Just as with dogs, <br />cats are subject to impounding. <br />POLICE HOME CHECKS - Call the Police Depart- <br />ment at 427-1410 if you are leaving your home for <br />periods of over 4 days and the officers will put your <br />home on their house checklist. <br /> <br />van-dal-ism n: willful or malicious destructor deface- <br />ment of public or private property. <br /> <br />van-dal n 2: one who willfully or ignorantly destroys, <br />damages, or defaces property belonging to another <br />or to the public. <br /> <br />sense-less adj: destitute of, deficient in, or contrary <br />to sense: as b: FOOLISH, STUPID, c: MEAN- <br />INGLESS, PURPOSELESS. <br /> <br />re-spon-si-ble ajd la: liable to be called on to answer. <br />2a: able to answer for one's conduct and obligations: <br />TRUSTWORTHY. b: able to choose for oneself bet- <br />ween right and wrong. <br /> <br />com-mu-ni-ty n. 1: a unified body of individuals: as <br />d: a group of people with a common characteristic <br />or interest living together within a larger society. <br /> <br />A person living in a community, who shows no <br />responsibility for his or her behavior and commits <br />a senseless act of destruction has committed van- <br />dalism and is nothing more than a vandal. <br />By now you can tell what the tone of this article <br />is going to be, can't you? That's righLvandalism <br />(or, as it is legally called in Minnesota, Criminal <br />Damage to Property). There are any number of other <br />terms and words that can be used in conjunction with <br />that dirty word. Try, Cowardice, Sneakiness, Lack <br />of Civic Responsibility, Ostrichism (head-in the-sand <br />attitude), Narcing, Ratting, Revenge, etc.,etc. The <br />list can go on and on because so many excuses are <br />made for committing acts of vandalism or for not <br />coming forward and telling who did. One of the <br />largest (top 5) citizen complaint areas in our files is <br />VANDALISM and it seems to be growing every year. <br />Or maybe I've just been in this line of work too long <br />and the frustration is bubbling over. Whatever, every <br />month the long list of complaints about destroyed <br />mailboxes, broken lawn decorations, broken bottles <br />in the street, slashed tires, "lawn trashing" (driving <br />cars onto lawns and spinning tires), broken over <br />shrubbery and small trees continues to get longer. <br /> <br />L <br /> <br /> <br />POLICE NEWS... <br />Vandalism <br /> <br />While I do hate to brand only one group or class of <br />citizens with the major responsibility for this type of <br />crime I must say that, even if I didn't have kids myself <br />or I owned no calendars I could tell when Friday or <br />Saturday nights roll around, when there are teacher <br />conferences, or Easter Vacation, Christmas Vaca- <br />tion or summer break times by looking at the com- <br />plaint reports because during the above listed times <br />the vandlism calls go up. Sorry 'bout that, young <br />folks but I've got to lay the blame, for the major share <br />of this type of activity on your shoulders! <br />And now I've just got to ask the $64 question. <br />WHY? First of all, why do you do it? Does destroy- <br />ing other persons possessions provide a perverse <br />relief for boredom? Do those of you who do these <br />types of things have no sense of value for property <br />or do you in fact even have any sense of property <br />rights? I'm sure you do because I know you would <br />scream bloody murder if someone stole your bicy- <br />cle, smashed your stereo or "trashed" your car. I'm <br />sure that most of you value to some degree your own <br />possessions so why do you get a kick out of walk- <br />ing down a dark street and smashing a mailbox or <br />breaking up someones lawn decorations? Cowar- <br />dice maybe? Did that person have the nerve to ex- <br />ercise his or her rights and complain because your <br />dog did doo-doo on their front steps and now you <br />are getting revenge? Instead of personally confron- <br />ting the person and talking it out you sneak around <br />and damage property. WOW! Or you 'lawn trashers' <br />with your cars that can actually spin their wheels on <br />green grass. Is this the new form of 'macho' display <br />that proves to you and others that your car or four- <br />wheeler is powerful enough to plow through 2112 in- <br />ches of grass? And then there is Mr. Muscle who <br />rides along in a car and uses a ball bat or tire iron <br />to physically crush aluminum mailboxes. Awesome, <br />just awesome! Lets not leave out the bottle breakers <br />who find pop or beer bottles lying along side the road <br />(a whole 'nuther subject, by the way) and see if, by <br /> <br />~~'~TH~ <br />--~ ~-- <br />~~ <br />~,~ <br /> <br />~~~. "A~ <br /> <br />RAMSEY ECONOMIC <br /> <br />DEVELOPMENT COMPANY <br /> <br />ANNOUNCES STOCK SALE <br /> <br />The Ramsey Economic Development Company <br />(REDC), at it's first annual stockholders meeting in <br />January, announced the sale of additional stock <br />shares in the company. <br />The REDC is a non-profit company whose primary <br />purpose is to promote the development and expan- <br />sion of new and existing businesses in Ramsey. The <br />REDC will work as a liaison between the city and the <br />private sector, as a source of information and <br />assistance in meeting the development needs of <br />businesses considering expanding or locating in <br />Ramsey. <br />The REDC has already been involved in a number <br />of issues surrounding the promotion of economic <br />development in the City of Ramsey. Some of these <br />include a brochure on the City of Ramsey, the <br />establishment of a business liaison task force <br />designed to meet with prospective businesses who <br />have expressed an interest in expanding or locating <br />their business in Ramsey, and, the REDC is currently <br />researching the possibility of a joint venture with the <br />City of Anoka regarding a small business incubator <br />project. <br />Stock in the company is currently being sold for <br />$25.00 per share. Proceeds from the sale of stock <br />will be used as an operating fund by the company, <br />in it's efforts to promote the growth, expansion, and <br />development of new and existing businesses in <br />Ramsey. <br />The REDC is currently offering stock to any <br />business, or private citizen, who is interested in the <br />future of the city, and in promoting economic <br />development in Ramsey. <br />Anyone interested in obtaining more information <br />about the Ramsey Economic Development Com- <br />pany; or in purchasing stock in the company can <br />contact any of the current board members or Glen <br />Hardin at 421-3830. <br />Currently Ramsey Economic Development Com- <br />pany board of directors include: <br />Glen Hardin, President <br />Steve DeLuca, Vice President <br />Bob Muller, Secretary <br />Ken Wagner, Treasurer <br />Darryl Fults, Asst. Treasurer <br /> <br />their supreme athletic prowess, they can cause the <br />bottles to break by throwing them up into the air and <br />letting them fall on the hard asphalt surface. Not so <br />much as a thought is apparently given to the conse- <br />quences of this type of act. So what if a slashed and <br />ruined tire costs $75 to replace or the new tike tire <br />costs $10.50. Who cares if the 'bare-foot boy' <br />slashes his foot wide open while traipsing down the <br />edge of the roadway. Shouldn't be going without <br />shoes anyway, right? <br />And last, but certainly not least, I must address <br />those who see these acts of vandalism committed <br />either as a witness or as a consequence of being <br />with the person who commits them and by neither <br />word or action does nothing to stop the act and won't <br />come forward to say who did it. Now we are getting <br />into the part about RESPONSIBILITY and COM- <br />MUNITY! Here is where OSTRICH ISM comes into <br />play. It seems to me, that even at a young age, peo- <br />ple can understand that as a member of a communi- <br />ty there is a responsibility owed to others regarding <br />the safety of their bodies and their property and if <br />they don't have the courage to assume this respon- <br />sibility how can they ever expect others to be con- <br />cerned for them when their turn comes? And it will <br />come! Don't ever think, you passengers in the "lawn <br />trasher" car, that that same driver won't do the same <br />to your home if you should have a falling out <br />sometime or maybe to your neighbor who is your <br />friend. If you or your brother or sister ever lays open <br />your foot on a broken bottle you can think back to <br />the time you saw someone break a bottle on the <br />street or pathway and you stuck your head in the <br />sand. Now, I'm not asking all you folks, young and <br />old, to play "Big Brother" and run around spying on <br />everybody and calling the commisar on Mom and <br />Dad. All I'm saying is that maybe if these types who <br />commit vandalism get the idea that none of us will <br />stand for it and will come forward and speak out, they <br />will slow their activities somewhat. <br />
