Last summer we
completed the new regulations for residential districts. At this time, City Staff and Loren Gordon
have completed draft amendments to Section 9.50 (Subdivision). This section of City Code
establishes perfonnance standards and processes for subdividing land. The amendments drafted
by City Staff were reviewed by the Planning Commission in March. Staff incorporated the
suggestions of the Planning Commission into the draft ordinance. The Planning Commission
conducted the public hearing regarding proposed changes to Section 9.50 on April 3. There were
no verbal or written comments submitted regarding the proposed amendments. City staff
recommended introduction of the ordinance to amend Section 9.50 (Subdivision) of City Code.

Councihnember Kurak requested that the following language be added to section 9.50.30(2)(b):
"The arrangement of streets in new subdivisions shall connect to adjacent street stubs and
provide future street stubs to adjoining areas. In instances where a street stub abuts an
undeveloped parcel, it is the stated intention of the City to connect streets when the adioining
parcel is developed. In the interim, the stub streets shall have a sign stating that the stub road is a
future thru street."

Consensus of the City Council was to add the language to section 9.50.30(2)(b).

Councihnember Elvig requested that staff provide the Council with copies of new subdivision
sketch plans so they can be informed of the project if residents contact them.

Community Development Director Frolik replied that she did not think that direction was
necessary in ordinance format, but it can be a staff policy.

City Council/April 8, 2003
