Council moved to pay
$2,437.50 to the Lower Rum River Water Manage-
ment Organization (1/2 of Ramsey's 1986 ad-
ministrative contribution). Final plat approval was
granted to Whispering Pines Plat 5. Council approv-
ed the hiring of Officer James Singewald to replace
Officer Tom Anderson.

Council met on January 28, 1986 and each of the
councilmembers stated their 1986 goals; goals which
include ordinance enforcement, educate the public
as to the cost of government, promoting economic
development, pursue the Tri-City Fire Department,
work towards the Rum River and Mississippi River
bridge crossings, pursue proper landfill closing to in-
sure the best end use of the site, better communica-
tion between the City and it's citizens. Senator Dahl
was present to hear and discuss Council's concerns
with the State deficit and projected cutbacks, land-
fill issues, land market values, rising cost of business
insurance and the need for the Rum River Bridge
Crossing. Council ordered feasibility reports for the
1986 proposed sealcoating projects. The Five Year
Long Term Financial Plan was adopted. Finance Of-
ficer Graczyk reported that the Governor's recom-
mended budget cuts would impact Ramsey's share
of Local Government Aids, Homestead Credit and
Federal Revenue Sharing.

Council met on February 25, 1986 and Mr. Hartley
reported that the House of Representatives' propos-
ed budget cutbacks differs from the Governor's in
that the House's proposal would not impact
Ramsey's Local Government Aid. No. 10 as an MSAS, thereby allowing the City
of Ramsey to designate the 153rd Avenue NW ex-
tension as an MSAS.
