<br />WHAT'S HAPPENING AT
<br />CITY HALL
<br />
<br />Council met on May 14, 1986 and a motion pass-
<br />ed to compensate City Assessor Wirz at a rate of
<br />15% above base salary for assuming the respon-
<br />sibilities of the Building Department from October
<br />1, 1985 to December 31, 1985.
<br />Council met on May 27, 1986 and Ms.
<br />Villeneuve's request to operate a typing and word
<br />processing business from her home was approved;
<br />Mr. James Roberts' request to operate a catalog
<br />sales and repair service for firearms at his home was
<br />denied; the expansion of Trott Brook Gospel Hall
<br />was approved. Voltin's Oak Hill Estates received
<br />final plat approval. Council adopted Ordinance #86-4
<br />rezoning River's Bend Plaza property from Urban
<br />Business to Planned Unit Development. Plans and
<br />specifications for the 1986 sealcoating projects were
<br />ordered. The Personnel Committee made it's recom-
<br />mendation for the position of Building Inspector;
<br />Council did not act on the recommendation and re-
<br />quested that resumes of all the final candidates be
<br />made available for Council review and that Council
<br />have the.opportunity to meet the selected candidate.
<br />Plans and specifications were ordered for extension
<br />of utilities, streets and storm sewer to Flintwood Hills
<br />II Addition, Phase II. The firm of Hakanson Ander-
<br />son was appointed consulting engineers for the air-
<br />port project. Mr. Muller's request to have property
<br />located south of 167th Avenue NW and west of St.
<br />Francis Blvd. designated as a tax increment financ-
<br />ing district was referred to Planning and Zoning and
<br />Economic Development for their input and recom-
<br />mendations. Council approved a request for tax in-
<br />crement financing assistance in site improvements
<br />in Flintwood Hills P.U.D. at an amount not to exceed
<br />$136,000. It was also directed that Ramsey's
<br />development program for tax increment financing be
<br />amended to include site improvements and costs of
<br />site improvements as eligible activities and expen-
<br />ditures for tax increment revenues. Approval was
<br />given to execute a joint powers agreement to form
<br />a Coalition of Metropolitan Communities and to pro-
<br />vide for a 1986 membership fee of $222.20. Mr.
<br />Hartley noted that between now and July 1, the scop-
<br />ing for the Environmental Impact Statement for
<br />determining whether Site P, Q or D are preferred in
<br />Anoka County must be completed. Scoping is a pro-
<br />cess whereby the affected communities are asked
<br />to pose the questions which are to be answered in
<br />the EIS. Scoping aspects are complicated and City
<br />Staff received approval to use professional services
<br />needed to scope the needs of the EIS for Site P at
<br />a cost not to exceed $15,000. Council also adopted
<br />a motion stating their opposition to any manner of
<br />continued involvement in the landfill industry.
<br />Another motion was passed stating that if Ramsey
<br />is overruled by superceding agencies, Ramsey
<br />should be allowed input into the permitting process
<br />and assured that final closure of the landfill,
<br />whenever it is, be in Ramsey's best interest. A
<br />resolution was adopted to enter into a joint powers
<br />agreement with the County of Anoka to implement
<br />landfill abatement programs in Ramsey. The City At-
<br />torney was directed to draft an ordinance that would
<br />create a Ramsey Landfill Commission. The request
<br />to transfer ownership and control of Group W Cable
<br />of the Quad Cities and transfer of the Cable Com-
<br />munications franchise ordinance to North Central
<br />Cable Communications was denied. Councilmember
<br />Cox was appointed to serve on the Economic
<br />Development Commission's subcommittee regar-
<br />ding the establishment of a business incubator
<br />facility.
<br />A public hearing was conducted on May 29,
<br />1986 at the Ramsey Elementary School to discuss
<br />establishing the entire community into two storm
<br />sewer taxing districts for the purpose of financing
<br />storm sewer improvements if and when they become
<br />necessary.

<br />
<br />All dogs residing in the City of Ramsey must have
<br />a current license issued by the City. The cost is
<br />$3.00 for males and spayed females and $5.00 for
<br />unspayed females. Licenses are not required for
<br />dogs less than six months of age. In case a dog tag
<br />is lost or destroyed, a duplicate will be issed for a
<br />fee of $1.00. You must show a current rabies vac-
<br />cination certificate when registering your dog. Every
<br />application for a license for a spayed female dog
<br />needs to be accompanied with a statement from a
<br />licensed veterinarian indicating that the dog has
<br />been spayed and the date of the operation. Licenses
<br />are good for a period of two years. If you are a dog
<br />owner, please take a minute and check your dog's
<br />tag. If the number on the tag is below No. 1119, it's
<br />past due for renewal. Please stop at City hall at your
<br />earliest convenience and get your dog(s) up-to-date.
<br />Also remember that City Ordinance allows only two
<br />dogs per household; any more than that requires a
<br />kennel permit.
<br />Regarding dogs 'running at large'...The City fre-
<br />quently receives complaints of dogs being a
<br />nuisance and/or running at large. City Ordinance
<br />states that dogs must be confined, on a leash, or
<br />under the control and direction of a responsible per-
<br />son AT ALL TIMES. In the country, we realize that
<br />homeowners enjoy having a pet, but these
<br />homeowners also must remember that we all have
<br />neighboring homeowners who like to take care of
<br />their lawns, and dogs running at large are most an-
<br />noying, Again, we remind you to PLEASE KEEP
<br />YOUR DOG KENNELED OR ON A LEASH AT ALL
<br />TIMES!

<br />COMMISSION MEETING NEWS
<br />
<br />The Ramsey Planning and Zoning Commission
<br />met on May 6 and conducted public hearings on re-
<br />quests for home occupations, expansion of Trott
<br />Brook Gospel Hall and construction of a mini-storage
<br />facility. The Commission recommended approval of:
<br />Ms. Villeneuve's request to operate a typing and
<br />word processing business from her home; Mr.
<br />Robert's request to operate a telephone and catalog
<br />sales and repair service for firearms from his home;
<br />the expansion of Trott Brook Gospel Hall. The Com-
<br />mission recommended that Council approve Mr. Art
<br />Raudio's request for City participation (Tax Incre-
<br />ment Funds) in Flintwood Hills Second Addition.

<br />The Ramsey Planning and Zoning Commission
<br />conducted a joint meeting with the Economic
<br />Development Commission on May 13. One of the
<br />issues discussed was the need for plans for a ser-
<br />vice road along Hwy. 10. Planning and Zoning is
<br />looking for input regarding possible service road
<br />alignment, business placement and whether or not
<br />the City should initiate service road construction.
<br />Another subject discussed was the construction of
<br />sanitary sewer and water to properties along Hwy.
<br />10. The cost of utilities to the industrial area would
<br />range from $3,600 to $7,100 per acre depending on
<br />the amount of tax increment participation in the con-
<br />struction costs. The Commissions discussed the
<br />need for stricter enforcement of site and design
<br />plans and zoning ordinance along Hwy. 10 to ensure
<br />more appealing development along that corridor. A
<br />motion was passed recommending that Council hire
<br />a full-time community service officer to enforce zon-
<br />ing ordinances.

<br />The Planning and Zoning Commission met on
<br />June 3 and conducted public hearings on a request
<br />for a home occupation and preliminary plat approval.
<br />The Commission recommended approval of: Mr.
<br />Zurnieden's request to operate a lawn maintenance
<br />business from his home; and preliminary plat ap-
<br />proval of River's Bend 2nd Addition. A special
<br />meeting was scheduled for June 17 to address: Nor-
<br />thfork Phase II, a tubing operation on the Rum River,
<br />rezoning of River's Bend Second Addition.

<br />The Economic Development Commission met on
<br />May 14 and recommended City participation in the
<br />form of tax increment revenues for site im-
<br />provements in Flintwood Hills Second Addition. The
<br />Commission viewed Anoka's promotional video tape
<br />and a subcommittee was directed to prepare an
<br />outline of program content and market strategy for
<br />a promotional tape of Ramsey. A joint meeting with
<br />Anoka Economic Development Commission was
<br />scheduled to discuss a joint venture for a business
<br />incubator facility.

<br />The Economic Development Commission met on
<br />May 22 and appointed a subcommittee to work on
<br />the proposed business incubator facility project. It
<br />was also requested that City Council appoint a
<br />member to serve as a liaison on this subcommittee.
<br />
<br />The Park and Recreation met on April 17 and ac-
<br />cepted park fee rather than land dedication for
<br />River's Bend Plaza and Voltin's Oak Hill Estates.
<br />Land dedication rather than park fee was accepted
<br />for Mr. Petrucci's proposed development at 173rd
<br />and Germanium. Dennis Peck was present regar-
<br />ding park dedication and a trail system through North
<br />Fork development; arranged a tour of the area with
<br />the Park Commission. Members of the Ramsey
<br />Snowmobile Club requested snowmobile trails be
<br />developed and maintained by the City; a subcom-
<br />mittee was formed to research the possibilities.
<br />Development plans for River's Bend Park were
<br />discussed. The regular meeting date of the Park
<br />Commission was changed to the second Thursday
<br />of each month.
<br />
<br />The Park and Recreation Commission met on
<br />May 12 and toured the North Fork Development for
<br />possible recreational trail system alignment.
<br />
<br />The Airport Commission met on April 30 and con-
<br />ducted interviews with TKDA, Hakanson/Anderson
<br />and Short-Eliott-Hendrickson. The Commission
<br />recommended that Council designate the firm of
<br />Hakanson/Anderson as the consulting engineers in
<br />the event a decision is made to proceed with the air-
<br />port project.
