WHAT'S HAPPENING AT
CITY HALL

Council met on May 14, 1986 and a motion pass-
ed to compensate City Assessor Wirz at a rate of
15% above base salary for assuming the respon-
sibilities of the Building Department from October
1, 1985 to December 31, 1985.
Council met on May 27, 1986 and Ms.
Villeneuve's request to operate a typing and word
processing business from her home was approved;
Mr. James Roberts' request to operate a catalog
sales and repair service for firearms at his home was
denied; the expansion of Trott Brook Gospel Hall
was approved. Voltin's Oak Hill Estates received
final plat approval. Council adopted Ordinance #86-4
rezoning River's Bend Plaza property from Urban
Business to Planned Unit Development. Plans and
specifications for the 1986 sealcoating projects were
ordered. The Personnel Committee made it's recom-
mendation for the position of Building Inspector;
Council did not act on the recommendation and re-
quested that resumes of all the final candidates be
made available for Council review and that Council
have the.opportunity to meet the selected candidate.
Plans and specifications were ordered for extension
of utilities, streets and storm sewer to Flintwood Hills
II Addition, Phase II. The firm of Hakanson Ander-
son was appointed consulting engineers for the air-
port project. Mr. Muller's request to have property
located south of 167th Avenue NW and west of St.
Francis Blvd. designated as a tax increment financ-
ing district was referred to Planning and Zoning and
Economic Development for their input and recom-
mendations. Council approved a request for tax in-
crement financing assistance in site improvements
in Flintwood Hills P.U.D. at an amount not to exceed
$136,000. It was also directed that Ramsey's
development program for tax increment financing be
amended to include site improvements and costs of
site improvements as eligible activities and expen-
ditures for tax increment revenues. Approval was
given to execute a joint powers agreement to form
a Coalition of Metropolitan Communities and to pro-
vide for a 1986 membership fee of $222.20. Mr.
Hartley noted that between now and July 1, the scop-
ing for the Environmental Impact Statement for
determining whether Site P, Q or D are preferred in
Anoka County must be completed. Scoping is a pro-
cess whereby the affected communities are asked
to pose the questions which are to be answered in
the EIS. Scoping aspects are complicated and City
Staff received approval to use professional services
needed to scope the needs of the EIS for Site P at
a cost not to exceed $15,000. Council also adopted
a motion stating their opposition to any manner of
continued involvement in the landfill industry.
Another motion was passed stating that if Ramsey
is overruled by superceding agencies, Ramsey
should be allowed input into the permitting process
and assured that final closure of the landfill,
whenever it is, be in Ramsey's best interest. A
resolution was adopted to enter into a joint powers
agreement with the County of Anoka to implement
landfill abatement programs in Ramsey. The City At-
torney was directed to draft an ordinance that would
create a Ramsey Landfill Commission. The request
to transfer ownership and control of Group W Cable
of the Quad Cities and transfer of the Cable Com-
munications franchise ordinance to North Central
Cable Communications was denied. Councilmember
Cox was appointed to serve on the Economic
Development Commission's subcommittee regar-
ding the establishment of a business incubator
facility.
A public hearing was conducted on May 29,
1986 at the Ramsey Elementary School to discuss
establishing the entire community into two storm
sewer taxing districts for the purpose of financing
storm sewer improvements if and when they become
necessary.

RAMSEY MUNICIPAL CENTER
15153 Nowthen Blvd.
427-1410

COUNCIL

HOME
PHONE #
753-1220

Mayor Gary Heitman
(At Large)
Council member Gary Reimann
(Representing Precinct #2)
Councilmember Jean Schlueter
(Representing Precinct #3)
Councilmember Arnie Cox
(Representing Precinct #1)
Council member AI Sorteberg
(At Large)

COMMISSION CHAIRPERSONS
Ken Peterson, Planning & Zoning 427-3844
Dennis Donovan, Park & Recreation 753-1227
Jack Beissel, Cable T.V. 753-1041
Don Greenberg, Economic
Development
Jack Ippel, Airport
Dick Sieber, Charter

753-1566

421-8987

753-1610

421-1848

441-1939
753-4165
421-2161

I,

MEETING CALENDAR

July 1986

July 1 Tuesday Planning and Zoning Commission City Hall 7:30 p.m.
July 3 Thursday Economic Development Company City Hall 7:30 a.m.
July 9 Wednesday Economic Development Commission City Hall 7:30 a.m.
July 10 Thursday Park and Recreation Board City Hall 7:00 p.m.
July 16 Wednesday Airport Commission City Hall 7:30 p.m.
July 22 Tuesday City Council City Hall 7:30 p.m.

Agendas for all Council, Commission and Committee meetings are available at City Hall two working days
prior to the date of the meeting.

ITEMS TO BE PLACED ON THE COUNCIL AGENDA MUST BE SUBMITTED TO CITY STAFF BY NOON
ON MONDAY OF THE WEEK PRECEDING THE SCHEDULED COUNCIL MEETING.

CITY HALL WILL BE CLOSED ON FRIDAY, JULY 4,1986.

YOUR ELECTED OFFICIALS

COUNTY COMMISSIONER
District No. 1
Natalie Haas
325 East Main St.
Anoka, MN 55303
c/o Administration
Anoka County Courthouse
421-4760, etx. 1171

STATE LEGISLATORS
District No. 50
Senator Greg Dahl
Room 24J, State Capitol
St. Paul, MN 55155
296-5003

District No. 50A
Rep. The cost is
$3.00 for males and spayed females and $5.00 for
unspayed females. Licenses are not required for
dogs less than six months of age. In case a dog tag
is lost or destroyed, a duplicate will be issed for a
fee of $1.00. You must show a current rabies vac-
cination certificate when registering your dog. Every
application for a license for a spayed female dog
needs to be accompanied with a statement from a
licensed veterinarian indicating that the dog has
been spayed and the date of the operation. Licenses
are good for a period of two years. If you are a dog
owner, please take a minute and check your dog's
tag. If the number on the tag is below No. 1119, it's
past due for renewal. Please stop at City hall at your
earliest convenience and get your dog(s) up-to-date.
Also remember that City Ordinance allows only two
dogs per household; any more than that requires a
kennel permit.
Regarding dogs 'running at large'...The City fre-
quently receives complaints of dogs being a
nuisance and/or running at large. City Ordinance
states that dogs must be confined, on a leash, or
under the control and direction of a responsible per-
son AT ALL TIMES. In the country, we realize that
homeowners enjoy having a pet, but these
homeowners also must remember that we all have
neighboring homeowners who like to take care of
their lawns, and dogs running at large are most an-
noying, Again, we remind you to PLEASE KEEP
YOUR DOG KENNELED OR ON A LEASH AT ALL
TIMES!

COMMISSION MEETING NEWS

The Ramsey Planning and Zoning Commission
met on May 6 and conducted public hearings on re-
quests for home occupations, expansion of Trott
Brook Gospel Hall and construction of a mini-storage
facility. The Commission recommended approval of:
Ms. Villeneuve's request to operate a typing and
word processing business from her home; Mr.
Robert's request to operate a telephone and catalog
sales and repair service for firearms from his home;
the expansion of Trott Brook Gospel Hall. The Com-
mission recommended that Council approve Mr. Art
Raudio's request for City participation (Tax Incre-
ment Funds) in Flintwood Hills Second Addition.

The Ramsey Planning and Zoning Commission
conducted a joint meeting with the Economic
Development Commission on May 13. One of the
issues discussed was the need for plans for a ser-
vice road along Hwy. 10. Planning and Zoning is
looking for input regarding possible service road
alignment, business placement and whether or not
the City should initiate service road construction.
Another subject discussed was the construction of
sanitary sewer and water to properties along Hwy.
10. The cost of utilities to the industrial area would
range from $3,600 to $7,100 per acre depending on
the amount of tax increment participation in the con-
struction costs. The Commissions discussed the
need for stricter enforcement of site and design
plans and zoning ordinance along Hwy. 10 to ensure
more appealing development along that corridor. A
motion was passed recommending that Council hire
a full-time community service officer to enforce zon-
ing ordinances.

The Planning and Zoning Commission met on
June 3 and conducted public hearings on a request
for a home occupation and preliminary plat approval.
The Commission recommended approval of: Mr.
Zurnieden's request to operate a lawn maintenance
business from his home; and preliminary plat ap-
proval of River's Bend 2nd Addition. A special
meeting was scheduled for June 17 to address: Nor-
thfork Phase II, a tubing operation on the Rum River,
rezoning of River's Bend Second Addition.

The Economic Development Commission met on
May 14 and recommended City participation in the
form of tax increment revenues for site im-
provements in Flintwood Hills Second Addition. The
Commission viewed Anoka's promotional video tape
and a subcommittee was directed to prepare an
outline of program content and market strategy for
a promotional tape of Ramsey. A joint meeting with
Anoka Economic Development Commission was
scheduled to discuss a joint venture for a business
incubator facility.

The Economic Development Commission met on
May 22 and appointed a subcommittee to work on
the proposed business incubator facility project. It
was also requested that City Council appoint a
member to serve as a liaison on this subcommittee.

The Park and Recreation met on April 17 and ac-
cepted park fee rather than land dedication for
River's Bend Plaza and Voltin's Oak Hill Estates.
Land dedication rather than park fee was accepted
for Mr. Petrucci's proposed development at 173rd
and Germanium. Dennis Peck was present regar-
ding park dedication and a trail system through North
Fork development; arranged a tour of the area with
the Park Commission. Members of the Ramsey
Snowmobile Club requested snowmobile trails be
developed and maintained by the City; a subcom-
mittee was formed to research the possibilities.
Development plans for River's Bend Park were
discussed. The regular meeting date of the Park
Commission was changed to the second Thursday
of each month.

The Park and Recreation Commission met on
May 12 and toured the North Fork Development for
possible recreational trail system alignment.

The Airport Commission met on April 30 and con-
ducted interviews with TKDA, Hakanson/Anderson
and Short-Eliott-Hendrickson. The Commission
recommended that Council designate the firm of
Hakanson/Anderson as the consulting engineers in
the event a decision is made to proceed with the air-
port project.
