Councilmember Elvig agreed with that. He stated that there seems to be a problem with people <br />not receiving notification of a public hearing regarding a development. He inquired if there was <br />a better way to get the information out to the residents by possibly sending a certified letter. <br /> <br />Mayor Gamec replied that staff could go door to door and notify in an attempt to notify everyone <br />and the City would still receive complaints. <br /> <br />Councilmember Zimmcrman stated that he thinks that the signs being placed on the property that <br />is being proposed to be developed has been beneficial, and he would welcome new ways to <br />inform people but he did not think that the City could spend any more money on certified letters. <br /> <br />City Administrator Norman noted that the City does document the notifications that are sent out. <br /> <br />Councilmember Kurak stated that she felt that sidewalks should be constructed on both sides of <br />the arterial streets in any higher density development, rather than just on one side. <br /> <br />Community Development Director Frolik explained that the ordinance does state that there must <br />be a sidewalk on at least one side of the street; this language gives the Council the authority to <br />require sidewalks on both sides of the street. <br /> <br />Principal Planner Trudgeon suggested that as a policy staff could notify any developer proposing <br />a high-density development that the Council will want to see sidewalks on both sides of the main <br />streets.. <br /> <br />Councilmember Kurak noted that she had talked to the City's Parks Supervisor regarding the <br />issue and he also recommended that any development that abuts high traffic roads that there be <br />either a sidewalk or a trail to keep people offthe road. <br /> <br />Community Development Director Frolik suggested adding language in the ordinance that would <br />state that sidewalks are required on both sides of the arterial roads in a multi-family development <br />unless otherwise decided by the Council. <br /> <br />Councihnember Cook stated that he liked the idea of requiring sidewalks on both sides of the <br />street with the option of allowing a sidewalk to be only on one side. <br /> <br />Director of Public Works/Fire Chief Kapler stated that when they talk about trails versus <br />sidewalks he does not want to see a bike path on the road as being acceptable. <br /> <br />The Council agreed. <br /> <br />Consensus of the City Council was to add language that they would require sidewalk on both <br />sides of the arterial roads in a multi-family development unless otherwise determined by the <br />Council. <br /> <br />City Council/April 8, 2003 <br />Page 11 of 17 <br /> <br /> <br />
