At a public hearing held for <br />the purpose of reviewing proposed sanitary sewer <br />and water extensions to the industrial area, five op- <br />tions were reviewed by the City Council and those <br />property owners who were present. The five options <br />utilize the tax increment revenue sources to help pay <br />for the cost of these improvements. The use of tax <br />increment financing ranges from 8% of the required <br />revenue to 54%. <br />The opportunity to use this form of financing to <br /> <br />assist in the development of sanitary sewer and <br />water improvements in the industrial area is likely <br />to expire on September 1, 1986. At that time, some <br />of the affects of a proposed bill before Congress will <br />have the effect of prohibiting such use of tax incre- <br />ment (tax exempt) bonds. <br />The City Council will again consider the question <br />of ordering these improvements in July of this year <br />(following the Charter required 60 day waiting <br />period). Further, some Ramsey industries have in- <br />dicated that these improvements may make it possi- <br />ble for them to expand in Ramsey rather than some <br />other community. <br /> <br /> <br />u <br /> <br />A WORD FROM YOUR <br />POLICE CHIEF <br /> <br />Have you ever been driving along one of our <br />streets in Ramsey or perhaps walking into an <br />undeveloped area for an evening stroll and happen- <br />ed to come upon a pile of garbage and rubbish? Fre- <br />quently, it is in plastic bags but sometimes the junk <br />is just dumped off or the bags have been ripped open <br />by dogs and the trash is scattered around. I don't <br />know about you, but it usually makes me wonder <br />why humankind has chosen to make "pig" a dirty <br />word since we often seem to outstrip them 1,000 <br />percent! <br />While this is a futile message and a waste of good <br />ink, I will ask anyway that those of you who do this <br />please stop and have consideration for others. Of <br />course, if you did think of others you wouldn't need <br />this message anyway, would you? <br />To those of you who do care, I ask that you take <br />down the license number of those doing this dump- <br />ing if you are lucky enough to see them doing it and <br />call the police department. Any information you can <br />provide us with is greatly appreciated and helpful in <br />catching these people. <br />One little tip: I would say that 25% or more of the <br />times that we are able to identify a person and have <br />called them, it is learned that they gave junior and <br />his friends, or a boyfriend, $10.00 to take a load to <br />the dump and 10 and behold, the community <br />becomes the dump and the ten-spot goes for beer <br />or other goodies. If you suspect that someone near <br />and dear to you just may be inclined to do this, ask <br />for a landfill receipt. Heaven forbid that this should <br />happen, but just in case.... <br /> <br />RAMSEY RESIDENTS <br /> <br />The City of Ramsey is currently seeking can- <br />didates to fill a vacancy on the Airport Commission. <br />The position requires a minimum of one evening <br />meeting per month; familiarity with Ramsey City Or- <br />dinance is desired. Ramsey residents interested in <br />serving on the Commission are requested to sub- <br />mit a letter of application to the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Min- <br />nesota 55303 no later than June 9, 1986. The letter <br />should contain the applicant's name, address, <br />telephone number, work experience, education, and <br />any experience in municipal affairs. In addition, ap- <br />plicants should include a statement listing their <br />reasons for seeking appointment to the Airport Com- <br />mission. The position is not salaried. <br /> <br />A WORD FROM YOUR <br />TREE INSPECTOR/FIRE <br />WARDEN <br /> <br />Another Oak Wilt and Elm Disease season is ap- <br />proaching. If your Red Oaks and Elms do not leaf <br />out this summer, or if their leaves shrivel and wilt, <br />they may have this common disease. There is a <br />necessary advantage to remove and properly <br />dispose of these newly wilted trees for disease <br />control. <br />You are eligible for a 30 day open fire burning per- <br />mit for disposal of diseased Elm and Oak ONLY if <br />the distance from the fire to other residences is at <br />least 600'. If the distance requirement cannot be <br />met, a County Disposal Site for diseased Elm and <br />Oak only (limbs and trunks, not stumps) is located <br />at 132nd Avenue and Hanson Blvd., one mile north <br />of Hwy. No. 242. The site hours are noon to 7:30 <br />p.m. on Monday, Wednesday and Friday; 9:00 a.m. <br />to 5:00 p.m. on Saturday; and noon to 5:00 p.m. on <br />Sunday. There is a $2.50 charge for a 112 ton pick- <br />up load and a $5.00 charge for a 1 ton pick-up load. <br />Leaves and grass may also be delivered to the site <br />for composting and composted soil will be available <br />next year at the site. For more information call the <br />Anoka County Park Department at 757-3920. <br />Three day recreational campfire permits are still <br />available over the counter at Ramsey City Hall or by <br />contacting the Fire Warden at 753-5099. The 30 day <br />PCA permit application process requires an on site <br />inspection by the Fire Warden in order to complete <br />the application, and at least two weeks to process <br />the application. Please plan ahead for seasonal yard, <br />garden and tree maintenance to develop a schedule <br />and cycle that meets your needs at a minimum cost <br />and effort while maintaining aesthetics. <br />Ramsey's Tree Inspector/Fire Warden, Bruce <br />Bacon, is available part-time, year around to answer <br />questions and consult with you on your site regar- <br />ding tree health and disease, disposal and recycl- <br />ing practices and open burning permit applications. <br />Please call and leave a message at 753-5099 and <br />he will try and respond in a timely manner. <br />
