DID YOU KNOW?

CATS - In the City of Ramsey, although a cat is
not required to be licensed or vaccinated, it is
unlawful to let a cat run at large. Just as with dogs,
cats are subject to impounding.
POLICE HOME CHECKS - Call the Police Depart-
ment at 427-1410 if you are leaving your home for
periods of over 4 days and the officers will put your
home on their house checklist.
van-dal-ism n: willful or malicious destructor deface-
ment of public or private property.

van-dal n 2: one who willfully or ignorantly destroys,
damages, or defaces property belonging to another
or to the public.

sense-less adj: destitute of, deficient in, or contrary
to sense: as b: FOOLISH, STUPID, c: MEAN-
INGLESS, PURPOSELESS.

re-spon-si-ble ajd la: liable to be called on to answer.
2a: able to answer for one's conduct and obligations:
TRUSTWORTHY. b: able to choose for oneself bet-
ween right and wrong.

com-mu-ni-ty n. 1: a unified body of individuals: as
d: a group of people with a common characteristic
or interest living together within a larger society.

A person living in a community, who shows no
responsibility for his or her behavior and commits
a senseless act of destruction has committed van-
dalism and is nothing more than a vandal.
By now you can tell what the tone of this article
is going to be, can't you? That's righLvandalism
(or, as it is legally called in Minnesota, Criminal
Damage to Property). There are any number of other
terms and words that can be used in conjunction with
that dirty word. Try, Cowardice, Sneakiness, Lack
of Civic Responsibility, Ostrichism (head-in the-sand
attitude), Narcing, Ratting, Revenge, etc.,etc. The
list can go on and on because so many excuses are
made for committing acts of vandalism or for not
coming forward and telling who did. One of the
largest (top 5) citizen complaint areas in our files is
VANDALISM and it seems to be growing every year.
Or maybe I've just been in this line of work too long
and the frustration is bubbling over. Whatever, every
month the long list of complaints about destroyed
mailboxes, broken lawn decorations, broken bottles
in the street, slashed tires, "lawn trashing" (driving
cars onto lawns and spinning tires), broken over
shrubbery and small trees continues to get longer.
POLICE NEWS...
Vandalism

While I do hate to brand only one group or class of
citizens with the major responsibility for this type of
crime I must say that, even if I didn't have kids myself
or I owned no calendars I could tell when Friday or
Saturday nights roll around, when there are teacher
conferences, or Easter Vacation, Christmas Vaca-
tion or summer break times by looking at the com-
plaint reports because during the above listed times
the vandlism calls go up. Sorry 'bout that, young
folks but I've got to lay the blame, for the major share
of this type of activity on your shoulders!
And now I've just got to ask the $64 question.
WHY? First of all, why do you do it? Does destroy-
ing other persons possessions provide a perverse
relief for boredom? Do those of you who do these
types of things have no sense of value for property
or do you in fact even have any sense of property
rights? I'm sure you do because I know you would
scream bloody murder if someone stole your bicy-
cle, smashed your stereo or "trashed" your car. I'm
sure that most of you value to some degree your own
possessions so why do you get a kick out of walk-
ing down a dark street and smashing a mailbox or
breaking up someones lawn decorations? Cowar-
dice maybe? Did that person have the nerve to ex-
ercise his or her rights and complain because your
dog did doo-doo on their front steps and now you
are getting revenge? Instead of personally confron-
ting the person and talking it out you sneak around
and damage property. WOW! Or you 'lawn trashers'
with your cars that can actually spin their wheels on
green grass. Is this the new form of 'macho' display
that proves to you and others that your car or four-
wheeler is powerful enough to plow through 2112 in-
ches of grass? And then there is Mr. Muscle who
rides along in a car and uses a ball bat or tire iron
to physically crush aluminum mailboxes. Awesome,
just awesome! Lets not leave out the bottle breakers
who find pop or beer bottles lying along side the road
(a whole 'nuther subject, by the way) and see if, by
RAMSEY ECONOMIC

DEVELOPMENT COMPANY

ANNOUNCES STOCK SALE

The Ramsey Economic Development Company
(REDC), at it's first annual stockholders meeting in
January, announced the sale of additional stock
shares in the company.
The REDC is a non-profit company whose primary
purpose is to promote the development and expan-
sion of new and existing businesses in Ramsey. The
REDC will work as a liaison between the city and the
private sector, as a source of information and
assistance in meeting the development needs of
businesses considering expanding or locating in
Ramsey.
The REDC has already been involved in a number
of issues surrounding the promotion of economic
development in the City of Ramsey. Some of these
include a brochure on the City of Ramsey, the
establishment of a business liaison task force
designed to meet with prospective businesses who
have expressed an interest in expanding or locating
their business in Ramsey, and, the REDC is currently
researching the possibility of a joint venture with the
City of Anoka regarding a small business incubator
project.
Stock in the company is currently being sold for
$25.00 per share. Proceeds from the sale of stock
will be used as an operating fund by the company,
in it's efforts to promote the growth, expansion, and
development of new and existing businesses in
Ramsey.
The REDC is currently offering stock to any
business, or private citizen, who is interested in the
future of the city, and in promoting economic
development in Ramsey.
Anyone interested in obtaining more information
about the Ramsey Economic Development Com-
pany; or in purchasing stock in the company can
contact any of the current board members or Glen
Hardin at 421-3830.
Currently Ramsey Economic Development Com-
pany board of directors include:
Glen Hardin, President
Steve DeLuca, Vice President
Bob Muller, Secretary
Ken Wagner, Treasurer
Darryl Fults, Asst. Secretary
Chuck Alsdurf, Asst. Treasurer

their supreme athletic prowess, they can cause the
bottles to break by throwing them up into the air and
letting them fall on the hard asphalt surface. Not so
much as a thought is apparently given to the conse-
quences of this type of act. So what if a slashed and
ruined tire costs $75 to replace or the new tike tire
costs $10.50. Who cares if the 'bare-foot boy'
slashes his foot wide open while traipsing down the
edge of the roadway. Shouldn't be going without
shoes anyway, right?
And last, but certainly not least, I must address
those who see these acts of vandalism committed
either as a witness or as a consequence of being
with the person who commits them and by neither
word or action does nothing to stop the act and won't
come forward to say who did it. Now we are getting
into the part about RESPONSIBILITY and COM-
MUNITY! Here is where OSTRICH ISM comes into
play. It seems to me, that even at a young age, peo-
ple can understand that as a member of a communi-
ty there is a responsibility owed to others regarding
the safety of their bodies and their property and if
they don't have the courage to assume this respon-
sibility how can they ever expect others to be con-
cerned for them when their turn comes? And it will
come! Don't ever think, you passengers in the "lawn
trasher" car, that that same driver won't do the same
to your home if you should have a falling out
sometime or maybe to your neighbor who is your
friend. If you or your brother or sister ever lays open
your foot on a broken bottle you can think back to
the time you saw someone break a bottle on the
street or pathway and you stuck your head in the
sand. Now, I'm not asking all you folks, young and
old, to play "Big Brother" and run around spying on
everybody and calling the commisar on Mom and
Dad. All I'm saying is that maybe if these types who
commit vandalism get the idea that none of us will
stand for it and will come forward and speak out, they
will slow their activities somewhat.
