Comnmnity Development Director Frolik explained that the City does have a fairly good list of <br />the current local businesses and staff will use that list to send out letters to the business owners. <br /> <br />Councilmember Kurak inquired if home base businesses would be included in the ordinance as <br />well. <br /> <br />Community Development Director Frolik replied that the ordinance would pertain to commercial <br />districts only. <br /> <br />Councilmember Kurak inquired if there would be a penalty to an existing business that does not <br />comply with the ordinance and has not been notified by the City because the City is unaware of <br />the business. <br /> <br />City Attorney Goodrich replied that staff will give all business owners an opportunity to comply <br />with the ordinance and if they do not comply after they have been informed of the ordinance, <br />then there is a penalty clause included in the ordinance. <br /> <br />Director of Public Works/Fire Chief Kapler noted that it is really difficult to keep track of the <br />turn around in a multi-tenant building, so the license will be a real benefit. <br /> <br />Councihnember Elvig inquired if there was an opportunity for the Fire Department to review <br />what is occurring in a business with this new license requirement. <br /> <br />Director of Public Works/Fire Chief Kapler replied that it would give them the opportunity to <br />inspect the building and review what type of business will be operating. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, to introduce an ordinance <br />requiring businesses to obtain a business tenant certificate. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Elvig, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #5: Authorization to Accept and Execute Metropolitan Livable Communities <br /> Grant <br />Principal Planner Trudgeon stated that in July 2002, the City of Ramsey applied for a Livable <br />Communities Grant from the Met Council to assist in the funding of the Sunwood Drive <br />extension through the proposed Ramsey Town Center. On March 11, 2003, the City Council <br />instructed staff to discuss with the Met Council the legal ramifications of the City accepting the <br />LCDA grant. City Attorney Bill Goodrich and City Administrator Norman had discussions with <br />the Met Council staff. From these discussions City staff has determined that accepting the grant <br />and entering into the agreement will not obligate the City to expend funds. The grant is setup as <br />a reimbursement grant, so therefore, the City will not receive any funds from the Met Council <br />until the City incurs the cost and request reimbursement from the Met Council. <br /> <br />City Council/April 8, 2003 <br /> Page 6 of 17 <br /> <br /> <br />
