Councihnember Cook suggested that people be allowed to sign out the document to review since <br />it is such a large document. <br /> <br />Councilmember Kurak recommended that the document be put onto a CD for people to review. <br /> <br />Councihnember Strommen suggested that a copy be made available at the Anoka Library. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to adopt Resolution <br />#03-04-082 authorizing the release of a draft alternative urban area wide review (AUAR) <br />document for the area to be developed as the Ramsey Town Center. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Strommen, Elvig, <br />Pearson, and Zimmerman. Voting No: None. Abstained: CouncilmemberKurak. <br /> <br />Case #7: <br /> <br />Review Proposed Amendments to Chapter 9 (Zoning and Subdivision of <br />Land), Section 9.50 (Subdivision) <br /> <br />Community Development Director Frolik stated that City Staff is working with Loren Gordon of <br />Hoisington Koegler to amend Chapter 9, Zoning and Subdivision of Land, of the Ramsey City <br />Code for the purpose of implementing the 2001 Comprehensive Plan. Last summer we <br />completed the new regulations for residential districts. At this time, City Staff and Loren Gordon <br />have completed draft amendments to Section 9.50 (Subdivision). This section of City Code <br />establishes perfonnance standards and processes for subdividing land. The amendments drafted <br />by City Staff were reviewed by the Planning Commission in March. Staff incorporated the <br />suggestions of the Planning Commission into the draft ordinance. The Planning Commission <br />conducted the public hearing regarding proposed changes to Section 9.50 on April 3. There were <br />no verbal or written comments submitted regarding the proposed amendments. City staff <br />recommended introduction of the ordinance to amend Section 9.50 (Subdivision) of City Code. <br /> <br />Councihnember Kurak requested that the following language be added to section 9.50.30(2)(b): <br />"The arrangement of streets in new subdivisions shall connect to adjacent street stubs and <br />provide future street stubs to adjoining areas. In instances where a street stub abuts an <br />undeveloped parcel, it is the stated intention of the City to connect streets when the adioining <br />parcel is developed. In the interim, the stub streets shall have a sign stating that the stub road is a <br />future thru street." <br /> <br />Consensus of the City Council was to add the language to section 9.50.30(2)(b). <br /> <br />Councihnember Elvig requested that staff provide the Council with copies of new subdivision <br />sketch plans so they can be informed of the project if residents contact them. <br /> <br />Community Development Director Frolik replied that she did not think that direction was <br />necessary in ordinance format, but it can be a staff policy. <br /> <br />City Council/April 8, 2003 <br />Page 10 of 17 <br /> <br /> <br />
