<br />TIP ON THEFT PREVENTION
<br />
<br />This article is addressed to all owners of three and
<br />four wheel A TV vehicles expressly and to those who
<br />own the smaller off road motor bikes impliedly (not
<br />sure at all if that is a real word or not but it sounds
<br />good).
<br />We have received word here at the police depart-
<br />ment that there is a group of persons operating out
<br />of a neighboring city who are switching, due to
<br />seasonal demand, from snowmobile thefts to the
<br />theft of the ATV's. Since we did lose a few
<br />snowmobiles this season and have good word that
<br />these persons are the ones that took them and since
<br />we have also encountered these persons late at
<br />night cruising around the residential neighborhoods
<br />just this past week or so, I believe that the informa-
<br />tion we have received is quite true.
<br />Therefore...you would be well advised to lock up
<br />or otherwise get under cover, your ATV's, etc. at
<br />night and not leave them sitting outside as choice
<br />targets for the (as Mick Belker from Hill St. would
<br />say) dirtballs to get. And they will likely get them
<br />since they don't do anything else in this world but
<br />prey off other folks and have lots of time, especially
<br />at night. And if you don't believe that this is a large
<br />and DARK city try driving around the 32 square mile
<br />area some night and see how little you can really
<br />observe!
<br />And this gives me an opening for a little
<br />Crimewatch blurb. If you see any suspicious vehicles
<br />cruising around at night, or during the day, give us
<br />a call. Use 911 if you choose (don't hesitate to use
<br />it, if it gets overloaded we'll let you know!) but call
<br />us whatever you do. Now, you might ask, what con-
<br />stitutes a suspicious vehicle? One good indication
<br />is if you give it a second look; because that means
<br />that it is not one that you are familiar with, conscious-
<br />Iyor unconsciously. Like a neighbor from down the
<br />block or the paperperson. I'll cover this more in other
<br />articles but for now, be aware that they are prowl-
<br />ing about. LOCK THEM UP (The machines and the
<br />thieves!).

<br />
<br />The Ramsey City Council will meet in the Council
<br />Chambers of the Ramsey Municipal Center at 7:30
<br />p.m. on April 22, 1986 to conduct public hearings
<br />regarding the following items:
<br />1. Extension of utilities, streets and storm sewer
<br />into Flintwood Hills II Addition (Phase II). The
<br />area proposed to be assessed for such im-
<br />provement is the property contained complete-
<br />ly in the Flintwood Hills II Addition (Phase II).
<br />The estimated cost of such improvement is
<br />$321,000.00. (According to City Charter, Coun-
<br />cil cannot take action on the proposed project
<br />until 60 days after the public hearing in order
<br />to allow sufficient time for citizens to submit
<br />petitions to the City relating to the project.)
<br />2. Extension of 153rd Avenue N.W. from Puma
<br />Street N.W. to Andrie Street N.W. The area
<br />proposed to be assessed is the property abut-
<br />ting on the proposed extension. The estimated
<br />cost of such improvement is $272,900.00. (Ac-
<br />cording to City Charter Council cannot take ac-
<br />tion on the proposed project until 60 days after
<br />the public hearing in order to allow sufficient
<br />time for citizens to submit petitions to the City
<br />relating to the project).
<br />3. Extension of utilities for Ramsey's Industrial
<br />Area. Properties receiving benefit from the im-
<br />provement are proposed to be assessed.
<br />Estimated cost of such improvement is
<br />$1,521,200.00. (According to City Charter,
<br />Council cannot take action on the proposed
<br />project until 60 days after the public hearing
<br />in order to allow sufficient time for citizens to
<br />submit petitions to the City relating to the
<br />project).
<br />4. Ordinance #86-1, an amendment to Ordinance
<br />#82-14, the Cable Communications Ordinance.
<br />Ordinance 86-1 contains amendments regar-
<br />ding franchise fees, rates, charges, changes
<br />in fees, procedures, installation charges and
<br />monthly fees. A copy of the complete propos-
<br />ed Ordinance #86-1 is available for review at
<br />Ramsey Municipal Center. Ordinance #86-1
<br />would not become effective until 30 days after
<br />it's publication in the City's official newspaper.
<br />Persons desiring to be heard with reference to the
<br />above projects will be heard at these public hearings.
<br />Written comments are also welcome and should
<br />be addressed to the City of Ramsey, 15153 Nowthen
<br />Blvd. N.W., Ramsey, MN 55303. Written comments
<br />will be received at this address prior to 5:00 p.m.,
<br />April 22.

<br />WHAT'S HAPPENING AT CITY
<br />HALL
<br />
<br />Council met on March 6, 1986 and the City At-
<br />torney advised that no action be taken on the unap-
<br />proved 1985 sealcoating projects until after April 9
<br />because of Charter requirements; initiating the pro-
<br />jects after April 9 will still allow for their completion
<br />in the 1986 construction season; Council tabled any
<br />action on the unapproved 1985 sealcoating projects
<br />until the April 22 Council meeting. Council adopted
<br />a resolution awarding the bid for Churchill Estates
<br />site improvement tax increment project to Matt
<br />Bullock Contracting Company in the amount of
<br />$79,335.00. Council adopted a resolution opposing
<br />proposed State budget cuts that would affect the
<br />amount of local government aids received by
<br />Ramsey. Following the Council meeting, City Staff,
<br />City Commissions and City Council conducted a joint
<br />goal setting meeting in which priority needs in each
<br />of the following departments were identified: Public
<br />Works, Finance, Community Development, Public
<br />Safety and General Government.
<br />
<br />Council met on March 25, 1986 and conducted a
<br />public hearing on the proposed 1986 sealcoating
<br />project areas; no further action can be taken for 60
<br />days because of City Charter provision allowing 60
<br />days for receipt of petition from those persons pro-
<br />posed to be assessed for the projects. Council ap-
<br />proved Ms. Skarbakka's request for a conditional
<br />use permit to operate an accounting business from
<br />her home. Council approved a one-time pledge of
<br />$5,000.00 to the Greater Anoka County Humane
<br />Society to be used for the construction of an animal
<br />shelter on Hwy. #242. Mr. Muller's request to rezone,
<br />from R-1 to B-1, the south 150' of his parcel located
<br />directly north of the shopping center on the north
<br />side of 167th was approved. Alpaca Estates Third
<br />Addition was granted a 4 month extension to final
<br />plat approval. Council directed City Staff to prepare
<br />a proposed ordinance amendment, for Council con-
<br />sideration, that would increase from 2 to 3 the
<br />number of off-sale liquor licenses available in
<br />Ramsey. Council approved the preliminary planned
<br />unit development plan (P.U.D.) and rezoning to
<br />P.U.D. requested by River's Bend Properties for six
<br />acres located directly north of the proposed County
<br />Rd. #116; the ordinance to rezone the site was in-
<br />troduced. Council denied Mr. Fischer's request for
<br />a metes and bounds subdivision because it would
<br />create a landlocked parcel. Council authorized enter-
<br />ing into an agreement with Mr. Len McLaughlin of
<br />M&S Development for site improvements for the
<br />Churchill Estates apartment project in the Oxbow
<br />Addition. Council accepted the feasibility report and
<br />set a public hearing date of April 22, 1986 at 7:45
<br />p.m. for the extension of 153rd Avenue NW from
<br />
<br />Puma Street NW to Andrie Street. The feasibility
<br />report was accepted; a public hearing date of April
<br />22, 1986 at 7:30 p.m. was set; and plans and specs
<br />were ordered for streets and utilities in Phase II of
<br />Flintwood Hills Second Addition. The City Engineer
<br />was directed to prepare alternatives for the intersec-
<br />tion of Dysprosium St., Hwy. #47 and Cty. Rd. #5;
<br />this information should be available for review at the
<br />April 22 Council meeting. Council set a public hear-
<br />ing date of April 15, 1986 at 7:30 p.m. to discuss the
<br />establishment of a West Drainage Storm Sewer Tax-
<br />ing District and a South-Central Drainage Taxing
<br />District. Council introduced Ordinance #'s 86-5 and
<br />86-6 establashing the West Drainage Storm Sewer
<br />Taxing District and the South-Central Drainage Tax-
<br />ing District. The feasibility report was accepted and
<br />a public hearing date of April 22, 1986 at 7:30 p.m.
<br />was set regarding storm sewer and utilities for the
<br />City's Industrial area. Council authorized soliciting
<br />bids for certain office equipment and preparation of
<br />application for LAWCON funds for park develop-
<br />ment.The contract for the Annual Pet Clinic was
<br />awarded to Elk River Veterinary Clinic and the date
<br />for the clinic was set for April 26, 1986 from 7:30 a.m.
<br />to 12:00 noon. The City Administrator was requested
<br />to pursue, with Waste Management of Minnesota,
<br />Inc., the reinstatement of Ramsey Clean Up Day.
<br />Council approved licenses and paying the bills for
<br />March; raised no opposition to Cystic Fibrosis Foun-
<br />dation application for a gambling license; adopted
<br />resolution declaring April as Registration Awareness
<br />Month; and approved a parade permit for a three
<br />mile walkathon as a fundraiser of the Community
<br />School.
<br />
<br />Council met on April 3, 1986 and authorized that
<br />the position of Building Inspector be readvertised in-
<br />dicating the desire for a Level I inspector but not
<br />precluding those seeking certification from applying
<br />for the position. Violations of the nuisance ordinance,
<br />especially with respect to junk cars, were discuss-
<br />ed. A motion was passed to develop a system to:
<br />1) identify locations of junk car violations in the Ci-
<br />ty; 2) confirm the violation; 3) contact the property
<br />owner for permission to have the junk vehicle(s) tow-
<br />ed away at hauler's expense; 4) contact hauler and
<br />arrange for a remedy to the violation. Mr. Hartley
<br />reported that Waste Management of Minnesota is
<br />willing to conduct another Ramsey Clean Up Day
<br />with free landfill privileges to Ramsey residents pro-
<br />vided the City pays the tonnage tax on the incom-
<br />ing refuse for that day. Council passed a motion to
<br />accept Waste Management's offer and conditions
<br />for a Ramsey Clean Up Day.
