<br />COMMISSION MEETING NEWS-
<br />
<br />Planning and Zoning Commission met on
<br />February 4 and after conducting the necessary
<br />public hearings, the Commission recommended
<br />Council approve: rezoning from Residential to
<br />Business the south 150' of that parcel owned by Mr.
<br />Muller and located north of the shopping center on
<br />167th; Ms. C. Skarbakka's request for a conditional
<br />use permit to operate an accounting business at her
<br />residence; Mr. Dale Voltin's request for preliminary
<br />plat approval of Voltin's Oak Hill Estates; Ms. K.
<br />Kempf's request for a conditional use permit to
<br />operate a folk art instruction business from her
<br />residence; Mr. W. Knudson's request for a condi-
<br />tional use permit to operate a cement contracting
<br />business from his residence.
<br />
<br />Planning and Zoning Commission met on
<br />February 19 and reviewed a sketch plan for a Plann-
<br />ed Unit Development consisting of 6 acres on the
<br />east side of Hwy. #47 to be developed for commer-
<br />cial use. The Commission scheduled a public hear-
<br />ing on the PUD for March 19 at 7:30 p.m.
<br />
<br />Planning and Zoning Commission met on March
<br />4 and reviewed a concept proposal for a wildlife park
<br />and recreation vehicle campground to be located on
<br />property east of Puma Street and north of the
<br />railroad tracks. The Commission reviewed proposals
<br />for a new cemetery to be developed adjacent to
<br />Cross of Hope Church.
<br />
<br />Economic Development Commission met on
<br />February 12 and after conducting interviews, recom-
<br />mended that Jack Ippel be appointed to fill the
<br />vacancy on the Commission. It was reported that
<br />Federal legislation will only permit the sale of tax ex-
<br />empt bonds being funded by tax increment revenues
<br />if the project is 100% public purpose; there is also
<br />lobbying at the State level to eliminate tax increment
<br />financing altogether. If the effective date of Federal
<br />legislation is amended, there may be a short period
<br />of time in which Ramsey can borrow the funds need-
<br />ed to provide utilities to the Industrial area.
<br />
<br />Park and Recreation Commission met on
<br />February 20 and a representative of DNR was pre-
<br />sent to discuss ideas for the Ramsey Trail system.

<br />RAMSEY RESIDENTS
<br />
<br />The City of Ramsey is currently seeking can-
<br />didates to fill a vacancy on the Airport Commis-
<br />sion. The position requires a minimum of one
<br />evening meeting per month; familiarity with
<br />Ramsey City Ordinance is desired. Ramsey
<br />residents interested in serving on the Commission
<br />are requested to submit a letter of application to
<br />the Ramsey Municipal Center, 15153 Nowthen
<br />Blvd. NW, Ramsey, Minnesota 55303 no later
<br />than April 7, 1986. The letter should contain the
<br />applicant's name, address, telephone number,
<br />work experience, education, and any experience
<br />in municipal affairs. In addition, applicants should
<br />include a statement listing their reasons for seek-
<br />ing appointment to the Airport Commission. The
<br />position is not salaried.

<br />COUNCIL AMENDS SIZE LIMITS

<br />ACCESSORY STRUCTURES
<br />
<br />On November 12, 1985 Council adopted Or-
<br />dinance #85-13 amending the size limits for garages
<br />and accessory structures. The Ordinance became
<br />effective January 6, 1986.
<br />Garage and accessory structure sizes are limited
<br />by the size of the lot upon which they are located.
<br />On parcels of land one acre and less in size, the total
<br />square footage of the attached or detached garage
<br />and accessory structures shall not exceed 1,488
<br />square feet. On parcels of land one acre and less
<br />in size, the attached or detached garage and ac-
<br />cessory structure shall be built with the same type
<br />construction design and materials as that of the prin-
<br />cipal structure on the parcel.
<br />On parcels of land greater than one acre and less
<br />than two and one-half acres in size, the total square
<br />footage of the attached or detached garage and ac-
<br />cessory structures shall not exceed 1,664 square
<br />feet. On parcels' of land greater than one acre and
<br />less than two and one-half acres in size, the attach-
<br />ed or detached garage and accessory structure shall
<br />be built with the same type construction design and
<br />materials as the principal structure on the parcel.
<br />On parcels of land two and one-half acres and
<br />greater in size, the following table shows the max-
<br />imum permitted area for attached or detached
<br />garages and accessory structures.

<br />On parcels of land two and one-half acres and
<br />greater, accessory structures shall have a design
<br />and exterior finish which is compatible with the prin-
<br />cipal structure on the parcel and galvanized finishes
<br />are not permitted.
<br />If you are considering building a garage or ac-
<br />cessory structure, here are some additional things
<br />you should know:
<br />
<br />1. Building permits are required for any buildng over
<br />120 square feet in area. Permits can be acquired by
<br />making application at Ramsey City Hall.
<br />
<br />2. Garages can be located ten feet from the rear or
<br />side property lines and in front yards, must be sub-
<br />ject to the setback requirements for the house.
<br />

<br />WHAT'S HAPPENING AT
<br />
<br />CITY HALL
<br />
<br />Council met on January 14, 1986 and conducted
<br />a public hearing regarding the City's Five Year Long
<br />Term Financial Plan. For the year 1986, Coun-
<br />cilmember Reimann was appointed Acting Mayor;
<br />Councilmember Cox and Mayor Heitman were ap-
<br />pointed to the Budget Committee; Council members
<br />Reimann and Sorteberg were appointed to the Per-
<br />sonnel Committee; Council member Schlueter was
<br />appointed Chairperson of the Board of Adjustment;
<br />the Anoka County Union was designated the City's
<br />official newspaper; Peter Raatikka of Hakanson
<br />Anderson was reappointed City Engineer; William
<br />Goodrich of Randall, Dehn and Goodrich was reap-
<br />pointed City Attorney; Dr. Jankowski was reap-
<br />pointed City Health Officer; Council directed that one
<br />regular Council meeting be conducted per month on
<br />the 4th Tuesday. Council authorized the closing of
<br />City Hall on Martin Luther King, Jr. Day and directed
<br />that it not be a paid holiday. Council moved to pay
<br />$2,437.50 to the Lower Rum River Water Manage-
<br />ment Organization (1/2 of Ramsey's 1986 ad-
<br />ministrative contribution). Final plat approval was
<br />granted to Whispering Pines Plat 5. Council approv-
<br />ed the hiring of Officer James Singewald to replace
<br />Officer Tom Anderson.

<br />Council met on January 28, 1986 and each of the
<br />councilmembers stated their 1986 goals; goals which
<br />include ordinance enforcement, educate the public
<br />as to the cost of government, promoting economic
<br />development, pursue the Tri-City Fire Department,
<br />work towards the Rum River and Mississippi River
<br />bridge crossings, pursue proper landfill closing to in-
<br />sure the best end use of the site, better communica-
<br />tion between the City and it's citizens. Senator Dahl
<br />was present to hear and discuss Council's concerns
<br />with the State deficit and projected cutbacks, land-
<br />fill issues, land market values, rising cost of business
<br />insurance and the need for the Rum River Bridge
<br />Crossing. Council ordered feasibility reports for the
<br />1986 proposed sealcoating projects. The Five Year
<br />Long Term Financial Plan was adopted. Finance Of-
<br />ficer Graczyk reported that the Governor's recom-
<br />mended budget cuts would impact Ramsey's share
<br />of Local Government Aids, Homestead Credit and
<br />Federal Revenue Sharing.

<br />Council met on February 25, 1986 and Mr. Hartley
<br />reported that the House of Representatives' propos-
<br />ed budget cutbacks differs from the Governor's in
<br />that the House's proposal would not impact
<br />Ramsey's Local Government Aid. City Engineer
<br />Raatikka reported that Ramsey can use it's MSA
<br />funds for off-system improvements like the Rum
<br />River Bridge Crossing. Representatives of Waste
<br />Management of Minnesota, Inc. were present to in-
<br />form Council regarding what their request for ver-
<br />tical expansion of the landfill site involves. Briefly,
<br />the vertical expansion would increase slope grades
<br />using refuse, replace the l' of lime sludge cover with
<br />l' of clay and install a passive gas migration control
<br />system; the design features are to decrease infiltra-
<br />tion. and leachate ultimately produced. Council
<br />adopted a resolution opposing the action taken by
<br />PCA against Waltek, Inc. The Cemetery Committee
<br />was present and reported that expansion of the two
<br />existing cemeteries in Ramsey is not feasible; op-
<br />tions for developing a new cemetery adjacent to
<br />Cross of Hope Church were offered. Council
<br />discussed the numerous violations to Ramsey's
<br />Nuisance Ordinance generating from Whispering
<br />Pines Plat 4 and directed Staff to take the
<br />necessary steps to have the situation corrected.
<br />Ms. Skarbakka's request for a permit to operate an
<br />accounting business from her home was tabled; the
<br />motion to approve Ms. Kempf's request for a permit
<br />to conduct folk art instruction classes at her home
<br />failed. Voltin's Oak Hill Estates preliminary plat was
<br />approved. Council adopted a resolution recognizing
<br />the faithful service of Officer Tom Anderson. Staff
<br />was directed to readvertise for the position of
<br />Building Inspector. Council received feasibility
<br />reports and set a public hearing date of March 25
<br />for 1986 Seal coating Projects. The City Engineer
<br />reported that Mn/DOT is not in favor of Northfork
<br />P.U.D. accessing onto Hwy. 10 at 153rd Avenue; Mr.
<br />Raatikka was directed to request that Elk River
<br />designate Jarvis Street from 159th Avenue NW to
<br />Hwy. No. 10 as an MSAS, thereby allowing the City
<br />of Ramsey to designate the 153rd Avenue NW ex-
<br />tension as an MSAS. Council ordered feasibility
<br />studies for: the extension of 153rd Avenue N.W. from
<br />Puma Street to Andrie Street and the extension of
<br />sewer, water and storm sewer to the City's industrial
<br />area and Flintwood Hills Second Addition. Council
<br />directed Staff to inform Senator McQuaid that
<br />Ramsey supports her proposed legislation regarding
<br />liability and insurance situations surrounding govern-
<br />ment. Council appointed Jack Ippel to the Economic
<br />Commission for a term to expire January 31, 1989.
<br />The Board of Review was scheduled for April 17,
<br />1986 at 7:00 p.m. at City Hall. Council introduced
<br />Ordinance #86-2 recodified Zoning Ordinance.
