- <br />ment of Minnesota's request for vertical expansion <br />of the landfill; consensus was to prepare a letter to <br />be submitted at that hearing that would provide <br />documentation that landfills and airports are not <br />compatible land uses. <br /> <br />)-- <br /> <br />NOTICE FOR <br />ELECTION WORKERS <br /> <br />Anyone wishing to work on the upcoming General <br />election should contact Arlene Stafford at Ramsey <br />City Hall, 427-1410. <br /> <br />WHAT'S HAPPENING AT <br />CITY HALL <br /> <br />Council met on August 12 and accepted Mayor <br />Heitman's resignation, directed that the vacancy be <br />filled according to Charter provisions and that Ac- <br />ting Mayor Reimann serve as Mayor in the interim. <br />Council adopted a resolution approving plans and <br />specs for sewer and water main to the industrial area <br />and well no. 2 and setting the date of September 9 <br />to receive and open bids. Tax Increment Financing <br />District NO.1 was modified to include River's Bend <br />Plaza and to allow site improvements to be financ- <br />ed through tax increment financing. Ordinances <br />were adopted amending the legal drinking age to 21. <br />The contract for improvements to 153rd was award- <br />ed to H&S Asphalt. Dennis Donovan's resignation <br />from the Park Board was accepted. Parabody, Inc. <br />received approval to operate a manufacturing <br />business in the old Kovar building. Council declared <br />adequacy of petition and ordered a public hearing <br />on August 26 for street improvements to 153rd from <br />Rhinestone to Ramsey Blvd. DNR approved of gran- <br />ting Ramsey a maximum of $15,000 to be used for <br />flood assistance projects contingent upon Ramsey <br />expending a matching amount. <br />Council met on August 26 and Gary Reimann <br />resigned his position as Council member and ac- <br />cepted the appointment as Mayor to fill out the unex- <br />pired term of Gary Heitman; the council seat vacan- <br />cy was declared to be advertised. A public hearing <br />was conducted and a feasibility report accepted for <br />improvements to 153rd between Ramsey Blvd. and <br />Rhinestone. Roger Meyer and Bruce Bacon were ap- <br />proved for metes and bounds subdivisions. Mr. <br />Springer's request to operate a snowplowing <br />business from his home was denied. Mr. Raudio <br />received a simple subdivision of 40 acres located <br />north of HY-10 Plat. Council tabled any action regar- <br />ding Mr. Root's non-compliance with the terms of his <br />conditional use permit until the September 23 <br />meeting. Green Valley Estates, west of Hwy. 47 and <br />north of Green Valley Road, received final plat ap- <br />proval. Mrs. Rice and her attorney were present ap- <br />pealing Council's previous decision to deny the re- <br />quest to operate a tuxedo rental business from Mrs. <br />Rice's home; Council did not reverse their decision. <br />Ms. Sylvia Frolik, secretary, and Ms. Jan Bye, ac- <br />counting clerk, were hired as full-time employees ef- <br />fective August 30. Council approved plans and specs <br />for Municipal Well No. 2 and set a bid date of <br />September 22. The hearings for proposed <br />assessments for 1986 sealcoating projects were <br />scheduled for September 15. Council introduced or- <br />dinances establishing the Rum and Mississippi <br />River Drainage Districts. Fire protection was con- <br />tracted from Anoka/Champlin Fire Department. A <br />decision was made to establish a Landfill Commis- <br />sion in Ramsey. Council authorized advertising the <br />possible formulation of an ad hoc committee to <br />review water problems; any further action will be <br />determined by the response to the ad. <br />Council met on September 7 and adopted a <br />resolution providing for the issuance and sale of <br />$2,350,000 in general obligation tax increment <br />bonds for pulbic utilities in the Industrial area. <br />Council met on September 9 and tabled any <br />specific action regarding public utilities to the In- <br />dustrial area until September 23 as the lowest bid <br />received for the project was 30% over the engineer's <br />estimate. Mr. Scott Blowers received a conditional <br />use permit to operate a custom cabinet manufactur- <br />ing business in the Business District (old Kovar <br />building). Children of Hope received a conditional <br />use permit to operate an early education day care <br />center in the Cross of Hope Lutheran Church. The <br />Mayor and City Administrator were authorized to <br />enter into a contract with DNR for emergency pum- <br />ping funds. Mr. Hartley reported that the Anoka <br />County Board is supporting Waste Management of <br />Minnesota, Inc. 's request for vertical expansion. <br /> <br />District No. 50A <br />Rep. On <br />parcels of land one acre and less in size, the total <br />square footage of the attached or detached garage <br />and accessory structures shall not exceed 1,488 <br />square feet. On parcels of land one acre and less <br />in size, the attached or detached garage and ac- <br />cessory structure shall be built with the same type <br />construction design and materials as that of the prin- <br />cipal structure on the parcel. <br />On parcels of land greater than one acre and less <br />than two and one-half acres in size, the total square <br />footage of the attached or detached garage and ac- <br />cessory structures shall not exceed 1,664 square <br />feet. Building permits are required for any building over <br />120 square feet in area.
