1) <br /> <br />Authorization to Hire Consultant for Aerial Topographical Photography <br />The Finance Committee recommended that the City Council adopt the resolution <br />authorizing the Engineering Department to hire Horizon, Inc. to supply the City of <br />Ramsey with the aerial photographical information as contained in the Request for <br />Proposal. <br /> <br />Councilmember Zimmerman stated that one of the biggest determination on costs for aerial <br />photography is if the company can sell the information. He inquired if that would be the case. <br /> <br />Principal City Engineer Olson explained that the City owns the information, but Horizon can sell <br />the information as well. <br /> <br />Councilmember Zimmerman stated that if the City wants to charge some of the cost back to <br />developers they would need an exclusive right to the information. <br /> <br />Principal City Engineer Olson explained that both companies that submitted bids were very <br />aware of the fact that they wanted to sell the information back to the developers. <br /> <br />Councilmember Zimmerman replied that he was not so sure that their bid price was reflective of <br />that. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Zimmerman, to adopt Resolution <br />#03-04-084 authorizing the Engineering Department to hire Horizon, Inc. to supply the City of <br />Ramsey with the aerial photographical information as contained in the Request for Proposal. <br /> <br />Further discussion: Councilmember Cook inquired if the aerial photography will help lay a <br />foundation for the City to do a comprehensive sewer and water assessment for the City. <br />Principal City Engineer Olson replied that the photography would be very helpful. <br />Councilmember Pearson stated that he has received many questions of what the storm water <br />utility funds are used for and it was always his understanding that the funds were to be used for <br />cleaning ditches, and other maintenance issues. Principal City Engineer Olson explained that the <br />storm water utility fund is used to fund the on-going maintenance and operations of the existing <br />storm sewer system, which includes county ditches and ponds, pipes and wetlands. In order for <br />them to determine the real needs for storm sewer they have to have the appropriate infmxnation if <br />and when they have to do any maintenance on the infrastructure. Councilmember Zimmerman <br />inquired if the City wants to have exclusive use of the pictures. Councilmember Cook stated that <br />staff should at least make sure that the City does have the capability of selling the information <br />themselves. He noted that if the City requests exclusive use of the pictures, then the price of the <br />bid may increase. Principal City Engineer Olson explained that it was his understanding that the <br />City does have the ability to sell the information, but he can verify that. Mayor Gamec stated that <br />he thought that staff could request that the City have exclusive rights, but he did not want to hold <br />up that process. Councilmember Zimmerman inquired as to what staff was proposing to charge <br />developers for the information. Principal City Engineer Olson explained that the city of Otsego <br />charges $15.00 per acre.
