<br />SENIOR HIGH GIRLS SPORTS
<br />BOOSTER CLUB ORGANIZED
<br />
<br />An organizational meeting for the Anoka Senior
<br />High Girls Sports Booster Club was held at the
<br />Senior High on April 28th. Purpose of the club will
<br />be to support the girls sports at the Senior High.
<br />Officers elected were Dick Randgaard, President;
<br />Dan Hartman, Vice-President; Jane Luke, Secretary;
<br />and Carol Westman, Treasurer.

<br />WHAT'S HAPPENING AT
<br />CITY HALL
<br />
<br />Council met on April 15, 1986 and conducted a
<br />public hearing regarding the establishment of two
<br />storm sewer taxing districts, West and South
<br />Central.
<br />Council met on April 22, 1986 and conducted
<br />public hearings regarding improvement plans for
<br />Flintwood Hills Second Addition (Phase II), extension
<br />of utilities to the Industrial Area, Ordinance #86-1
<br />amending the Cable Communications Ordinance
<br />and improvement and extension of 153rd Avenue
<br />NW from Puma Street to Andrie Street. The public
<br />hearing regarding extension of utilities to the In-
<br />dustrial Area was continued to April 29. Oridinance
<br />#86-1 to amend the Cable Communications Or-
<br />dinance was adopted. Council tabled action on ex-
<br />tending 153rd until a definite terminus point for it is
<br />known and whether or not it will be MSA or developer
<br />funded. City Administrator Hartley gave a slide
<br />presentation of some of the existing high water pro-
<br />blem areas in the City. The Council tabled considera-
<br />tion of pumping these high water areas until April
<br />29. With respect to establishing a West and South
<br />Central storm sewer taxing district, Council re-
<br />quested that City Staff research the possibilities and
<br />. implications of establishing the entire community as
<br />a storm sewer taxing district and report back to
<br />Council on April 29. Council approved rezoning from
<br />R-1 to B-1 that south 150' of Lot 2, Block 7, Klemish
<br />Addition, for Robert Muller. Council adopted a
<br />resolution requesting that the Anoka County Board
<br />of Commissioners recognize the completion of
<br />County Rd. #116 as a major regional transportation
<br />priority. Council approved the expansion of the Iron
<br />Works Gym facility. The Critical Rivers recreational
<br />trail corridor was approved; this designation does not
<br />require construction of the trail but insures the trail
<br />right-of-way will be required and acquired as property
<br />along the Mississippi River develops. Council ap-
<br />proved sale of Parcels A and B abutting Cty. Hwy.
<br />#5 and waived right of first refusal. The City engineer
<br />was authorized to update the Comprehensive Storm
<br />Drainage Plan at a cost not to exceed $11,500.00.
<br />The Ramsey Lions Club received approval to hold
<br />sand drag races and mud runs on June 21 & 22 and
<br />August 16 & 17. Cross of Hope Church received ap-
<br />proval to establish and operate a cemetery at 5730
<br />179th Lane. Council directed that Trott Brook
<br />Cemetery be mowed prior to Memorial Day.
<br />Council met on April 29 and continued the public
<br />hearing regarding the extension of utilities to the In-
<br />dustrial Area. Mr. Dubats received approval to con-
<br />struct a mini storage facility at 13760 Ebony St. N.w.
<br />Mr. Hoover was approved to operate an automobile
<br />sales and repair business in the 1-1 District. Council
<br />denied Mr. Robert Cox' request to operate a small
<br />engine repair business from his home. Plans and
<br />specs were ordered for the extension of 153rd
<br />Avenue from Puma to Andrie Street; the developer
<br />will be responsible for the cost of those plans and
<br />reimbursed if the extension receives MSA designa-
<br />tion. Entering into a fire protection agreement with
<br />the City of Elk River was approved. Council approv-
<br />ed the preliminary application for LAWCON/LCMR
<br />funds for park improvements. Resolution was
<br />adopted approving the transfer of ownership of
<br />Group W Cable. The Labor Agreement between the
<br />City and the employees was approved. City Staff was
<br />directed to draft ordinances that would establish the
<br />entire City into two storm sewer taxing districts and
<br />schedule a public hearing on those proposed or-
<br />dinances. Council can take no action on the propos-
<br />ed extension of utilities to the Industrial Area for a
<br />period of 60 days after the hearing.

<br />CENTRAL PARK
<br />GETS LIGHTS
<br />
<br />One of these days, when you look out west
<br />towards Elk River, don't be alarmed. That glow on
<br />the horizon isn't the lights of Elk River; it's the
<br />newest addition to Ramsey's Central Park. Ramsey
<br />has just completed the lighting of two softball fields.
<br />The fields will also be used in the Fall by the RY AA
<br />for soccer and football. Lit fields were given a high
<br />priority by the Park Board in the staged development
<br />of Central Park. At the present time, there are four
<br />irrigated softball fields, bleachers and some
<br />playground equipment at the Park. Future develop-
<br />ment will include tennis courts, playground equip-
<br />ment, a central shelter area and additional recrea-
<br />tional facilities. Central Park had an excellent
<br />baseball and softball season last year. We, in
<br />Ramsey, are looking forward to the continued
<br />development of the Park so that it can meet the
<br />recreational demands of the Ramsey Community.

<br />DEVELOPMENT PROGRESSING

<br />You are no doubt aware of delays last Fall on con-
<br />struction of the Rum River Hill's Golf Course due to
<br />the heavy rains and excess amount of water and
<br />washouts. This surplus of water has also caused
<br />added delays in work time this Spring, even to
<br />clubhouse and restaurant construction, which are
<br />progressing well now.
<br />Snow melt and heavy rainfalls have caused high
<br />water and drainage problems; water from the Rum
<br />River has backed up through the course's 12" drain
<br />till and flooded fairways 4 and 5. Crews are in the
<br />progress of repairing washouts, reworking fairways
<br />and greens, and seeding.
<br />As seeding is completed and growth begins, it is
<br />respectfully requested that residents and neighbors
<br />aid the developers in keeping traffic off the course
<br />to insure good grass growth. Cycles and three-
<br />wheelers leave tracks that cause a lot of damage and
<br />delays in getting the course playable. Even footprints
<br />in the loose soil are annoying; dogs are a No-No.
<br />The care and protection given to the course from
<br />now on is very important. You can report unauthoriz-
<br />ed traffic, or any type of vandalism, at 753-3339 or

<br />STORM SEWER DISTRICTS

<br />A. First of all, the hearing on May 29th is not an
<br />improvement hearing but rather a hearing on
<br />the question of whether or not to establish the
<br />storm sewer taxing districts! On the other hand,
<br />your interest in the reason why we need these
<br />districts is justified. For some time now there
<br />have been several instances of flooded
<br />basements, blocked roads and generally wet
<br />soils in each of the two proposed districts. The
<br />problems can be corrected by providing outlets
<br />into the Mississippi River and the Rum River
<br />for the excessive water. These outlets must be
<br />designed large enough to deal with the
<br />drainage needs of each district; therefore, the
<br />need for the drainage districts.
<br />
<br />Q. Are we planning to drain the swamps?
<br />A. No; the objective is to relieve the drainage pro-
<br />blems and swamps are not considered
<br />drainage problems if properly managed (Le.,
<br />generally maintained within their boundaries).
<br />In some cases, swamps and ponds serve as
<br />part of the drainage solution since they can
<br />hold large amounts of storm water; therefore,
<br />reducing the need for oversized storm sewers.
<br />
<br />Q. Will my taxes increase because this storm
<br />sewer taxing district is established?
<br />A. Yes and no; if storm sewer improvements are
<br />made, the cost will be spread over a number
<br />of years and recovered from taxes (Le., in-
<br />crease in taxes). But, if no improvements are
<br />made, then there will be no increase resulting
<br />from the storm sewer taxing district.
<br />
<br />Q. If my property is located in the taxing district
<br />but is located in a high area which is not pro-
<br />ne to flooding or a ground water table, will my
<br />taxes increase as a result of a storm drainage
<br />improvement?
<br />A. Yes; even though your property is not prone
<br />to flooding or does not have a high water table,
<br />precipitation which falls on your property drains
<br />off of your property to lower areas, raising the
<br />ground levels.
<br />
<br />Q. If the City Council adopts the ordinance
<br />establishing the proposed taxing districts, do
<br />opposing citizens have any recourse to oppose
<br />the ordinance becoming effective?
<br />A. Yes; the City laws permit any ordinance to be
<br />the subject of a City-wide referendum election
<br />if a large number of registered voters petition
<br />for such a referendum.
<br />
<br />Q. How are the boundaries set for the storm sewer
<br />district?
<br />A. The City's Engineer determines where storm
<br />water drains from and identifies the boundaries
<br />or ridges of that drainage district, much like the
<br />continental divide is defined, but on a much
<br />smaller scale.
<br />
<br />Q. Why does the City want to have storm sewer
<br />taxing districts?
<br />A. The storm sewer taxing district can make it
<br />possible to relieve the several drainage pro-
<br />blems within those areas and pay for the
<br />related cost by selling bonds (borrowing
<br />money). The bonds are in turn paid for from
<br />taxes which are levied over a broad area (the
<br />taxing district).
<br />
<br />Q. Why doesn't the City use special assessments
<br />like other public improvements?
<br />A. Special assessments can be one option but
<br />when used with storm sewer projects, they tend
<br />to be less fair than a taxing district. You see,
<br />the common method of specially assessing
<br />storm sewer is by applying an assessment bas-
<br />ed on area or acreage to a relatively small area,
<br />while the storm sewer improvements really
<br />benefit a much larger area which is better
<br />defined as a taxing district.
<br />
<br />Q. Why not use City-wide taxes to pay for the
<br />storm sewer work?
<br />A. Storm sewer projects don't always benefit the
<br />entire community and the process for selling
<br />bonds (borrowing money) is very costly when
<br />done on a City-wide basis.
<br />
<br />Q. Does this mean that if storm sewer im-
<br />provements are made outside of my district,
<br />that I don't have to pay for them?
<br />A. Yes; provided that the improvement does not
<br />benefit your district.
<br />
<br />Q. If these districts are established, willi have a
<br />say in whether or not an improvement is made?
<br />A. Yes; the procedure which is spelled out in the
<br />State law which enables these districts requires
<br />that each project must be preceded with a
<br />public hearing where information can be pass-
<br />ed to and from the governing body about the
<br />proposed project.

<br />Q. What improvements are being proposed at this
<br />time for the two districts?
<br />
