COMMISSION MEETING NEWS

The Economic Development Commission met
on August 13 and it was directed that it be resear-
ched whether or not landfill trust funds are available
for use and if economic development projects
qualify. It was recommended that City Council
establish an ad hoc committee to review water pro-
blems in Ramsey.
The Economic Development Commission met
on September 10 and it was reported that a
breakfast meeting has been tentatively scheduled
for October 2 at On The Green restaurant to meet
John Hartinger and Roger Schurke. The Commis-
sion reactivated the Sewer and Water Subcommit-
tee to review the concerns of smaller existing
businesses in the Industrial area with respect to the
sewer and water improvement project. The Commis-
sion also informed City Council that they continue
to take the position that sewer and water im-
provements to the I ndustrial area are necessary for
development.
The Planning and Zoning Commission met on
August 19 and tabled preliminary plat approval of
Stanhope River Hills and Autumn Heights Meadows.
The Planning and Zoning Commission con-
ducted a joint meeting with the Park and Recrea-
tion Commission on Tuesday, August 26 to
discuss concerns regarding parks and the Park
Commission's role in recommending park dedica-
tion requirements. The results of that meeting were
that the Comprehensive Park Plan needs updating;
there is a need for greater communication between
the public and the Commissions regarding park
dedication issues; that the City look into a more
equitable park dedication system, perhaps re-
questing both cash and land dedication so that any
cash dedication can be added into the cost of
development; a legal opinion was requested regar-
ding the possible uses for the Hughesby property
that was donated to the County as a wildlife
preserve.
The Planning and Zoning Commission met on
September 2 and granted preliminary plat approval
to Autumn Meadows and Stanhope River Hills. The
Commission recommended denial of Master-Halco's
request to use a trailer for temporary office space.
Mr. Loren Leininger requested that his property
located south of 167th and across from Quicksilver
to be rezoned from Residential to Business to ac-
comodate development of a bowling alley; Commis-
sion recommended rezoning to Rural Business. Ap-
proval of Mr. Blowers request to operate a manufac-
turing business (cabinet making) in the Business
District (old Kovar building) was recommended. The
Commission also recommended approval for an ear-
ly education day care center to be operated in the
Residential District (Cross of Hope Church).
The Park Commission met on August 14 and
reviewed the Northfolk P.U.D. for proposed trail and
park alignments. A comprehensive trail system
throughout the City is far in the future; Northfolk
could serve as a catalyst but the trail would be con-
fined to within the P.U.D. and be too short to be of
any use for horse or snowmobile use. It was recom-
mended that land be acquired to tie into the existing
park in the adjacent Whispering Pines with
pedestrian and bike trails. The Commission recom-
mended that Council require a fee to satisfy park
dedication for Autumn Meadows.
The Airport Commission met on September 10
and voted to change their regular meeting date to
the second Wednesday of the month. The Commis-
sion directed the City Administrator and Hakan-
son/Anderson to work out the final details of the con-
tract for the environmental assessment for Gateway
North Airport and that Council approve that contract
contingent upon MN/DoT's review. The Commission
also recommended that Council take the necessary
steps to acquire and develop Gateway North accor-
ding the Airport Master Plan. It was noted that Metro
Council will be conducting a public hearing on Oc-
tober 8 at Ramsey School regarding Waste Manage-
ment of Minnesota's request for vertical expansion
of the landfill; consensus was to prepare a letter to
be submitted at that hearing that would provide
documentation that landfills and airports are not
compatible land uses.
dinances establishing the Rum and Mississippi
River Drainage Districts. Fire protection was con-
tracted from Anoka/Champlin Fire Department. A
decision was made to establish a Landfill Commis-
sion in Ramsey. Council authorized advertising the
possible formulation of an ad hoc committee to
review water problems; any further action will be
determined by the response to the ad.
Council met on September 7 and adopted a
resolution providing for the issuance and sale of
$2,350,000 in general obligation tax increment
bonds for pulbic utilities in the Industrial area.
Council met on September 9 and tabled any
specific action regarding public utilities to the In-
dustrial area until September 23 as the lowest bid
received for the project was 30% over the engineer's
estimate. Mr. Scott Blowers received a conditional
use permit to operate a custom cabinet manufactur-
ing business in the Business District (old Kovar
