As part of the transaction, the City is to convey title to Lots 3 and Lot 3A, Block 1, <br />Sunfish Lake Business Park to Panther Investments. In order to complete this transaction, a sale <br />ordinance needed to be introduced and adopted authorizing the sale. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to introduce an <br />ordinance authorizing the sale of Lot 3 and Lot 3A, Block 1, Sunfish Lake Business Park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Strommen, Elvig, <br />Kurak, Pearson, and Zimmerman. Voting No: None. <br /> <br />Case #4: <br /> <br />Introduce Ordinance to Require Businesses to Obtain a Business Tenant <br />Certificate <br /> <br />Community Development Director Frolik stated that staff has collaboratively been working on <br />providing a better means to keep a comprehensive and up to date list of businesses in Ramsey. <br />Staff proposed to establish a procedure that requires every business in Ramsey to obtain a permit <br />30 days prior to occupancy. Staff recommended that the Business Tenant Certificate be issued <br />on an annual basis. Implementing the Business Tenant Certificate will inform appropriate <br />departments of the current occupancy and any occupancy changes within the building. It will <br />also and allow staff the opportunity to update and review records such as emergency contact lists, <br />fire preplan, inspection, and hazardous materials. The review process will ensure that the <br />business intending to operate on the premises complies with the State Building Code, State Fire <br />Code, City Code. <br /> <br />City Attorney Goodrich noted that the language in the ordinance cannot be tenant for legal <br />reasons; tenant is for rental property only. <br /> <br />Police Chief Way recommended that they call the license a "Business Registration License". <br /> <br />Councilmember Kurak inquired as to how the existing business owners will be notified of the <br />new license requirement. <br /> <br />City Council/April 8, 2003 <br /> Page 5 of 17 <br /> <br /> <br />
